The National Socialist Council of Nagaland -- Isak-Muivah NSCN (I-M), on March 13, welcoming the Union government’s invitation to the outfit's leaders to come to the country for peace talks, said the government must be sincere in its implementation. Describing Prime Minister Atal Behari Vajpayee's invitation to its top leadership to come to India to expedite the peace talk process as a "good gesture", the information and publicity wing of the outfit insisted on "sincerity on the part of the [Union government] to remove all obstacles in the way for the success of the peace talks". Though several rounds of discussions were held between Union government negotiators and NSCN (I-M) collective leadership in Europe and Bangkok in the past four years, the actual political talks on 'substantive issues' were yet to start, the NSCN (I-M) statement noted. The statement also criticised Nagaland Chief Minister S C Jamir’s recent utterance of "dispensation of grace and forgiveness" as a usual resort to hypocrisy with regard to the Naga political problem.

A suspected Zomi Revolutionary Army (ZRA) terrorist was killed in an encounter between the combined terrorist group of ZRA and National Socialist Council of Nagaland -- Isak-Muivah NSCN (IM) and another suspected terrorist group, near Guarkhand village of Nungsek Punji, about 30 km south of Jiribam police station, on March 14. According to reports, villagers in the area have fled their houses following the shootout.

11 National Socialist Council of Nagaland - Isak-Muivah NSCN (I-M) terrorists were killed in an encounter with India Reserve Battalion (IRB) personnel near the Molnoi outpost, Pallel, in Manipur's Chandel district, about 45km south-east of Imphal, on March 16, media reports quoting official sources said. The incident took place when armed NSCN - IM terrorists travelling in a truck opened fire on the IRB personnel who had stopped the truck proceeding towards Imphal. Reports indicate that all the 11 NSCN (I-M) terrorists inside the truck were killed. The terrorists had earlier abducted the driver of the truck along with the vehicle from Chandel district headquarters. The State police chief, A A Siddiqui noted that the NSCN (IM) terrorists were heading towards some NSCN (IM) and Kanglei Yawol Kunna Lup (KYKL) camp in Machi, Thoubal district.

The ruling Communist Party of India (Marxists) CPI (M) in Tripura has condemned a section of the church for its alleged links with the terrorist groups in the north-eastern region. The party also came down heavily on Congress President Sonia Gandhi for meeting the leaders of the Indigenous People's Front of Tripura (IPFT), which, according to the CPI (M), is a front organisation of the National Liberation Front of Tripura (NLFT). According to media reports, ‘the political and organisational report’ adopted in the Tripura State conference of CPI (M) accuses a section of the church of abetting terrorists and providing shelter to them. The party, according to reports has identified a church - north-eastern branch of Evangelical Church (Baptist) - whose leaders are accused of working with various terrorist groups active in the region, specially the National Socialist Council of Nagaland -- Isak-Muivah (NSCN-IM) and the NLFT. The church has also been accused of maintaining links with the Central Intelligence Agency (CIA) of the United States and the Inter Services Intelligence (ISI) of Pakistan.

According to media reports quoting security personnel, the three armed terrorists arrested earlier in the month by the Border security Force (BSF) in North Tripura while entering from Bangladesh have confessed that they all belonged to the National Socialist Council of Nagaland - Isak-Muivah NSCN (I-M). While Initial reports said that two terrorists belonged to the People’s Liberation Army (PLA) and the other to the National Socialist Council of Nagaland (Khaplang) NSCN (K), later interrogation reportedly revealed their exact identity. The three NSCN(I-M) terrorists are also reported to have shot dead their camp commander at Kulaura, Maulavibaza (Sylhet) in Bangladesh before fleeing. The arrested Naga terrorists are also reported to have revealed the sharing of camps by the NSCN (I-M), the PLA, United Liberation Front of Asom (ULFA) and terrorists of Tripura in Sylhet area of Bangladesh contrary to the widely held view that the PLA and ULFA maintained relations with NSCN (Khaplang).

Media reports said, on March 20, quoting a release by the Amsterdam-based Naga International Support Centre, the National Socialist Council of Nagaland -- Isak-Muivah NSCN(IM) appears to have accepted the invitation of the Prime Minister of India to hold talks within India. However, NSCN(IM) leaders have reportedly set three conditions for holding talks in India The first was lifting the ban on the NSCN (IM). The second, lifting of the warrants of arrest against its leaders and the third demand related to the repeal of the Armed Forces Special Powers Act, which enables the Army and the paramilitary forces to arrest people on suspicion and to search their houses. Appreciating Indian Union Home Minister LK Advani’s efforts towards making the peace talks a reality, the support group called upon the Union government to specify the measures to assure free and safe passage to NSCN(IM) leaders. The organisation also called on both the Union government and leaders of the NSCN (IM) to avoid further bloodshed and hold fruitful talks within India.

The National Socialist Council of Nagaland -- Isak-Muivah NSCN-IM, on March 20, termed the recent killings of 11 of its activists in an encounter in Manipur on March 16 as "an act of barbarism" and "an insult to the Indo-Naga cease-fire and the peace process" according to media reports. Demanding clarification from the Union government on the incident and calling for immediate steps to book the those responsible for the incident, NSCN-IM’s information and publicity wing claimed that those killed were on their way to Naga-inhabited areas of Manipur for the "Naga republic day" celebrations slated for March 21.

The Manipur government is reported to have appraised the Union Home Ministry about the conditions laid down by the terrorists for the release of the DC. Police and paramilitary personnel, camping since March 18 when the DC was abducted, are yet to begin search and rescue operations. Meanwhile, the proposed rally by 32 organisations in Chandel to protest the abduction has been put off as positive signals were received, according to a media report. However, the organisations reiterated their appeal for the release of the DC.

Terming the initial confusion in determining the terrorist group involved in the abduction as a result of poor intelligence the Chief Minister claimed that the involvement of the NSCN (IM) has become obvious and the whereabouts of the DC traced. Talking to the media after an all-party meeting at Imphal the Chief Minister also said that unless the State Government received a directive from the Union Government in writing, the arms captured from the NSCN (IM) on March 16 would not be returned, as demanded by the NSCN-IM. The Chief Minister further pointed out that the all-party meeting had issued a joint appeal to the NSCN (IM) to free the abducted DC unharmed.
