Security Forces (SFs) arrested a father and his son on charges of supplying arms to militant outfits on September 30, reports Nagaland Post. Sources from the Police on October 2 said the duo, identified as Lalpu Vaiphei (58) and his son Muan Ching (30) from Maichamun village in Churachandpur District, was arrested at Moirang Lamkhai along Tidim road in Bishnupur District. Two country-made .9mm pistols were also seized from their possession. SFs charged the father and son for supplying arms to outfits like National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and United National Liberation Front (UNLF) operating in the State.

With Tirap and Changlang Districts of Arunachal Pradesh becoming a hotbed of militant activities, the Government has decided to launch a full scale operation in the area. Highly placed security sources told The Assam Tribune that the militants belonging to the United Liberation Front of Asom (ULFA) normally use two major routes to enter India from the camps in Myanmar. One of the routes is through the Mon District of Nagaland and the other through the Tirap and Changlang Districts. But in recent times, the ULFA cadres are mostly using the route through Arunachal Pradesh and launching of an offensive in that area would make it difficult for the militants to maintain the shelters in the place. Sources revealed that, both National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and NSCN-Khaplang (NSCN-K) have strong bases in Tirap and Changlang and the militants belonging to the outfits are engaged in extortion and other illegal activities. The outfits even went to the extent of demanding money from some of the legislators of the area and in recent times, the NSCN-IM was also involved in meddling in the political affairs of the State. The outfit also reportedly tried to launch an offensive against the Jarbom Gamlin Government after the Chief Minister approached the Centre with the request to launch an offensive in the area. In addition to both factions of the NSCN and ULFA, the Left Wing Extremists groups are also trying to establish roots in Tirap and Changlang and concerned over the developments, the Government is planning an offensive in the area.

Apart from pistols and revolvers, semi-automatic weapons with considerable fire power are being brought into the region. At times American and European weapons have also been recovered from insurgents, which reveal the demand for high-quality firearms. “Firearms are being brought in by several insurgent outfits on their own, or by middlemen who have contacts in Myanmar and China. According to the Police, around 15 militants in camouflage and carrying AK 47 rifles surrounded the forest range office located at Chidekgre, 4 kilometres from Williamnagar, the headquarters of East Garo Hills. The militants reached the forest office after crossing the Simsang river. After surrounding the forest office, the militants first seized the cell phones of the staff and forced all of them into one room. The militants, who took control over the forest office for nearly half an hour, asked the staff not to inform the Police. The staff finally informed the Police only on October 4. This is the first major attack by GNLA militants on any Government institution to snatch weapons, adds Shillong Times.

J Lalsailova, financial secretary of the central committee of the Young Mizo Association (YMA) said that the joint verification exercise was undertaken by three representatives each of the YMA and the Mizo Zirlai Pawl (MZP) or Mizo Students’ Federation and two representatives each of major political parties - the ruling Congress, the Mizo National Front (MNF) and the Bharatiya Janata Party (BJP) during September 19 and 23. The teams visited the villages where repatriated Brus were resettled and conducted the verification in the presence of the Bru Coordination Committee leaders, Lalsailova said, adding that more than 100 repatriated refugees were identified as those not belonging to Mizoram. “We will make the final compilation and would submit the list to the state government for further action,” he said. Thousands of Brus, who fled Mizoram during the later part of 1997 and also in 2009 due to ethnic tension, returned to Mizoram since November 2010 and were resettled in Mamit District.

Joint secretary (North East) of the Union Ministry of Home Affairs (MHA), Sambhu Singh said that the Union Home Secretary is likely to hold talks with the leaders of the Pro-Talks Faction of United Liberation Front of Asom (ULFA-PTF) on October 25 to review the situation after the signing of the cease-fire agreement, reports The Assam Tribune. Singh said that the ULFA leaders are expected to submit the list of its cadres shortly and the scheduled meeting would also discuss as to how the talks should progress. After the meeting, the Centre's interlocutor PC Haldar would take over and talks on the demands of the ULFA would start, he added. Shambhu Singh said that the Government of India is planning to sign peace pacts with at least three militant outfits of the State by November. He said that the process of talks with the United People's Democratic Solidarity (UPDS) is complete and only the date for signing of the accord is to be decided. He pointed out that the Government was trying to make the Karbi Longri North Cachar Hills Liberation Front (KLNLF) to sign the same pact, which delayed the process of signing of the pact with the UPDS. But the KLNLF could not make up its mind and the Government would not go ahead with the signing of the accord with UPDS, he added. He also said that talks with both factions of Dima Halim Daogah [DHD-Jewel & DHD-Nunisa] are in final stage and accords with the outfits are likely to be signed soon. On the progress of talks with the Pro-Talks faction of National Democratic Front of Bodoland (NDFB-PTF), Singh said that the outfit is still sticking to its demand for creation of a separate state and the Centre has already made it clear that there is no possibility of division of Assam.

India is preparing to host the biggest-ever official delegation of Myanmar led by President U Thein Sein. The delegation which includes at least 13 senior ministers comprises Minister Border Affairs, Foreign Minister, and Chief of General Staff of Army. A number of agreements are likely to be signed when the two sides formally meet on October 14 (today). Top on the agenda are discussion on cooperation on fighting the militant groups, cross-border infrastructure projects, improvement of border connectivity between Myanmar and North-Eastern States, development of border trade and bilateral trade ties. Sources said India is, however, likely to press for sustained operations against the militant outfits operating out of the border areas of the country. Several of the militant outfits including National Socialist Council of Nagaland-Khaplang (NSCN-K), United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB), besides People’s Liberation Army (PLA), United National Liberation Front (UNLF), and People’s Revolutionary Party of Kangleipak (PREPAK), among others, maintain and operate bases in that country. The Myanmar Army had recently mounted an operation against the militant outfits and destroyed some camps belonging to NSCN-K, where ULFA had stationed their cadres.

The three Policemen were part of an armed section manning a bank at Gambegre development block. This is the first incident of Policemen being abducted by militants in the history of the State. As many as fifteen well-armed GNLA militants, allegedly led by ‘southern commander’ Baichung Momin accosted the three Policemen during their fishing trip that was arranged by a villager from Jongbugre village, 3 Kilometres from Gambegre. William Maiong was killed when tried to escape. His body was recovered on October 16. He had sustained six bullet injuries on his body and Police recovered three empty shells of AK rifle and .9mm pistol rounds next to the body. However, the faction has deposited just 57 assorted weapons, a number believed to be far smaller than the outfit's actual arsenal. Chief Minister Tarun Gogoi in this regard said said, "Initially, there was some objection from ULFA leaders to depositing the weapons, but the government has convinced them to do so. It is a uniform policy followed with all outfits that before talks start they should deposit their weapons, stay in designated camps and not resort to any extortion." Gogoi said the first round of talks between ULFA and the Centre, since the tripartite ceasefire agreement was signed last month, will be held in New Delhi on October 25. A memorandum of settlement would also be signed with the United People's Democratic Solidarity (UPDS), another militant outfit of the state, on October 24 in New Delhi. Giving details of the deposit of weapons with the Centre, State Home Secretary G D Tripathi said, "They have so far deposited 57 weapons but they might still have some weapons with them. We will be getting the rest of the arms as well." Tripathi further said, "They are under a double-lock safe custody, with keys to one lock with the local police officer and the other with the ULFA leader. Very soon, we will be shifting these weapons to the camps where the ULFA cadres will be staying while the peace talks proceed." On the issue of designated ceasefire camps home secretary Tripathi said, "There will be nine such camps in the state and the camp at Goalpara is ready to be handed over to the cadres. When the cadres of that area move into the camp, we can shift the deposited weapons there." The home secretary said that the ULFA-PTF cadres would have to stay in designated camps, which they want to be named as Assam Naba Nirman Kendra. The home secretary said the Rajkhowa faction has also submitted a list of the cadres of the ULFA-PTF who number 297.

On October 17, Police rescued an abducted youth and arrested two Karbi National Protection Force (KNPF) militants, identified as Sanjib Teli and Grading Mara, in connection with the case from Diphu in Karbi Anglong District. Superintendent of Police (Karbi Anglong) Anurag Agarwala said, "We have rescued one youth from two KNPF militants at Diphu early this morning. The youth was identified as James Sangma of Beltola in Guwahati. He was kidnapped on Sunday [October 16]." He added, "From the statement of the three KNPF leaders, arrested on Saturday [October 15], we came to know the kidnap plan of the rebel group and accordingly laid a trap at Diphu to catch them last night. According to local sources, the gun fight between the heavily armed cadres of NSCN-IM and ZUF started from around 5 am [local time] and lasted for more than three hours till about 8:30 am [local time]. The incident happened when some ZUF cadres intruded into Guitang village which was already occupied by the NSCN-IM cadres. The firing began due to miscommunication between the cadres at the spot resulting in fierce gun battle, the source added. There are possibilities of heavy casualties during the encounter on both sides, however no exact information was available till the filing of this report. Earlier, five cadres of NSCN-IM were killed during an ambush by ZUF cadres on October 7 at Laisok village in the same District.

Niki said the issue needed to be resolved at the earliest as delay would be perilous. He said Covenant of Reconciliation (CoR) spearheaded by Forum for Naga Reconciliation (FNR) received approval of majority of Nagas as well as foreign sympathizers but should be based on acceptable and honorable merger on the basis of “brotherhood, equality and ideologically, on the basis of historical and political rights of the Nagas.”

The ULFA team was led by its Chairman, Arabinda Rajkhowa. Union home secretary R.K. Singh, who presided over the discussions, said that “The steps taken by the ULFA leaders for restoration of peace and normalcy in the area would yield speedier socio-economic development for the people of Assam.” He promised to review the status of talks, which will now be carried forward by the Union Government’s interlocutor for the peace talks with ULFA, P.C. Haldar, periodically. Assam Chief Secretary Naba Kumar Das described the meeting as cordial and fruitful. “There was some discussion on rehabilitation as well as issues relating to setting up of designated camps — to be christened as Nabanirman Kendras — for the ULFA cadres,” he said. Echoing Das, ULFA vice-chairman Pradip Gogoi said the talks were positive. “The issue of designated camps, framing of ground rules were also discussed,” he said. “It (the meeting) has set the ball rolling for further talks to bring about a lasting solution to Assam’s insurgency problem,” the official said.

Manipur chief minister Okram Ibobi Singh welcomed 43 members of the United Tribal Liberation Army (UTLA), including its president, who have shown eagerness to ink a suspension of operations agreement with the Army, reports The Telegraph. The outfit, which operates from the Vangai range and Nungba in Tamenglong District and Jiribam in Imphal East, recently approached the 57 Mountain Division, based at Leimakhong of Sadar Hills for the suspension of operation agreement. Though both the State Government and the Army accepted the request, the group is yet the ink the agreement. The process is under way, the Army said. When UTLA signs the pact, the number of groups to come under the peace agreement will go up to 20. Nineteen groups under two umbrella organisations — the Kuki National Organisation and the United Peoples Front — are now living in designated camps. UTLA cadres will be kept at Uchathol of Jiribam under the protection of the Army.

United Democratic Liberation Army (UDLA), which masterminded his abduction, was reportedly peeved with the dilly-dallying by Bhattacharjee’s family in handing over the ransom, and increased the amount. Police sources said the ransom note bore the signature of UDLA ‘chief’ Sishumoni Reang, who, according to Police intelligence, operated from Mizoram’s Kolosib District. The UDLA ‘chief’ had told reporters that he was forced to demand such a high ransom from Bhattacharjee’s family as it was only way to force the Centre to take notice of the outfit. Another reason behind the kidnapping, Reang said, was to raise money to buy modern weaponry.

The Shillong Times reports that 12 to 15 heavily armed Garo National Liberation Army (GNLA) militants ambushed a Police patrol at sides at Nengpatchi village, 4 kilometers from Dobu towards Darugre Police station of Rongjeng in East Garo Hills District killing four Policemen and a civilian driver before decamping with five automatic rifles on October 31. Two other Police personnel survived the attack with bullet injuries. The deceased policemen are identified as N R Marak, Probinson Sangma, Victor Marak and E Sangma. Two Police personnel who survived the attack have been identified as Peter Sangma and D Sangma. The driver is yet to be identified. Six Policemen were travelling on a private vehicle on patrol duty when they came under attack. The militant group was allegedly led by GNLA ‘central area commander’ Rakkam Marak and former Police constable Savio Ch Marak, the ‘area commander’ of West Khasi Hills.
