According to the recent study of Counter-Terrorism Centre (CTC), a Pentagon think tank, the Haqqani Network in Afghanistan, which is a deadly source of terror attacks against Indian and United States (US) interests, is also emerging as a significant economic player in the Afghanistan-Pakistan region, getting into new businesses like rare earths mining, which are of interest to both India and China, making them a more complicated foe, reported The Times of India on August 3 (today). The study also shows that the Haqqani Network is closely intertwined with the state and security machinery in Pakistan. Its resiliency can be credited as much to military prowess as the Haqqani’s capacity to network with Pakistan’s Inter-Services Intelligence (ISI), other militant groups (particularly al Qaeda) and key religious figures. The study by CTC said that the Haqqani Network receives financial and logistic support from the Pakistani military. The study also said the Afghan Taliban-linked group have a massive network of "mafia"-style financing operation that relies on extortion, kidnapping, smuggling and ties to legitimate businesses.

senior politician and Balochistan National Party (BNP) leader Sardar Akhtar Mengal rejected the claims of Interior Minister Rehman Malik regarding unrest in Balochistan, saying the Secret Agencies, establishment and Security Forces were responsible for the deteriorating law and order situation in the Province. “Former dictator General Pervez Musharraf had only orphaned Balochistan, but the current democratic Government had turned it into a graveyard,” he said in a telephonic conversation with reporters. Further, Mengal said that he seconded Malik’s statement regarding presence of Taliban in Balochistan, adding that Taliban were a religious group and the entire world knew where they had trained. He said that Baloch armed groups had not sworn an oath of allegiance to the constitution of Pakistan and therefore, demanding loyalty from them was “insane”.

United States (US) and Afghan officials say there is no comparison between the relatively small and recent presence of Fazlullah's men in eastern Afghanistan and what they describe as long-standing ties between elements of Pakistani intelligence and the Afghan Taliban. Although the TTP also oppose the strikes, spokesman Ehsanullah Ehsan said they would attack Imran Khan because he calls himself a “liberal” a term they associate with a lack of religious belief. Ehsan spoke to The Associated Press in an interview on August 6 in the militant group’s stronghold of South Waziristan Agency in Federally Administered Tribal Areas (FATA). “We will kill him,” said Ehsan. Some of Imran’s critics have nicknamed him “Taliban Khan” because of his views and his cozy ties with conservative leaders who could help him attract right-wing voters in the next national elections. Imran Khan has described himself as a liberal in various TV interviews, but he has also made clear that he is a practicing Muslim. Ahsan, the Taliban spokesman, seemed to ignore that distinction and said the militants didn’t want Khan’s help in opposing drone attacks. “We will not accept help or sympathy from any infidel,” said Ahsan, referring to Khan. ”We can fight on our own with the help of God,” he said. Ahsan said the Taliban consider anyone who participates in elections, even religious parties, as infidels and will target them, adding, “The election process is part of a secular system. We want an Islamic system and will create hurdles to secularism.”

The Express Tribune on August 8 (today) reported that Pakistan may release a key Afghan Taliban ‘commander’ to provide impetus to Afghanistan’s ongoing reconciliation efforts with the Taliban, a move signalling Islamabad’s latest approach to seek an end to the decade-long conflict in its neighbouring country. Mullah Abdul Ghani Baradar, who was arrested in Karachi in February 2010, is ranked second in influence to Taliban head honcho Mullah Omar. American officials believe that in addition to overseeing the Taliban’s military operations, Mullah Baradar was the head of the so-called Quetta Shura. “The proposal is under consideration and modalities are being worked out, such as how and when to release or extradite the Taliban commander,” said an official familiar with the development. The official, requesting anonymity, pointed out that certain legal issues were currently hindering Mullah Baradar’s release. Even though Afghan authorities sought Baradar’s extradition, the official revealed that the detained Taliban commander was not ready to accept such an arrangement. “If his release is being sought for the reconciliation process, then we need to work out a mechanism of how it can be done,” he added. At the time of his arrest, Baradar was believed to be holding peace talks with the Afghan Government and also reportedly met President Hamid Karzai. The United States (US) initially hailed Baradar’s arrest as a significant blow to the insurgency, but later learnt that Pakistan allegedly captured the Taliban commander in an effort to scuttle secret peace talks he had been conducting with the Afghan Government. The Afghan Government sought Baradar’s release during Prime Minister Raja Pervaiz Ashraf’s recent visit to Kabul, a source claimed. Until now, Islamabad has resisted Kabul’s demand for access to Baradar and some other key Taliban members, believed to be in Pakistan’s custody. However, sources disclosed that the Government has been actively considering the release of Mullah Omar’s ‘deputy’ to boost Kabul’s peace negotiations with insurgents.

The Tehreek-e-Taliban Pakistan (TTP) on August 8 described the Government as "liberal and secular" and said they will not hold talks with any political party, including the Awami National Party (ANP) that rules the north western Khyber-Pakhtunkhwa province, reports Indian Express. TTP spokesman Ehsanullah Ehsan told reporters in the northwest that an offer of talks from the ANP was misleading and that the militants considered the incumbent rulers liberals and secular and thus "not sincere to the cause of Islam". Ehsan, who spoke to the reporters on phone from an undisclosed location, claimed the leaders of Pakistan's ruling coalition, including those from the ANP, were "slaves to the United States (US) and not independent in their decisions". The spokesman claimed that the Taliban continued to be a formidable force in South Waziristan Agency of Federally Administered Tribal Areas (FATA) and their capacity to carry out attacks across the country was still intact. The Taliban are still at war with Pakistani security forces and militants had carried out attacks in various cities, he said. He further said that attacks on vehicles carrying supplies for NATO forces in Afghanistan would not stop. Ehsan claimed that the Taliban had reverence for the Islamic holy month of Ramazan and were fighting only in self-defence during this period. He dispelled the impression that there was a rift within the TTP and said there were no differences between Hakimullah Mahsud, the organisation's chief, and Waliur Rahman, the commander in South Waziristan. He accused Intelligence Agencies of planning violence at public places to defame the Taliban and claimed the militants were not carrying out bomb attacks on public gatherings and markets.

Afghan officials held secret talks with Mullah Abdul Ghani Baradar, the Afghan Taliban's former ‘second-in-command’ who is in detention in Pakistan in a move which could help rekindle stalled peace talks with the insurgents, according to senior officials from both countries, reports Daily Times on August 13 (today). Rangin Spanta, the National Security Adviser to Afghan President Hamid Karzai and an architect of peace-building efforts, said an Afghan delegation had met Baradar in Pakistan two months ago. Baradar has been in detention since he was captured in a joint operation by the Central Intelligence Agency (CIA) and Pakistani intelligence agents in Karachi in 2010. "We have met Mullah Baradar," Spanta told Reuters in Kabul. "Our delegation has spoken to him to know his view on peace talks." Afghan officials have publicly been demanding access to Baradar, the Taliban's top military commander until he was captured, but Spanta's revelation shows preliminary contact has already been made. Interior Minister Rehman Malik also said that Pakistan had granted Afghan official’s access to Baradar. "They had access at the required and appropriate level," Malik told Reuters. "We are fully cooperating with Afghanistan and whatever they are asking for the peace process, for developing peace in Afghanistan. We are giving every kind of help."

Pakistan told the United States (US) military officials that it plans to launch combat operations against Taliban militants soon in a tribal area near the Afghan border that also serves as a haven for leaders of the al Qaeda-affiliated Haqqani Network, Defense Secretary Leon Panetta said on August 13, reports Dawn. Panetta said Pakistan’s military chief, General Ashfaq Parvez Kayani, discussed the planned operation in recent conversations with the top American commander in Afghanistan, General John Allen. The US long has been frustrated by Islamabad’s refusal to target Afghan Taliban militants and their allies using Pakistani territory to stage attacks against US and coalition troops in Afghanistan. Panetta said he did not know when the Pakistani operation would start, but he said he understands it will be in the “near future,” and that the main target will be the Afghan Taliban, rather than the Haqqani Network. Panetta welcomed Kayani’s initiative, even though the main target may not be the Haqqani leadership. “They’ve talked about it for a long time. Frankly, I’d lost hope that they were going do anything about it. But it does appear that they in fact are going to take that step,” added Panetta.

Earlier, it was reported that seven militants and one official was killed. One plane was damaged in the pre-dawn assault claimed by the Tehreek-e-Taliban Pakistan (TTP). TTP ‘spokesperson’ Ehsanullah Ehsan has said that four suicide bombers had carried out the attack to take revenge for the killings of Baitullah Mehsud and Osama bin Laden. He claimed that the attackers had succeeded in achieving their targets and had given a “lethal blow”. PAF said nine attackers dressed in military uniforms and armed with rocket propelled-grenades and suicide vests targeted the base and adjacent Pakistan Aeronautical Complex at 2am. The adjacent complex assembles Mirage and, with Chinese help, JF-17 fighter jets. “Eight miscreants were killed inside the Minhas base boundary wall and one miscreant exploded himself outside the perimeters where he was hiding,” the air force announced. It said there had been a shootout “for more than two hours”, and 10 hours after the assault began, spokesman Tariq Mahmood confirmed the base was “totally safe”. The attack on the PAF base in Kamra was the fourth such attack since 2007 bombing of a bus near the entrance, followed by rocket attacks on the base in 2008, and a suicide bombing on a service road leading to the base in 2009, reports Dawn. The most recent attack was on ANP Sindh central working committee member Amir Sardar, who hailed from Thana, Malakand. Sardar (55), who was associated with the ANP for over 30 years, was shot dead, along with two other ANP Sindh activists, near his home in SITE Town, Karachi, on August 13. The Malakand chapter of Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the killings, claiming Sardar was punished for his assistance to the Police in arresting TTP men. Sher Shah Khan, an elected representative from Swat in the Khyber Pakhtunkhwa Assembly, told The Express Tribune that over 65 people hailing from Swat have been killed in Karachi in target killings, mostly at the hands of the TTP. According to Sher Shah, militants fled to Karachi when the Pakistan Army and paramilitary forces launched an operation in Swat against the Maulana Fazalullah-led militants in 2009. “For a year, they abandoned their activities and remained underground, but later, they started killing pro-government leaders and those who were associated with peace committees in Swat or supported security forces,” he said.

According to Qamar Afridi, a cousin of Doctor Afridi, the alleged abduction attempt was made on August 20, 2012 when a man, identifying himself as a representative of Afghan President Hamid Karzai, met a family lawyer of Doctor Afridi in Peshawar to discuss the case. The man reportedly said the Afghan leader wanted to help the Afridi family and was willing to offer them financial support in their efforts to free the doctor. The family reacted to the offer with alarm because the Karzai Government has shown no interest in the Afridi case. An Afghan official confirmed those suspicions, saying “no one from the Karzai administration has reached out to Afridi nor do they intend to”. Qamar said he believed it was the Taliban behind what he calls “an attempted abduction”.

From that safe vantage point, they’ve sent hundreds of young, impressionable, largely spiritual and helpless youths to their deaths and detention in Afghanistan. For this, they must forfeit their honour and any claim to Islamic virtue,” General John Allen said in an article. Allen’s article focused on the recent increase in attack on US troops from the Afghan security force, which the Taliban have been claiming of carrying out. “The focus on ‘green-on-blue’ attacks obscures the callous slaughter of Afghan civilians by insurgents led by Mohammad Omar. He has the blood of innocents on his hands even though he hypocritically tells his subordinates not to attack civilians,” Allen said, holding that Omar was either out of touch, or his forces were out of control.

Chairperson HRCP Zohra Yusuf said that there is war like situation in Balochistan. Hazara Community is being killed by Lashkar-e-Jhangvi (LeJ) and now Jama’at-ud-Dawa (JuD) has also started opening offices in Balochistan. She said that so far two activists of HRCP have been murdered in Balochistan which shows that commission is under threat. Meanwhile, a report quoting a fact finding mission of the HRCP on Balochistan stated that Talibanisation is growing in several areas of Balochistan and Security Forces might be patronising militants, turning Quetta into a haven for militants, reports The Express Tribune. The report observed that religious fanaticism was not being exported to the province from outside, rather it was being bred within Balochistan. A burgeoning network of madrassas was contributing to the aggravation of inter-sect tensions. It stated that militants have managed to establish training camps in the troubled province. According to the findings, there are multiple layers of violence and tensions prevailing in Balochistan. The crime wave engulfing urban parts of the province, its main highways is either a mark of collusion or utter incompetence of the authorities.
