According to Daily Times, the NWFP Government has asked the federal Government to take decisive action against a Taliban build-up in Jamrud. A senior official said on December 2 "The Government has to take action or we shall see Iraq-like situation in the area in the coming few months," referring to the deteriorating law and order situation in the city and growing Taliban activities in Jamrud and adjacent areas of Khyber and Mohmand agencies. He said a high-level meeting was held in the provincial capital Peshawar two days ago to discuss the situation emerging in Jamrud and on the outskirts of Peshawar. He also said the meeting had noted that Taliban from Jamrud were responsible for kidnappings and attacks on NATO supply convoys.

Locals said troops targeted the Kosar, Bai Cheena, Jannat Shah and Charmang areas of Khar tehsil (revenue division) with artillery. The six militants were reportedly killed in the operation in Bai Cheena. The troops continued to advance into various areas of Khar and Nawagai, which were earlier under the Taliban control, the locals said. Officials said several areas in Nawagai were now under the army’s control.

The agency’s political administration officials told Daily Times that they found the body of FC official Hadi Gul in a sack in the Sunpag area of upper Orakzai tehsil (revenue division). The White House said on December 3 that it agreed with the bipartisan congressional commission’s report that Pakistan was closest to the intersection of nuclear weapons and terrorism. “I have no reason to disagree with it,” said White House Press Secretary Dana Perino when asked if the White House agreed with the report. The bipartisan Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism reported earlier on December 3 that if there was a WMD attack on the United States, it would originate in Pakistan. “Were one to map terrorism and weapons of mass destruction today, all roads would intersect in Pakistan,” and that “the focus of US policy should be to help Pakistan achieve political and economic stability,” the report said. The report observed that while Pakistan was a US ally, “there is a grave danger it could also be an unwitting source of a terrorist attack on the United States—possibly using weapons of mass destruction.” The commission urged the next administration and Congress to pay particular attention to Pakistan, “as it is the geographic crossroads for terrorism and weapons of mass destruction… Indeed, the border provinces of Pakistan today are a safe haven, if not the safe haven, for al Qaeda.” The report estimated that Pakistan has about 85 nuclear weapons, which are under the complete control of the Pakistan military. Though most US and Pakistani officials assert that these weapons and their components were safe from inside or outside theft, “the risk that radical Islamists—al Qaeda or Taliban—may gain access to nuclear material is real,” the report claimed. “Should the Pakistani government become weaker, and the Pakistani nuclear arsenal grow, that risk will increase. With each new facility, military or civilian, comes added security concerns,” the report said. It added that the risk of a WMD attack being planned and executed from Pakistan’s northwest frontier area is growing, as that area continues to function as a safe haven for al Qaeda.

US Senator John McCain has said that there is enough evidence of the involvement of former Inter-Services Intelligence (ISI) officers in the planning and execution of the Mumbai attack and if Pakistan does not act, and act fast, to arrest the involved people, India will be left with no option but to conduct aerial operations against select targets in Pakistan, reports Daily Times. Senator McCain, who arrived in Pakistan on December 5 from New Delhi with Senators Joseph Lieberman and Lindsey Graham, was talking to a select group of Pakistanis at an informal lunch in Lahore. “The democratic government of India is under pressure and it will be a matter of days after they have given the evidence to Pakistan to use the option of force if Islamabad fails to act against the terrorists,” he said. To a question about what the United States would do in the event that India carries out such a threat, McCain said that Washington would not be able to do much even as “privately I will try to dissuade India from doing so”. “We were angry after 9/11. Armed gunmen shouting ‘God is great’ attacked Bilal Container Terminal near Jamil Chowk on the Ring Road at around 3am, said Zahid Ali, a local resident. He said he heard gunshots and explosions after which a large part of the terminal caught fire. City Superintendent of Police Chaudary Ashraf said it was a sabotage attack. The number of attackers could not be ascertained, he said, and it was not clear how they entered the terminal and set ablaze the vehicles. Meanwhile, a Pentagon official said on December 8 the attacks would have a minimal impact on US and NATO forces in Afghanistan and no effect on combat operations. Musatafa Kamal Kamran Hijrat allegedly organised two separate attacks on three cargo terminals on December 7 and 8 to burn hundreds of containers and the military and other supplies they carried. He is also blamed for the hijacking of two US military Humvees and 13 truckloads of wheat on their way to Afghanistan in November 2008. "He is not in touch with us for the last two days," a source quoted the commander’s close aide, Kashmir Khan, as saying. "We don’t know whether he has gone to Afghanistan or has been arrested," he added. However, the Peshawar Police chief did not confirm the arrest. "This is all gupshup (gossip)… We have made no such arrest," Siffat Ghayur said. Mustafa Kamal, whose real name is Yahya Hijrat, was a District governor in Afghanistan’s Nangarhar province during the Taliban rule. AP reported that the panel said Jama’at-ud-Da’awa is a front for the LeT and now subject to UN sanctions on terrorist organizations. The panel also designated four men linked to the Mumbai attacks as terrorists subject to sanctions, The News reported. The four men are believed to hold leadership positions in the LeT. Designated as terrorists subject to UN sanctions were LeT chief Hafiz Mohammed Saeed, ‘operations commander’ Zaki-ur-Rehman Lakhvi, Haji Muhammad Ashraf, its chief of finance; and Mahmoud Mohammad Ahmed Bahaziq, a financier with the group. The Security Council's al Qaeda and Taliban sanctions committee added them to its list of terrorists subject to the assets freeze, travel ban and arms embargo under a council resolution adopted this year. The U.S. Treasury Department last week designated the men as terrorists and ordered any U.S. assets frozen. India had pressed the Security Council for sanctions against Jama’at-ud-Da’awa on December 9, contending along with the U.S. that it is a front for the Lashkar. According to The News, the militants exhumed the body of Pir Sameeullah and hanged it along with his four followers in the Gwalerai on December 15. Eyewitnesses said the followers of Sameeullah had secretly buried his body in Solatan area after he was killed in a gun-battle with the militants. At least four persons were injured when the Taliban detonated a private school building after torching four buses in the limits of Mathra Police Station in Peshawar, capital of the NWFP, on December 22, police and witnesses told Daily Times. Samiullah, a guard at Peshawar Model School’s boys campus, who was present at the time of the attack, said around 12 armed men scaled the school walls and torched the four buses. The Taliban later planted a bomb in the school’s administration block and the subsequent explosion severely damaged the school building. Four school employees - Naveed, Sher Muhammad, Muhammadullah and Aurangzeb – were injured. The Taliban also torched two classrooms and a deep freezer and also detonated explosives at the gate of Frontier Model School, located opposite to Peshawar Model School, but there were no casualties.

A Swat Media Centre spokesman said the SFs, backed by gunship helicopters and artillery, had targeted the Taliban locations at Shakardara in the Matta tehsil (revenue division) and killed 11 Taliban militants. Pakistan on December 30 suspended supplies to more than 65,000 NATO and United States troops in Afghanistan when Security Forces imposed curfew in and around Jamrud tehsil (revenue division) of Khyber Agency to initiate a military operation against the Taliban, Daily Times reported. Two militants were among five people killed on December 30 in the joint operation by military and paramilitary forces. "We have launched crackdown against people creating disturbances, and army, paramilitary and levy force is jointly conducting the operation," Khyber Chief Administrator Tariq Hayat told reporters in Peshawar. Hayat also said the operation was targeting six Taliban-linked organizations. "This operation will continue as long as all targets are achieved," he stated. According to him, the operation was aimed at putting a stop to both attacks on NATO supply vehicles and a spate of kidnappings for ransom in the FATA, where the Taliban and al Qaeda are active. Troops had already seized a large quantity of arms and ammunition in a raid on a warehouse in Jamrud, Hayat said, adding that a complete curfew had been imposed on the area, with paramilitary troops patrolling the streets. The early-dawn operation followed recent Taliban activities, which attempted to cut off supply lines to international forces in Afghanistan and threatened Peshawar’s security. "Helicopter gunships pounded suspected hideouts of the Taliban and their local facilitators while ground forces with tanks and heavy artillery provided backup," residents of Jamrud told Daily Times. Troops shelled Taliban strongholds in the Ghundi, Sakhipul, Tedi bazaar, Shah Zaman Kalay and Ghuriza areas of Jamrud. "Five people were killed," political administration officials said, but did not provide details. Local residents said three civilians, including a child, were killed in an area close to Tedi bazaar and Ghuriza by the shelling. Local residents said the militants put up little resistance to the operation. "There was some resistance by members of an organisation, but there was no resistance at all by the militants who appear to have left the area much earlier than the operation started," the residents said. Reuters reported NATO spokesman in Kabul Captain Mark Windsor as saying that the supply blockade "will not have a major impact, for it is temporary and we have stocks and supplies. Overall, it will be a good thing."

"Part of the problem there is that nobody has been able to deal with the sanctuary across the border in that ungoverned part of Pakistan," said Rice. She also said Pakistan must "better handle on what’s going on in the Northwest Frontier, because that is the place from which the Taliban is resurgent." The outgoing Secretary of State also welcomed the Barack Obama administration’s decision to send more troops to Afghanistan. "I do believe that the additional forces that (Defence Secretary) Robert Gates and the military commanders are intending to commit to Afghanistan will help," she said. Last week, Gates signed a deployment order to move an additional 3,000 troops to Afghanistan in 2009. There are already more than 30,000 U.S. troops in Afghanistan.
