Former Inter Services Intelligence (ISI), the external intelligence agency of Pakistan, Chief Gen. Javed Ashraf Qazi has rejected the allegation that the Taliban were the creation of Pakistan or that Islamabad could influence their decisions. He said in Lahore on November 6 that the Taliban were the creation of circumstances after the withdrawal of Soviet troops from Afghanistan. He also denied that former Interior Minister Gen. Naseerullah Babar had linkages with the Taliban regime. Gen. Qazi, currently the Minister for Railways claimed that the Jamaat-Ulema-e-Islam (Fazlur faction) Chief Maulana Fazlur Rehman was also introduced to the Taliban by the ISI. The former ISI chief opined that it "was wrong to assume" that Maulana Fazlur Rehman had played any role in imparting training to the Taliban. Replying to a question, he said that no Pakistan soldier had ever taken part in the war in Afghanistan.

Interior Minister Moinuddin Haider said on November 6 in Islamabad that the government had adopted a policy to stop the activists of religious parties from entering Afghanistan and taking part in the war along side the Taliban militia. He indicated that the government was not allowing these activists to go for Jehad as "these people could do nothing against the US air strikes." He added "Can these Jihadis harm the US fighter planes dropping bombs from the height of 30,000 feet with their revolvers and guns." Responding to a question, he said the government had sealed border with Afghanistan.

Media reports said security forces in Baluchistan and the North West Frontier Province (NWFP are on a high alert to track down as many as 96 ‘most wanted’ sectarian terrorists, who were reportedly hiding inside Afghanistan since 1996, but are now widely expected to cross the border into Pakistan. Law-enforcement agencies patrolling the Pakistan-Afghan border have also been directed to ensure the arrest of these terrorists in case they enter Pakistan in the disguise of Afghan refugees. These terrorists are wanted in several sectarian killings in Pakistan since the mid-1980s. Consequent to the establishment of the Taliban regime in Afghanistan, they had reportedly taken refuge in the ranks of the Taliban militia and commenced their operations against religious groups from Afghan soil. The Taliban authorities had refused to hand over these terrorists on the grounds that they had not been able to ascertain their whereabouts.

Taliban supporters observed a protest day in the capital Quetta and other parts of Balochistan province on November 16 and criticised the Northern Alliance and Pashtun leadership for "causing political crisis in the country." Thousands of activists of various religious outfits, including the Jamaat-Ulema-e-Islam (JuI-Fazlur faction), the Jamaat-e-Islam (JeI) and the Sipah-e-Sahba Pakistan (SSP) gathered at the Ayub Stadium, Quetta. The religious leaders claimed that secret forces of the Taliban regime had been safely stationed at different locations to commence a guerrilla war against the opposition. They said that they would support the Taliban as they "treaded the right path and were rendering sacrifices for the sake of Islam." Reports from Loralai, Pishin, Chaman, Nushki, Kharan, Dalbandin, Chaghai, Ziarat, Sibi, Dera Murad Jamali, Turbat, Panjgur, Gwadar, Kalat, Khuzdar and Zhob said that activists of the religious groups staged protest demonstrations there and condemned the US and Northern Alliance forces.

Inter-Services Public Relations (ISPR) Director-General Major General Rashid Qureshi said in Islamabad, on November 18, that there was no threat of influx of the Taliban militia into Pakistan and that the government has made elaborate arrangements to deal with the situation. According to him, "Firstly, there is no sign of such an influx into Pakistan. There had been much north-south movement with Taliban elements concentrated in Kandahar. But there could be an eventuality if some Taliban elements might come towards the Pakistan border." He said, in order to counter the possibility of influx the government had stated that no refugees or any other person is permitted to come to Pakistan, except women and minor children whose parents were killed in the bombing. Commenting on reports of Osama bin Laden’s entry into Pakistan, he said, "I see little chance of it because Pakistan is part of the coalition that is taking action in Afghanistan. I do not believe that Osama or Mulla Omar will try to come to Pakistan."
