Chief Minister (CM) Tarun Gogoi on December 1 directed the chief secretary and the Director General of Police (DGP) to deal firmly with ULFA-I which was involved in a shooting spree at a stone crusher plant at Namrup in Dibrugarh District, reports The Times of India. The CM asked chief secretary VK Pipersenia and newly appointed DGP Mukesh Sahay to step up offensive against ULFA-I and NSCN-K in wake of the incident. The CM said he would call on the Centre to take steps for an all-out operation against ULFA-I and NSCN-K to bust their camps in Myanmar. Gogoi asked the chief secretary to formulate an effective action plan for further strengthening the law and order machinery in view of militancy threats. Gogoi said the administration should gear up to counter the threats.

In spite of prolonged and sustained protests from civil bodies, the Manipur Government extended the controversial Armed Forces [Special Powers] Act (AFSPA), 1958, in the State by another year, reports The Times of India. Seven assembly constituencies in Imphal have been kept outside the purview of the act. A cabinet meeting chaired by Chief Minister Okram Ibobi Singh resolved to extend the 'disturbed area' tag under Section 3 of AFSPA in Manipur from December 1. The AFSPA is enforced in disturbed areas. Government spokesperson M Okendro Singh said the decision to extend the disturbed area status in the state for another year was taken after collecting data from Police and central forces. The chief minister has the power to review the status every six months, Okendro added.

NSCN-R while reiterating its demand for establishing Sub-office in Dimapur, has appealed to Khole-Khitovi faction of NSCN (NSCN-KK) not to take this issue “exceptionally” as it would create misunderstanding and differences between the “two brothers”, reports Nagaland Post on December 2. In a release, NSCN-R ‘secretary’ ‘Ministry of Information & Publicity (MIP)’ said Sub-office was needed in order to contact with all agencies including non-governmental organizations (NGOs), and for which it had conveyed it to the Ceasefire Supervisory Board (CFSB). Appealing the public not panic on this issue, the NSCN-R, said it had not come to Dimapur, “for war, but for peace” and to resolve any misunderstanding with Kehoi camp brothers, as it believed that both parties have one common issue and that unity was “inevitable”. Therefore, NSCN-R humbly prayed that all Naga brothers reason together instead of violence again one another. NSCN-R also appealed other Naga NPGs to refrain from all kind of violent activities while “real peace” was dawning among the Naga people.

Tamulpur Police arrested three linkmen of the IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), identified as Mithinga Narzary alias Naga (20), Amit Boro (29) and Ajoy Boro (20) at Tamulpur in Baksa District on December 1, reports The Sentinel. The three are believed to have provided vital information on the massacre of Adivasis by the outfit last year (2014) in Bodoland Territorial Area District (BTAD) and Sonitpur District. “We are interrogating them, but cannot share any detail yet,” said a Police official. The arrested linkmen were involved in extortion cases in the area. Tamulpur Sub-Divisional Police Officer (SDPO) Asif Ahmed said that detained Mithinga worked for the Ranjan Daimary faction of NDFB (NDFB-RD) prior to come into contact with the IK Songbijit faction. Police said five extortion letters, mobile phones and SIM cards were found on the detained linkmen.

The Additional District and Sessions Court, West Tripura on December 1 found three National Liberation Front of Tripura (NLFT) cadres guilty in Jarulbachi massacre under section 302, 120 (B) and 27 Arms Act, reports Tripurainfo. Three guilty insurgents include Mangal Debabarma, Falguni Debbarma and Binoy Debbarma. The quantum of punishment would be declared by Additional District and Sessions judge Udit Chowdhury on December 4. In the second phase, trial was conducted against six NLFT militants but the court acquitted three persons due to lack of substantial evidence. However, the court on December 1 found three NLFT militants- Madan, Falguni and Binoy guilty in the massacre in which 15 innocent villagers died and six more were injured. A heavily armed group of NLFT swooped down Jarulbachi area under Takarjala Police station on February 11, 1997 sprayed bullets. In the attack, altogether 15 villagers died while six more were injured escalating riots in the state.

There is no threat from the Islamic State (IS/ISIS) terror group along India’s borders in the northeastern states, a Border Security Force (BSF) official said in Agartala on December 1, reports Morung Express. “There is no threat of IS terrorists on India’s northeastern frontier. Our border is safe and secured,” BSF Tripura frontier Inspector General (IG) M.F. Farooqui said. “The IS is not an issue in this frontier and there is no impact of the terrorist group in this border,” he added. He said that from 25 battalions in 1965, the BSF now has 186 battalions comprising 2.5 lakh troopers and officers currently posted on 13 frontiers, including three frontiers in the northeastern states. The BSF on the 856-km Tripura frontier has seized contraband valued at INR 9.52 crore this year. The BSF official said the number of camps of militants in northeast India was decreasing in neighbouring Bangladesh as the present Government in that country was very supportive of “All disputed issues with Bangladesh have been religiously followed up by the BSF,” he said.

Even as the Independent faction of United Liberation Front of Asom (ULFA-I) continued to draw flak from the Hindi speaking people of the state for Monday's (November 30) attack in Namrup, Chief Minister Tarun Gogoi on December 2 said that the outfit has targeted people from all communities in the past, reports The Times of India. "Should we forget how Ulfa killed all those children in Dhemaji? Ulfa has killed so many innocent people, irrespective of the languages they spoke. They target Assamese-speaking people less because they believe that would go against them," Gogoi said. The Chief Minister said that with ULFA ‘general secretary’ Anup Chetia now in jail, the outfit has become weak. It has also hit Paresh Baruah, who is now taking the help of Khaplang. The All Assam Bhojpuri Parishad (AABP) in West Karbi Anglong District committee condemned the attack on Hindi-speaking persons in Namrup in Dibrugarh District on November 30, reports The Sentinel on December 2. AABP District secretary Pankaj Chauhan said in a statement, “We condemn the incident. It is anti-people and such incidents create disturbance. The Mizoram Government on December 2 (today) announced a cash reward of INR one lakh each for anyone giving information leading to the arrest of five militants of Manipur-based Hmar People's Convention- Democracy (HPC-D) who were involved in the ambush of members of a state assembly committee on March 28, reports The Statesman. The militants are, Thanglawmvel, Rinsang and Lalrohuol all of them from Manipur and Lalchawimawia and Jacob, both from Mizoram. Three Policemen were killed in the ambush of the team of the state legislature's committee, an official statement of the state home department said. One of the leaders of HPC-D who ambushed the team of the assembly committee, identified as Malsawmkima, who deserted the state armed Police, was gunned down in an encounter with the Police on May 8 inside Manipur. Another militant involved in the ambush, identified as Reuben Lalrammawia was arrested on September 22 at Hmarkhawlien village in Assam while the commander of the group Lalbiakliana was arrested inside Manipur on October 16. State Home Minister R. Lalzirliana said there could never be peace negotiations with the HPC-D unless the latter returned all the weapons snatched from the Policemen in the March 28 ambush.

A joint statement titled “position of NNC against the backdrop of recent political development”, signed by several NNC/FGN leaders, said it has now become “sufficiently clear” that the framework agreement of August 3, 2015, being negotiated, would essentially be another Accord signed between the Government of India and “some Nagas”, which also would not be recognition of sovereignty. Affirming that the Naga sovereignty remained the central stand of NNC, the joint statement said the 16-point agreement, the first ceasefire of 1964 ending in the abrogation of the rounds of talks, the revolutionary government, the Shillong Accord, and now the “next awaited settlement” from the Framework Agreement, have revealed India’s inability to discuss sovereignty with the Nagas. The NNC leaders contended that Naga struggle cannot be categorised and treated as secessionist and anti-India because it was launched long before the British left, reaffirmed before India became independent, and sacrificially defended ever since.

Concerned over the matter, the Meghalaya Mine Owners and Exporters Association and State Co-ordination Committee of Coal Owners, Miners and Dealers Forum have appealed to the abductors to release him unharmed. In a joint statement issued on December 6, the coal bodies said that it is a matter of concern that there are frequent abductions of people including their members for ransom. The organizations appealed to the abductors of Syiemlieh, who hails from Kulang, to release him unconditionally. They also said that Syiemlieh is suffering from ailments related to thyroid and asthma. The Khasi Students Union (KSU), SWKH unit, meanwhile, urged the abductors to release Syiemlieh before December 10. The KSU also decided to go ahead with the public meeting slated to be held on December 10 at Mawkyrwat, to oppose the abductions and harassment meted out to the people of Mawkyrwat by the Garo militants. In a statement issued to the press, KSU’s SWKH unit general secretary, Forwardman Nongrem alleged that Garo militants are involved in the abduction of Syiemlieh. Garo militant outfits like the Liberation of Achik Elite Force (LAEF) are no longer dependent on imparting arms training for its cadres inside the forests of Garo Hills and are now dispatching them in groups all the way to Myanmar where Naga rebels from the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) enroll them in their jungle camps and provide them with the necessary expertise on guerilla warfare, reports The Shillong Times. This revelation came to the fore with the surrender of one such trained cadre who gave himself up to Police in North Garo Hills on December 7, just days after his return from that country. Waljit M Sangma (24) of Medu Apal village in Bajengdoba region of North Garo Hills surrendered at Resubelpara. He had joined the LAEF in the month of August, last year. Garo Hills Police have obtained crucial evidence that the LAEF outfit, formed by a former Police commando, had been regularly sending fresh recruits to Myanmar through the Nagaland route to undertake arms training in the NSCN-K camps. The LAEF cadre Waljit was part of one such group which had undergone such training. Waljit was to join a command of the outfit in the Garo Hills region. Police are not ruling out the presence of more foreign returnee cadres inside Garo Hills who are believed to have crossed back the Nagaland border sometime in the middle of November before making their way into Garo Hills through the normal travelling route. Since they do not come back with arms these young boys are able to escape the police dragnet during routine security checks on public transport. One of the key leaders of the group who arranged the foreign jaunt for the young recruits was LAEF chairman Kelwin Sangma who was arrested by Assam Police in October this year, along with two cadres of the Tripura based National Liberation Front of Tripura (NLFT) outfit.

The arrest was made after a late night operation by the Army unit at Borrengajuli under Red Horns Division with Police team under Sub-Divisional Police Officer (SDPO) of Bhergaon. On questioning of previously arrested cadres and military intelligence reports, a hardcore NDFB-S cadre Jipirush Narzary along with self-styled ‘Sergeant Major’ Bihuto Sumi- a trained cadre of 2007 batch at Dimapur – were arrested in a cordon and search operation in village Goiramari (Bhairbkunda). These cadres were present in the village for arms dealing. Consequently after spot questioning of the arrested cadres another operation was launched in which three NLFB cadres identified as Ajit Biswas, Lal Chand Mandal and Ratan Mazumdar were arrested. Cadre Ajit Biswas has identified himself as the ‘deputy commander in-chief’ of NLFB. The Security Forces (SFs) also recovered a large cache of arms and ammunition in the operation. The recovery included two 7.65mm pistol, four magazines, 100 live rounds and seven mobile phones.

The arrested GNLA cadre also revealed the modus operandi of extortion of the GNLA from the businessmen and government servants. “They send SMS to these people after obtaining their numbers from their office staff or workers working in the shops,” Raju said. He also revealed that some people voluntarily shared the mobile numbers of officers and business people to GNLA and other militant groups to settle personal scores. Police statistics revealed that from January 1 to December 8, 2015, 18 civilians were killed by militants while 19 others were also injured. Statistics showed that Garo National Liberation Army (GNLA) killed 2 civilians and injured 11 others while 6 civilians were abducted including 1 Police personnel, adding GNLA also killed 6 Police and injured 10 others of them. Similar is the case with Liberation of Achik Elite Force (LAEF) which injured 1 Police and abducted 1 civilian. A’chik Songna An’pachakgipa Kotok (ASAK) and A'chik Matgrik Elite Force (AMEF) also killed two civilians each while AMEF abducted 13 civilians. ASAK also killed one Police this year. Eleven each of the Garo National Liberation Army (GNLA) and the A'chik Matgrik Elite Force (AMEF) along with three A’chik Songna An’pachakgipa Kotok (ASAK) cadres were killed in encounters while the number of arrest and the surrender indicating the type of mounting operations carried out by the State Police on the rebels who have been virtually holding the five strife torn Districts of Garo Hills into ransom. There were 93 incidents involving the GNLA and 37 with the AMEF, 8 with the Liberation of Achik Elite Force (LAEF) and a couple of others with the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB). While 62 GNLA were arrested in the past one year, there were 36 AMEF and 18 ASAK cadres who were arrested this year alone. The others belong to lesser known groups like the United A’chik Liberation Army (UALA), Achik National Cooperative Army (ANCA), Achik National United Force (ANUF), GNAF, UANF, Achik National Liberation Army (ANLA)-all of which have been attributed as armed groups involved in kidnapping for ransom and extortion in the guise of fighting for a separate Garoland.

The duo deposited one AK 47, a barreta pistol, two AK magazines, two 9mm barreta magazines, one .36 High Explosive grenade, two 9 mm live rounds, sixty-nine bullets of 7.62 mm, thirty-five live rounds of 303 and six seals of the AMEF. The AMEF was formed by Ex- Garo National Liberation Army (GNLA) deserter and ex- A’chik Songna An’pachakgipa Kotok (ASAK) ‘finance secretary’ Jack Marak who was killed in an encounter on the May 1, last. Following his death, Timudh D Marak took over the mantle along with Sengjan Arengh before facing the heat of the Police operations and public pressure for indulging in abductions and extortions in part of North Garo Hills, East Garo Hills and West Khasi Hills District. Talking to reporters after the formal surrendering ceremony, the surrendered leaders of the militant outfit said that Police operations that led to arrest and killings, surrenders besides desertion by the cadres prompted them to abandon the path of violence. Interestingly, the disclosure made by the two leaders clearly indicated that there is no more centralized command within the outfit. “There are at least three groups functioning on their own respective way before we came out,” stated Senjan Arengh while denying of having any role in ordering the series of abduction for ransom in the recent past. Even as he divulged that there are thirty odd cadres with unknown number of weapons functioning under three different leaders, the surrendered AMEF militants term the money for sustaining themselves as goodwill donation of some businessmen. They were part of all the strategies till the Police tactical operations forced them to come unconditionally come over ground, stated a well place police official who was involved in forcing these two self style leaders come over ground. DGP Rajeev said, “Its public pressure that added to the quantum of our efforts and it’s a matter of time that the other AMEF cadres will come over ground”.

Dhiren Boro said he had approached former Mizoram chief minister Zoramthanga to help the outfit in its negotiations with the Centre. Zoramthanga will place the outfit's demands before the central leadership, he added. Nothing short of a separate Bodoland state would be acceptable to the indigenous people of the region, Boro said. He also demanded that the Centre upgrade the talks to the political level. The NDFB-P, currently in truce with the Government, has been demanding a separate Bodoland state by carving out the Bodo-inhabited areas of Assam. The ceasefire agreement between NDFB-P and the Centre was signed in 2005. Since then, many rounds of talks have been held but a solution remains out of reach.

According to sources, Khaplang faction of National Socialist Council of Nagaland (NSCN-K) cadre MB Charanga made an extortion demand to one Ranjeet Singh, a wholesale supplier of Pallel through a middleman Koijam Dinesh Singh, owner of Mukta Pharmacy in Pallel in the District. A team of AR personnel launched a search operation to arrest MB Charanga and his two accomplices. According to Police sources, one bomb exploded while the other one which failed to go off was later defused by the Assam Rifle (AR) bomb expert team. North Garo Hills Police on December 12, recovered a highly decomposed body partially buried in a shallow grave which is believed to be that of abducted Police Constable Khomraj Bhattarai in Tapa Darengchi area, of North Garo Hills District, reports The Shillong Times. Bhattarai was returning to his duty after availing a home leave when armed Garo National Liberation Army (GNLA) militants stopped the commercial winger vehicle he was travelling on and took him away on November 6. They dragged away Bhattarai and the handyman of the winger, Muslo Hussain, who happened to drive the vehicle on that day. The handyman, who was separated from Bhattarai soon after the abduction, was released unharmed twenty days later. Bhattarai was a Head Constable (Havildar) in the Sixth Meghalaya Police (MLP) battalion and was going to his place of posting in Songsak to resume his duties. The GNLA had tried to distance itself from the incident by issuing a press statement soon after the abduction blaming other groups and criminal gangs for the abduction. Despite their denial, Police had identified ‘area commander’ Pilliport D Shira’s group to be the mastermind of the abduction and subsequent execution of the unarmed Policeman.

According to the latest Home Department report, frequent abductions have become commonplace for people living along the Assam-Meghalaya border, reports The Times of India on December 15. The Goalpara and South Salmara Police Districts have together recorded 187 cases of abduction since the beginning of this year (2015). While Goalpara District has recorded 138 cases, South Salmara has recorded 49 incidents of kidnapping. Dhubri District, too, has recorded more than 10 such cases this year. The Assam Government has already urged Meghalaya to take proactive steps to curb criminal activities along the interstate border. Meetings have been held between civil and Police forces of districts on either side of the Assam-Meghalaya border, sources said. The safety of the general public, especially traders from Assam who frequently travel to Meghalaya, has been discussed. Though most of the abductions have been carried out by miscreants, the Home Department records do not rule out the role of militant outfits of the region in some of the incidents. Sources said rebel groups like ULFA-I, IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS), Kamatapur Liberation Organization (KLO) and Students Islamic Movement of India (SIMI) are active along the bordering areas of Assam and Meghalaya. The ULFA-I's 109 battalion is active in the area, as are Garo militants. The Home Department has also asked Assam Police to maintain a separate record of militancy-related incidents in Goalpara. "From the beginning of 2005 till the end of October this year, there have been at least 88 incidents of militancy-related violence in Goalpara in which some 101 people, including civilians, security forces and militants, have died," a senior Police officer said.

The forensic examination of this laptop and a pen drive recovered from his possession revealed that these contained several videos inciting communal hatred, lectures by leaders of Pakistan-based terrorists urging action against India, terrorist strikes in the name of Jihad and terrorist-training material. Massacres by the IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) figure prominently in the report. The index, prepared by the Institute for Economics and Peace (IEP), an international non-governmental organization (NGO), and released recently, said of the 416 deaths in 763 terror incidents in India, 106 took place in Assam. "India's Northeast region has, for the last three decades, seen continual ethno-political unrest from ethnic secessionist movements. The NDFB-IKS, which killed seven people in 2013 and 80 in 2014, was the second deadliest group in India in 2014 (CPI-Maoist being the worst). Assam recorded 106 deaths in 2014 which is 25 per cent of the total deaths (in India)," the report said. The report, titled ‘Peace Measuring and Understanding the Impact of Terrorism’, the third such index released, provided a comprehensive summary of the key global trends and patterns in terrorism. The NDFB-IKS was held responsible for rampant abductions, extortions and attacks in the Bodoland Territorial Areas District (BTAD) and neighbouring Sonitpur District till 2014 but the number of such attacks has come down since Security Forces (SFs) launched an operation in December 2014. Although the report said the outfit killed 80 persons in 2014, Assam Police said the number was more as the NDFB-IKS was responsible for the massacre of 46 minorities in Baksa and Kokrajhar Districts in May and 66 Adivasis in Kokrajhar, Chirang and Sonitpur Districts in December. It killed many others in Chirang, Baksa and Sonitpur Districts last year (2014).

Addressing the 38th general conference of the Rengma Students Union (RSU) hosted by Chogin Range Students’ Union (CRSU) at Sendenyu Village, Acharya said that developing the state needed permanent peace and reiterated that all work in unity so that Nagas will finally achieve permanent peace by 2016. The Naga Hoho (the apex body of the Nagas) condemned the murder of Ritika Mehta, proprietor of Apna Hotel at Dimapur on December 14 at her Hotel premises, reports Morung Express reports on December 17. “Killing of any human life in whichever form is not acceptable in any civilised society…,” said a press note from the Naga Hoho. Meanwhile, the Naga Hoho also appealed to all the Naga Political Groups, Assam Rifles, Para Military, etc to “abstain from creating and implanting fear psychosis to the citizens and avoid unwanted scenes and to maintain maximum restrain even in the face of confronting one another.”

The Garo National Liberation Army (GNLA) on December 17 asked for restraint from Khasi non-governmental organizations (NGOs) as well as the proscribed Hynniewtrep National Liberation Council (HNLC) even as it claimed that abductions in Garo Hills in Meghalaya seem to be the handiwork of dacoit groups and not of any militant group, reports Northeast Today. “Jumping to hasty conclusions without proper information just because police has put a blame based on suspicion is uncalled for”, said the GNLA publicity secretary, Gantong Marak while referring to abductions of a Khasi coal businessman from West Khasi Hills (WKH) District. The abductions have led to tensions between the communities with the HNLC as well as other NGOs threatening to strike back at the Garo community. “This will create a negative assumption on our community when the fact is actually not confirmed that it is the work of Garo militants”, added Marak issuing a press communiqué. “There are crooks, a mixture of all communities going about committing all kinds of crimes. So why blame only one? Many dacoits take advantage in the name of HNLC, GNLA and other militants groups, be it for abduction, extortion or killing people for ransom,” he added.

Three hardcore A'chik Matgrik Elite Force (AMEF) cadres identified as Pendu Sangma, Joy Arengh and Tanisha Sangma, who happens to be the girlfriend of an AMEF cadre known as Sakrem, were arrested during a routine vehicle checking undertaken by Rongjeng Police in East Garo Hills District on December 17, reports The Shillong times. On the leading of Pendu Sangma, a team of Rongjeng Police went to Jangchigittim, Nongshram via Rongdu Reserve and found the hideout where AMEF cadres led by their new 'chairman' Matchang and new 'commander-in-chief (C-in-C)' Cheang were staying in the bachelor house (Nokpante) of Pendu Sangma. When the Police team ordered the militants to surrender they opened fire at the Police team leading to a brief exchange of fire. In the exchange of fire one militant identified as Lekichand Sangma of Jangchigittim received bullet injury on the leg and was arrested and given medical treatment at Rongjeng CHC. Matchang is also suspected to have sustained bullet injury on his stomach. Two other cadres, identified as Chandra Marak of Dekmik and Itdom Marak of Dekmik, were also arrested from the spot. Police also recovered an Self-Loading Rifle (SLR) magazine and 29 live SLR rounds, one 9mm magazine and two live 9mm rounds and Garo National Liberation Army (GNLA) ID card of Matchang Marak, 20 nos. of AMEF demand notes, round seal of AMEF, one black magazine pouch and two empty cases of SLR. According to Police, the AMEF cadres surrendered with one Self-Loading Rifle (SLR), one Smooth-Bore Breech-Loading (SBBL) gun and seven pistols and other arms and ammunitions. The government called on all other outfits to shun violence and come to the talks table with a time line of six months. The settlement between the State Government and UALA was signed at a ceremony held at Circuit House in Tura in West Garo Hills District. UALA Chairman Novembirth Marak alias Chiindik and general secretary Nagra D Shira were the signatories for the outfit while the government representatives were commissioner and secretary Garo Hills Division Peter Ingty and commissioner and secretary, Political department, J Lyngdoh. The CM termed the signing as “historic” saying it would pave the way for other militant outfits to shun violence and follow suit. “We have to speed up verification process and prepare a calendar of action plan, so that it will send out a positive vibe to the other outfits”, he said. The outfit was formed in 2012 with the demand for a separate Garoland to be carved out of the State. “The signing of the agreement is a long drawn effort. UALA has demonstrated their serious intention to partner with the government for overall peace and tranquility to prevail in the region”, the CM said. He also urged other outfits including Garo National Liberation Army (GNLA) and Hynniewtrep National Liberation Council (HNLC) to stop all illegal activities and come forward for dialogue. The CM further made the offer a time- bound one stating the government would provide six months time for all outfits to respond and come overground and avail benefits rolled out by the government.

This is the first time that the Government has used the term “framework agreement” for the peace accord. Rajnath Singh, who is attending the three-day Director General of Police (DGP)s’ conference in Rann of Kutch in Gujarat, mentioned this during the opening session speech he delivered in the presence of Prime Minister Narendra Modi and around 250 top Policemen of the country. R.N Ravi, who is the interlocutor for Naga peace talks, said “We never said it was a peace accord, some people loosely refer to it as an accord. It is a framework agreement and the minor details are still being worked out. We have agreed on the basic fundamental ground on which the accord would be signed.” The Twitter handle of Rajnath Singh posted, “HM expressed hope that the Framework agreement between NSCN-IM and the Centre would help in resolving the Naga problem.” Rajnath Singh also said Security and Police forces had controlled the insurgency situation in the North-East. Surrendered militants of the Peoples United Liberation Front (PULF) threatened on December 19, to return to militancy if the Manipur government does not extend to them the benefits of surrender and rehabilitation policy by January 10, 2016, reports The Telegraph. Fourteen PULF militants had surrendered with weapons to the state government in 2012, along with 100 other militants of various groups, at a function held at the Assam Rifles (AR) headquarters in Imphal. Chief Minister (CM) Okram Ibobi Singh, Deputy CM Gaikhangam, who is the Home Minister, and senior AR and Police officers were present at the programme. The PULF cadres have claimed that they were yet to get any benefit of the Centre's surrender and rehabilitation scheme even three years after their surrender. "Despite our repeated requests, the state government remains indifferent. Our cadres are getting restive as they feel the government has betrayed them. We were promised rehabilitation and a normal life after leaving the jungles," Md Kaji Umar, former chairman of PULF said. He said none of the militants who surrendered with weapons in his group got the promised benefits. "We are setting the deadline for extending all the benefits to my cadres by January 10 next year (2016). If there is no response from the government, we may launch an agitation or go back to the jungles," Umar warned. The PULF is one of militant groups which operated in Manipur valley.

The court had earlier fixed December 17 to start cross-examination of the UNLF chairman and his accomplices, following which several media persons including national print and electronic media had stormed the court complex. However, the Judge of the special court had deferred the date for cross-examination to next month citing that preparation of questions to be asked during the cross-examination was not completed. On December 17, around 6.30 am a column of 21 Assam Rifles (AR) was under attack by sophisticated armed militants in Chandel District. As per the agreement, the cadres will stay in the transit rehabilitation camp designated by the State Government. Once they stay, they will abide by the ground rules framed for the conduct in such camps. While the routine administration of camps will be in the hands of State Government, the nominated Security Forces (SFs) will regulate the movement of cadres at the camps, according to the agreement. The agreement said that on an agreed date, UALA will bring genuine cadres of the outfit at the designated camps along with weapons in their possessions and disband the organization. “UALA should declare the cadre strength with actual names, aliases, ranks in the organizations, year of recruitment and complete address”, the agreement said. Moreover, the verification of all such cadres and leaders will be done by the state authorities after disbanding. UALA should declare its weapons, ammunition, explosives, combat stores and hand over them to the state government before disbanding. The agreement stipulates that the cadres will be provided with various sorts of counseling in the camps to be followed by suitable rehabilitation package in terms of capacity building and sustainable livelihood programmes. Another clause in the agreement is that UALA will be dealt with the provisions of existing schemes for surrender-cum-rehabilitation package in the Northeastern states as notified by political department on July 2, 2009. The agreement also made it clear that the security forces will not launch operations against UALA if they abide by the agreement. Moreover, the Government will examine the status of all the criminal cases involving leaders and cadres. “Such persons will be subjected to due process of law with regard to FIRs filed against them. However, non- heinous cases may be withdrawn with the approval of the competent courts”, the agreement said.

A Naga National Council (NNC) cadre was killed in an encounter with the Indian Army at the Khoupum area of Tamenglong District on December 23, reports The Morung Express. The shootout occurred at Luwangkhulen Part-I under Khoupum Police Station around 10:30 am, according to a Police report which added that the cadre was killed when personnel of 8 Gorkha Rifles (GR) exchanged fire with a combined team of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and NNC. The slain NNC cadre has been identified as Thaimei Kanamsoi (40), resident of Luwangkhulen Part-II of Tamenglong. According to Police, the 8 GR team conducted operation in Luwangkhulen Part-I where a joint meeting of NSCN-K and NNC was being arranged. Upon reaching the spot, the GR team came under fire from the militants, which resulted in a shootout lasting about 40 minutes, Police added. The GR team backed by Assam Rifles later carried out a massive search to arrest other cadres, but no arrests were reported.

Though one year has elapsed since Assam witnessed one of the most gruesome killings, the incident remains one of the turning points in the history of militancy in Assam as sustained operations, closely monitored by the Government of India, are still continuing, while the National Investigation Agency (NIA) is also investigating into the cases registered in connection with the killings, reports The Assam Tribune on December 23. More than 69 persons, including women and children were killed by NDFB-IKS militants on December 23 last year (2014) in separate attacks. The Centre took serious note of the attacks and launched an all-out offensive against the militants involved. For the first time such sustained operations, monitored closely by the Union Ministry of Home Affairs (UMHA), is on for a year, which has virtually broken the backbone of the militant outfit. Security sources pointed out that all the forces engaged in the operation have to send weekly reports to the Home Ministry, while the synergy between the forces involved on the ground and the intelligence agencies also improved. The Home Ministry also made it clear that there would be no talk with the militants involved in killing women and children. The sustained operations led to the killing of 23 militants belonging to the NDFB-IKS, while around 240 others were arrested. More than 300 couriers of the militants were also arrested, which cut the supply lines and led to more arrests, adds the report. However, several senior members of the outfit including G Bidai, who reportedly masterminded the December 23 attacks, are still at large. The NIA registered five cases in connection with the killings and senior officers of the Agency including its director visited the scenes of crime. The NIA has so far arrested 43 militants for their involvement in the killings and chargesheets were filed against most of the arrested militants. Official sources said that further investigations are on but the NIA decided to file chargesheets against those already arrested so that they are not bailed out because of the delay in filing of chargesheets. Sources said the forensic tests confirmed that the weapons recovered by the NIA were used by the ultras to launch their gruesome attacks. Meanwhile, Bodoland Students’ Union (BSU), Kokrajhar District committee on December 23 took out massive rally against the NDFB-IKS for the massacre of over 69 Adivasi people on the eve of Christmas on December 23, 2014 in Kokrajhar and Sonitpur which left over a lakh homeless in the backlash, reports The Sentinel.

Kamtapur Liberation Organization (KLO), the banned Rajbongshi (an indigenous community) outfit fighting for a separate sovereign Kamtapur nation, published a photograph of a hidden camp believed to be somewhere in Myanmar on their Martyrs' Day, reports The Times of India on December 29. The picture shows the KLO's ‘self-styled chairman’ Jiban Singha standing with one of his soldiers in front of a banner. This is Singha's first photo recorded since 1999. Report adds that Milton Burma, the dreaded militant who was the outfit's ‘commander-in-chief’ who was neutralized during the Bhutan offensive in December 2003, recognized Singha in the picture. A few intelligence agencies have also confirmed the man in the photograph as Singha. The KLO has also sent a press release along with the photos where Singha has vowed to continue with the arms struggle against India to achieve the outfit's goal of carving out a separate Kamtapur State. He also appealed to leaders of Independent faction of United Liberation Front of Asom (ULFA-I), Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) to come to their help. These insurgent outfits, along with KLO, had formed the United National Liberation Front of Western South East Asia (UNLFWSEA) on April 17 2015, aiming to 'free the northeast from the clutches of India'. Also, United Liberation Front of Asom (ULFA) ‘founder general secretary’ Anup Chetia on December 28 appeared before the designed court at Guwahati in connection with the six Terrorist and Disruptive Activities [Prevention] Act (TADA) cases pending against him, The Assam Tribune. Charges were also framed against the ULFA leader in connection with all the six cases in which he was declared an absconder. Bail petitions were filed for Chetia by advocates after which the designated Court granted the bail petitions against a bail bond of INR 5 lakh with two sureties of the like amount. Demanding fulfillment of their demands, the All Assam Surrendered ULFA Committee on December 29 staged a day-long demonstration at the Jantar Mantar in New Delhi. President of the group, Raj Kumar Duara said that if the Central and the State governments do not solve their problems then they would pick up guns ‘for the safeguard of the future generation’. Stating that they are about 800 SULFAs who have surrendered since 1998, Duara said that they have not been offered rehabilitation and cases registered against them have not been withdrawn. The SULFA group is also demanding identification of the illegal Bangladeshis and introduction of Inner Line Permit (ILP) in the State, besides grading of Assam as a tribal State. Duara alleged that negotiations with the Government last took place in 1998, after which there been no contact.

Three suspected cadres of an underground (UG) outfit escaped towards a hill located near Pukhao Shantipur village under Sagolmang Police Station in Imphal East District after opening some rounds of fire at a Police commando team on December 29, reports The Sangai Express. According to a reliable source, the incident happened at a paddy field located between Pukhao Shantipur and Pukhao Ahallup. A team of District Police commandos went to the area after receiving a specific information about the presence of some underground cadres. When the commando team was about to reach the area, they saw three armed persons from a distance at the paddy field of Pukhao Chatampat. The suspected UG cadres who were clad in combat uniform, suddenly opened some rounds of fire towards them and fled the area, the source said. Addressing the gathering as the chief guest, Ibobi stated that education and health sectors are of utmost importance as the two sectors cannot be compromised regardless of the limited resources. One cadre of the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), was killed in a gunfight with troops of 18 Assam Rifles (AR) in general area of Zhutovi village in Dimapur District on December 30, reports Nagaland Post. After receiving inputs of presence of NSCN-K cadres, two patrols of AR personnel were sent to the area. When the troops reached a rubber plantation area, three persons were reportedly carrying extortion from truckers, AR stated. As the AR personnel approached the spot and began to question the trio, AR said two of them fled from the area while the other one took out a pistol and fired at the AR troops. In the exchange of fire, the patrol leader shot the suspected NSCN-K cadre, AR sources informed. One 9 mm pistol along with cash was recovered from the deceased, while the body was later handed over to Police, AR said.

The virtual wiping out of the A'chik Matgrik Elite Force (AMEF), the unconditional surrender of the United A’chik Liberation Army (UALA) in the past two months is considered to be an achievement. “We still have an incomplete task of bringing about long lasting peace in Garo Hills and the rest of the State”, the DGP said. He expressed hope that the policy adopted by the Police department is expected to reap benefit by next year. Asked on whether it will be in the form of ruthless operations or diplomacy that the police department will adopt in completing the unfinished task, Mehta said, “I am not going to divulge anything but our force will go all out to bring peace”. The proscribed Garo National Liberation Army (GNLA) led by Sohan D Shira is a militant group to be reckon with. Acknowledging the reality, Mehta said that the sustained pressure on the groups in all formats will be carried out to pin them down till a point of surrender.

The uproar seen in Churachandpur in the after-math of the passage of three Bills by the State Assembly for protection of indigenous people on August 31 is likely to be resolved soon, Deputy Chief Minister Gaikhangam asserted while speaking to media persons on the eve of New Year in Imphal on December 31, reports E-Pao. The bodies of all the nine people who were killed in the course of the public uproar have not been claimed, till date and a peaceful situation still remains elusive in Churachandpur District. Claiming that a breakthrough has been achieved regarding the impasse, Gaikhangam informed that the Government and the Churachandpur Joint Action Committee (JAC) have initiated dialogue since the last couple of days. The JAC and the Government held a meeting at the Chief Minister's Secretariat a few days back but the two sides could not arrive at any understanding. Holding dialogue after one side was refusing to come forward for dialogue for a long period is in itself a breakthrough, Gaikhangam remarked. With the dialogue process already initiated, a solution can be worked out very soon within the possible limits of mankind, he continued.On being enquired about the framework agreement signed between the Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Gaikhangam asserted that Gol should come out with an unambiguous statement. The dialogue is a bilateral process and the State Government is not involved at any stage. The State Government has also been questioning the contents of the frame work agreement as desired by the people of Manipur, he said. The State Government welcomes any solution to the protracted issue but it should not impinge upon the interest of Manipur in any manner, asserted the Deputy Chief Minister.
