After the deadly attack, military intelligence received inputs about a heavily-armed KYKL group moving away from the site of the incident. The group is believed to have moved eastwards and crossed the international border from somewhere south of T Minou village in Chandel District in Manipur. Army chief General Dalbir Singh Suhag arrived in Imphal on June 5 to review the situation, reports The Times of India. Nagaland Post further adds that an official stated that detailed operation plan is being worked out for sustained and targeted operations against the insurgents. He stated that “A decision has been taken to do to the groups responsible for Thursday’s carnage what was done to NDFB,”

The newly formed platform of four militant groups of the northeast, United National Front of WESA (UNLFW)-[WESA- Western South East Asia], is out to prove a point to the Government of India by launching a series of attacks on Security Forces (SFs) and the possibility of the ultras trying to launch such attacks in Assam cannot be ruled out, reports The Assam Tribune on June 6. The Police and SFs have been put on high alert following the recent attacks and the Union Government has taken the recent incidents “very seriously”. According to SF sources, with the formation of the new platform of Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K), Independent faction of United Liberation Front of Asom (ULFA-I), the IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) and the Kamatapur Liberation Organization (KLO), the outfits are desperate to prove their strength and the possibility of attacks cannot be ruled out.

Further, three months before the June 4 ambush, Government of India (GoI) was working on a strategy to use dissident NSCN-K militants against the organisation, reports The Indian Express on June 9. The deal, endorsed by Union Home Minister Rajnath Singh, was put in place after NSCN-K abrogated a ceasefire pact with GoI. Intelligence sources said the deal involved engaging NSCN-K dissidents Wangting Naga and P Tikhak, who were expelled by the group in March. The two dissidents met Indian intelligence officials at Dimapur on March 27, where they were informed that New Delhi found NSCN-K ‘chief’ Khaplang’s provision of military infrastructure to other North-east insurgent groups unacceptable. The men were asked to push their chief to resume the ceasefire and join peace talks. Khaplang, however, rejected pleas from Naga and Tikhak, and expelled them from the organisation. The decision marked a split between the India-based leadership of the NSCN-K, and its ranks across the border in Myanmar, who had, in 2012, signed a separate peace treaty with that country’s army, and believed themselves secure in their bases there. New Delhi’s decision to work with NSCN-K dissidents, intelligence officials say may have provoked Khaplang to resume attacks on Indian forces. Also, Khaplang has emerged as the most important insurgent leader in North East region, reports The Times of India on June 9. Khaplang, a Hemi Naga tribesman from Myanmar has edged past the Meghen ,‘chairman’ of the region's biggest outfit United National Liberation Front (UNLF) of Manipur, , who is now in Guwahati Jail. Meghen wanted to become the ‘chairman’ of the newly floated United Liberation Front of Western South East Asia (UNLFW) Intelligence agencies intercepted messages sent by Meghen from Guwahati jail, directing his group not to join the UNLFW if the chairman's post is not given to him. A source stated that "Khaplang did not agree to this and he went ahead with the formation of the UNLFW on April 17 with just three other member outfits Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) and Kamtapur Liberation Organisation (KLO), besides NSCN-K. According to the initial plan, the UNLFW was supposed to be the common platform of all NE militant outfits, including Coordination Committee (CorCom), an umbrella outfit of 6 Meitei militant groups. CorCom hasn't joined the UNLFW but Khaplang managed to get on board the two CorCom groups KYKL and Kangleipak Communist Party (KCP) for June 4 ambush.

Intelligence agencies have pinpointed the locations of at least 17 camps of North East militant groups inside Myanmar, reports The Times of India on June 11. A source said the locations of these camps are within the 40-km radius from the India-Myanmar border. "The nearest camp is just 6 to 7 km from the international border and the rest are scattered within the 40-km range.” The camps are reportedly in the Taga area across the Tirap-Changlang-Longding District of Arunachal Pradesh and across the border with Manipur and Nagaland. Further, other prominent Indian insurgent groups based in Myanmar are Independent faction of United Liberation Front of Asom (ULFA-I), IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), United National Liberation Front (UNLF), Peoples Liberation Army (PLA), reports The Times of India. The camps are located from Upper MNHs in Sagaing region on Arunachal-Myanmar border till Rakhine state. Also, Khaplang faction of National Socialist Council of Nagaland (NSCN-K) ‘chairman’ SS Khaplang is undergoing treatment at a Yangon general hospital. According to intelligence sources, the treatment of Khaplang, suffering from a medical condition complicated by diabetes, has been facilitated by the Myanmar government who arranged for his travel from Taga base in Manipur Naga Hills (MNH) to Yangon, reports The Times of India on June 11. Meanwhile senior NSCN-K militants Thoiba, Starson and Ang Mai have been directly coordinating the insurgent strikes in India from their safe havens in Myanmar. NSCN-K is the dominant force in MNH area with its ‘headquarters’ at Taga in Myanmar. It has three ‘brigades’ and two ceasefire monitoring offices in Hkamti and Lahe and has strength of 800-900 cadres spread over in its camps in MNHs.

Meanwhile, SFs arrested an IK Songbijit Faction of National Democratic Front of Bodoland (NDFB-IKS) militant, identified as Sumel Goyary, from Panchlogi in Sonitpur District on June 10, reports The Shillong Times. Five live rounds of 7.62 mm ammunition of AK-47 assault rifle were recovered from the cadre Separately, a United Liberation Front of Asom-Independent faction (ULFA-I) militant, identified as, Gajen Chetia (27), surrendered to State Police in Tinsukia District on June 10, reports The Telegraph. The militant also handed over a China-made hand grenade to the Police. Police sources said Chetia, hailing from the Barekuri area of Tinsukia District, along with three other militants was a part of a group sent by senior leaders from the outfit's camp at the Taga area of Myanmar's Kachin province to Assam about 10 days back to carry out certain "tasks”. The other militants accompanying the militant were identified as Rupam Asom (hailing from Golaghat), Udai Asom (from Sivasagar) and John Asom (from Tinsukia); the group had sneaked into Tinsukia via Arunachal Pradesh two days back. Deputy Inspector General of Police (DIG-eastern range) Satyen Gogoi disclosed that the task of the group was to find alternative routes and has sent several cadres in small groups to Assam to liaise with linkmen and sympathisers to search out new routes to avoid the clutches of security forces. The DIG said the group having Chetia was also asked to find out hideouts to shelter militants who could be sent to Assam to "carry out strikes" in the run-up to August 15.

Sources said the operations were continuing in the Manas National Park and in some areas along the Assam-West Bengal border for the past few days. A Police source in Guwahati said the camp they dismantled was a makeshift one set up with tarpaulin sheets. A grenade, a pistol, a magazine and some other items were seized from the camp."The militants were taking shelter in the camp. They seem to have fled, leaving behind the arms, just before the security forces reached there," the source said. In addition, SFs also denied the outfit's claim of having ambushed a boat on patrol inside the park. NDFB-IKS ‘general secretary’ B.R. Police said they stumbled on the fact following the arrest of Nijira Basumatary (24) alias B. Nenai, who not only worked with male cadres but also staged protests against the counter-insurgency operation by security forces. "Of the 10 to 12 cadres, three are active in Chirang district. We are looking for the other two," Chirang superintendent of police Ranjan Bhuyan said. "She accompanied the outfit's leader G. Bidai in Ultapani forest in Kokrajhar District till the anti-insurgency operation was launched in January. The police recovered a grenade and some documents from her," Bhuyan said. In addition, Defence spokesperson Lieutenant Colonel Suneet Newton added that the arrested NDFB-IKS, Nijira Basumatary alias B. Nenai (24), was also spreading negative propaganda against the government and organised protests against the operations being carried out by SFs, reports The Telegraph. She was also working as a courier and supplying ration in the jungles and was involved in the December 2014 Adivasis massacre. The Police said the woman cadres were aged between 16 and 20 years. Chirang and Bongaigaon police had detained 16 girls from New Bongaigaon on suspicion of being new recruits of the NDFB-IKS last year. "Since girls are not suspected easily as militants by security forces, the outfit is now using them as over ground workers," another Police source said. Lieutenant Colonel Suneet Newton further claimed that NDFB-IKS, United Liberation Front of Asom- Independent (ULFA-I) and Kamtapur Liberation Organisation (KLO) cadres operating in lower Assam had launched a "propaganda" against the SFs.

In an e-mailed statement to the media, B Saoraigra, the new ‘president’ of the 'general council' said, "The ‘general assembly’ (of the outfit) held on April 14 and 15 has vowed to revamp our national struggle and declare that the former interim national council of NDFB is dissolved. A new national council is formed to fight for the liberation of sovereign, independent ‘Boroland’ by strengthening our policy." Security sources said that nearly two hundred cadres and sympathizers of the outfit have been nabbed since January, disabling the militant outfit which, according to security officials, did not have an inkling that the Government would react in such a forceful manner. Security Sources also stated that are not able to operate due to the presence of a large number of security personnel. This has also hampered their other activities, mainly extortion on which they depend for their funds. Many are blaming mismanagement by Songbijit for their present plight," There are also reports about differences cropping up within the NDFB-IKS leadership on several issues, in the wake of which Songbijit, a Karbi by birth, offered to quit.

The militants have been identified as ‘deputy commander 3rd battalion’ Santosh Kharkekary alias K. Shimang, ‘commander 13th battalion’ Bolashi Boro, Gambor Gayari and Deimalu Basumatary. The arms suppliers have been identified as Baisa Deb Verma. Police recovered 144 gelatine sticks and 126 numbers of detonators. The Telegraph further adds that the militants have been camping in the District for around two months now, disguising themselves as coal labourers. A report by union Ministry of Home Affairs (UMHA) had pointed out that Independent faction if United Liberation Front of Asom (ULFA-I), NDFB-IKS and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) have been using Garo Hills as a corridor to Bangladesh. The report also had stated that ULFA-I, NDFB-IKS and NSCN-IM have their "command structure" in the region.
