The SF personnel had surrendered during a week of fierce clashes. One unnamed soldier said, "The militants told us that we would not be harmed if we surrender. If not, then the entire population from the village below will climb up the hill and may kill you." The soldiers subsequently were given PKR 500 each before being released. One of the soldiers told BBC that they do not want to fight with their Muslim brothers who are fighting for the implementation of Sharia.

Daily Times quoting officials and witnesses reports that pro-Taliban militants captured one police station, paramilitary force camp and other government buildings at Kalam on November 7, extending their hold over the Swat valley. Militants loyal to the rebel cleric Maulana Fazlullah are reportedly in control of six tehsils (revenue division), including Kabal, Matta, Khawazakhela, Charbagh, Maydan and Kalam, out of the eight tehsils in the Swat district. According to Online, the militants have ‘appointed’ officials in the towns they control and ‘seized’ government and non governmental organisation vehicles. An unnamed police official said that dozens of paramilitary troops and police surrendered their weapons to the militants and retreated from Kalam on November 7. Before taking Kalam, the militants captured the town of Bahrain, having seized Madyan on November 6, officials and residents said. Local residents said a jirga (council) of elders later pledged to support the militants if they agreed to leave the town. “We did this because we feared gunship helicopters will also pound our areas if the militants stayed in control….We asked the Taliban to leave Kalam and they granted our request,” said a local elder Hameed Kalami.

Militants set free all the 51 Frontier Constabulary (FC) personnel, who surrendered themselves before Maulana Fazlullah-led militants at Darushkhela town in the Matta subdivision on November 8. Sirajuddin, spokesman and military commander of Maulana Fazlullah, told The News that they had released all soldiers but seized all kinds of their weapons. He said the soldiers laid down their arms after successful negotiations with them and agreed to surrender if they were provided a safe passage. Sirajuddin also said they later arranged three trucks for transportation of the soldiers to Peshawar and Bannu. He said each soldier was paid PKR 1,000 as conveyance expense.

Around 500 local Taliban militants took over control of Shangla district headquarter Alpuri on November 13-evening, occupying the District Police Office (DPO), District Coordination Office (DCO) and police lines offices without facing any resistance from the government, eyewitness and a local official told Daily Times. Eyewitnesses said the armed militants urged locals to stay calm and extend all possible support to them. Alpuri union council Nazim Sabir told Daily Times that the armed militants, led by Maulana Muhammad Alam, a close associate of TNSM leader Maulana Fazlullah, captured the district. “All government functionaries, including the DPO and DCO, left the area the moment they heard of the fall of Shangla Top police station, located at the border between Swat and Shangla,” Sabir said. Taliban commander Maulana Muhammad Alam was quoted as saying that no one would be harmed nor would any private or state property be damaged. “We only struggle for the enforcement of Shariah,” he told Alpuri residents.

Six militants of the TNSM leader Maulana Fazlullah were killed as they attempted to free four colleagues who had been arrested by security forces near the Saidu Sharif Airport, Arshad said, adding that two soldiers died in the clash. The military spokesman said that four more militants were killed in the Hazara village. Troops also arrested four militants carrying radio sets and grenades, Arshad said, reported AFP. “We will make sure that the militants are completely wiped off before we end the operation,” he stated.

Locals from Mingora said around 70 mortar shells were fired on suspected militant hideouts in various places like Bandai, Shakardara, Kanju, Ningwalai and Manaja in Kabal. Officials said 10 militants were killed and eight injured in mortar and artillery shelling in the Kabal area on November 18-evening. A local resident Shereenzada in Shakardara said his two daughters were killed and three other children injured when an artillery shell hit his house. In the Manaja village of Kabal subdivision, residents said three women and a minor were killed and five others wounded in alleged strafing by helicopters.

According to The News, at least 30 more militants loyal to the pro-Taliban group TNSM were killed in clashes with security forces (SFs) in the Swat valley of NWFP, the army said on November 20. The latest deaths take the toll reported by the army from a week of fighting to around 150. "Our offensive against militants has been continuing since last night and there are reports that 20 to 30 more militants have been killed," military spokesperson Major General Waheed Arshad told AFP. Maulana Fazlullah’s spokesman, meanwhile, claimed that 15 soldiers had been killed and their weapons seized in the Shangla district, but the calm could not be confirmed from independent sources, Dawn reported. Waheed said troops were now controlling a key road in Swat's Shangla district, which leads to Alpuri. Residents in different areas of Swat valley said that gunfire continued and helicopters hovered in the sky as scores of people abandoned their homes in the Dagai and Akhund Kalai areas of Kabal sub-division. The military had asked the residents to vacate the area on November 19 so that there are no civilian casualties. Witnesses said people were moving towards safer areas with their belongings packed in vehicles. The troops had besieged Imam Dehri area, about seven kilometers from Mingora, blocking all exit and entry routes to the area and there was no sign of the militants on and around some of their pickets. In the adjoining Shangla district, the security forces (SFs) retook the main town Alpuri from the militants and forced them to retreat to the nearby mountains. Militants led by Fazlullah, who earlier on November 27-morning were in control of majority of the areas in the valley, disappeared and abandoned their roadside checkpoints.

While confirming the death of senior militant commander, Khan Khitab, near Guli Bagh, he claimed that Khitab was killed by local villagers when he and his colleagues tried to escape and hide in a village. There were also reports that another prominent commander of the militants Muslim Khan, who was a close aide of Fazlullah, was killed in fighting with the SFs. Officials stated that another commander from South Waziristan, identified as Arshad Mujahid, was also killed alongside Muslim Khan and their bodies were still lying near Najia Top, an area between Ningwalai and Bandai in the Kabal subdivision. Some reports indicated that Maulana Fazlullah, who was also on the run with Muslim Khan, was seriously injured in an attack on them by the troops.
