Former President Pervez Musharraf accused the United States (US) of using Pakistan as a scapegoat for its failure in Afghanistan, reported Indian Express on October 3 (today). Musharraf also said that Pakistani forces should use whatever influence they have and tell the Haqqanis not to cross the border. He also said that the US was responsible for controlling Haqqani activities on the Afghan side of the border. Former US Joint Chiefs of Staff Committee chairman Admiral Mike Mullen had caused a diplomatic storm by saying that the Haqqani Network was “a veritable arm” of the Inter-Services Intelligence (ISI) and that the Pakistani intelligence agency. Terming Mullen’s statement as irresponsible, Musharraf said that the blame game needs to stop, and that Pakistan and the US need to come onto the same page against their common enemy. Musharraf also insisted that the future lay in talking to the peace-seeking Taliban, and pointed out that while not all Pashtun were Taliban, all Taliban were Pashtun. Unfortunately, this selective process has been dubbed by the US as a sort of double game, he added.

Afghanistan President Hamid Karzai said on October 3 condemned Pakistan's "double game" on terrorism in Afghanistan, reports Times of India. Many Afghans are suspicious of Pakistan's connections to the Taliban-led insurgency in their country. "After all the destruction and misery, the double game towards Afghanistan and the use of terrorism as an excuse still continues," Karzai said. "Pakistan has not supported our efforts to bring peace and security to Afghanistan, which is very unfortunate." Karzai nonetheless restated the view that negotiations had to go through Pakistan in order to get to the Taliban. "Peace is the sacred desire of the people of Afghanistan. To achieve that we have to try more but we have to define first who we should talk to for peace, we have revise the ways of getting to peace," he said. "We are in fact dealing with governments, not with forces linked to them, therefore, we have to talk with those who have authority and deal with them." He added that he planned to hold a traditional assembly (loya jirga) to decide the country's peace strategy after the killing of peace envoy and former Afghanistan President Burhanuddin Rabbani. "In a traditional loya jirga which will be held soon, the representatives of Afghanistan will be asked (about the situation) and we will do according to their wishes," Karzai said.

Definitely, the Taliban will not be able to move a finger without Pakistani support,” he said, without specifying if he meant the army, the civilian Government, the feared Inter-Services Intelligence (ISI) Agency, or another part of the state. Karzai also accused Pakistan of supporting the insurgency saying sanctuaries there still needed to be tackled. Karzai, however, insisted he doesn’t mean to reprimand Pakistan but is simply saying what both nations already know in the hope of finding a solution to the conflict. Admitting that his Government and NATO had failed to provide Afghans with security 10 years after Taliban were overthrown, he said, “The Afghan Government and international allies have failed to provide security for the Afghan people.” He also admitted that the policy of talking to the Taliban had received a serious blow with the assassination of ex-President Burhanuddin Rabbani. “But he said he would return to talks, if he could meet people who clearly identified themselves as Taliban delegates. We have not said that we will not talk to them. We have said we don’t know who to talk to, we don’t have an address. The moment we get an address for the Taliban, (is) the moment we will talk to them,” Karzai added.

United States (US) officials support Afghan President Hamid Karzai’s call for engaging the Taliban through Pakistan, reported Dawn on October 9 amid speculations that Washington and Islamabad are once again warming up to each other after unprecedented tensions. Diplomatic sources in Washington told Dawn that as the first concrete step towards engaging Pakistan, the US was encouraging Afghanistan to convene a meeting of a Joint Peace Commission, established in June. If held, the meeting would enable Prime Minister Yousuf Raza Gilani and the heads of the Pakistani Army an Intelligence services to meet their Afghan counterparts and discuss all major issues.

The United States (US) was not sincere about peace in Afghanistan when it signalled it would remain open to exploring a settlement that includes the Haqqani Network, one of the group’s senior ‘commanders’ said on October 13, Dawn reported. Earlier, US Secretary of State Hillary Clinton suggested that Washington would not shut the door to the Haqqanis in any peace arrangement. The Haqqanis saw the remarks as an attempt to divide Afghan militant groups and believed only the top leaders of the Taliban should negotiate, said the ‘commander’. “We had rejected many such offers from the US in the past and reject this new offer as we are not authorised to decide the future of Afghanistan,” added the ‘Commander’.In addition, the senior Haqqani ‘commander’ denied that Jamil Haqqani, who was killed in a drone attack on October 13, had links with the group. However, an Intelligence Officer said that Jamil was a Sirajuddin Haqqani’s cousin and highly trusted companion. He had been with the Haqqani group for a long time and was tasked with handling communications. However, earlier in September, 2011, Sirajuddin Haqqani said that his group felt secure enough to operate freely in Afghanistan and had no need of safe havens in Pakistan. He said that his group would take part in peace talks, but only if the Afghan Taliban did so as well. “The Haqqani Network is part of Taliban and it cannot hold any separate talks,” he said, adds Daily Times.

The boys were abducted on September 1, 2011, after they crossed the border into Afghanistan, from the Ghakhi area in Mohmand tehsil (revenue unit) of Bajaur Agency. Out of the four militants killed in the strike three were Egyptians linked to the Haqqani Network. One militant was identified as Abdullah, who played a key role in handling the militant group’s finances in Pakistan and Afghanistan. In addition, an Afghan Taliban commander said that another militant killed in the strike was identified as Ahmed Omar Abdel Rahman, the son of a blind Egyptian cleric Sheikh Omar Abdel Rahman, serving a life sentence in the US since 1995 for plotting to attack New York City landmarks. Ahmed Omar had been living in a village in North Waziristan for the past three years and encouraged the TTP militants to halt its campaign against the Islamabad Government and help the Afghan Taliban in their fight against the US-led NATO forces in Afghanistan. Every four months Taliban militants return from the warfront in Afghanistan to rejuvenate in dozens of rented residential accommodations in Kharotabad neighbourhood, Express Tribune reported. The Pakistan Government has been constantly denying reports of presence of Afghan Taliban in Quetta. However, the media report claimed that the presence of Taliban was becoming a major concern for people living in the adjoining areas who fear that United States (US) may carry out missile strikes. Madrassas in Kharotabad are providing free accommodation to militants, who move freely, knowing that Kharotabad is a safe haven, the report said. The area and madrassas are proving to be a big recruitment centres for the Taliban with six to eight new fighters being inducted for jihad (holy war) in Afghanistan every month.

Pakistani officials have urged the US to focus on defeating its enemies in Afghanistan instead of blaming Islamabad for its failures. “We have given locations and information about these groups to the Afghanistan Government and ISAF [International Security Assistance Force], but there has been no action,” Inter Services Public Relations (ISPR) Director General, Major-General Athar Abbas said. Fazlullah was the TTP leader in Swat Valley of Khyber Pakhtunkhwa province, about 160 kilometers northwest of Islamabad before a 2009 army offensive forced him to flee. Also known as FM Mullah for his fiery radio broadcasts, he regrouped in Afghanistan and established strongholds, and poses a threat to Pakistan once again, said Abbas. Fazlullah, a leading figure in the TTP is based in Kunar and Nuristan provinces of Afghanistan, said Abbas. “When they ran away from Swat, Fazlullah’s group was in tatters and was scattered,” Abbas said, adding, “They got time and support in Afghanistan.” However, Mansur Khan Mehsud of Islamabad’s FATA Research Centre doubts Fazlullah could take control of Swat or other areas. “While Fazlullah has the support of Afghan Taliban in the Kunar and Nuristan provinces, he has the capacity to only launch hit-and-run attacks,” Mehsud said.

U.S commanders say the network, a faction of the Afghan Taliban, is their most potent enemy in eastern Afghanistan and increasingly capable of launching high-profile attacks in Kabul. Afghan Defence Minister Abdul Rahim Wardak said operation 'Knife Edge' was launched two days ago, while a senior Defence Ministry official said it was 'largely against the Haqqani Network'. During her visit to Islamabad last week, US Secretary of State Hillary Clinton had urged Pakistan to persuade the Haqqanis to pursue peace. “This is not the first time the US has approached us for peace talks. A number of middle-ranking Afghan Taliban ‘commanders’, it said, revealed the extent of alleged Pakistani support in interviews for the BBC Two documentary series, ‘Secret Pakistan’. A former head of Afghan intelligence also told the programme that Afghanistan gave former President General Pervez Musharraf information in 2006 that Osama bin Laden was hiding in northern Pakistan close to where the al Qaeda leader was eventually killed by US forces in May. The BBC said Pakistan strongly denied the allegations. One Afghan Taliban ‘commander’, Mullah Qaseem, told the BBC the important things for a fighter were supplies and a hiding place. “Pakistan plays a significant role. First they support us by providing a place to hide which is really important. “Secondly they provide us with weapons,” he said, according to excerpts provided by the BBC. Other Taliban ‘commanders’ described how they and their fighters were — and are — trained in a network of camps on Pakistani soil. According to a ‘commander’ using the name Mullah Azizullah, the experts running the training are either members of the ISI or have close links to it. “They are all the ISI’s men. Pakistan has not been taken into confidence on the initiation of the reconciliation process in Afghanistan, Major-General Athar Abbas, the Director General of the Inter Services Public Relations (ISPR), said on October 27, reports Daily Times. In an interview with BBC in Rawalpindi, Abbas said that Pakistan had neither been taken into confidence nor the Pakistani Government had been informed about the objectives of the reconciliation process. Pakistan can only help in the Afghan reconciliation process when it is taken into confidence, he said. The Afghanistan issue was heading towards a settlement and there was a need to determine the role of every stakeholder in the conflict and how the reconciliation process would be pushed forward and what would be role of Pakistan in this situation, he said, adding that only in that case, Pakistan would be able to decide whether it could persuade one group or the other to take part in the conciliation process. “We cannot guarantee the success of the reconciliation process because none of the groups is in our pocket,” he said. The Director General termed a BBC report, alleging that the Pakistan Army and the Inter-Services Intelligence (ISI) supplied and protected the Afghan Taliban and al Qaeda highly biased and one-sided. “We consider that report highly biased, it is one-sided, it doesn’t have the version of the side which is badly hit or affected by this report,” Major General Athar Abbas said. “So therefore, other than that, it is factually incorrect,” he said. He said that the head of ISI had already said “not a single bullet or financial support” had been given to groups named in the BBC report. Abbas said that about 300 ISI officials have been killed in Tehreek-e-Taliban Pakistan’s attacks and it was a proof that the ISI did not support militants.
