In the first incident, an estimated 15 armed Naxalites of the Rachakonda Rythanga dalam (squad) destroyed the office and residential building of a private estate developer in Raipur district, Ranga Reddy district. According to media reports, police in the States of Orissa and Chhattisgarh foiled an attempt by left-wing extremists—Naxalites—of the People’s War Group (PWG) to attack four police stations on December 2. However, no casualties or damage were reported from both the States. Reports said Naxalites in four batches, each with 70 to 80 members, attacked three border police stations in Chhattisgarh. The police stations are Pamedu in Bijapur district, Chintalanaru in Kunta block of Dantewada district and Jegurugonda block of same district. The Naxalites hurled petrol bombs and hand grenades on the police stations and also opened fire. Police retaliated forcing the Naxalites to escape.

According to media reports, the left-wing extremist—Naxalite—People’s War Group (PWG) has claimed to have built seven new guerrilla zones spread across several States and its endeavouring to form more such bases in other ‘strategic’ places. Reports said these guerrilla zones have been set-up in the Dandkaranya, north and south Telangana regions, the Andhra Pradesh––Orissa border region, Magadh-Koel-Kaimur region of Bihar and Balaghat-Gondia districts bordering Madhya Pradesh and Maharashtra States. Quoting a press release by the PWG Central Military Commission, issued on November 30, reports said the outfit was planning to form guerrilla bases in strategic areas in the Dandkaranya region. The release also claimed that the PWG was advancing in the direction of completing preparations for building guerrilla zones in some districts in West Bangal, Jharkhand and Orissa. The release reportedly said the guerrilla war would be intensified by gradually transforming the units of the People’s Guerrilla Army (PGA) into platoons and companies.

During a day-long debate on an Opposition motion on the prevailing law and order situation in the State, members expressed concern over the recent killing of a leader of the ruling Biju Janata Dal (BJD), by Naxalites of the People’s War Group’s (PWG’s) People’s Guerrilla Army (PGA) in Rayagada district. In another incident, an exchange of fire took place between the PWG Naxalites and the police near Ammavaridarakonda of G.K.Veedhi mandal (administrative unit), Visakhapatnam district, on December 4. Police sources said the Naxalites were making arrangements on the village outskirts to hold a meeting in connection with the third anniversary of founding the PWG’s military-wing, the People’s Guerrilla Army (PGA). On seeing special the police parties combing the area, the Naxals opened fire, which the police returned. The exchange of fire between them lasted for 10 minutes, and the Naxalites managed to escape. Police later recovered two claymore mines from the encounter-site.

Six left-wing extremists—Naxalites—of Andhra Pradesh-based Vimukthi Patha faction of the Communist Party of India––Marxist-Leninist [CPI-ML] were arrested in Davanagere district, on December 4. A loaded .38 revolver, jewelry and other articles were also seized from their possession. According to police sources, the leader of the group, Murali, was allegedly involved in 17 criminal cases, including eight killings in Andhra Pradesh and Karnataka. The arrested Naxalites have been booked under various sections of the Indian Penal Code (IPC) and also under the Arms Act.

An estimated 18 police personnel belonging to the Orissa Special Armed Police (OSAP) were injured in a landmine blast triggered by left-wing extremists—Naxalites—of the People’s War Group (PWG), under a culvert near Kolnara, on the Rayagada-Behrampur State highway, on December 5. The incident took place when the police personnel were returning to Koraput from Behrampur after participating in an annual police sports event. Earlier, Naxalites of the People’s Guerrilla Army (PGA), the PWG’s milkitary-wing, held up vehicles for about two hours on the same highway near Badachampi village, Rayagada district. According to police sources, the Naxalites also raided a house in the village, burnt down a tractor and two motor cycles and decamped with some valuables. Police have launched a combing operation to track down the Naxalites.

The officials were returning to Bijapur from the State capital Raipur, when the Naxalites triggered the landmine blast. The Naxalites escaped from the spot after the arrival of additional forces. A live bomb, gelatine sticks, camera, flashgun and ammunition boxes, among other things, were recovered from the spot. Police immediately launched a combing operation in which 31 Naxalites were arrested. According to police sources, the arrested Naxalites, during interrogation, revealed that approximately 80 Naxalites led by a PWG leader of West Bastar division committee, Prasad, were involved in the ambush.

He pointed out that its present character was different from that of the left-wing extremist movement when it originated at the Naxalbari in West Bengal and subsequently spread to Andhra Pradesh, and added most of their present leaders spoke Telugu. He said those arrested on charges of being associated with the PWG were also being screened to ascertain whether they had helped the outfit voluntarily or out of fear. Anyone found to have helped the PWG due to coercion was being freed, he added. Referring to the Kamtapuri movement in North Bengal, the Chief Minister said that, while the majority of the Rajbangshis were for remaining in the mainstream, Pakistan’s Inter Services Intelligence (ISI was misleading a section into taking up terrorism. He said terrorists of the Kamtapur Liberation Organisation (KLO) were being trained in Butan along with Bodo and United Liberation Front of Asom (ULFA) terrorists. Speaking to media persons in Patna, State police chief RR Prasad said the Sunil Kranti group of the PWG attacked the village and killed seven persons, including a 15-month old baby, to settle some old enmity. The Naxalites managed to escape before police could reach the spot. Senior police officials are camping in the village and a search operation is on.

Police sources said the arrested Maoists had come from Nepal and were planning to go to Patna to attend a ‘high level’ meeting jointly organized by left-wing extremists—Naxalites—the People’s War Group (PWG) and Maoist Communist Centre (MCC). The arrested persons did not know the location of the meeting, as it was kept secret. Additional Superintendent of Police Rajeev Misra said the arrested Maoists, during interrogation, revealed that they had direct links with the United Liberation Front of Asom (ULFA), and their relations with the Kamtapur Liberation Organisation (KLO) could not be ruled out. A police team from Nepal was expected to reach Siliguri shortly to interrogate them, he added.
