A 40-year-old Communist Party of India-Maoist (CPI-Maoist) cadre involved in murder, arson and other incidents was arrested in Bijapur District of Chhattisgarh on October 1, reports The Pioneer. Superintendent of Police (SP), Kamlochan Kashyap said Madavi Budhram was Badetungali ‘president’ of Janatana Sarkar (Peoples Government) and Potenar ‘vice president’ of the Revolutionary People’s Committee (RPC) of the CPI-Maoist, carrying a reward of INR 10,000 on his head. He was a Local Organization Squad (LOS) member between 2006 and 2010, and was involved in several Naxalite [Left Wing Extremist, LWE] incidents between 2007 and 2020 including killing of villagers, firing on Police, planting Improvised Explosive Devices (IEDs) on highways, abduction and arson. As many as 20 warrants were pending against the arrested Naxalite.

Communist Party of India-Maoist (CPI-Maoist) outfits again threatened to carry out major attacks on Police Forces to obstruct increasing activities of Security Forces (SFs) including vigilance and patrols in the Naxal [Left Wing Extremism, LWE] stronghold areas, reports The Free Press Journal on October 3. They (the Maoists) claimed that attacks will be carried out to counter the intensive military operations launched by the Government Forces in their areas. In addition, the CPI-Maoist issued a press release on October 2, 2021, and mentioned that operation Prahaar was a total failure and the forces of the People's Liberation Guerrilla Army (PLGA) killed at least 90 Policemen and injured 269 in a period of 8 months (November 2020- June 2021). In the release, Maoist ‘spokesperson’ Pratap said, the major damage to SFs occurred during this period. Realizing that the failure of operation Prahaar, the Union Home Minister (UHM) Amit Shah did not put aside the national security advisor, but also planned a mega military plan on public money to eliminate the Maoists, which is carrying out the fight against fascist forces to secure justice for the deprived junta, Pratap alleged.

A 40-year-old man named Chandramohan Tirkey alias Charka was shot dead by suspected Communist Party of India-Maoist (CPI-Maoist) in Dalki under Goilkera Police Station area in West Singhbhum District of Jharkhand on October 2 night, reports The Pioneer. A Police official said, "The area Goilkera is Naxal [Left Wing Extremism, LWE] infested area. The murder might have links with ultras of banned outfit. We are investigating the incident." On receiving the information, Goilkera Police reached the spot and recovered the body and the used shells from the spot. A leaflet has also been found from the spot. In the leaflet Habba Dabba has mentioned the murder for becoming a hindrance in the gambling operation. The name of any organisation etc. is not mentioned in the leaflet.

A joint team of Police and the personnel of the Bomb Disposal Squad (BDS) on October 2 unearthed a Communist Party of India-Maoist (CPI-Maoist) dump and recovered a cache of explosives, portable devices and other material from Kalvapalli forest area in Tadwai Mandal (administrative sub-division) in Mulugu District of Telangana, reports The Hindu. Acting on a tip-off, the joint team carried out a search operation in the forest area along the outer periphery of Kalvapalli in the early hours of Saturday, Police said, adding, the team found 25 each gelatin sticks and detonators, a large bundle of cloth used to prepare “red flags”, a small bundle of wire, a flash camera, pen drive, Bluetooth speaker, earphones, power bank, battery charger, revolutionary literature and documents pertaining to the resolutions passed at various meetings of the CPI (Maoist) including the Dandakaranya special zone accounts sheets for 2015 and 2016. Giving details about the recovery of the Maoist dump to media persons in Mulugu on October 2, Superintendent of Police (SP), Sangram Singh Patil said the Maoist dalam (armed squad) and ‘jan militia’ (peoples’ army) members concealed explosives and other material in the underground dump in Kalvapalli forest area at the behest of Pulluri Prasad Rao alias Chandranna, Bade Chokka Rao alias Damodar and other Maoist leaders. “Maoists are trying to foment unrest and violence to vitiate the peaceful atmosphere in the Agency areas in a bid to obstruct development in Mulugu and Jayashankar Bhupalpally districts,” he alleged, calling upon the Maoist cadres to eschew violence and join the mainstream.

Six Communist Party of India-Maoist (CPI-Maoist) cadres, four of them carrying cash rewards on their heads, surrendered before Police and Central Reserve Police Force (CRPF) officials in Dantewada District of Chhattisgarh on October 3, reports The Times of India. An official said, the surrendered cadres, Munna Padami (24), Pandru Padami (27), Ronda Veko (25), Sonku Alami (47), Aaytu Netam (30) and Raju alias Mata Netam (28), who were active in the Barsoor area committee of Maoists and worked as militia members of Maoists, said they were impressed by the Police's rehabilitation drive 'Lon Varratu' and disappointed with the "hollow" Maoist ideology. Of the surrendered, Munna, Pandru, Ronda, Sonku, were allegedly involved in different incidents of attacks on Police teams and looting civilians, Superintendent of Police (SP), Abhishek Pallava said, adding that they were carrying a reward of INR 10,000 each on their heads. Two other ultras, Aaytu and Raju, were allegedly tasked with putting up Maoist posters and banners in the area, he added. With this surrender, 437 Maoist have so far quit violence in Dantewada under the 'Lon Varratu' (return to your home/village) campaign, which was launched in June last year, SP, Pallava said.

Telangana Police arrested an Osmania University (OU) PhD student identified as Kota Srinivasa Gowda (38), of Appannapet in Peddapalli District of Telangana, on charges of having a connection with the Communist Party of India-Maoist (CPI-Maoist), from Bauddhanagar in Hyderabad District on October 3, reports telugustop.com. The Telangana Police had received information that Kota Srinivas, who is also the ‘state president’ of Telangana Vidyarthi Sangam (TVS), has links with the Maoists. In this context, the Police conducted searches at the OU hostel, including the house in which he was staying, and found several documents, prohibited literature and suspected items. The Police seized the documents and arrested him. According to the Police reports, Kota Srinivasa had been in direct contact with Maoist key leaders and also, he was attending their meetings. Also, it was confirmed that Kota Srinivasa had sent many students studying in various universities, including OU into the Maoist party.

The Communist Party of India-Maoist (CPI-Maoist) has appealed to its friends abroad to help build a strong solidarity movement to support its struggle, reports The Times of India on October 4. “The ruling classes know very well that they do no not have any chance of implementing their anti-people policies without elimination of Maoists. That’s why they termed them as the single-largest threat to internal security. They have continuously conducted military operations against the Maoists, but the heroic people retaliated under the brave leadership of People's Liberation Guerrilla Army (PLGA). Therefore, we have requested all the pro-revolutionary people to stand firmly in support of the Maoists to defeat the new and higher military operations and save Indian revolution,” Maoist party’s ‘central regional bureau’ (CRB) ‘spokesperson’ Pratap said in a statement released to the media on October 3. The Maoist duo decided to lay down their arms being influenced by the rehabilitation package of the State Government. Police said Debe Podiami ‘area committee member’ (ACM) of Gumma area, is a native of Malkangiri District, and had joined the Maoist fold in 2005 in the Kalimela area committee. Later, she was shifted to the Gumma area committee and promoted to the rank of ACM in 2020 and an INSAS [Indian Small Arms System] assault rifle was issued to her. Debe was involved in seven major attacks on Police along with several other incidents in the past. Gita Podiami, on the other hand, worked as a member of Andhra-Odisha Border (AOB) Military platoon after being given formal training in 2019 and was issued with .303 rifle. She hails from Chhattisgarh and was inducted in Dandakaranya Special Zonal Committee (DKSZC) as a party member in the Jana Natya Mandali (JNM), a cultural wing of CPI-Maoist. Panda had applied for bail in five cases along with another case he had transferred from Sub-Divisional Judicial Magistrate (SDJM) court to ADJ court in Gunupur Sub-Division. Sabyasachi was sentenced to undergo life imprisonment under Section 121 of the Indian Penal Code (IPC) in the year 2019. He was arrested from a house at Mangalavaram Peta under Badabazar Police Station limits in Berhampur in Ganjam District on July 17, 2014. A revolver, cash worth INR 211,000, and 800 grams of gold ornaments were seized from his possession. Sabyasachi, who carried a reward of Rs five lakh on his head, was active in the Maoist movement for more than two decades, operating in Southern Odisha including the Districts of Rayagada, Gajapati, Ganjam, Kandhamal and Nayagarh. The National Investigation Agency (NIA) re-registered a case related to the observation of Community Party of India-Maoist (CPI-Maoist) formation day in the forest near Nilambur Taluk in Malappuram District of Kerala in September 2016, reports The New India Express on October 6. The NIA has listed 19 persons as accused including Velumurugan, Kuppuswamy Devaraj (65) and Ajitha (45) who were killed in an alleged encounter with the Police in Nilambur forests on November 24, 2016. As per the First Information Report (FIR) submitted in the NIA Court in Kochi, the case was first registered at Edakkara Police Station in Malappuram, on September 30, 2017, which was later probed by the State Anti-Terrorism Squad (ATS). The NIA has now taken over the probe. “The accused in this case are members of proscribed terrorist organisation CPI (Maoist) that had organised a training camp, which included arms training, flag hoisting and study classes in connection with the formation day of the outfit in the last week of September 2016 in the forest three kilometres away from Nilambur’s Mundakadavu colony and had engaged in anti-national activities,” the FIR said. The accused persons are Aravind; Unni; Rajitha; Karthik alias Ganesh; Rema; Chandu alias Chandru; Manivasakam; Kuppu Devaraj; Vikram Gowda; Sharmila; Murukesh; Ajitha and B G Krishnamoorthy whose addresses and other details remain unknown. The spot where the traps were found shares a border with Sukma district of Chhattisgarh, and is said to be the biggest booby trap laid by the Maoists on the tri-State border of Andhra Pradesh, Odisha, and Chhattisgarh in recent years. East Godavari, Superintendent of Police (SP), M. Ravindranath Babu, said, “The booby trap is believed to be the traditional technique of Gutti Koya tribe of Chhattisgarh. A major tragedy has been averted with their detection.” The Maoists had laid the booby traps by digging trenches, in which they reportedly planted sharp bamboo arrows and covered them with leaves. The heavily forested and Community Party of India-Maoist (CPI-Maoist)-infested Chatra District in the coal-bearing North Chhotanagpur division has been a den of opium cultivation in the State, with several small and marginal farmers being involved in it allegedly having support of CPI-Maoist and their splinter groups. Chatra superintendent of police, Rakesh Ranjan, said, “We can’t deny the fact that we have a problem at hand and we need to solve it. The Police has been cracking down against those involved in the crime and have done several seizures of opium and drugs and have made several arrests. While the crackdown continues, we also want to educate people about the different dynamics of the illegal trade.” As per data provided by the District Police, from January 1, 2021 to October 6, 2021, the Police have registered 123 cases related to the trade and arrested 129 persons. In this period, the Police seized 605.77 kilograms opium, 61.65 quintal of Doda (dried opium stem), 2.621 kilograms brown sugar, 120 kilograms of Posta (poppy seeds), besides vehicles ranging from two-wheelers to trucks, arms and ammunition and cash. Most forested areas in the District, including Pratapur, Lawalong, Rajpur and Hunterganj--which also share border with Bihar--are some of the areas where opium cultivation is done, sources said.

The trio mostly targeted industrialists and other businessmen in the Civil Township area in Rourkela and other parts of the Steel City. Police said three 7mm pistols and around 55 rounds of ammunition including few of Self Loading Rifle (SLR) automatic weapons and some Improvised Explosive Devices (IEDs) were recovered from the criminals. Rourkela, superintendent of Police (SP), Mukesh Bhamoo said that around 6-7 cases had been registered against Banti who confessed to have been working for PLFI cadre Arjun Rana. All the three arrestees were working on the instruction of Rana who mostly operates from Jharkhand. He used to hire criminals to run his extortion and other organised crime syndicate in Rourkela. “Most of these criminals work in small groups. Each of them has specific roles. The raids were triggered by specific intelligence inputs on people being indoctrinated into the party’s ideology through propaganda material. It also said that, according to NIA officials, videos used to train the cadre were also found. As per other reports, raids are underway at as many as 20 locations across Kerala, Karnataka Tamil Nadu and Andhra Pradesh. The case was registered earlier this year in Edakkara in Malappuram of Kerala, pertaining to an alleged conspiracy by the members of CPI-Maoist for conducting training camps, arms training, flag hoisting and celebrations on the formation day of CPI-Maoist in September 2016 in the Nilambur forest area. On October 12, the NIA reportedly raided the home of Dinesh, a doctor in Puliyakulam in Coimbatore who is allegedly a Maoist supporter, and another person named Danish. The NIA took over the case from the Anti-Terrorism Squad (ATS), which was probing the issue after the case was filed in 2017 at the Edakkara Police Station. The NIA has listed 19 persons as accused in the matter, including three people who were killed in encounters. The Police identified the three slain Community Party of India-Maoist (CPI-Maoist) cadres as Anil alias Kishor alias Muka Sodi, Chinna Rao, and Sony, who were killed in an exchange of fire in Tulsi Parbat (Hill) area under Maithili Police limits in Malkangiri District of Odisha on October 12, reports The New Indian Express. Director General of Police (DGP) Abhay met the District Voluntary Force (DVF), and Special Operation Group (SOG) from Odisha Police, who were a part of the encounter with the Maoists in Tulsi Parbat area, at the District Police Office in Malkangiri and appreciated their efforts for the successful operation. Sodi was a native of Sudhakonda village under Kalimela Police limits who carried a cash reward of INR 500,000 on his head and was working as a ‘secretary’ of Gumma area committee under Andhra Odisha Border Special Zonal Committee (AOBSZC), while, Rao, a party member of Pedabayalu area committee working in Maoist leader Aruna’s protection team and carrying a cash reward of INR 100,000. The lone female cadre, Sony, a native of Chhattisgarh, working as an ‘area committee member’ (ACM) and a member in the protection team of CPI-Maoist ‘Central Committee’ (CC) member Uday under AOBSZC. She was carrying a cash reward of INR 400,000 on her head. All the three Maoists were involved in various violent incidents targeting Security Forces (SFs) and civilians. One Self Loading Rifle (SLR), an INSAS (Indian Small Arms System) assault rifle, three SLR magazines, one INSAS magazine, two damaged INSAS magazine, 59 SLR ammunition, 21 INSAS ammunition, one AK-47 magazine, one rifle sling kit, three Maoists kit bag, 10 electric detonators, one Improvised Explosive Device (IED) mechanism, and two remote controls for IEDs were recovered by the SFs from the area, DGP, Abhay stated. Bhadradri Kothagudem District Police are reaching out to women and youth in tribal areas and engaging them in various activities to wean them away from Community Party of India-Maoist (CPI-Maoist), reports The Times of India on October 14. Apart from training women in tailoring, the Police are distributing sports kits to youth. Water filters and television sets are also being distributed in the last few months. “We are doing this to instil confidence among the tribals and drive away mistrust towards police. We started this outreach programmes to improve connectivity and engage the tribals in activities so that they can look for help from us,” Bhadradri Kothagudem District Superintendent of Police (SP), Sunil Dutt said. Police were focusing especially on the youth by providing them cricket kits, volleyball kits and other sports kits. “This endeavour is bringing change in the mindset of tribals and directly contact us,” a Police official said. To stop Maoists from taking advantage of any unresolved issues, Police are also involving other departments to help solve local problems like laying internal roads and attending to health needs. A tribal family recently called Police for help when a woman developed labour pains. Police shifted the woman to the local Primary Health Care (PHC) in time. “Several militia members are disgruntled with Maoist ideology and their activities. They are coming out and surrendering before police. The outreach programmes have also helped us gain their confidence,” a senior Police official said.

The Central Government has sanctioned construction of as many as 233 roads across Jharkhand worth INR 13.96 billion in order to improve connectivity in the Naxal [Left Wing Extremism, LWE] hit areas of the State, reports The Pioneer on October 14. Under the scheme a total of 1753.77 kilometres road will be constructed other than 71 bridges. The rural development is likely to execute the plan by floating tenders. The road infrastructure will be developed in the ‘aspirational districts’ of Jharkhand. The Union Ministry of Rural Development (UMRD) took this decision in the light of a proposal made by the Jharkhand Government, and the proposal was approved at a meeting of the empowered committee chaired by Union Rural Development (URD) Secretary NN Sinha in Delhi on October 12. These roads will be constructed under the Prime Minister’s Village Road Scheme. According Jharkhand rural development department 979.350 kilometres of rural roads will be constructed under Pradhan Mantri Gram Sadak Yojana (PMGSY) Phase-3 which will cost INR 6.3065 billion. Similarly, 774.42 kilometres of roads will be constructed in the Naxal hit areas under the Prime Minister’s Village Road Scheme to improve connectivity. The Narendra Modi Government has given approval for construction of roads through Road Connectivity Projects in LWE affected Areas (RCPLWE) scheme. Under this, 125 roads and 71 bridges will be constructed worth INR 7.6542 billion.

The Security Forces (SFs) and cadres of the Community Party of India-Maoist (CPI-Maoist) exchanged fire in yet another gun battle in Tulasi forest range in Malkangiri District of Odisha on October 15, reports Odisha TV. Senior Police officials said, this is the second instance of fierce gun battle between the Maoists and SFs reported from the area in the past one week. As per reports, a team of Special Operation Group (SOG) personnel and District Voluntary Force (DVF), had launched a combing operation after getting inputs regarding the presence and movement of the Maoists in the region. On seeing the SFs, the Maoists opened fire on them. The SFs retaliated by firing back. It is suspected that the Maoists again regrouped near the spot where three of their cadres were recently gun downed by the SFs. Around 30 to 40 Maoists were present in the camp, sources said. Earlier, South Asia Terrorism Portal (SATP) had reported that three Maoists cadres, including two women cadres, had been killed in an encounter in Tulasi forest range in Malkangiri District on October 12.

After a three-day long operation, a joint team of Security Forces (SFs) on October 17 recovered a huge cache of explosives and other Community Party of India-Maoist (CPI-Maoist) articles from Tulasi Forest Range in Malkangiri District of Odisha, reports Odisha TV. The combing operation was launched by a joint team comprising Border Security Force (BSF) personnel, Special Operation Group (SOG) and District Volunteer Force (DVF) Malkangiri after receipt of credible inputs regarding presence of the Maoists on October 14, 2021. However, an exchange of fire broke out between the SFs and Left-Wing Extremists (LWEs) on October 15. Taking advantage of the hilly terrain, the Maoists managed to escape. “After a thorough search, several explosives and other Maoist articles including detonators, battery, Maoist kit bags and uniforms have been seized from the spot,” the Malkangiri Police said in a press release. The base would act as a shield against Maoists’ movement around Bhadradri and other regions. State Police has applied to the Union Ministry of Environment and Forest (UMEF) for diversion of two hectares of forest land to establish one company of 141 Bn CRPF and Police Force at Cherla Mandal for anti-Naxal [Left Wing Extremism, LWE] operations. Cherla-Pamida-Kistaram axis of Telangana will fall in the area. Police base will have barracks for CPRF, Commando Battalion for Resolute Action (CoBRA) and State Police Forces. It will have a kennel with sniffer and tracker dogs for finding explosives and extremists on the run. “Forces are already in this area. We are relocating them. One of the three arrestees is identified as Vinay Singh Chero (29), a ‘sub zonal commander’ having 22 cases against him, and is the money arranger for the outfit as he extracts money from districts Ramgarh and Chatra. The other two are Vishwanath Oraon, an ‘area commander’, and Sujit Oraon, a cadre, are having a single case each against them. Police recovered 200 live cartridges, levy receipt book, six cell phones, four diaries and one scooty. Superintendent of Police (SP), Latehar, Anjani Anjan said the trio were involved in the encounter on September 28, 2021, and we had recovered eight weapons from them in this encounter. According to Police, all the ‘jan militia’ members wanted to return to the mainstream because they were disillusioned by the violent ideology of Maoists, and inspired by Sukma Police's campaign, 'Puna Narkom', which means 'new dawn' in a Gondi dialect. One of the Maoists carrying a reward of INR 100,000 was identified as Podium Lakshman, a ‘militia commander’, and the others are members of militia wing, Chetna Natya Manch (CNM), the cultural wing of the CPI-Maoist, and Dandakaranya Adivasi Kisan Majdoor Sangh (DAKMS), a frontal wing of the Maoists, and natives of 10 villages in Sukma, including Chintagufa, Kukanar, Gadiras, and Tongpal. Majority of those who engaged in Communist Party of India-Maoist (CPI-Maoist) activities around Kerala have been arrested by Police, reports english.mathrubhumi.com on October 22. Ever since the beginning of the Maoist armed wing People's Liberation Guerrilla Army (PLGA) in Kerala in 2013, Police had intensified measures against them. More than 250 Unlawful Activities Prevention Act (UAPA) cases have been registered against Maoists till 2021. Among these, 68 who were named accused have been arrested and only a few more are left for the Police to act. This includes PLGA cadres, Maoist front organizations and Urban committee members. Other than the arrests of the activists, eight of them were killed in four encounters. Most of the arrested and the neutralized hailed from Tamil Nadu, while the only Malayali is a Malappuram Pandikkad native C P Jaleel. All neutralized were Tamilians except the Maoist ‘central committee’ (CC) member and Andhra Pradesh native Kuppu Devaraj. The Maoists were arrested by Kerala and Tamil Nadu Police. The arrested include Rajan Chittilappilly, Thrissur Vadanappally native Roopesh, Arms trainer and Chhattisgarh native Deepak, Mahalingam, Reena, Sreemathi, Kalidasan, Danish, Chinnavel, Ibrahim, Melethil Usman, Thaha Fasal, Anoop Mathew, T K Rajeevan, and Dinesh. The recent arrest was of Maoist Urban Committee Leader Malappuram Pandikkad native Melethil Usman. There are almost 30 people lodged in jail as under trial prisoners. Vikram Gowda, Soman, Sundari, Asha, Sreemathi, Jayanna, Gopalakrishnan, C P Moideen, Lenin, Jagadheesh, Krishna, Anitha, Chandrashekara Gairwal and Latha Shekar are included in the list of the most-wanted for engaging in Maoist activity in the State. Many have surrendered by quitting Maoist activities that centered in the State. Sundaran alias Unnikrishnan, Kanyakumari alias Kanya, Anandakumar alias Bhagat Singh, and Padma from Tamil Nadu, are among the ones who surrendered and are in jail as under trial prisoners.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with the Special Task Force (STF) in the forest and hilly areas under Pidi Bazar Police Station in Lakhisarai District of Bihar on October 23, reports Hindustan Times. The slain Maoist was identified as Pramod Koda, whose body was recovered from Lathia Pahari along with an AK47 rifle, Police said. Additional Director General of Police (ADGP), operation, Sushil M Khopde said Lakhisarai Police launched a search and rescue operation following information that some Maoists were hiding in the forest area of Bhagatpur after abducting the son of a Public Distribution System (PDS) dealer. “At around 10pm, the STF team came under heavy firing by the Maoists and fired back in self-defense,” said Khopde, adding that one Maoist was killed in the exchange of fire that lasted for about one-and-a-half hours, following which, the rebels escaped into the forest. Search operations have been intensified in the area to trace the abducted person, the official said. Pidi Bazar Station House Officer (SHO), Prajesh Kumar Dubey said armed Maoists attacked the house of PDS dealer Bhagwat Prasad at Chaukara and abducted his son Deepak Prasad (24). Koda, along with his associates, was fleeing after abducting the PDS dealer’s son for a ransom of INR 10 million. The abducted youth, Deepak was yet to be rescued, however, a massive joint operation is on in certain parts of Lakhisarai, Jamui and Munger Districts to recover him, adds The Times of India.

Ashok Yadav, Inspector General of Police (IGP), North Zone, said, “Lijesh is the first Maoist cadre to surrender in the State after the Surrender and Rehabilitation scheme announced by the State Government in 2018.” Lijesh, a native of Amarakkuni near Pulpally, in the district, said he joined the militant group seven years ago while working at a ginger plantation in Karnataka along with his parents. He claimed that he was the ‘deputy commander’ of the Kabani Dalam (armed squad) of the Western Ghats Special Zone Committee (WGSZC) of the CPI-Maoist and had worked for the organisation in Kerala, Andhra Pradesh, and Karnataka. “I surrendered before the police after realising that there was no point in continuing in the militant group,” Lijesh said. The Telangana State Road Transport Corporation (TSRTC) bus services were partially disrupted in Bhadrachalam Agency during the bandh (general shut down strike) observed by the Communist Party of India-Maoist (CPI-Maoist) State committee on October 27, in protest against the encounter in Tekulagudem forest area in Telangana on October 12, in which three Maoists were killed, reports The Hindu. The inter-District bus services between Bhadrachalam and Venkatapuram in Mulugu District were hit as the authorities suspended three buses on this route on October 27 as a precautionary measure, sources said. Barring a few, all other bus services remained unaffected. Police sources claimed that the bandh failed to evoke any response in the entire District. However, the Police continued their synergised anti-Maoist operations along the inter-State border with Chhattisgarh in coordination with their counterparts of the neighbouring State, sources said. Police maintained a hawk-eyed vigil on forest routes and ferry points along the Godavari River course in Bhadrachalam and Manuguru Police sub-divisions as part of the stepped-up vigil in the aftermath of the Tekulagudem incident.

Kanju is a member of a Maoist team and was involved in more than a dozen offences. The Hazaribagh District Police zeroed in on his whereabouts and tipped off the local Police. On the orders of Deputy Commissioner, Madhavaram, E. Sundaravathanam, a special team was deployed in Ennore to trace him. Police said he was staying and working in an under-construction apartment of the Tamil Nadu Housing Board, opposite the Ennore Thermal Power Station, for the past six months. Kanju was arrested and brought to the Ennore Police Station, and no weapon was seized from him. The Jharkhand Police have been informed, a senior Police officer said.

To maximise network connectivity in inaccessible areas, Department of Telecom (DoT) has sanctioned 483 mobile towers with 4G features to be set up by Bharat Sanchar Nigam Limited (BSNL) in nine Districts of Odisha, reports The New Indian Express on October 28. This was based on the recommendations of the State Government under Left Wing Extremist (LWE) phase-II project with financial support of the Government of India, said head of Odisha Licensed Service Area (LSA) BK Nayak in a media conference at Koraput on October 27. Funds to the tune of INR 4.22 billion would be allotted from Universal Service Organisation Fund (USOF) for this purpose. Around 256 mobile towers have already been installed by USOF in 22 Districts in the State. Malkangiri, the Communist Party of India-Maoist (CPI-Maoist) turf, gets the top priority as 128 towers have been allotted to the southernmost District. Another 85 is allocated to Koraput, 33 to Rayagada, 22 for Nabarangpur, six each for Kandhamal and Kalahandi, 49 for Nuapada and two each for Bargarh and Boudh.

Police arrested two Communist Party of India-Maoist (CPI-Maoist) cadres who participated in a rally against the mining project in Etapalli Taluka (administrative division) in Gadchiroli District of Maharashtra on October 28, reports The Times of India. Villagers had organised a rally to protest against the Surjagarh mining project in Etapalli on Tuesday, a release stated, adding, Gadchiroli Police had received a tip-off that some Maoists had joined the rally, following which some plain-clothes personnel of the special operation squad were deployed to arrest the ultras. The Police arrested action team member Muda Masa Zohi (32) and ‘Jan Militia’ member Mainu Dorpeti during the rally. According to the Police, Zohi is a resident of Gorgutta village, which is located in limits of the highly sensitive armed outpost (AOP) Gatta Jambia, and was allegedly involved in three encounters over the last two years, and was recruited in Gatta Local Organization Squad (LOS) of CPI-Maoist as a party member. Dorpeti, a resident of Bodmeta in Etapalli, had allegedly killed a man on September 18 and was also involved in an attack at AOP Gatta Jambia in May 11, the release added, stating that the arrested cadres had a reward of INR 200,000 each on their heads.

The National Investigation Agency (NIA) conducted searches at four locations in Bihar on October 28 in the case of recovery of arms and ammunitions from Communist Party of India-Maoist (CPI-Maoist) operatives in Jehanabad District of Bihar, reports latestly.com. NIA carried out searches at four places in Danapur and Chainpur in Patna District in Bihar. Searches conducted included the house and workshop of the accused and his associates. During the searches multiple parts of hand grenades, live rounds of ammunition, incriminating documents, Naxal [Left Wing Extremism, LWE] literature, and digital devices have been seized, said the NIA. The NIA registered the case on June 17 this year in connection with the recovery of arms and ammunition and other incriminating materials as well as documents from CPI-Maoist operative Parshu Ram Singh, a resident of Jehanabad in Bihar. The investigation has revealed that the accused had linkages with top Maoist leaders and was abetting the banned organization by providing hand grenades, explosives, and other arms and ammunition for the furtherance of terrorist activities in Bihar, Jharkhand and other States.

Maharashtra Cabinet Minister Eknath Shinde has received a threat letter suspected to have been sent by Communist Party of India-Maoist (CPI-Maoist), a senior Police official said on October 29, reports The New Indian Express. The Police official, attached to the Thane Police Commissionerate, said the Urban Development Minister received the threat letter 10 to 15 days back. Shinde, a Shiv Sena leader, is also the guardian minister of Thane and Gadchiroli Districts. The Police official said the letter warns that the minister, a resident of Thane city, and his family members will have to pay a "heavy price" for the State Government's actions against Naxals [Left Wing Extremism, LWE]. He said the letter has the CPI-Maoist, a banned outfit of Naxals, written on it. An offence under Indian Penal Code (IPC) section 506 (criminal intimidation) has been registered at the Wagle Estate Police Station in Thane District against unidentified persons, the Police official said.

The Delhi Police has arrested a commander of People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), from Dhaula Kuan area in Delhi on October 29, reports latestly.com. The arrestee identified as Anurag Ram alias Anurag Sadlohar alias Dhalbir, had been evading arrest after escaping from a lock-up inside Jashpur District court in Chhattisgarh, Police said. Ram was an active member of the PLFI and was wanted in several cases. He was hiding at the border area of Punjab and Haryana for the last seven years, Deputy Commissioner of Police (Crime) Rajesh Deo said. During interrogation, Ram disclosed that in 2012, he came in contact with PLFI members, and got hold of firearms and started extorting money. He had rivalry with some of his villagers and had also fired at a man in his village, Police said. On February 26, 2013, Ram along with his associates entered the house of a businessman and demanded INR 200,000, the DCP said. He was arrested in Jharkhand. Since he was wanted in cases registered in Jashpur, he was brought there on remand. On May 26, 2014, 23 under trial prisoners (UTPs) had been brought to the Jashpur District court from District Jail for proceedings and were kept in the court lock-up there, Deo said. Ram along with three other accused had escaped from custody, Police added.

Deputy superintendent of police (DSP), Dilip Khalko said that Superintendent of Police (SP), Chaibasa got secret information that Roi Kadulna alias Sukhram Dasta, the ‘area commander’ of banned PLFI Naxalite [Left Wing Extremist, LWE] organization has been roaming in the forest of Chaibasa and the border area of Khunti District. A joint team of Chaibasa District Force, Khunti District Force and Central Reserve Police Force (CRPF) 94th Battalion was formed and during the raid, two persons were arrested from the forest in the border area of Chaibasa and Khunti Districts. Sukar Oraon, a dreaded cadre of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), was allegedly shot dead by cadres of his organization at Lawadag village under Ghaghra Police Station in Gumla District of Jharkhand on October 30 night, reports The Pioneer. The bullet-ridden body of Oraon was found in his bed under a tree where he was sleeping. JJMP cadres had set up a temporary camp in the forest area of Lawadag. His body was recovered after Gumla Sub-Divisional Police Officer (SDPO) Manish Chandra Lal and Gumla circle inspector SN Mandal reached the village on October 31 morning. Police recovered around a dozen spent cartridges, INR 3,200 cash. It seems that he was shot dead either by INSAS [Indian Small Arms System] assault rifle or AK 47. There were seven bullet injuries on his body. Police also recovered his mobile phone and other things from the camp. Sources in the Police said that Naxal [Left Wing Extremist, LWE] was probably killed by his men following a dispute over the distribution of ‘levy’ (extortion money). Oraon was active in Gumla District for the past nine years and he had expanded the base of JJMP in the District. But he is said to be never shared ‘levy’ money with his team.

The slain Maoists were identified as Raje Muchaki, Geeta Markam, and Jyoti alias Bhime Nuppo, who were active members of Katekalyan ‘area committee’ of Maoists, and were carrying a reward of INR 500,000 each on their heads. One 12 bore gun, two country-made revolvers, one muzzle-loading gun, two Improvised Explosive Devices (IEDs), wires, medicines, Maoist literature, and items of daily use were also recovered from the spot.
