Top 13 leaders of the Jama’at-ud-Dawa (JuD), including its chief Hafiz Saeed and Naib Emir (deputy chief) Abdul Rehman Makki, were booked in nearly 23 cases for terror financing and money laundering under the Anti-Terrorism Act, 1997, Dawn reported on July 4. The Counter-Terrorism Department (CTD), which registered the cases in five cities of Punjab, declared that the JuD was financing terrorism from the massive funds collected through non-profit organisations and trusts including Al-Anfaal Trust, Dawatul Irshad Trust, Muaz Bin Jabal Trust, etc. These non-profit organisations were banned in April as the CTD during detailed investigations found that they had links with the JuD and its top leadership, accused of financing terrorism by building huge assets/properties from the collected funds in Pakistan. Finally, 23 FIRs were registered against JuD leaders at the CTD Police Stations of Lahore, Gujranwala, Multan, Faisalabad and Sargodha on July 1 and 2. Besides the top two JuD leaders, Malik Zafar Iqbal, Ameer Hamza, Mohammad Yahya Aziz, Mohammad Naeem, Mohsin Bilal, Abdul Raqeeb, Dr Ahmad Daud, Dr Muhammad Ayub, Abdullah Ubaid, Mohammad Ali and Abdul Ghaffar were also booked in the cases. “Formal investigations on a large scale have been launched against the top leadership of the JuD for terror financing after the registration of FIRs against them during the last two days,” said a spokesperson for the CTD, Punjab.

The Federal and Punjab Governments on July 5 decided to detect and seize more properties of the outfits banned by the United Nations (UN) and also ordered action against non-functional or unregistered non-profit organisations (NPOs), reports Dawn. Even the working and assets of registered NPOs would also be scrutinised to single out those indulging in activities detrimental to national interest and disallowed by the UN, officials told Dawn. The decisions were taken during a high-level meeting held at the provincial home department during which Ministry of Foreign Affairs’ Director General Counter Terrorism Ahmad Farooq gave a briefing on restrictions imposed on proscribed outfits and their members under UN Security Council’s Resolution 1267. The Punjab Government has already seized 599 properties, mainly of the Jamaat-ud-Dawa (JuD) and Jaish-e-Mohammad (JeM). The properties include schools, seminaries and health facilities and their ambulances.

Ahead of the India-Pakistan talks over Kartarpur corridor on July 14, Pakistan removed the name of pro-Khalistan leader Gopal Singh Chawla from the committee on July 12, reports India TV. The development was confirmed through an official statement on July 12, which said, “The Federal Government (Federal Cabinet) has been pleased to re-constitute the Pakistan Sikh Gurudwara Parbandhak Committee (PSGPC).” Chawla is a close associate of Mumbai attacks mastermind Hafiz Saeed and resides in Pakistan. He is suspected of planning terrorist attacks in India. Gopal Singh Chawla is even said to hold meetings with global terrorist Masood Azhar and Pakistan Prime Minister (PM) Imran Khan. A few days back, pictures showing Chawla in an interaction with Pakistan Army chief General Qamar Javed Bajwa were also circulated on the social media. According to the Government of India sources, delegates from India and Pakistan will meet at the Attari-Wagah border on July 14 to discuss issues related to the Kartarpur Corridor, including connectivity at the Zero Point and the number of pilgrims to be allowed. India will also raise its concerns over the security aspect, they added. New Delhi had earlier conveyed its strong concerns to Pakistan over the presence of a leading Khalistani separatist in a committee appointed by Islamabad on the project.

The Jamaat-ud-Dawa (JuD) chief Hafiz Saeed on July 12 challenged terror financing cases lodged against him in the Lahore high court, reports Times of India. Earlier this month, Counter-Terrorism Department (CTD) had said that Jamaat-ud-Dawa (JuD) and Falah-e-Insaniat Foundation (FIF), the Saeed-led charities that act as fronts for the banned Lashkar-e-Taiba (LeT), were involved in raising money for terrorism. The CTD claim prompted Pakistani authorities to book Saeed and more than a dozen of his close aides in 23 cases related to terrorism-financing. Hafiz Saeed, his associates Amir Hamza, Abdur Rehman Makki and Yahya Aziz, and four others filed an appeal in the Lahore HC challenging the terror financing cases against them and named the Federal Government, Punjab Government and the CTD as respondents. The plea requested the court to declare the FIR registered against the petitioners null and void. It stated that Saeed has no relation with the banned Lashkar-e-Toiba (LeT), al Qaeda or any other similar organisation. “The accused are not involved in any activities against the state. Accusations by the Indian lobby naming Saeed as the mastermind behind the Mumbai attacks are not based on reality,” the plea added.

The Lahore Anti-Terrorism Court (ATC) on July 15 granted pre-arrest bail to Jamaat-ud-Dawa (JuD) chief Hafiz Saeed and three others in a case pertaining to alleged illegal use of land by the outfit for its seminary, reports Daily Times. The court granted interim bail to the accused – Hafiz Saeed, Hafiz Masood, Ameer Hamza, and Malik Zafar – until August 3 against surety bonds of PKR 50,000 each. During the hearing, the legal counsel of the accused insisted that JuD is not using any piece of the land illegally and urged the court to accept the bail petitions. Meanwhile, the Lahore High Court (LHC) issued notices to the Federal Government, the Punjab Government and the Counter-Terrorism Department (CTD) over a petition filed by Hafiz Saeed and his seven aides, challenging a case carrying charge of terror financing lodged by the CTD. A two-member bench of the LHC comprising Justice Shehram Sarwar Chaudhry and Justice Waheed Khan asked the parties to submit their replies within two weeks. A lawyer for the Federal Government objected to the notices, arguing that the petition was non-maintainable. The bench, however, dismissed the objection and adjourned proceedings until July 30.

Authorities arrested Jamaat ud Dawa (JuD) ‘chief’ Hafiz Saeed on terror finance charges in Gujranwala District of Punjab Province on July 17, reports Daily Times. Shahbaz Gill, a spokesman for the Punjab Chief Minister (CM) said Hafiz was arrested near the town of Gujranwala. “The main charge is that he is gathering funds for banned outfits, which is illegal,” he said. The Punjab Counter Terrorism Department (CTD) said in a statement that Hafiz Saeed had been arrested while going to a court in Gujranwala to seek pre-arrest bail but was remanded in custody. A CTD official said Hafiz Saeed had been presented in an anti-terrorism court and later sent to prison. He added that the charge sheet against him will be presented soon. The official further said that a case against Hafiz Saeed had been lodged under the anti-terrorism act. The CTD has been directed to complete its investigation and submit a charge sheet to the court in the stipulated time. A JuD spokesperson also confirmed the arrest.

The 23-page dossier was handed over to the Pakistani delegation during the Kartarpur corridor talks held at Wagah on July 14. Gopal Singh Chawla, a key “Khalistani element”, instigated the Sikh community to support Kashmiris for the formation of “Azad Kashmir”, says the dossier. In April 2019, Chawla, president of the Punjabi Sikh Sangat (PSS), “raised the demand of liberation of Punjab and Kashmir from India” during a function at Panja Sahib in Attock District in Pakistan where Indian pilgrims were present, the dossier says. The dossier also contains a photograph of Chawla with Lashkar-e-Toiba (LeT) ‘chief’ Hafiz Saeed. India said that Chawla was a well-known “Khalistani element who often spews venom against India in his speeches and supports militancy in Punjab”. The paper also contained a “pictorial catalogue of his anti-India activities on social media”. Eleven photographs culled out from Chawla’s Facebook account include posters of J.S. Bhindranwale, a Sikh separatist killed in 1984 during the anti-Sikh militancy raids in Amritsar, and “Referendum 2020”. Jagroop Singh Rupa, who went with a jatha to Pakistan in 2016, was imparted arms training by two fugitive Sikh militants Lakhbir Singh Rode and Harmeet Singh alias PhD, to “carry out terror attacks in India.” India said the recently banned Sikhs For Justice (SFJ) was given a free hand to promote secessionism during visits of pilgrims. The dossier also mentioned names of others like Tara Singh, Bishan Singh and Maninder Singh were named in the dossier for displaying Khalistani propaganda and leading a protest against India at Wagah border in July 2017.
