Meghalaya Police arrested the Hynniewtrep National Liberation Council’s (HNLC) ‘second lieutenant’, Shandor Phanbuh alias Antony, from Jingkieng Mawlai on November 3-evening, according to Shillong Times. Shandor was also the ‘camp commander’ of the outfit in Chittagong Hill tracts of Bangladesh. The report added that the arrested militant along with two other cadres of the National Democratic Front of Bodoland (NDFB) had infiltrated into India before the Durga Puja (Hindu Festival). All the three had even abducted a Guwahati-based trader and confined him at an unspecified place in the Ri-Bhoi district. Later, the trader was released after the relatives paid a huge amount of ransom as demanded by the trio, which was equally shared by them.

According to Sentinel, in a confessional statement made on November 7, Sachindra Debbarma, the prime accused of Agartala serial blasts on October 1, has revealed that the blasts were planned at a hideout of the Assam based National Democratic Front of Bodoland (NDFB) in Moulavibazar of Bangladesh on July 22. He further confessed that the cadres of Pakistan-based Inter-Services Intelligence (ISI) and Bangladesh-based Directorate General of Forces Intelligence (DGFI), seven militant outfits of the north-eastern region had attended the meeting and planned out the blueprint of Agartala blasts. Sachindra claimed that militants from north east, backed by some fundamentalist groups, were spreading the fake currency net in the region and continuously planning to destabilise Indian sovereignty. Sachindra also revealed that one Sagam Ali, who had been arrested by Border Security Force (BSF) early this year from Tripura border, was sent under the same mission.

The investigating agencies had found clues that United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) carried out the Assam serial blast of October 30 with the help of Bangladesh-based Harkat-ul-Jihad-al-Islami (HuJI), reports Assam Tribune. “We have found that the Bangladesh-based HuJI has provided the expertise to ULFA and NDFB as none of them has the technology to explode such devastating bombs which claimed 84 lives,” a Home Ministry official said. Home Ministry sources also added that the government is worried over the fact that the northeast militants has started using a deadly mixture of RDX, ammonium nitrate and plasticised explosives to carry out explosions which led to greater casualties which was never seen in the past. Though the operation was masterminded by HuJI at the behest of the Inter-Services Intelligence (ISI), the NDFB and ULFA had provided logistical support.

Assam Chief Minister Tarun Gogoi in a press conference at Guwahati on November 11 said that the investigations revealed clear indications of the involvement of the cadres of the United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) in the October 30 serial bomb blasts, according to Assam Tribune. He also said that forces based outside the country might have extended support to the militant groups to carry out the operation. However, he said that it is not clear which force from outside provided help to the ULFA and NDFB militants as a number of anti-India groups have their bases in Bangladesh. He also expressed the view that no force from outside would be able to carry out any major attack in the State without the help of the “local militant groups.”

According to Telegraph, the Cabinet Committee on Security (CCS) on November 12 extended the ban on United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and Hynniewtrep National Liberation Council (HNLC) by two years as these secessionist outfits have been found to be involved in many recent cases of militancy in North-East, especially the allegedly involvement of ULFA and NDFB in the serial blasts of Assam on October 30. The existing ban on ULFA expires on November 26. For the NDFB and the HNLC the ban will end on November 22 and November 15. Over the years, the Centre has banned 34 militant outfits, of which 13 belong to the Northeast.

Superintendent of Police (SP) of the Baksa district PK Dutta said that the police will keep a watch on the movement of the outfit’s cadres. The investigations into the October 30 blasts in Assam revealed that the United Liberation Front of Asom (ULFA) has once again found its way into Bhutan, reports Telegraph. Police sources said that they had information about an ULFA camp on Bhutanese territory near Barpathar village in Assam’s Chirang district. Two top rank cadres of ULFA’s ‘709 battalion’, identified as self-styled ‘second lieutenant’ Baba Rabha and ‘sergeant major’ Kushal Das, are the in-charge of the camp that has around 150 cadres. Police suspect that the commandant of the ‘4th battalion’ of the NDFB, Ritikhang, is hiding in that camp.

investigations into the Assam serial blasts of October 30 has revealed a close nexus between the ULFA and National Democratic Front of Bodoland (NDFB) with Bhutan-based Maoist rebel groups, reports Assam Tribune. Police sources said that the ULFA and NDFB are against the Bhutan Government because of the Operation All Clear launched against the outfits in 2003, while the Maoist groups are strongly opposed to the move of the Government of the neighbouring country to evict a sizeable number of Nepali populations from southern Bhutan. In recent years, the ULFA and NDFB extended help to the Maoist groups active in Bhutan by providing them with explosives. These facts came to light following the arrest of a Bhutanese national, Tenzing Zengpo, during investigations into the serial blasts. Zengpo was arrested along with one of the suspects in the case in Guwahati city. During interrogation, the Bhutanese national admitted the long association they had with the ULFA and NDFB. Sources revealed that Zengpo was earlier the general secretary of the Druk National Congress of Bhutan and is currently associated with Maoist groups active in Bhutan.

According to Telegraph, Assam Police on November 18 announced the name of the key conspirator of Assam serial bomb blast of October 30. He was identified as Dipak Basumatary, a self-styled ‘lieutenant’ of the National Democratic Front of Bodoland (NDFB), who was in jail when the bomb blasts were triggered. He was the chief planner of the serial blasts which killed 87 persons and wounded more than 200 others. He was arrested by the police on October 22 in an abduction case a week before the blasts but failed to ascertain his bomb blast game-plan. Basumatary alias Denkho Raja, the ‘second lieutenant of the fourth battalion’ of the NDFB, used to live at the outfit’s designated camp at Borbori in the Baksa district, where the blasts were planned. According to police sources, he had joined the NDFB in 1995 and was trained in the use of arms and explosives at the outfit’s camps in southern Bhutan.

A cadre of the ‘finance wing’ of the Hynniewtrep National Liberation Council (HNLC), identified as Wanpalei Ryngkhlem alias Palei, was arrested by the Meghalaya Police from Polo area in capital Shillong on November 25, according to Shillong Times. Police said the outfit is conducting an extortion drive in various parts of Shillong. The modus operandi, according to police, is that HNLC ‘authorises’ certain people to collect money and then send it to its leaders who are camping in Bangladesh. The coal belt regions in Jaintia Hills and West Khasi Hills are the other areas where the HNLC has launched extortion drive to fill its coffers. Police sources said the HNLC had struck deals with the National Socialist Council of Nagaland (NSCN) and National Democratic Front of Bodoland (NDFB) for such a drive. The report added that top HNLC leaders holed up in Bangladesh are reportedly facing severe crisis of cash and cadres, forcing them to join hands with the NSCN and NDFB and rope in certain individuals who could help the Khasi outfit in extorting money from businessmen, coal traders and others in the State.

Telegraph quoting Meghalaya Police source reports that that the United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) militants are using the Liberation of Achik Elite Force (LAEF) cadres to make crude bombs. Police recovered five crude bombs along with other arms and ammunition and incriminating documents from the nine LAEF militants arrested in the Ri-Bhoi district bordering Assam on November 18. They suspect that the LAEF militants were making a base in a forest area near Pilangkatta in the Ri-Bhoi district and were seeking logistic support from the ULFA and NDFB cadres.
