An encounter between Bihar Police and Communist Party of India-Maoist (CPI-Maoist) cadres took place in Lakhisarai District of Bihar on September 1, reports Kalinga TV. An official said, the anti-Naxal [Left Wing Extremism, LWE] operation started on August 31 evening after District Police learnt that Maoist ‘commander’ Baleshwar Koda along with his squad are hiding in the forest of Bangali Bandh under Piri Bazar Police Station limits in the District. Accordingly, a joint team of Lakhisarai Police and Sashastra Seema Bal (SSB) have launched a massive operation in the area. The Security Forces (SFs) managed to corner the squad of Koda in the forest of Bangali Bandh followed by massive firing from both sides. The firing continued till 3 a.m., and later on, the Maoists managed to flee from the place by taking advantage of the darkness. Sources have said that several Maoists have sustained gunshot injuries. Blood spots at several places have been found and two rifles and a large number of live cartridges were recovered from the place of encounter.

Suspected cadres of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), have demanded ‘levy’ (extortion money) from a road construction company on September 1, and pasted pamphlets at two places near Milk Cooling Center under Garhwa Police Station limits in Garhwa District of Jharkhand, reports The Pioneer. It is mentioned in the pamphlet, which had the name of the outfit JJMP written in the middle of the pamphlet, that the contractor of Khewalia Construction is informed that in relation to the work being done in Garhwa Road, he should talk to the outfit, otherwise the Munshi, the contractor or manager who is doing the work, can be shot anytime.

The Special Cell of Delhi Police arrested Ram Krishna Singh alias Master (58), a resident of Bhojpur in Bihar, who was allegedly involved in supplying arms and ammunition to criminals and Naxalites [Left Wing Extremists, LWEs], reports The Pioneer on September 4. According to Pramod Singh Kushwah, the Deputy Commissioner of Police (DCP), Special Cell, the accused Ram Krishna Singh was arrested from Nizamuddin area in Delhi on September 1. “Post Covid this year, Singh revived his chain of gangsters and criminals and since June, he has sold over 300 cartridges and 10 pistols to criminals of Delhi/ National Capital region (NCR). He has been previously involved in allegedly trafficking arms and supplying them to criminals in Bihar, Delhi and NCR besides to Naxalites in Odisha and Gadchiroli in Maharashtra,” said the DCP, adding, “On Wednesday, we received information that Singh would come to the road towards Gurudwara Damdama Sahib opposite Sunder Nursery Parking, Nizamuddin, along with five pistols of .32 bore and 200 live cartridges to deliver it to criminals based in Delhi and NCR.” Accordingly, a trap was laid and the team spotted Singh coming towards the spot and they immediately surrounded him and arrested him with a bag containing pistols and cartridges.

Thirty-five Improvised Explosive Devices (IEDs), suspected to be planted by Communist Party of India-Maoist (CPI-Maoist) to target Security Forces (SFs), were found in the Kuchai Police outpost limits in Seraikela-Kharsawan District of Jharkhand on September 2, reports devdiscourse.com. Superintendent of Police (SP), Anand Prakash said, acting on a tip-off, the SFs recovered the IEDs from villages between Rugrudi and Dodarda in the Kuchai Police outpost area on September 2, adding that each IED weighed about four-five kilograms. Later, the IEDs were defused by the Bomb Disposal Squad (BDS) safely.

A Communist Party of India-Maoist (CPI-Maoist) cadre, wanted in the 2003 killing of 11 Bihar Police personnel, was arrested from Yadunathpur area in Rohtas District of Bihar on September 3, reports The New Indian Express. Superintendent of Police (SP), Aashish Bharti said, acting on a tip-off, a Police team raided Yadunathpur area and arrested Sanjhawan Cheron, who was on the run for around 18 years. Earlier, South Asia Terrorism Portal (SATP) had reported that 11 Police personnel and a civilian were killed in a landmine blast triggered by Left-Wing Extremists—Naxalites—of the People’s War Group (PWG) and the Maoist Communist Centre (MCC), in a joint operation, in the dense forests of Kaimur range in Rohtas District of Bihar on September 8, 2003. SP Bharti said, "All 11 police personnel died on the spot. Cheron was the mastermind of the attack. He is also wanted in several cases pertaining to Naxal [Left Wing Extremism, LWE] attacks in Uttar Pradesh."

Police arrested six militia members of the Communist Party of India-Maoist (CPI-Maoist) in the forests of Pusuguppa in Cherla Mandal (administrative sub-division) in in Bhadradri-Kothagudem District of Telangana on September 4, reports Telangana Today. Bhadrachalam Assistant Superintendent of Police (ASP), Vineeth G said the arrested militia members were from Rampur village of Usuru block in Chhattisgarh State, and were identified as Kunjam Adama, Madivi Joga, Madivi Bandi, Madivi, Unga, Madakam Sannu and a minor boy. During interrogation, they confessed to having been working for the Maoists for the past three years. They also informed the Police that they have dug about 100 pits and planted iron bars in them in the Pusuguppa forest area in August 2020. The minor boy was moved to the Juvenile Home as per court orders while the remaining five members were sent to judicial remand, the ASP said.

Five cadres of the Communist Party of India-Maoist (CPI-Maoist), identified as Kalmu Sanna (36), Muchaki Pojja (31), Kalmu Ganga (24), Muchaki Ayata (31) and Muchaki Ayata (31), were arrested in Sukma District Chhattisgarh on September 5, reports The Pioneer. Sukma Superintendent of Police (SP), Sunil Sharma said, the Maoists were arrested from the jungles of Kangodipara village where a joint team of the Central Reserve Police Force (CRPF), District Reserve Guard (DRG), Chhattisgarh Armed Force (CAF) and Police were out on a search-cum-area domination operation, and the joint team of Security Forces (SFs) recovered three tiffin bombs from the Maoists.

Three People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), cadres including Sujit Kumar Ram alias Sahuji, a resident of Torpa Police Station area and PLFI's ‘area commander’ were arrested from Anandpur Police Station area in West Singhbhum District of Jharkhand, reports The Pioneer on September 6. A cache of weapons has been recovered on the spot, that included five rifles of 315 bore, a gun, a country-made pistol, 17 live cartridges of 315 mm, two magazines, 17 live cartridges, eight live cartridges of the gun, 30 live cartridges of 25 mm besides three wireless sets, one Walkie talkie charger, three Pawar bikes, INR 50,000 in cash, letter pad of PLFI and full pad of PLFI donation receipt have been confiscated. A Police official said that they got a tip-off that Sujit Kumar Ram alias Sahu, ‘area commander’ of PLFI outfit along with his squad members is staying in a semi-constructed house in village Borotika Bhuiya Tola under Anandpur Police Station area. After that a raiding team was formed and the raid was conducted. The identity of two other PLFI cadres are yet to be ascertained.

A youth was injured after a pressure bomb allegedly planted by Communist Party of India-Maoist (CPI-Maoist) cadres went off at Lenin Nagar on the outskirts of Cherla Mandal (administrative sub-division) in Bhadrachalam Agency in Bhadradri-Kothagudem District of Telangana on September 6, reports The Hindu. The youth identified as Brahma Naidu suffered a grievous injury on his right leg in the explosion, when he reportedly stepped on the pressure bomb after stopping his bike near a tree on the roadside to read a wall poster put by the Maoists when the incident occurred. The Maoist rebels, through the wall poster, urged people to observe ‘Political Prisoners Rights Day’ on September 13. C Veermani (72), a resident of Rayanallur in Cuddalore District, and four others were arrested by Coimbatore Rural Q Branch-Crime Investigation Department (CID) on May 5, 2015. The Maharashtra Government extended the Naxal [Left Wing Extremism, LWE] Surrender Policy in the State for two more years, reports Free Press Journal on September 8. The decision was taken by the State Government on September 7, officials said, adding, the policy was introduced in 2005 with the aim to curb the Naxal movement in the State. Recently, the Police in Gadchiroli had taken initiatives to create job opportunities for Naxal-affected people so that they do not take the wrong path. This year, 22 Naxals have been killed by the Police in encounters and at least eight Naxals have surrendered. "Naxal surrender Policy has proved to be a successful weapon against the Naxal movements in the state. Considering this, the Director General of Police had requested to give a two-year extension to this policy. The government has hence given an extension to the policy till August 2023," said a State Government official. "The policy is indeed very useful. We had formed a self-help group for those who were into Naxal activities and provided them with different training. For the unemployed from the tribal, we help them in skill development so that they get a job or self-employment opportunities," Superintendent of Police (SP), Gadchiroli, Ankit Goyal said.

The National Investigation Agency (NIA) on September 7 filed a chargesheet against 19 Communist Party of India-Maoist (CPI-Maoist) cadres and overground workers, including women, of the outlawed CPI-Maoist outfit in connection with the case of Lanji forest Improvised Explosive Device (IED) blast in which three Jharkhand Jaguar (JJ) Force jawans (troopers) were killed, reports The Times of India. The 19 accused, including four arrested ones, have been charged with sections of the Indian Penal Code (IPC), the Explosive Substance Act and the Unlawful Activities Prevention Act (UAPA), an NIA official said. Ramrai Hasda of West Singhbhum, Nelson Kandir of Seraikela-Kharsawan, Sorto Mahli of West Singhbhum and Mangal Munda of Ranchi have been arrested in the case, while 15 accused remain absconding, the NIA official said. The case pertains to an IED blast which took place in March in the Lanji forest hill area in West Singhbhum District of Jharkhand resulting in the death of three personnel of JJ, Special Task Force (STF), and grievous injuries to others, the official said.

The Jharkhand High Court on September 9 has expressed its concern over the rising cases of Communist Party of India-Maoist (CPI-Maoist)-related violence in the State, reports UNI. The court said that over the last few years incidents related to Naxalite [Left Wing Extremist, LWE] had declined, but now there is a rising trend, which is a disturbing sign. The court also asked the Government questions as to why the incidents related to the Maoists have increased over the last one and a half years. It also asked as to whether there was any policy change of the Government. During the hearing, the court instructed the Director General of Police (DGP) to join on a virtual mode. As per the data provided by the State Police in the last one and a half years instances of Maoist surrender, recovery of arms, Police action against the ultras had reduced.

Odisha, Director General of Police (DGP), Abhay said, a Maoist of his cadre has neither been arrested nor neutralised in the last 20 years in Odisha and described his arrest as a great achievement of Odisha Police. Dubasi, a resident of Muttarasi Chetla village in Medak District of Telangana, was a member of the Andhra Odisha Special Zone Military Commission. The Security personnel have seized an INSAS (Indian Small Arms System) assault rifle, 10 rounds of ammunition, a mobile phone, one radio, earphones, Amazon kindle, INR 35,000 in cash and other articles from his possessions. During interrogation, Dubasi revealed that he joined the Maoist organisation in 1987 in the Indrapuriyal Zonal Committee in Telangana as a party member. He was promoted to the rank of ‘special zonal committee member’ in 2003 and joined the AOBSZC in 2004. In 2010 he joined the ‘state military commission’ and continued there till date. The DGP said Dubasi was involved in many heinous Naxal [Left Wing Extremism, LWE] related violence including the 2009 Damanjodi Exchange of Fire (EOF) in which 10 Central Industrial Security Force (CISF) personnel were killed, Jodamba EOF in 2018, Doraguda EOF in 2020, Theegalmetta EOF in 2021, Pebbampalli EOF in 2021, Januguda Ambush in 2012 in which four BSF personnel were killed and in Govindapalli land mine blast in 2010 in which 11 Police personnel died. He was involved in two criminal cases in the Koraput District, 18 cases in Malkangiri District, 32 criminal cases in Visakhapatnam of Andhra Pradesh and 24 criminal cases in Telangana.

The Police arrested C P Usman, the leader of the Communist Party of India-Maoist (CPI-Maoist) who has been absconding for the past few years, from Pattikkad in Malappuram District of Kerala on September 14, reports The New Indian Express. Usman is the third accused in the case related to the arrest of Allen Shuhaib and Thwaha Fazal from Pantheerabkavu in Kozhikode on November 2, 2019. Police have said that the youths were picked up while they were talking with Usman. The Maoist leader escaped from the spot before the Police could arrest him. According to the Police, there are around ten cases against him under various Police Stations. Usman was the activist of the Communist Party of India-Marxist Leninist - Naxalbari (CPI-ML-Naxalbari) before the outfit merged with the CPI-Maoist on May 1, 2014. The armed gang had appeared at Payyanikotta, Muthukad and near Perambra estate run by Plantation Corporation of Kerala (PCK) within one-and-a-half months. The former was killed in a controversial encounter with state police in 2019 in Wayanad, and the latter was arrested by Maharashtra ATS along with then senior-most leader of the outfit - Murali Kannampilly - in Pune in 2015. Involved in more than 17 attacks, Madkam carried a cash reward of INR 500,000 as the Kerlapal Local Organization Squad (LOS) ‘commander’. Madkam had joined the banned outfit as a child in 2004 in Chetna Natya Mandli (CNM), the cultural wing of the CPI-Maoist, and then was taken into ‘Bal Sangham’ (children’s squad). Later he was promoted as ‘area CNM committee member’ in 2010 and became area's Dandakaranya Kisan Mazdoor Sangh (DAKMS) ‘president’ in 2015. Madkam served as Baddesatti LOS ‘deputy commander’ from 2016-2020, and carried a .303 rifle. He has at least 17 cases lodged in different Police Stations of Sukma District for murder, Improvised Explosive Device (IED) blasts, firing upon security personnel and digging up roads. His wife Padaam was serving as Kerlapal LOS ‘deputy commander’ and carried a reward of INR 200,000 on her head, and she too had joined the Bal Sangham in 2012 at the age of 13. She became Dornapal LOS member in 2015 and was then promoted as Baddesatti LOS ‘deputy commander’ in 2019. There are at least five cases of criminal violence registered against her at Police Stations that include triggering an IED blast that left five security personnel injured in 2018 at Phulbagdi region.

The DGP said that the Mandla District has been classified under the 'District of Concern' category because of the movement of 'Vistaar Dalam' of Maoists from Chhattisgarh recently, but they were not able to muster support from the locals. "They are also unable to hire local youth in their cadre here as the state police have taken effective measures to prevent their movement in the state, including encounters," DGP, Johri said. Talking about the Dindori District, the DGP said that it has been included in the Security Related Expenditure (SRE) scheme because the State administration wanted to fortify the Police Stations and other security set ups in the District to prevent the Maoists from making inroads in these areas. Bastar Range, Inspector-General of Police (IGP), Sundarraj Pattilingam said that the incident took place on September 23 evening at Madhoner village of the District, and around two dozen Maoists were involved in the attack. Sundarraj said the attackers thrashed the labourer at the construction site before setting ablaze a Joseph Cyril Bamford (JCB) machine, two tractors and two motorcycles there. The labourer who died has been identified as Sandip Bajan, who belonged to a village near the construction site. Under the Pradhan Mantri Gram Sadak Yojna (PMGSY) scheme, an approximately 10-kilometres-long road is being laid from Chhotedongar to Madhonar. Almora Police claimed to have unearthed a Communist Party of India-Maoist (CPI-Maoist) hideout located in a cave deep inside the forests of Buda Jageswhar area in Almora District of Uttarakhand, reports Hindustan Times on September 27. The hideout was revealed based on the interrogation of the last wanted Maoist leader of Uttarakhand, Bhaskar Pandey (36), by Police, officials said. Pandey, who was wanted with a bounty of INR 20,000 in a case registered during the 2017 State assembly elections, was arrested in Almora on September 13 in a joint operation by the special task force (STF) of Uttarakhand Police and the Almora District Police. “Police found the hideout on Sunday [September 19] from a cave located inside deep and dense forests of Buda Jageshwar area after Pandey revealed its location during his interrogation while in police remand. He used to often use the hideout to stay away from police,” said Pankaj Bhatt, Senior Superintendent of Police (SSP), Almora. Bhatt informed, “After tracing the hideout, police found several items from there including some Maoist publicity material, survival kit, tents, sleeping bag and other items of daily need.” Bhatt said that Pandey was taken in Police remand for two days on Friday [September 17] for interrogation. “On Sunday, he revealed his hideout in Hariya top forests in Buda Jageshwar area.” Earlier, when Pandey was arrested, Police claimed that he was in touch with the members of the Politburo of the banned Communist Party of India-Maoist (CPI-Maoist) to revive the Maoist movement in the Himalayan State. Pandey, who was in hiding since 2017 after being booked in three cases for trying to provoke the public against the Government by putting anti-Government posters and set ablaze one Government vehicle in an attempt to disrupt the 2017 State assembly polls, was arrested near Haridutt Pethshali Inter-college in Almora District on September 13. After his arrest, the Police recovered two pen drives, two voter IDs, a mobile phone, an Aadhaar card, two books and INR 32,265. State Director General of Police (DGP), Ashok Kumar, also claimed that Pandey had taken arms training in the jungles of north Bihar in 2012. “He was the right hand of senior Maoist leader Khin Singh Bora who was the Uttarakhand area commander for CPI(M) [CPI-Maoist] who is presently in jail after being arrested in Uttar Pradesh police STF. Referring to the reforms brought in by present State Government, Sucharitha said the setting up of Village Secretariats ensured that welfare activities reached the remote tribal areas. Attributing backwardness as a reason aiding Maoists, Sucharitha asserted that developing education and health sectors, and improving basic infrastructure facilities could curb the menace. Union Home Minister (UHM) Amit Shah chaired the meeting to review the security and other developmental aspects in the Left Wing Extremism (LWE) affected States at Vigyan Bhawan in New Delhi on September 26. Home Minister Amit Shah said Prime Minister Narendra Modi had taken a decision to bring down the fixed expenditure of States on deployment of Central Armed Police Forces (CAPFs) and the expenditure by States has reduced by about INR 29 billion in 2019-20 as compared to the 2018-19. Shah also said in the past two years, a successful effort has been made to increase the security camps in areas where security was not stringent, especially in Chhattisgarh, Maharashtra and Odisha. Shah said those who want to give up arms and join mainstream are heartily welcome, but those who take up arms and hurt innocent people and the Police, will be given the same response. “The root cause of dissatisfaction is that development has not reached there in last six decades since Independence and now to deal with it, it is very essential to ensure accessibility to fast-paced development so that common and innocent people do not join them,” he said. According to the Ministry, there has been a gradual decline in the number of LWE incidents in the last decade. The incidents have reduced from 2,258 in 2009 to 349 incidents till August 31 this year. The number of deaths reduced from 908 to 110 during the same period. The UHMA first created the LWE desk, a separate department to address the Maoist issue in 2006. “Few new areas have been identified as potential locations for emergence of this phenomenon. To arrest the expansion plan of the CPI (Maoist) and also to restrict them to bounce back in the areas recently taken away from LWE influence, 8 districts have been categorized as ‘District of Concern’. The revised categorisation is a more realistic representation of current LWE scenario,” the Ministry stated.

The State Government submitted a report on Maoist affected Districts to Union Home Minister (UHM) Amit Shah during a meeting in New Delhi on September 26. Maoist activities have come down considerably and are limited to erecting banners and releasing pamphlets in Adilabad, Mulugu, Jayashankar-Bhupalpally, Asifabad and Mahabubabad Districts. However, in Bhadradri-Kothagudem District which is close to Chhattisgarh, violence has increased. Amit Shah advised the State to strengthen its intelligence system and also maintain good relationships with neighbouring States. An unnamed Police official said, "The department would focus more on the strengthening of intelligence system, courier system, exchange of information and joint operations." According to Police estimation, not more than 100 Maoists including both lower and higher cadre members are working in Telangana. Already more than 150 Maoists have surrendered to Police recently. Several weapons, including an AK-47 rifle, were recovered from the encounter site, Police said. Sources said a Jharkhand Jaguar team was on a search operation in Saliya forest area, around 10 kilometres from Latehar District Police headquarters, when the JJMP extremists opened fire on them. During the two-hour gunfight, a Maoist was killed and Deputy Commandant Rajesh Kumar sustained bullet injuries, they said. Kumar was taken to Latehar and then airlifted to Ranchi for treatment. He died at hospital in the course of treatment, a press release issued by Jharkhand Police said. The identity of the slain JJMP cadre is yet to be ascertained.

They are mostly roped in at 15 and given a gun at 17, says a ‘survey’ conducted by Bastar Police among surrendered Maoists, reports The Times of India on September 29. The ‘recruited’ kids are not allowed to go home for years, some never, not even if any of their parents dies, say Police. What’s more, a shocking 25% of them end up getting forcibly sterilised in youth, says the survey. Asked for her comment on the Police findings, Bastar rights activist Bela Bhatia said: “Children should not be used as soldiers. I would welcome similar surveys by independent agencies.” The perception was that Maoists put kids only in the ‘Bal Sangham’ and don’t give them weapons till they are 18, but the surrendered Maoists, including some senior cadres, have revealed that this is far from true, say Police. “Most of us didn’t join the Maoists of our own will. We were forced,” the Maoists told Police. The survey was conducted among 41 Maoists who had surrendered in Dantewada between 2013 and 2021, and had bounties of INR 500,000 or higher. Police officers interviewed them for over a month and got them to fill up a 10-point questionnaire before they came up with this data. “At the age of 17 when they should be studying, they were given guns and told to carry out attacks. By the age of 20, they were handling automatic weapons,” the report says. Dantewada Superintendent of Police (SP), Abhishek Pallava said: “The survey results will be used to spread awareness among the locals in ‘recruitment hotspot’ villages of Dantewada district so that they don’t join the Maoists. Police will tell villagers that Maoists are not revolutionaries. There are people who were taken by Maoists as children and never returned, nor do their parents know about their fate or whereabouts. Villagers should know about the dark side of ‘holding weapons and becoming powerful’.” There are 12 Maoists ‘recruitment hotspots’ identified by Police — villages from where at least 10 cadres have joined People's Liberation Guerrilla Army (PLGA), the armed wing of the CPI-Maoist. The surrendered cadres shared heart-breaking stories of the hardship and pain they underwent as children in an insurgent outfit. They were banned from visiting home or meeting parents for years. They weren’t allowed to go home even if a parent died, not to speak of visiting families for festivals. At least 25% said they never saw their parents after being taken away by Maoists, and 30% could meet their families once every five years. To add to this, they saw severe discrimination in the Maoists ranks between ‘Telugu cadres’ and Chhattisgarh tribals.

While the patrolling team was cordoning off the area, two constables, Sannidul Islam and K Balkrishna, belonging to the same unit, inadvertently came in contact with a pressure IED connection, triggering the blast, he said, adding, the two personnel received leg injuries and are said to be out of danger. Union Minister for Heavy Industries Mahendra Nath Pandey, on September 30, has expressed concern over a "spurt" in Communist Party of India-Maoist (CPI-Maoist) activities and "loot" of mineral reserves in Jharkhand, reports NDTV. "Extremism and Naxalism [Left Wing Extremism, LWE] have started spreading its tentacles in the state, and freedom is also being granted to loot mineral reserves," Minister Pandey said. Responding to a demand by Singhbhum Chamber of Commerce and Industry (SCCI) President Ashok Bhalotia to set up heavy industries in the State, Pandey said his Ministry is keen to develop Jamshedpur as an auto hub. The Central Government has been implementing various programmes to encourage industries under the Production Linked Incentive Scheme, the minister said, adding, it has a provision of about INR 570 billion for setting up auto and auto component units in the country. "All possible steps will be taken to revive heavy industries, including the Heavy Engineering Corporation Ltd, in the State," he added.
