A cadre of the Communist Party of India-Maoist (CPI-Maoist) was killed in an exchange of fire between the Maoists and Police at Cherla Mandal (administrative sub-division) forest area in Bhadradri Kothagudem District of Telangana on August 1 (today), reports UNI. On information, that the Maoists were moving in the area in connection with Maoists ‘martyrs memorial week’, special Police teams were sent to the area and during the combing operation, the exchange of fire took place and the Maoist was killed. Police recovered the body of the slain Maoist, along with a .303 rifle and kit bags from the spot of the encounter. The identity of the Maoist is yet to be ascertained.

A cadre of the Communist Party of India-Maoist (CPI-Maoist), identified as Aitu Korsa, an ‘area committee member’ (ACM) of Kandhamal-Kalahandi-Boudh-Nayagarh (KKBN) division, surrendered before Deputy Inspector General of Police (DIGP), Northern Range, Sambalpur, Deepak Kumar and Bolangir Nitin Kusalkar in Bolangir District of Odisha on August 1 (today), reports Odisha TV. Aitu is a resident of Mankelli village under Gangaloor Police Station limits in Bijapur District of Chhattisgarh. However, he was active in several division of the Maoist party in Odisha. DIG (Northern Range, Sambalpur) Deepak Kumar, said, “He (Aitu) has been working in the State since the last eight years. He had earlier worked in the Bolangir, Bargarh and Mahasamund (BBM) division of the CPI (Maoist) and later joined the KKBN division. The State government's surrender and rehabilitation policy for the Maoists are encouraging these cadres to surrender.”

The Communist Party of India-Maoist (CPI-Maoist) cadre, who was killed in August 1 encounter with the Police at Bodanelli forest area in Cherla Mandal (administrative sub-division) forest area in Bhadradri Kothagudem District of Telangana, has been identified as Madvi Ungal alias Chotu (23), member of the People’s Liberation Guerrilla Army (PLGA) 1st Battalion of the CPI-Maoist of Chhattisgarh, reports The Hindu on August 2. Police said the deceased Maoist is the brother of the CPI-Maoist’s PLGA 1st Battalion ‘commander’ Madvi Hidma. Chotu hailed from Puvarthi village in Bijapur District of Chhattisgarh.

The Communist Party of India-Maoist (CPI-Maoist) have given a call for State-wide bandh (general shut down strike) on August 10, in protest against the alleged illegal mining of laterite and bauxite in the Agency areas in Visakhapatnam and East Godavari Districts of Andhra Pradesh, reports The Hindu on August 2. In a letter released by Maoist’s Andhra Odisha Border Special Zonal Committee (AOBSZC) ‘secretary’ Ganesh on August 2, the Left Wing Extremist (LWE) appealed to the tribals in the region and people from all sections of the society to participate in the bandh and make it a success. The Maoists have also urged the tribals from the affected villages to take a militant stand and drive away the mining companies and have also asked them to destroy the trucks and heavy earthmoving equipment that are being used for mining. The Maoists also urged the tribals not to allow the Police to organise volleyball tournaments and medical camps in the interior villages, as in the garb of doing so they were actually trying to protect the roads constructed to facilitate mining and aid the company. Apart from giving the bandh call, they demanded that the construction of the road be stopped.

Some posters put up by cadres of the Communist Party of India-Maoist (CPI-Maoist) surfaced in Nabarangpur District of Odisha on August 2, reports The Pioneer. The Maoist posters and leaflets were found along State Highway 40, triggering panic among locals. The hand-written posters, claimed to be of Mainpur Divisional Committee of the CPI-Maoist, were found on highway near Jodango village under Raighar Police Station limits in Nabarangpur District. In the posters, Maoists have appealed to the people to observe ongoing ‘martyrs’ week’ and make it a success. They also demanded a halt to combing operations by Security Forces (SFs). The Maoists also threatened ‘Police informers’ of dire consequences and said they would be punished in praja court ('people's court' held by the Maoists). The Maoists observed ‘martyrs’ week’ from July 30 – August 3.

The National Investigation Agency (NIA) on August 3 filed the third supplementary charge-sheet against seven Naxals [Left Wing Extremists, LWEs] from Jharkhand and West Bengal in connection with their involvement in the killing of five Police personnel in Jharkhand in an ambush in June 2019, reports NewsOnAir. The agency filed the charge sheet in a Special Court at Ranchi against Soma Sardar, Atul Mahto, Ram Prasad Mardi, Gulshan Singh Munda, Ravi Singh Sardar and Doctor alias Pradeep Mondal under various sections of the Indian Penal Code (IPC) and Unlawful Activities Prevention Act (UAPA). The case pertains to an attack on the Police party by the Naxal cadres on June 14, 2019, at Kukru Haat in Seraikela Kharsawan District of Jharkhand in which five Police personnel were killed and their arms and ammunition were looted. The case was initially registered on June 15, 2019, at Tiruldih Police Station in Seraikela Kharsawan District and Jharkhand Police arrested 11 accused and filed two charge-sheets against them. The NIA had re-registered the case on December 9, 2020. The NIA said that Soma Sardar had played an important role in hatching the conspiracy that led to the attack on Police personnel besides being involved in providing logistical support and raising funds for Communist Party of India-Maoist (CPI-Maoist), adds oneindia.com. Other six chargesheeted accused are underground ‘commanders’ of the CPI-Maoist and had conspired the execution of the attack on the Police personnel.

Deputy Inspector General of Police (DIGP) of Santhal Paragana, Sudarshan Prasad Mandal, said that Rai had joined CPI-Maoist in 2014 and was an active squad member for the last eight years. He was recruited by then self-styled ‘zonal commander’ Sahdeo Rai alias Tala Da who was killed in an encounter in January 2019.

Patnagarh, Sub-Divisional Police Officer (SDPO), Jyotirmaya Abhukta, said, Duryodhan Bariha (40) was a supporter of the Bolangir-Bargarh-Mahasamund (BBM) Division, which is active in Bender, Chandel and Gandhamardhan Hill region since 2013. Duryodhan used to provide ration, medicines, shelter and logistics support to the Maoists. SDPO, Abhukta, said, Duryodhan also worked for BBM Division ‘chief’ Bikash. This apart, he had actively participated in acts of violence like the murder of Trilochan Taria in 2019 and had given shelter and facilitated the treatment of Maoist cadre Ramesh who was injured in exchange of fire with Security Forces (SFs) last year. A labourer was killed and 11 others sustained injuries after Communist Party of India-Maoist (CPI-Maoist) cadres blew up a vehicle they were travelling in with an Improvised Explosive Device (IED) near Ghotiya village under Malewadhi Police Station limits in Dantewada District of Chhattisgarh on August 5 (today), reports Hindustan Times. Police said, those travelling in the vehicle were mostly labourers, and three of them were critically injured and were rushed to the hospital. One of them, identified as Dhan Singh, succumbed to his injuries later. “It was a command IED triggered by Maoists as we have found wires. The blast caused injuries to all the 12, including a woman. Police team rushed to the spot and rescued them,” Dantewada, Superintendent of Police (SP), Abhishek Pallava, said, adding that the Maoists may have mistaken the Sport Utility Vehicle (SUV) to be a Police vehicle and targeted it.

The Central Reserve Police Force (CRPF) personnel neutralised a Communist Party of India-Maoist (CPI-Maoist) hideout at Niyamgiri hills near Tadijhola forest under Lanjigarh Block (administrative unit) in Kalahandi District of Odisha on August 7, and seized cache of explosives, arms and ammunition and other daily use articles from the spot, reports Odisha TV. Based on intelligence reports, CRPF personnel launched a combing operation in the forest and seized huge number of explosives, two pistols, 35 gelatin sticks, 50 detonators, batteries, electric wire, ropes, urea tiffins, 13 live bullets and other incriminating materials with the help of sniffing dogs. “A banner of CPI Maoist Baghuna Division was also recovered from the spot. It is suspected that the group could have hidden the arms and ammunition for any ambush,” said Mitu Roy, a CRPF official, adding that further investigation into the same is underway. According to sources, the Maoists were staying in the area for the last few days and were planning for a big ambush on Independence Day and ‘Kranti Divas’, which was foiled by the security personnel. The security personnel raided the area and seized the arms and ammunition before the Maoists could carry out their plan. However, the Maoists fled the spot.

In an operation jointly conducted by the Jharkhand Police and central Reserve Police Force (CRPF), five Improvised Explosive Devices (IEDs), planted by the Communist Party of India-Maoist (CPI-Maoist), have been recovered from a forest area in West Singhbhum District of Jharkhand on August 9, reports Outlook. A Police statement said, the IEDs were planted targeting the forces associated with anti-Naxal [Left Wing Extremism, LWE] operation. Acting on a tip-off, the District Armed Police and CRPF 60 battalion personnel launched a massive search operation and recovered the explosives, each weighing two kilograms, planted in the forest near Surbura Jharjhara New Market, the release said. The explosives have been defused by the Bomb Disposal Squad (BDS) of CRPF on the spot, the release said, claiming the explosives were planted to target security personnel on anti-Naxal operations.

On a tip-off that about 20 Maoists are gathered in Jairasi village, a Police team reached the spot and surrounded them, Police said in a statement. "When asked to surrender, the Maoists started firing while retreating towards the forest. Police also retaliated in self-defence. One of the Maoists, identified as Sandeep Kunjam, was arrested by the police," the statement reads. According to the Balaghat Police, Kunjam, a resident of Kuakonda village under Bengur Police Station in Dantewada District of Chhattisgarh, is an ‘area committee member’ (ACM) of the Khatiya Mocha Area Dalam (armed squad) of the CPI-Maoist. State Home Minister Narottam Mishra said, the arrested Maoist was carrying a total reward of INR 800,000, including INR 300,000 in Madhya Pradesh and INR 500,000 in neighbouring Chhattisgarh, on his head, adding, "The MP government is running an operation to eliminate Maoists from the state. Police said that it had come to their knowledge through intelligence that a wanted Naxal [Left Wing Extremism, LWE] ‘commander’ was killed and another armed cadre had suffered bullet injuries in a fratricidal fight among the members of JJMP in the Kokur forest area. DGP, Sawang said that Chinnarao was a ‘divisional committee member’ (DCM) of Korukonda area committee, and was involved in 93 offences including 14 murders, 11 exchanges of fire and seven land mine blasts. Vanthala Vannu was involved in 10 offences including the murders of former Member of Legislative Assembly (MLA)s Kidari Sarverswar Rao and Siveri Soma. Vannu and Madakam Somidi also worked in the protection team of Maoist top leader Rama Krishna alias RK. The number of Districts affected by Left-Wing Extremism (LWE) has declined sharply to 70 in 10 States for the first time in over three decades, with Bihar, Odisha and Jharkhand showing the biggest improvement, according to a map of the Communist Party of India-Maoist (CPI-Maoist) insurgency redrawn by the Ministry of Home Affairs, reports Hindustan Times on August 17. Of these, only 25 Districts in eight States are now categorised as “most affected”. Uttar Pradesh is now free of Maoism, according to the MHA’s revised list. Until two months back, about 90 Districts in 11 States were affected by LWE which received central assistance under the Security Related Expenditure (SRE), while 30 Districts in seven States were categorised as “most affected”. “Overall, the incidents of LWE violence have reduced by 70% from an all-time high of 2,258 in 2009 to 665 in 2020. Similarly, the deaths of security forces and civilians have come down by 80% from all time high of 1,005 in 2010 to 183 in 2020,” said an officer in MHA.

Seven other front organisations of the CPI-Maoist were also declared as unlawful associations for one year. The State Government issued a gazette notification in this regard. The front organisations include Rythu Coolie Sangham (RCS), Radical Youth League (RYL), Singareni Karmika Samakhya (SIKASA), Revolutionary Democratic Front (RDF), Viplava Karmika Samakhya (VIKASA), All India Revolutionary Students Federation (AIRSF) and Radical Students Union (RSU). The extension was given as the notification issued in the Government Order (GO) dated August 2020 banning the Maoist party and the front organisations expired two days ago. The organisations were declared as unlawful associations under the provisions of Telangana Public Security Act-1992.

The victim has been identified as Budheshwar Nagesia (45), a resident of Judwani hamlet under Nirasi Panchayat (village level local self-Government institution) of Bishunpur Police Station limits, 75 kilometres from Gumla District headquarters. Nagesia had gone into the forest to graze cattle and collect firewood but was blown up after he stepped on an IED planted in the ground. The Maoists have, in fact, claimed they have no drones in their armoury. Deputy Inspector general of Police (DIGP), Naxal [Left Wing Extremism, LWE] range, Sandip Patil, said, Maoists have made a false claim they don’t have drones. “Maoists have drones which they have used for surveillance of police station premises and adjoining areas in Gadchiroli on a number of occasions,” he said. “The Maoists use hillocks to fly drones and we have also tried to bring them down in the past,” he said. Patil also clarified that Police never claimed that Maoists used drones to attack the Burgi post. The Maoists have also claimed cops have used drones at Bastar in Chhattisgarh to drop bombs on a village in April this year. The searches were carried out at the premises of an accused and two suspects, who are suspected to be involved in procurement and transportation of arms / ammunitions for the Communist Party of India-Maoist (CPI-Maoist) in Bihar and Jharkhand. The case is an outcome of an FIR of police post Karauna, Jehanabad, in which a major haul of arms and ammunition was recovered from the possession of one accused Parshuram Singh. The NIA had re-registered the case on June 17 this year and took over the investigation. The NIA said in a statement, “During the searches conducted today, several incriminating materials including hand written documents, Naxal [Left Wing Extremism, LWE] literature/books have been seized. Digital storage devices in the form of pen drives have also been seized. Further investigations in the case continue.”

The accused have been identified as Boda Venkatesh (23), Saikuri Prasad (22), and Kondeti Veerababu (25). While Boda and Saikuri hail from Telangana, Kondeti is from the East Godavari Agency. The trio were operating in Yetapaka Mandal (administrative sub-division), and their modus operandi included instilling fear and extorting money from traders. The NIA stated in the draft charges filed before the court of Special Judge D E Kothalikar last week, “...you accused no 1 to 10 along with the wanted accused no 17 to 22 being the active members of the banned terrorist organisation CPI (Maoists) and its frontal organisations recruited students from various universities, including Jawaharlal Nehru University (JNU) and Tata Institute for Social Sciences (TISS) for commission of terrorist activity.” The alleged recruitment of the students of JNU, TISS and other universities is one of three fresh revelations that have been made by the NIA in its draft charges which will be formalised and formally framed against the 22 accused in the much-discussed sensational case. Two Communist Party of India-Maoist (CPI-Maoist) cadres, each carrying a reward of INR 200,000 on their heads, were arrested when they were allegedly planning to plant Improvised Explosive Devices (IEDs) to target Security Forces (SFs) in Dantewada District of Chhattisgarh on August 23, reports outlookindia.com. Dantewada, Superintendent of Police (SP), Abhishek Pallava, said, a patrolling team of the District Reserve Guard (DRG) and local Police arrested Pandu alias Mangu Madvi (23) and Hurra alias Korma Sodi (22) near Hiroli village under Kirandul Police Station area. During interrogation, the duo admitted to their link with the outlawed CPI-Maoist since 2010, and two tiffin bombs- one weighing five kilograms and another of three kilograms, electric wire and batteries were recovered from two plastic bags being carried by them, SP, Pallava, said, adding, while Madvi was an active member of the West Bastar supply team of Maoists, Sodi was a member of the 'mobile intelligence' team in the same area.

The special National Investigation Agency (NIA) court in Mumbai of Maharashtra has rejected the discharge and bail pleas of Sathyanarayana Rani (71), who is accused in the May 1, 2019, Gadchiroli attack, in which 15 Policemen and one civilian were killed, reports India Today on August 25. According to NIA, Rani is a senior Maoist leader and he and his wife Narmada Akka were part of a larger conspiracy that resulted in the death of 15 Police personnel and a civilian. They were part of the team which planned to take revenge by carrying out a blast. According to Police, on April 23, 2018, 40 Naxalites [Left Wing Extremists, LWEs] were killed by security persons in an ambush, due to which the Communist Party of India-Maoist (CPI-Maoist) cadres were unhappy and wanted to take revenge. Therefore, the accused people and others hatched a criminal conspiracy to kill the Police personnel and accordingly, a blast was caused, resulting in the death of 15 Police personnel and a private driver in Gadchiroli on May 1, 2019. After Rani was arrested on June 11, 2019, his house where he and Naxalite Narmada Akka used to reside was searched and various electronic items and the cash amount of INR 1.032 million were seized. Police claimed that in July 2018 the accused had participated in meetings to hatch a conspiracy to avenge the death of 40 Naxalites.

"A joint team of the CRPF, CoBRA battalion and District reserve guards was carrying out the area domination operation along the Gompad-Kanhaiguda area where the rebels opened fire. The attack was retaliated by the troopers who have recovered two bodies along with arms and ammunition. The search operation in the region has been further intensified," Sukma, Superintendent of Police (SP), Sunil Sharma said. None of the security personnel were injured in the incident. "The forces are yet to return to the base camp. The bodies will be identified once they are back. We suspect there could be a few rebels who suffered injuries in the encounter," the SP added.

Bharatiya Janata Party (BJP) leader Dineshanand Goswami had registered a case with Sakchi Police Station in Jamshedpur in East Singhbhum District of Jharkhand in July 2011 alleging that Kumar had talked to CPI-Maoist leader, Samarji, and sought the latter’s help in winning the Jamshedpur parliamentary by-election. Goswami had also gave the Police a compact disc purpotedly carrying the record of the conversation between Kumar and the Maoist. Chatur’s wife Nanhaki Marandi said, both father and son were brutally assaulted with wooden sticks before they were gunned down by the armed squad members. Pramanik a resident of Ichagarh Thana (Police Station) area in Seraikela-Kharsawan District was in touch with the State Police intelligence wing and also with District Police for his impending surrender after Maoist outfits had declared him an outsider for helping Police and killing extremists. Pramanik was dismissed from the organization by the CPI-Maoist, and was also removed from the post of ‘zonal member’ after being accused of indulging in anti-organization activities. At the same time, ‘area committee member’ (ACM) Balloon Sardar was also dismissed from the organization. In the press release, Maoist ‘spokesperson’ Ashok had said that Maharaj Pramanik was associated with the CPI-Maoist organization in the year 2009. After about two years, he was made a ‘sub-zonal member’ of the area committee. In 2015, he was elected a member of the Southern Zonal Committee. Sodi was the Katekalyan ‘area committee member’ (ACM)/ ’militia commander-in-chief’, carrying a bounty of INR 500,000 on his head, and was involved in 14 incidents of Naxal [Left Wing extremism, LWE] violence between 2012 to 2020, including blasts of Improvised Explosive Devices (IEDs) in which a total of 19 security personnel were killed, and the murder of two village Sarpanch (head of the Panchayat, village level local self-government institution), a Panchayat member, a ‘militia commander’ and two villagers on suspicion that they were ‘Police informers’, Pallava said. Warrier, in Khammam District of Telangana on August 27, reports The Hindu. Naganna, a native of Chintiryala in Aswapuram Mandal (administrative sub-division) in Bhadradri-Kothagudem District, was closely associated with the Radical Student Organisation (RSU) while studying in Government Polytechnic College at Masab Tank in Hyderabad during early 1970s. He joined the then People’s War Group (PWG) as a member of Bhadrachalam area dalam (armed squad) in 1981 and a year later elevated as a ‘commander’ of the squad, and subsequently worked in Shabari, Venkatapuram and Rampachodavaram dalams. In 1985, he was arrested by Donelankapalem Police and lodged in Rajahmundry Central Jail for more than two years. On his release on bail, he returned to his native village in 1988 where he lived for three years before rejoining the outlawed outfit in 1992, and worked in the Ranganna dalam of Malkangiri Area in Odisha up to 1999. Between 1999 and 2002 he was active in Pampuluru area as ‘area committee Member’ (ACM), and in 2002, he was shifted to East Area Committee in the AOB area. Later, he was promoted to the position of DVCM of Malkangiri East Division in 2008, and taught political classes to the party cadres in the AOB area for more than a decade. He left the party and stayed at the houses of party sympathisers in the AOB area due to age-related illness and various other health issues, Police said.

The special zonal committee of Maharashtra-Madhya Pradesh-Chhattisgarh has released the letter, stating that the martyrdom of the comrades killed in Police encounters would not go in vain, and the neo-democratic revolution movement would be continued. Superintendent of Police (SP), Abhishek Tiwari has confirmed that the letter of CPI-Maoist has been found, and said that the Police are on high alert and have been searching for their movement. Notably, there have been several movements of Naxal [Left Wing Extremism, LWE] activity reported in the Balaghat District. To prevent youngsters from joining Naxal [Left Wing Extremism, LWE] ranks, the Madhya Pradesh Government is planning to launch various development works and the recruitment drive for the Police and other departments in the Communist Party of India-Maoist (CPI-Maoist)-hit Balaghat District, Chief Minister (CM), Shivraj Singh Chouhan said in a meeting with the officials in Balaghat District on August 29, reports latestly.com. CM Chouhan directed the officials to prepare block-wise schemes to check Naxal activities in the District. “These schemes will speed up development and ensure employment for local youths. Special attention should be paid to road connectivity, irrigation and employment in the villages falling under the Naxal-affected development blocks. Forest rights should be given to the eligible people on priority,” he said. CM Chouhan also lauded Police officials for curbing Naxal activities in the area and said the Government is mooting to recruit youths in the Police and other departments in the District.

A Grama Rakhi (village guard) was shot dead by Communist Party of India-Maoist (CPI-Maoist) cadres, suspecting him to be a ‘Police informer’, at Tikarpada village in Muniguda block (administrative sub-division) under Ambadala Police Station limits in Rayagada District of Odisha on August 31 night, reports The New India Express. An armed group of 10-12 Maoists arrived at the village late night and dragged Grama Rakhi Santosh Dandasena (40) out from his house. Other family members were warned not to follow while Santosh was taken around 50 metres from his house and shot dead. The rebels had reportedly warned five villagers including Santosh with dire consequences on the charge of being ‘Police informers’. After the Maoists left, family members reached the spot where Santosh’s body was lying and recovered hand-written notes of the Maoists. In the notes, the 'Bansadhara-Ghumusar-Nagabali (BGN) divisional committee’ of the banned CPI-Maoist claimed responsibility of the killing. The Maoists alleged that Santosh had engaged some youths in the area to inform Police about their movement in exchange of money. The rebels also warned the four other villagers to refrain from being ‘Police informants’ and tender apology in public failing which they will meet the same fate as Santosh. '(Dandasena) was cautioned several times not to give the police any information, but they disobeyed the order and persuaded several local youngsters to become police informers.' 'These kids will suffer similar consequences if they do not apologize,' the note threatened, adds newstracklive.com.
