Prime Minister Imran Khan on July 16 asked Afghanistan to consider Pakistan a "partner of peace" rather than blaming it for the ongoing unrest, which he said was the "outcome of using a military solution by the United States instead of a political one", reports Geo TV. “Blaming Pakistan for what is going on in Afghanistan is extremely unfair…peace in Afghanistan is our foremost priority,” the prime minister said, in response to the speech of Afghan President Ashraf Ghani at the conference on "Central and South Asia Regional Connectivity, challenges and opportunities’ held at Congress Centre". During his address, the Afghan president had levelled unfounded allegations against Pakistan, saying that 10,000 fighters had crossed over into Afghanistan from the country. "If talks fail, we will fight the Taliban," said Ghani. "This is the last chance for peace."

The conference was postponed after President Ashraf Ghani, reportedly in his meeting with Prime Minister Imran Khan, called for its cancellation. President Ghani, while speaking at a regional connectivity conference in Uzbekistan, also bitterly criticised Pakistan for its alleged support of Afghan Taliban. The conference was postponed also because some of the invited Afghan leaders were travelling to Doha for a meeting with Taliban.

According to the 28th report of the United Nation (UN) Analytical Support and Sanctions Monitoring Team, Tehreek-e-Taliban Pakistan (TTP) still has about 6,000 trained fighters on the Afghan side of the border, Dawn reported on July 27. UN Analytical Support and Sanctions Monitoring Team also confirms the presence of hundreds of anti-Beijing Muslim militants close to Afghanistan’s border with China. In a chapter that deals with the Taliban’s approach towards foreign terrorists, the report notes the group’s efforts to suppress such outfits “has been more pronounced in cases of foreign fighters with suspected leanings” to IS and TTP. “Attempted enforcement has reportedly led to clashes (some fatal) between the Taliban and TTP over operational restrictions placed on the latter,” the report adds. But the UN monitors also note that “despite growing distrust, TTP and the Taliban carry on with relations mainly as before”. According to the report, TTP is traditionally located in the eastern districts of Nangarhar province, near the border with Pakistan. The UN team points out that “a reunification took place in Afghanistan between TTP and certain splinter groups in the period from December 2019 to August 2020”. This included the Shehryar Mehsud group, Jamaat-ul-Ahrar (JuA), Hizb-ul-Ahrar, the Amjad Farooqi group and the Usman Saifullah group (formerly known as Lashkar-i Jhangvi). Al Qaeda was reportedly involved in the moderation between the groups. The return of splinter groups to the TTP fold has increased its strength, “of which current estimates range between 2,500 and 6,000 armed fighters,” says the report, adding that “the upper range is more accurate”. The group has been led since June 2018 by Noor Wali Mehsud. The deputy to Mehsud is Qari Amjad. UN monitors note that TTP “has distinctive anti-Pakistan objectives but also supports the Afghan Taliban militarily inside Afghanistan against Afghan government forces”.

Former Afghanistan National Directorate of Security (NDS) Rahmatullah Nabil on July 28 blamed Pakistan for orchestrating terrorism in Afghanistan for the past four decades, reports The Balochistan Post. He said that Pakistan keeps supporting the Taliban in their endeavours as innocent Afghan civilians are plunged into a terrible bloodbath. Taking to the social media, Nabil said that Pakistan should be declared a terrorist state for its nefarious manoeuvres in Afghanistan. Pakistan harboured al Qaeda chief Osama Bin Laden – the most wanted criminal in the world at the time – for several years. What could be more credible evidence of Islamabad’s terrorism? Nabil asked. He said that despite all the “terrorist policies” directed towards Afghanistan, the Pakistani leaders are still blaming Afghanistan for the ongoing conflict. He said that Afghanistan is capable enough to give Pakistan a taste of its own medicine. But we don’t intend to inflict suffering on the innocent Pakistani civilians, so we have refrained from any retaliatory measures, he said.

Prime Minister (PM) Imran Khan on July 29 said Pakistan is neither "responsible" for the actions of the Taliban and neither is the country the group's spokesperson, reports The Express Tribune. "What the Taliban are doing or are not doing has nothing to do with us and we are not responsible, neither are we the spokesperson of the Taliban," said the PM while speaking to a group of Afghan journalists in Islamabad. He reiterated that Islamabad wants only peace in Afghanistan. PM Imran said Pakistan was ready and willing to do anything necessary for a peaceful settlement of the Afghan issued but ruled out using force against the Taliban. “We believe that Afghanistan cannot be controlled from the outside. Our policy is to have the best relationship with whoever the people of Afghanistan choose," said the PM. PM Imran further said it was unfortunate that Pakistan was being blamed for the Afghan crisis as it was Pakistan that convinced the Taliban to come to the negotiation table.

In an interview with PBS NewsHour aired in the night of July 29, Prime Minister (PM) Imran Khan said the Taliban are not some military outfits but normal civilians, asking how the country is supposed to hunt them down when it has three million Afghan refugees at the border. PM Khan stressed that Pakistan hosts three million Aghan refugees of which the majority are Pashtuns, the same ethnic group as the Taliban fighters. "Now, there are camps of 500,000 people; there are camps of 100,000 people. And Taliban are not some military outfits, they are normal civilians. And if there are some civilians in these camps, how is Pakistan supposed to hunt these people down? How can you call them sanctuaries?" he argued. When asked about alleged Taliban safe havens in Pakistan, the Prime Minister responded: "Where are these safe-havens? There are three million refugees in Pakistan who are the same ethnic group as the Taliban..." Pakistan has been long accused of helping the Taliban militarily, financially and with intelligence inputs in their fight against the Afghanistan Government, but Imran Khan dismissed these accusations as "extremely unfair". He said that thousands of Pakistanis lost their lives in the aftermath of the United States war in Afghanistan when "Pakistan had nothing to do with what happened" on September 11, 2001, in New York.
