35 al Qaeda members and 10 Taliban members and affiliates were removed from a UN sanctions terror list after an exhaustive review of 488 names, Austria’s UN ambassador announced on August 2, according to Daily Times. "As a result of the review of 488 names, 45 were de-listed," chairman of the UN Security Council panel Thomas Mayr-Harting told the reporters. The council maintains a blacklist of individuals and entities linked to al Qaeda and the Taliban. He said that those removed, following requests from Governments, include 10 individuals associated with the Taliban as well as 14 individuals and 21 entities linked at some point to al Qaeda. Amongst the 10 Taliban removed from the list was a former Afghan envoy to the UN, author of ‘My Life with the Taliban’, Abdul Salam Zaeef and two officials who are now deceased. A final decision for the 66 amongst them is still pending. As part of his efforts to promote national reconciliation, Afghanistan President Hamid Karzai had asked the Security Council to remove names of some Taliban members who were not linked to al Qaeda, from the terrorism blacklist.

Backing the Pakistani military line on the Afghanistan issue, former ISI chief Hamid Gul on August 8 claimed that it’s only Taliban and its ‘chief’ Mulla Omar who can guarantee that there would be no threat to the US from this part of the world, reports Indian Express. Hamid Gul, very often known in the western world as the father of the Taliban, said the Taliban should be recognised as a national resistance movement and the United States should hold talks with its leader Mullah Omar for peace in the region. "This (the Taliban) is a national resistance movement. It should be recognised as such. They are Mujahideen (holy warriors) of Afghanistan, as they were during the occupation by Soviet Union of Afghanistan. I think they are gaining momentum, gaining strength by the day. This should be now understood properly," Gul told Fareed Zakaria in an interview. "There is only one man who can give the guarantee that there will be no terrorism exported from Afghanistan. Neither Karzai nor somebody else, not even Pakistani Government, nobody can give you the guarantee," added Hamid Gul.

The United States “clearly observes” how the weapons it is supplying to Pakistan are being used, said the US under secretary for Defence Michelle Flournoy on August 10, reports Daily Times. The US is “mindful of these concerns as we take steps to support the equipping of Pakistan for the current counter-insurgency and counter-terrorism purposes,” she said. India’s Defence Minister AK Antony said last month that the scale of US military assistance to Pakistan was “disproportionate to the war on terror” for which it was intended. “We feel that there is every possibility of diverting this sophisticated equipment against India,” Antony said, during talks with the chairman of the US Joint Chiefs of Staff, Admiral Mike Mullen. Washington sees Pakistan as integral to winning the war in Afghanistan, as Taliban and al Qaeda-linked insurgents target the coalition forces in the mountainous region dividing the two countries.

The Police without basic investigative skills such as the ability to lift fingerprints, and prosecutors who lack training to try terror cases, are some of the main reasons cited. The legal system’s failure to attack terrorism is critical because it robs Pakistan of a chance to enforce a sense of law and order, which militants have set out to destroy. Pakistan to clamp down on charities linked to Islamist militants amid fears their involvement in flood relief, exploiting anger against the Government, will undermine the fight against outfits like the Taliban, reported Dawn. Islamist charities have moved in swiftly to fill the vacuum left by a Government overwhelmed by the scale of the disaster and struggling to reach millions of people in dire need of shelter, food and clean water. It would not be the first time the Government has announced restrictions against charities tied to militant outfits. Critics say any banned outfits often re-emerge under new names, with authorities uninterested in stopping their operations. Foreign Minister Shah Mahmood Qureshi said “the gains we have made against the terrorists are substantial, yet we remain exposed. If we fail it would undermine the hard won gains made by the Government in our difficult and painful war against terrorism...we cannot allow this catastrophe to become an opportunity for the terrorists,” he said at the UN General Assembly.

The capture of top Taliban ‘commander’ Abdul Ghani Baradar may have been a bid by Pakistani intelligence to thwart talks between the Taliban and the Afghanistan Government, said The New York Times report on August 22. Baradar was a top military strategist and trusted aide of the militia's shadowy leader, Mullah Mohammad Omar. He was arrested in Pakistan's southern port city of Karachi reportedly in a secret raid by CIA and Pakistani agents, an operation that was described as a huge blow to the outfit. Citing unnamed Pakistani officials, it said Pakistan's intelligence had set out to capture Baradar with the CIA's help as it wanted to end secret peace talks between Baradar and the Afghanistan Government that excluded Pakistan, the Taliban's long time backer. In the weeks after Baradar's capture, Pakistani security officials detained up to 23 Taliban leaders, many of whom had been enjoying Islamabad's protection for years, the report added. These developments resulted in the talks coming to an end. “We picked up Baradar and the others because they were trying to make a deal without us,” the paper quotes a Pakistani security official as saying. “We protect the Taliban. They are dependent on us. We are not going to allow them to make a deal with Karzai and the Indians,” the official said, referring to Hamid Karzai, the Afghanistan President.

Missiles fired from a US drone killed 13 militants and seven civilians in Dandey Darpa Khel area, about five kilometres from Miranshah, the main town in North Waziristan Agency of Federally Administered Tribal Areas (FATA) on August 23, reports Daily Times. The officials said the missiles were fired at a terrorist hideout. Most of the terrorists killed were members of the Afghan Taliban. Four women and three children were among the dead, said the officials. “The missiles hit a terrorist compound and a house adjacent to it. We have confirmed reports of 20 dead,” said one of the intelligence officials. Another official said members of the al Qaeda-linked Haqqani network – one of the most effective militant forces fighting Western troops in Afghanistan – had been using the compound.
