a combined team of Imphal West District Police commandos and 12 Bihar Regiment conducted a search operation in and around Samurou area in Imphal West District and arrested a cadre of United Naga People Council/Ching-Tam Liberation Army (UNPC/CTLA), identified as Pheiga Gangmei Daithuipou alias Chamchungam alias Athui alias Angam (31) on November 1, reports e-pao.net. Investigation revealed that he was involved in extortion from general public, Government employees, businessmen, travel and transport agencies.On his disclosure, another cadre, identified as ‘self styled general secretary’ of UNPC/CTLA, Jonah Bariam alias John alias Adai (41) was also arrested from Sekmai Makha Leikai in Imphal West District on November 1, adds e-pao.net. Jonah Bariam was also involved in extortion.Also, based on specific inputs, Security Forces (SFs) arrested a top leader of Thadou People Liberation Army (TPLA), identified as Lunminlen Haokip from Keithelmanbi in Senapati District on November 4, reports The Sangai Express. War like stores including one 9mm pistol, one magazine, five live rounds and a large quantity of improvised explosive device (IED) making items were recovered from his possession.

One China-made pistol and 17 rounds of live ammunitions of 9 MM pistol was recovered from his possession. The arrested linkman, who belongs to Vikheto village in Dimapur (Nagaland), had come to the area for collection of money.

A team of Imphal East District Police commandos conducted frisking in and around New Checkon area in Imphal East District and arrested an arms dealer, identified as Paonam Shantikumar (48) on November 1, reports e-pao.net. One 9mm pistol along with one loaded magazine with three live rounds were recovered from his shop located at Kwakeithel Mayai Koibi in Imphal West District. On his disclosure, three of his associates, identified as Lourembam Johnson Singh alias John (31), Mathurashashimayum Hiranjoy Sharma alias Ngoubi (32) and Laishram Anilkumar Singh (33) were also arrested from their residences along with 2 empty magazines of 9mm pistol and incriminating articles.

Amid reports that most-wanted militant leader I.K. Songbijit has formed a new militant outfit detaching himself from the National Democratic Front of Bodoland (NDFB), Director General of Police (DGP) Assam, Mukesh Sahay maintained that the dreaded leader still enjoys allegiance with his parent outfit, reports The Assam Tribune on November 1. Sahay, however, conceded that Songbijit is desperately trying to set up a strong base in Karbi Anglong under the banner of the United National Liberation Front of Western Southeast Asia (UNLFW), the umbrella organization of a number of militant outfits including the Independent faction of United Liberation Front of Asom (ULFA-I) and Khaplang faction of National Socialist Council of Nagaland (NSCN-K). “We are aware of their design and appropriate measures are being taken in the hill district,” said Sahay.Unconfirmed reports suggested that a new armed outfit named People’s Democratic Council of Karbilongri (PDCK) was recently formed in Myanmar with I.K. Songbijit as its head. Police sources meanwhile divulged that although the formation of the new outfit is more or less confirmed, the actual leadership is yet to be ascertained. Songbijit, a Karbi by birth, has taken over the reins of I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) after the arrest of Ranjan Daimary, who is charged with masterminding the October 30, 2008 serial blasts in the State. However, unconfirmed reports kept cropping up about Songbijit no longer being the leader of the outfit.

In a joint operation, Assam Police and Assam Rifles (AR), arrested two cadres of the Independent faction of United Liberation Front of Asom (ULFA-I), identified as Sarat Mohan and Chiteshwar Chetia from Jairampur in Changlang District on November 1, reports Morung Express. During interrogation, they revealed that they were given specific tasks by Arun Dahotia of ULFA-I to carry out extortion and recruit new cadre to strengthen the banned outfit, the AR release claimed, adding they said the organisation was planning to abduct a local businessman for ransom. They also revealed the presence of an overground worker, Monto Sonowal of Duliajan Village in Assam. A revolver along with ammunition and INR 8,000 were recovered from the cadres who were later handed over to Police, the release said.

Khaplang faction of National Socialist Council of Nagaland (NSCN-K) ‘Ministry of Information & Publicity (MIP)’ in a press note issued to the media stated that its ‘chairman/president’, S.S Khaplang has lauded the Karbi people “for the renewal of its commitment to fight for complete sovereign state of Karbi Longri, a historical and political truth suppressed by India for too long”, reports Nagaland Post on November 1. The formation of People’s Democratic Council of Karbilongri (PDCK), Khaplang said it would not only defend the rights and aspirations of Karbi people but also “strengthen WSEA's resolve to jointly oust the occupational Indian authority from the region”.NSCN-K said it was “fully committed to WSEA and shall never waver in their support and camaraderie to the struggling partners”. Khaplang further said “one must be prepared to endure any hardship and willing to sacrifice for the dreams of our people and country and not succumb to the divisive policies.” In this regard, Khaplang congratulated PDCK and welcome them to the “WSEA brotherhood”.

The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) stated that the claim made by Government of the People’s Republic of Nagaland / National Socialist Council of Nagaland (GPRN/NSCN), National Political Affairs Committee (NPAC) Convenor, Kughalu Mulatonu that formal talks between GPRN/NSCN and the Government of India (GoI) is expected to start by March 2017 are “repeated empty claims” and “invented stories”, reports Morung Express on November 2. While denouncing the claim, ‘Ministry of Information & Publicity (MIP)’ NSCN-IM in a press statement on November 1 asserted that, much before March 2017 the Indo-Naga political talks would have resulted to a final solution and therefore the “question of even the existence of the GPRN/NSCN would not arise by then.” The NSCN-IM maintained that officials of GoI have repeatedly told “Kehoi Campers” that there will be only one solution for the Indo-Naga political issue and that the on-going Indo-Naga political talk with GoI and NSCN representing Naga people is inclusive and final.It also claimed that “cadres from GPRN/NSCN realizing the truth that they have reached a dead end are coming over in hundreds months after months to join hands with the NSCN and to further strengthen the on-going Indo-Naga peace process.” “Therefore, to further prevent emptying their camps Mulatonu has come out with a better idea of befooling the Nagas by stating that political talks with Government of India would begin by March 2017,” the NSCN-IM went on to add. Maintaining that the NSCN-IM is in the talks representing the Nagas, and knows the actual position, it has therefore urged “our people to be patient and supportive to the on-going political talks which will usher in final solution that is inclusive, honorable and acceptable to both the parties that we assured.”

A day after he took charge from SK Jain, the acting DGP said the State Police force “will take militancy head on” in Garo Hills, which has been witnessing deteriorating law and order, and also strengthen itself simultaneously. Songbijit, the former leader of the National Democratic Front of Bodoland (NDFB), reports The Sentinel on November 3. The formation of the new Karbi insurgent outfit under the leadership of Songbijit is being seen as a shift of focus by the insurgent leader from the Bodo cause to the cause of the Karbis. Songbijit, who belongs to the Karbi community, led the Bodo insurgent outfit for the last several years. Songbijit has changed his name to Jeksai Kangtang Lijang and has been appointed ‘chairman’ of the new Karbi outfit, formed on October 27. Nongme Tungjang and Captain David Mukrang have been appointed as the outfit’s ‘general secretary’ and ‘chief of army staff’ respectively. Despite being a Karbi, Songbijit was given the responsibility to lead the NDFB’s hardline faction, but in last year (2015) his power was curbed to a great extent. It has been questioned in NDFB circle as to how a Karbi could lead a Bodo armed outfit from the front.The State Government has informed the Centre about the formation of the new Karbi outfit. According to intelligence inputs, militant groups like Maoists and Khaplang faction of National Socialist Council of Nagaland (NSCN-K) have been active along the Assam-Nagaland border in the District in the past few days. A top Police officer in the District said, “We visited the New Somthira border outpost (BOP) on Wednesday (November 2). A senior functionary of the outfit, Kughalu Mulatonu, said talks with the Centre would start soon but they would seek solution only for the Nagas of Nagaland. Mulatonu, convener of the National Political Affairs Committee (NPAC), said talks would be transparent unlike the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), which has kept the current talks top secret. Rebutting the NSCN-IM statement that it is the sole representative of the people, Mulatonu asked the rival faction to stay away from the affairs of Nagas of Nagaland. "We will seek solution for them. Let NSCN-IM seek solution for Nagalim," he said.The NSCN-IM has been demanding "Nagalim", comprising the Naga-inhabited areas of Nagaland, Manipur, Assam, Arunachal Pradesh and Myanmar. Mulatonu asked outsiders (Nagas of other states) not to decide the fate of Nagas of Nagaland. The NSCN-U, which is likely to start talks by March 2017, said the issue of sovereignty would be on the cards. Mulatonu said talks would be between two entities and the NSCN-IM had no business to interfere. "Why should we take permission from them?" he asked. The traders, who were abducted on October 28, were released around 1am on November 1 near a forest in Gasuapara in West Garo Hills District, Police said on November 2. The traders then walked through the night and reached Gasuapara Outpost around 7am on November 2. “All the victims are still at Gasuapara Outpost. They will be escorted to their respective homes in Assam after thorough examination,” the Police said and added that it was yet to be ascertained whether ransom was paid to the militants.However, Police said after the wife of ASAK ‘chief’ Reding T. Sangma was arrested, the abductors had remained low-key. “It is possible that they released the victims fearing police action after the arrest,” they added. All the nine traders are from Assam’s Mankachar and were abducted when they were on their way to a weekly market in South Garo Hills.

In a gazette notification, the Union Ministry of Homes Affairs (UMHA) said the law and order situation in Assam has continued to be a matter of concern due to the violent incidents by underground outfits and during January-September 2016, different militant groups were involved in 66 incidents of violence in Assam which resulted in killing of 29 people. “The militant outfits operating in the area continue to have been making constant efforts to regroup, re-strengthen and intensified their efforts for recruitment/infiltration of new cadres into the state and indulging in coercive extortion targeting businessmen, tea garden owners, contractors, commercial vehicles, timber smugglers, transporters and even government officials and politicians.”“United National Liberation Front of Western South East Asia (UNLFW) has been formed in April, 2015, and two of its constituents viz ULFA (I) and NDFB (S) have been desperately making efforts to perpetrate demonstrative acts of violence and during the current year they have been responsible for 57 per cent of the incidents of violence and 84 per cent of the deaths in the state,” the notification, issued by Joint Secretary in the UMHA Satyendra Garg, said. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) militants shot dead 14 civilians and injured 19 others in a busy local market on the outskirts of Kokrajhar town on August 5, 2016, while Independent faction of United Liberation Front of Asom (ULFA-I) cadres also shot dead two Hindi-speaking persons in Tinsukia District and orchestrated five and two improvised explosive device (IED) explosions in Tinsukia and Charaideo Districts, respectively, on August 12, 2016. “Now, therefore, the entire state of Assam and the 20 kilometers wide belt in the State of Meghalaya bordering Assam shall continue to be ‘disturbed area’ under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to six months beyond November 3, 2016, unless withdrawn earlier,” it said.The Union Government had first imposed the AFSPA in Assam by declaring the entire State as “disturbed area” on November 27, 1990 when insurgency led by ULFA was at its peak.

Speaking to media persons somewhere in Sadar Hills on November 11, TPLA information secretary Th Jalaithang claimed that the armed outfit was formed in August 2015 though it was formally announced only today. TPLA would not challenge the Constitution of India but would struggle for the rights and interests of Thadou people. Already, 11 cadres of TPLA have been arrested by Security Forces (SFs), Th Jalaithang said. He said that TPLA would never go for political dialogue or Suspension of Operation (SoO) pact with the Government until its primary objectives are achieved. East Garo Hills Police busted a major arms racket and arrested former members of the United A’chik Liberation Army (UALA) and a local businessman who supplied firearms to the Garo National Liberation army (GNLA) in East Garo Hills District on November 12, reports The Shillong Times. They also seized over INR 550,000 during separate raids. The search for the main arms dealer started on November 12, when intelligence inputs pointed at the involvement of a former UALA cadre, identified as Sengrak D Shira (26), from Karukol in South Garo Hills District but lived at Chiokgre in Williamnagar. He was identified as the main person behind the recent sell of weapons to GNLA for INR 300,000. Sengrak’s statement led the Police to his hideout from where they seized INR 100,000. He also revealed the names of three of his associates who helped in transferring weapons to GNLA, led by Sohan D. Shira. The three accused, Laxman D. Sangma (27) and Dipendro G Momin (35), both from Sampalgre village, and Krejing N Marak (36) of Chiokgre village fled after Sengrak was arrested but gave themselves up to Williamnagar Police on Sunday (November 13) morning. They also handed over INR 150,000 to the Police. The three men told Police that a businessman, Donbok Lyngdoh, was also involved. Later, Lyngdoh’s house was raided and he was arrested. The Police found INR 300,000 in his house.The arrested rebels told Police that Singbirth Marak alias Norrok X Momin, the former ‘commander-in-chief’ of the now disbanded UALA, directed them to sell weapons to GNLA. The last consignment of arms sold to the GNLA consisted of a pistol, 80 rounds of INSAS (Indian Small Arms System) ammunition and 87 high-powered bullets of a light machine gun, Police said and added that another consignment of AK rifles may have already been delivered. Momin has gone underground following the arrest of his associates.

GNLA splinter group ‘commander’ Salman M. Sangma alias Bagat (23) had fled with a group of rebels from the command of ‘deputy commander-in-chief’ Toding Marak alias Rupanto and taken away the entire arsenal of the group. However, weeks later, Police raided Salman’s hideout at Nangalbibra and shot one cadre, besides seizing the entire arsenal of the group. Salman, who is from Bolkinggre village in Williamnagar, belonged to the fourth batch of GNLA recruits. He surrendered with an AK rifle, three magazines and 120 live rounds of ammunition. The other two cadres who surrendered with him have been identified as Polning M Sangma alias Durama (23) and Andresh T Sangma alias Jajreng alias Peru (17). The three cadres surrendered with an AK rifle and three magazines with 120 rounds. The trio belonged to Bolkinggre village near Williamnagar in East Garo Hills District. “They revealed that GNLA is in its last legs and have only about 27 members left,” said Superintendent of Police (SP), Davies NR Marak. The SP also revealed attempts made by GNLA chief Sohan D Shira of diverting terror funds through friends and family members as well as business associates. The plot was unraveled after the Police on a tip off raided the house of GNLA chief last week and made a recovery of about INR 150,000 as well as 27 passbooks of various banks in the name of relatives of Sohan. “We seized the passbooks for further investigation. However, three of them managed to escape and later surrendered before the Police at Kharkutta in East Garo Hills District. The four militants belong to Chibbonga village and were allegedly regrouping under their leader Mithun's instructions. "The village defence party informed us about the incident and a team rushed to the spot. But before the police could reach, a group of unidentified men killed a rebel. A case has been registered and a probe ordered," said North Garo Hills, Superintendent of Police (SP), Raghuvendra Kumar. The three militants who surrendered have been identified as Changtial P. Momin (18), Laban T. Sangma (24), and a 16-year-old boy, while the deceased has been identified as Jonal Momin. The militants had been trying to extort money from the villagers when they were caught. "We mobilised a huge amount of forces in the area," said Kumar. Two more rebels from the same group - Praiding S. Sangma (21), and a teenager - surrendered after the Police launched a search.

Of the six relief camps, identification process began on November 2 and was completed in Kaskau, Khakchangpara, Hamsapara and Asapara, the officials said. The identification task, undertaken in Asapara, the second largest relief camp, ended last evening, they said. Mizoram-Tripura border Mamit District Deputy Commissioner Lalbiaksangi said that a total 5,550 Brus belonging to 871 families were identified at Asapara relief camp during November 11 to 14, of which 3,039 people belonging to 473 would be resettled in Mamit District while 2,511 people belonging to 398 families would be resettled in Kolasib District bordering Assam. Lalbiaksangi said that identification would be conducted at Naisingpara, the largest relief camp in North Tripura District, from today (November 15) and is expected to be completed by Saturday (November 19) next. The process of identification would be undertaken in Hazacherra, the last relief camp, on November 21. The physical repatriation was scheduled to begin from November 30, the officials said. However, the Ministry of Home Affairs (MHA) has to make expeditious decisions in some matters in order to begin the physical repatriation as per schedule, the officials said.

A delegation of UNC met on November 15, Joint Secretary (Northeast) in Union Home Ministry Satyendra Garg at North Block but had to content themselves with an assurance that the Central Government will talk with all the stakeholders to find out a solution. But this failed to convince the UNC, which announced that they will continue the economic blockade. Binod Roy was killed in an explosion of an Improvised Explosive Device(IED) at Singjamei Chingamathak area in Imphal West District, near an Assam Rifles (AR) camp, in the morning, Police officials said. The deceased, stated to be a non-Manipuri, was en route to his iron and cement store when he fell victim to the explosion nearby, the officer said. Another explosion took place around 5 pm at BT Road near M-sector, a few meters away from the camp of the AR. The spokesman of the AR said no jawan was injured in the blast. About 10 minutes later, another blast occurred within the All India Radio (AIR) complex injuring two CRPF jawan, Police officials said.

Director General of Assam Police (DGP), Mukesh Sahay,on November 21, who is in Tinsukia supervising the counter-insurgency operations following the recent attack on Army personnel by militants at Pengeri, in which three Army personnel were killed, said that a massive manhunt was launched to nab the ultras involved in the attack. He further said that frequent meetings are being held between the stakeholders involved in the counter-insurgency operations, including Police, Army, Paramilitary Forces and other central agencies, to deal with the militants. He said a meeting of the Unified Command would be held within the next few days for a detailed discussion of the situation and to chalk out strategies to deal with the militants. The DGP also said that at present, the state-based militant outfits like the Independent faction of United Liberation Front of Asom (ULFA-I) and the I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) are not in a position to strike alone and that is why a common platform of the active ultra groups of the Northeast was formed and the recent attack was carried out by such a joint group. According to sources, three workers had gone to a stone quarry when a group of unidentified assailants came and forcefully took them along with them. However, after an hour, one was set free, while Amarjeet Roy, (26) and Mantosh Varman, (25) are still missing. The Security Forces (SFs) arrested a youth identified as Jatin Konwar (19), son of Biren Konwar, a resident of Haldibari village of Bhimpather area under Digboi Police Station in Tinsukia District on November 22, in connection with the Pengaree ambush incident reports The Sentinel. According to sources, based on confirmed tip-off available with the army, the SFs already engaged in counter insurgency operation in the belt, arrested the youth from his residence and handed him over to Digboi Police Station for investigation. Jatin disclosed that after the incident of militant ambush on November 19, a group of 12 youths with sophisticated arms and ammunition entered his house on the night of November 20 and forced his family members to provide them food. “We had no other option but to fulfill their demand and get rid of them as soon as possible, not even knowing who they actually were,” said Konwar. He said that the armed group stayed for just one hour in their residence and disappeared in the darkness. The villages like Bhimpather, Kherjan, Dhekiajan, Mulukgaon, Haldibari and Tamoli Bongaon are bounded by thick reserve forests on all sides. Pengaree –Digboi Reserve Forest, where the ambush had taken place, shares a common boundary with Bhimpather area, including Haldibari village. Initially Arbind Konwar (15), his younger brother was arrested and in lieu of him, later SFs arrested Jatin for necessary formalities and investigation to determine the further course of action. Further, the security agencies belonging to various wings of Indian Army have been carrying the intensified form of counter Insurgency operation in the entire vulnerable belt touching Tarani, Talpather, Ratonipother, Bhimpather, Tamuli Bongaon Mulukgaon and Mungongpother.

Assam, by and large, remained peaceful for quite some time and the ultras, despite their best efforts, could not strike during the Republic and Independence Day celebrations. Sources said that the Unified Command decided to step up operations in the Upper Assam Districts, particularly the Districts bordering Arunachal Pradesh and Nagaland as the rebels have reportedly been sneaking into the State through those States. Assam Police Additional Director General of Police ADGP (Special Branch) Pallav Bhattacharjee said, “We have received inputs that ULFA (I) and few other rebel groups in the Northeast are trying very hard to convert their old notes into legal tenders. These outfits are trying to use some businessmen in the region and few tea gardens in upper Assam for the purpose,” adding, “We have alerted SPs of the districts concerned to keep an eye on any such development so that ULFAI’s attempt to convert its cash can be thwarted.” Paresh Baruahled ULFAI has engaged some people based in Nagaland and Upper Assam to exchange its spiked cash. The outfit has also threatened some tea gardens in Upper Assam to help park its cash in accounts of some people based in Nagaland so that it can be converted into legal currency later. One mobile phone each were seized from their possession. Gaidon Kamei and Stephen were travelling in a Bolero jeep when they were halted at Pheidinga and arrested by a Police team. The State Government has been under immense pressure from a sizeable section of population who has been demanding creation of Sadar Hills and Jiribam Districts but the UNC has opposed any move to upgrade the two sub-divisions. According to a spokesman of the information and publicity unit of UNC, Naga frontal organisations have taken strong exception against the arrest of Gaidon Kamei and Sankhui Stephen and have decided to impose a 24 hour bandh (total general shut down) in all Naga inhabited areas from 4 pm on November 25. The shut down however will be relaxed for the media, essential service, health, water supply, schools etc. The Tangkhul Naga Long (TNL) has also decided to fully support the 24 hours total bandh. As news of the arrest of the UNC leader spread, the TNL immediately discussed the matter and decided to support the bandh in all Naga inhabited areas of Manipur in protest against the State Government. Strongly condemning the arrest of Gaidon Kamei, the TNL demanded his immediate release without any condition to avert any ugly fall outs.

Zeliang on November 26 appealed to theKhaplang faction of National Socialist Council of Nagaland (NSCN-K) to shun the path of violence and return to the negotiating table, reports The Nagaland Post. According to Chief Minister Office (CMO) media cell, Zeliang, who arrived Myanmar on November 26 interacted with leaders of various Myanmar based Naga organizations at Yangon and asked them to approach NSCN-K ‘Chairman’ S.S. Khaplang and urge him to “drop the gun and talk for the rights of the Naga people”. Urging the leaders to try their best to persuade Khaplang to re-enter into a ceasefire agreement with the Governments of Myanmar and India, Zeliang said it was important to take up peaceful negotiations to find a lasting and honorable solution to the protracted Naga political issue.
