A peace process that delivers a political settlement is THE priority. Afghans want #peace above all else,” Ambassador Khalilzad said in a Twitter post. However, he emphasized “But wanting peace does not preclude Afghans from demanding preparations for a credible presidential election. The Stability and Partnership election team led by Chief Executive Officer (CEO) Abdullah Abdullah in a statement on May 23 said that based on the Constitution the term of the National Unity Government (NUG) has ended and that the presidential candidates and political parties should talk to resolve the disagreements raised in this regard. The team said the Constitution has clearly mentioned the government's tenure and that the issues raised by other candidates need to be discussed. “The Stability and Partnership team sees the questions about the continuation of National Unity Government negotiable and agrees with part of concerns raised by presidential candidates and political parties,” the statement reads. The team also called on the political parties and candidates not to let the current disagreements on NUG’s tenure worsen the situation. “Taking into account the concerns about the current situation, we want the political parties and presidential candidates to discuss the issue and does not let the disagreements negatively impact the country’s stability and security because the continuation of the disagreements will worsen this fragile situation,” the statement read.

The United States (US) pledged $29 million to support the operational cost of the Presidential Elections in Afghanistan, reports Khaama News Agency on July 17. The U.S. Amabassador to Afghanistan John Bass said “We’re pleased the election budget has finally been finalized. That enables the United States to provide up to $29 million to support operations.” The Independent Election Commission on July 15 announced that the authorities have approved $149 million budget for the upcoming presidential elections with Afghan Government’s contribution will be $90 million and the remaining $59 million will be funded by the international community.

Peace and Moderation electoral team led by Mohammad Haneef Atmar has announced the suspension of election campaigns for next month’s presidential elections and stated that the illegal actions of the incumbent electoral team has damaged the credibility of the elections process, reports Khaama Press on August 8. The statement further added that the ARG Palace continues to its ‘bare interventions’ in the absence of necessary reforms which were sought by Peace and Moderation team and other electoral teams in the framework of Presidential Candidates’ Coordination Council. Furthermore, Atmar’s electoral team stated that they and other electoral teams had also sought suspension of election campaigns for a period of one week. This comes as reports emerged earlier suggesting that the Peace and Moderation has not launched election campaigns due to differences among the members of the team. According to reports, the two key members of the team, Ata Mohammad Noor and Mohammad Younus Qanooni had agreed with Mr. Atmar to modify the constitution of Afghanistan and change the structure of the government from a centralized to a semi-centralized system. However, the Peace and Moderation collapsed after the other members of the team, specifically the Pashtun leaders did not reach to an agreement in this regard.

On September 23, some Member of Parliament, and officials from the Political Committee of the Political Parties, said that the recent security report by the Afghan security institutions labeling 431 centers as “too dangerous” is suspicious, reports Tolo News. According to the report, another 1,000 centers, although intended to remain open, face high-security threats. Earlier on September 20, the Afghan Independent Election Commission (IEC) in a report said that 431 polling centers out of 5,373 are to remain closed on election day due to insecure regions in the country. Critics also argue that most of the polling centers in Afghanistan’s central and southern regions are located in areas where the insurgents have a strong presence, however, the number of closed polling centers doesn’t seem to reflect this. The IEC had further said that 675 centers face high-security threats and another 907 centers are under medium threats.

The election follows a bloody two-month election campaign, that saw several attacks by Taliban militants. Almost 445 polling centers out of 5,371 centers will be closed on the Election Day but the Ministry of Interior has assured that a safe environment will be provided to the voters. "I have a message for the Taliban: You should not prevent the people from their right. If you are Afghans, allow the people of Afghanistan to vote so that a strong government is created and then you can attend to the peace negotiations with that Government," Chief of Army Staff General Bismillah Waziri said.

Officials from the Independent Election Commission (IEC) on September 29 said that the results of 3,763 polling centers from across the country have arrived in Kabul, and the current count of presidential votes is 2,196,463, reports Tolo News. According to the IEC, the results from another 786 centers (8,161 polling sites) are on their way, but the latest figures put the number of current votes to 2,196,463. “Initially 5,373 polling centers were supposed to be operational, which makes 29,586 polling sites. From the original number, 617 centers remained closed and another 234 centers aren’t reliable and it’s difficult to say whether elections were held there or not,” said IEC commissioner Maulana Abdullah.

The report further added that the Taliban attacks during the day of elections on September, 28, 2019, killed 28 civilians and wounded 249 others. According to the preliminary results announced, President Mohammad Ashraf Ghani has secured 923,868 out of 1,824,401 votes casted which makes almost 50.64%.
