Police on November 8 rescued a Bank manager, Mujibur Rahman (28), and arrested eight people, including a woman in this connection from Lumpi in Karbi Anglong District, reports Times of India. Rahman was abducted on November 2 from Boko in Kamrup District. The abductors were demanding a ransom of INR 10 million for Rahman's safe release. The abduction was carried out mainly by Priyotoma Basumatary, and her husband Dayal Das, who is a Ranjan Daimary faction of NDFB (NDFB-RD) militant. The other arrested persons were identified as Bijoy Chandra Boro, Avinash Das, Dambaru Bhattarai, Niranjan Borkotaki, Prasanta Rabha and Monoranjan Rabha. Police recovered four hand grenades from them.

Naijab further said there was no NDFB member by the named Doyal Basumatary alias Doyal Das who married one Priotoma Basumatary. “It’s a smooth policy of envious Assam Police in order to generate various obstructions in between NDFB [NDFB-RD] and the Government of India and blame NDFB”, Naijab said adding that it has no involvement in anti–social activities violating the ground rules as the formal suspension of operation agreement is going to be signed shortly.

The Sentinel reports that in a major breakthrough, Police rescued National Hydroelectric Power Corporation (NHPC) General Manager, Anil Kumar Agarwal after 51 days of captivity in the night of November 11 at Maldang area near Bhalukpong in Assam–Arunachal boundary, Police said. Agarwal was rescued in healthy condition from a dense jungle at Maldang after a fierce encounter which broke out between National Democratic Front of Bodoland (NDFB) rebels in which, four Police personnel including Sonitpur Superintendent of Police, P Kalita sustained minor injuries when splinters of a grenade hurled by the rebels hurt them, sources said. Agarwal, who was the project head of Twang hydro power project, was abducted on September 21 by militants of the Songbojit faction of NDFB (NDFB-S). The rebel outfit had demanded an amount of INR 200 million as ransom for release of Agarwal, sources added.Assam Police, on November 12, said no ransom was paid to the NDFB-S to secure the release of abducted NHPC general manager Anil Kumar Agarwal, adds The Telegraph.

taking a tough stand following the recent attack on Policemen in Garo Hills, the State Police have resolved to take down the GNLA within three months’ time through their modified drills and mechanisms. Inspector General of Police (IGP) in-charge of Administration and Operation GHP Raju, on November 12, said that the GNLA will be neutralized in the next three months with the Police department preparing to come up with strategized plans to take down the outfit. He also mentioned that the State is looking towards the Home Affairs Ministry for adequate manpower to contain the situation in Garo Hills. “We need the help of the CRPF and BSF personnel who are trained in jungle warfare,” he said adding that at present, the State has about six units of COBRA teams operating in the region. Terming GNLA as a ‘gang of dacoits’, he said, “the Northeast militant outfits have a set of ideologies, but GNLA does not follow any such ideology except killing and extortion.” When asked about the procurement of arms and weapons, Raju said that the weapons used by the GNLA are procured from Kokrajhar, Assam through the anti-faction of ULFA, National Democratic Front of Bodoland (NDFB) smugglers from Dimapur, Manipur and Bangladesh who made it a flourishing business to supply arms to the GNLA.

IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) on November 20 observed the Bodoland Army Day, an undisclosed location of the neighbouring country, reports The Sentinel. The Bodoland Army is an armed wing of the outfit. The ‘interim Chairman’ of the NDFB– IKS in an email said, “On October 26, 1989, to fight for a free Bodoland from subjugation and occupation, the National Democratic Front of Bodoland began military training of the first batch of Bodoland Army and after rigorous training of 15 days, the passing out parade was held on November 14, 1989. Thereafter, this day has been being observed as the Bodoland Army Day or Bodoland Army Raising Day. In 1984, a letter was written to the President, National Socialist Council of Nagaland (NSCN) seeking support and help in their revolutionary struggle to liberate Bodoland. As a part of understanding between the NSCN [Nationalist Socialist Council of Nagaland] and NDFB, the NSCN had dispatched their military training instructors ‘2nd Lieutenant’ Tamreipam, ‘Sergeant’ Wangpam and ‘Lance Corporal’ Stone to the NDFB training centre in 1989 and the long–cherished wish of getting military training of the cadres in guerrilla warfare as fulfilled. So this Day historically is significant and an important day for the Bodo people and Bodoland”.

The Centre’s satisfaction with peace accords in the Northeast is apparently being neutralised by deepening ethnic fault lines and Anti-Talks outfits operating in the region, reports The Telegraph. Meanwhile, Speaking at the three day long annual conference of Directors-General and Inspectors-General of Police (DGP/IGP) in New Delhi on November 21, Union Home Minister (UHM) Sushilkumar Shinde laid greater emphasis on Paresh Baruah-led United Liberation Front of Asom (ULFA-Independent) having “spurned the overtures of the government” for talks than the Arabinda Rajkhowa-led ULFA faction or the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB) having come forward for parleys. UHM Shinde, also, said agitation for separate States by various groups had made lower Assam and Karbi Anglong “vulnerable to ethnic and communal” tensions. The interests of Rabhas, Garos, Bodos and non-Bodo fail to reconcile, he added. “Special efforts are required to check the growing mistrust, particularly between Bodos and the non-Bodos in the BTAD and its adjoining areas,” he said. The impact of the Bodo-Muslim clashes in the BTAD in 2012 has clearly not been completely resolved. UHM Shinde further added, “In Manipur, the increased targeting of non-Manipuris is an alarming trend”. Besides, a “spillover” of violence among Naga rebel outfits like the Isak-Muivah and Khaplang factions of the NSCN has affected peace in Nagaland and in Arunachal Pradesh’s Tirap, Changlang and Longding Districts, said UHM. Sushil Kumar Shinde also asked Police Forces of the Northeastern States to strictly enforce the ceasefire agreements signed with different militant outfits. This, the minister said, would check the outfits from continuing with their extortion activities that have "affected lives of common people." Shinde said: "Many of these (ceasefire) agreements are being flouted by the militants who are indulging in extortions affecting the lives of common people. Recently, there have been public protests in certain areas against such extortion activities. The State Police forces need to enforce the ceasefire agreements so that relief could be provided to the people." Also, Intelligence Bureau (IB), Director Asif Ibrahim Conceded “There are mixed indicators from the Northeast,” Ibrahim said that there were ethnic and communal issues in the Karbi, Koch Rajbongshi and Bodo areas. While these communities are asking for states, other communities in these regions are against separate state. Referring to the Bodoland Territorial Areas District (BTAD), he said the situation there was “fragile due to mistrust” between communities. Ibrahim also pointed to the “growing divide between the Meiteis and the Nagas”, in a way conceding that the Centre and the State Governments have not been able to prevent an increasing divide between the hills and the valley.

Further, the top brass of the State Police on November 28 got together to chalk out strategies for a new battle in post-militancy period, reports Times of India. Despite the fact that every major militant outfit is now in the peace process, barring two small factions of ULFA and NDFB, the MHA extended the term of the Armed Forces (Special Powers) Act in the state for one more year from December 4, under which the state will continue to have the disturbed area tag. The MHA defends its decision by pointing at the presence of Maoists and the continued activities of ULFA-I and NDFB-IKS.A source said, "The problem is from the militants in the peace process and we need to rein them in and tackle this post-militancy period." Khliehriat Police rescued an abducted coal mine supervisor-cum-grocery dealer and arrested five persons from a forest in Ksiar, East Jaintia Hills, following a raid conducted on November 29. Police sources informed that the arrested persons include Pradip Swargiary, an national Democratic Front of Bodoland (NDFB) cadre, Simala Basumatary, a surrendered NDFB man and three others–Swamkhar Narzary, Pranab Narzary and Molen Mooshahary. According to details provided by Police on December 2, the abducted person, Sunil Prasad, was abducted on November 25 from Umlawang, a coal-mining centre in East Jaintia Hills. However, the matter was reported to Police only on November 29, after which a team of Khliehriat Police led by sub-inspectors MCH Sangma and S Kharjana, conducted a raid and rescued the abducted person. Police informed that the kidnappers had initially demanded INR 2 million as ransom, which was subsequently came down to INR 1 million, then to INR 300,000 and finally to INR 100000. Police, however, confirmed that no ransom money was paid by the family members of the abducted person.

The Pro-Talks faction of National Democratic Front of Bodoland (NDFB–PTF) on November 29 strongly condemned the killing of surrendered NDFB (SNDFB) cadre, Chakramani Narzary alias N Kamfram, reports The Sentinel. SNDFB cadre was killed at Audang Bazar under Karigaon Police out post in Kokrajhar District on November 28 The outfit asked the perpetrators to abstain from killing former cadres who are leading normal life. In a press statement, the ‘Assistant Information and Publicity Secretary’ of the NDFB-PTF, R Daoka said the killing of surrendered NDFB who was leading a normal life was unfortunate. He said the NDFB-IKS led by IK Songbijit was involved in killing of Kamfram. He also warned that the NDFB-PTF will not sit silent if the former cadres who have come over ground are being killed by the NDFB-IKS in near future.
