The Jaish-e- Mohammed (JeM), on October 2, denied any involvement in the October 1-suicide (fidayeen) terrorist attack on the Jammu & Kashmir State Legislature Complex in Srinagar, in which 38 persons were killed and 70 more injured. Jaish spokesperson Rana Farooq Tahir said, in Muzaffarabad, it was a ‘conspiracy’ to defame terrorist outfits. According to him, "We have nothing to do with that action. It has been carried out under a grave conspiracy against the Mujahideen… We firmly believe that this has been done by the Indian army to malign the Kashmiris' noble struggle for freedom from New Delhi's tyrannical rule." He also added that none of the outfit's cadres had claimed responsibility for the attack. However, in Srinagar, on the same day, a spokesman of the outfit released a statement claiming that three mercenaries of the outfit had participated in the attack. He also clarified that while one died, the other two escaped from the complex after the attack. Quoting Jaish ‘commander’ Abu Hijrat, the spokesman alleged that civilians were killed in the retaliatory action by the security forces.

Former Pakistani Prime Minister Benazir Bhutto, in an interview to Dawn, called for a "broad-based coalition consensus government" in Afghanistan, which should be supported by both India and Pakistan. She also said "It is an opportunity for Pakistan to try and clean up our own society so we can put an end to the sectarian violence and it is also an opportunity for all of us to ensure that they are no private militias... It is also time for us to consider military and security reforms for a new age." She went to add, "and it is also time for us to stop seeing a government in Afghanistan as a puppet for we need one for our conflict with India which in turn leads India to believe that it needs a puppet government in Afghanistan as against Pakistan." She indicated that the involvement of terrorist outfits like the Lashkar-e-Toiba (LeT) and the Jaish-e-Mohammed (JeM) could "damage the cause of Kashmiri peoples struggle." She claimed that non-Kashmiris were part of the cadre strength of terrorist outfits like the LeT.

The American Federal Bureau of Investigation (FBI) has included the Jaish-e-Mohammad (JeM) and three other Pakistan outfits into its latest list of 39 organisations and individuals whose assets are being frozen or monitored for terrorist linkages. While not on the list of the US State Department's officially designated terrorist organisations, the JeM is on the department's watch list. In a ‘blocking order’ which, in effect, proscribes the outfit. US Treasury Secretary Paul O'Neill added the new names to the 22 outfits already on the list. The list includes Haji Abdul Mannan, described as an operator of a Hawala (illegal money transfers) outfit Al Qadir Traders in Quetta. The others in the list include Mufti Rashid Ahmed Ladehyanoy, reported to be in Karachi and linked to the Al Rashid Trust and the Rabita Trust of Lahore. Paul O'Neill said that all US financial institutions have been notified to freeze the assets of 39 additional suspected terrorists, organizations or supporters. Six of the new names are outfits, while 33 of them are individuals. The US administration is also providing the list to other governments and asking them to join the international crackdown on terrorist financing. O'Neill said on October 11 that 62 nations had already frozen certain assets and that 102 more nations had indicated intent to join this aspect of the international coalition against terrorism. The Treasury Department indicated that all members of the Group of Seven (G-7) - Britain, Canada, France, Germany, Italy, Japan and the United States were acting simultaneously in this regard. As reported earlier, US President George W. Bush had issued to US institutions on September 24, an initial list of 27 individuals and organisations whose funds must be blocked, also warning overseas banks to follow suit. O’Neill also added, "this list will continue to grow as we share information between nations and develop an increasingly clear understanding of the complex network of terrorist financing." Britain has taken a similar decision on the assets of the 39 outfits and individuals. Announcing the freeze, British Chancellor of the Exchequer Gordon Brown said, "Today’s list is a result of intelligence sharing and coordination between UK and US. We will continue to work with our allies, and take a leading role internationally, to cut off the ready supply of finance which is the lifeblood of modern terrorism." India welcomed the British and American decisions. Minister of State for External Affairs Omar Abdullah said," This is a welcome step and I hope this would address India's concerns about other terrorist outfits as well." Abdullah expressed the hope that the international community would soon take a similar decision on some more terrorist outfits that India listed. India has been demanding a ban on the JeM since the October 1-attack at the Jammu and Kashmir Legislative Assembly complex for which the outfit had claimed responsibility.

An ‘official’ of the Jaish-e-Mohammed (JeM), a Pakistan-based terrorist outfit, whose assets were frozen by the US administration on October 12, said on October 13 that the outfit had only learnt about the freezing issue from newspapers, and added that no action had yet been taken by Pakistan against the outfit. Talking to Dawn, a Pakistani daily, from the outfit’s headquarters in Bahawalpur, he said that the JeM had so far not received any intimation. Commenting on whether there was any restriction on collecting donations, he indicated that "everything was so far normal."

Pakistani media reports have indicated that many Jaish-e-Mohammed (JeM) and Harkat-ul-Mujahideen (HuM) activists undertook a procession and held a rally on October 15, in Muzaffarabad, and condemned the US ban on their outfits, as also the air strikes against Afghanistan. Speaking at the rally, Maulana Asmatullah Moavia, Chief of JeM in Pakistan controlled Kashmir (PcK), claimed that the US had proscribed the HuM and his outfit at the instigation of India. He also added, "But, we reject this ban and make it clear to the whole world that such restrictions cannot force us to stop the fighting in the way of Allah." While rejecting reports regarding the renaming of his outfit as Tehreek-ul-Furqan, he added that both were separate entities.

According to him, "Our organization has a big role in the freedom struggle in Jammu and Kashmir. We have lakhs of members and supporters all over the world. The US has caused big harm to freedom struggle by adopting such a steps at the behest of the Indian leader. We think that America is out to wipeout the freedom struggle of Kashmiris and we thus reject its ban on our organization." He also added, "We want to make it clear on the Indian leaders that they would not be able to sit in comfort by shedding the blood of innocent Muslims in Kashmir. According to him, "India has always been striving for labelling Kashmir Freedom Movement as a terrorist movement in order to wage a military action against Mujahideen…Mujahideen has also finalised the preparations to tackle any air strike by Indian forces." Commenting on the US proscription of two Pakistan-based terrorist outfits, the Harkat-ul-Mujahideen (HuM) and the Jaish-e-Mohammed (JeM), he described that it would not affect the ongoing terrorist activity in Jammu and Kashmir. He stated, "However, such decisions would further intensify the resentment and flare up the sentiments of entire Muslim world against US." Zameen while denying the existence of any terrorist training camp in Pakistan controlled Kashmir (PcK) added that all terrorist activities were being carried out from Jammu and Kashmir. He also declined the existence of Al Qaeda network inside Jammu and Kashmir. The Al Badr Chief also asked the Pakistan government to review its policy of supporting US. On the role of the Organisation of Islamic Conference (OIC) in the current situation, he said it should take concrete and prompt steps to halt the US air strikes. The Chief Executive's Secretariat is reported to have sent a letter to the Interior Division directing it to "take stern action against those Jihadi organisations found involved in violence, brandishing of weapons and creating fear amongst masses." The Interior Ministry in Islamabad has identified 10 terrorist outfits, which have taken part in the anti-US demonstrations in different parts of Pakistan along with some sectarian outfits. As reported earlier, some of these demonstrations were violent, especially in Quetta, Peshawar, Malakand Agency and parts of Sindh. The ten terrorist outfits reportedly identified officially are Hizb-ul-Mujahideen (HM), Harkat-ul-Mujahideen (HuM), Lashkar-e-Toiba (LeT), Jamiat-ul-Mujahideen (JuM), Tehreek-e-Jihad, Jaish-e-Mohammed (JeM), Tehreek-ul-Mujahadeen (TuM), Harkat-ul-Jihad-e-Islami (HuJi), National Liberation Army of the Jammu and Kashmir Liberation Front and Al-Badr Mujahideen. In a separate list, nine sectarian outfits have also been identified.
