Hafiz Muhammad Saeed, the Chief of Jama’at-ud-Dawa (JuD), the front organisation of the Pakistan based Lashkar-e-Toiba (LeT) on December 2 said that thousands of people will be attending and participating in the congregation starting on December 4, 2014 at Minar-e-Pakistan monument in Lahore District of Punjab Province, reports The Times of India. The Pakistan Government is running two special trains to transport people to Lahore for the terror group's two-day congregation. Pakistan Railways is operating the first train from December 2 from Hyderabad District in Sindh Province, that will arrive in Lahore in the night of December 3. Another train will leave from Karachi and arrive here on December 4. The two special trains will also take the people back to their hometowns on the conclusion of the congregation. The JuD leadership had spoken to railways minister Saad Rafique for his permission to run special trains for its congregation. Spokesman for the country's railways Rauf Tahir said there had been a "uniform policy" to run special trains on the request of political and religious parties. "The railways has a uniform policy for everyone. Pay and hire a train. Two special trains will be run for JuD congregation but not free of cost," he said.

City Police on December 3 finalised a security plan for the two-day Jama'at-ud-Dawa (JuD) ‘convention’ set to start at Minto Park in provincial capital Lahore on December 4, 2014, reported The Express Tribune. Over 3,000 Policemen including 34 Station House Officers (SHO), 15 Deputy Superintendent of Police (DSPs), two Superintendent of Police (SPs) will be deployed at the park to secure the venue. Nearly 60 snipers would remain on-guard at 60 rooftops in its vicinity. Officials from the Special Branch, the Mujahid and the Elite Combat force will also be posted at the venue. Security SP Malik Liaqat said Police had briefed JuD officials on how the law and order situation was not conducive to holding rallies. Also, JuD has established nearly 70 camps across the city to meet and greet those converging on Lahore to participate in the convention. A JuD spokesperson said nearly 18 tent cities had been established at the venue to provide the participants with lodging facilities.

A congregation organised by the Jama'at-ud-Dawa (JuD) that started on December 4 called for reviving the struggle for complete enforcement of Sharia'h (Islamic Law), protecting and promoting Islamic ideology of Pakistan and jihad against the enemies of Islam to uphold Muslim nationhood across the world and liberating the occupied Muslim territories, reports The News. The two-day event is being participated by the top leaders of all religious parties of the country. The conference was chaired by JuD amir (chief) Hafiz Muhammad Saeed. He said that it was time that Pakistanis should revive the pledge their ancestors had made at the same place in 1940 about not living under the hegemony of Hindus by creating Pakistan for practicing Islamic Sharia'h. Addressing the conference, they expressed their resolve for protecting the Islamic ideology of Pakistan against the conspiracies of enemies and secular elements, and holding that deviation from Pakistan’s ideology resulted in the country’s break up in 1971. They stressed that Kashmir and Pakistan could never be separated as Father of the Nation described the disputed state as jugular vein of the country.

An Anti-Terrorism Court (ATC) on December 18 granted bail to Zakiur Rehman Lakhvi, the mastermind of the 2008 terror attacks in Mumbai, prompting India to demand an appeal, reports The Express Tribune. Zakiur Rehman Lakhvi, the commander of Lashkar-e-Toiba (LeT), who was allegedly involved in planning, financing and executing the attacks on Taj Mahal hotel in Mumbai, was granted bail by ATC judge Syed Kausar Abbas Zaidi against submission of surety bonds worth PKR 0.5 million. Special prosecutor Federal Investigation Agency (FIA) Chaudhry Muhammad Azhar confirmed the court had granted bail to Lakhvi. “We moved a bail application with the Islamabad anti-terror court on December 10, today the judge granted bail to my client after hearing arguments from both sides,” said Lakhvi’s lawyer Rizwan Abbasi. Lakhvi and six other accused Hammad Amin Sadiq, Shahid Jamil Riaz, Younas Anjum, Jamil Ahmed, Mazhar Iqbal and Abdul Majid are currently serving time in Adiala Jail.

Pakistan Government on December 22 failed to file a plea challenging the bail to Lashker-e-Toib (LeT) 'commander' Zaki-ur Rehman Lakhvi, the mastermind of 2008 Mumbai attack (also known as 26/11), reports The Times of India. Lakhvi filed a petition in the High Court against a court's decision to make a judicial panel's record a part of evidence in the 26/11 case. The prosecution, which was supposed to challenge the Islamabad Anti-Terrorism Court's (ATC) decision to grant bail to Lakhvi in the High Court, could not do so as it failed to get a copy of the ATC's order. "We are facing problems in getting the ATC's order copy. I cannot say whether we will be able to file the appeal tomorrow. After going through the court's order, we need time to prepare the petition," said prosecution chief Chaudhry Azhar. ATC Islamabad judge Kausar Abbas Zaidi on December 18 had granted bail to Lakhvi, citing lack of evidence against him. But before the terror accused could be released from jail, the Government detained him for three more months under Public Maintenance Order (PMO) in Adiala Jail of Rawalpindi District, where the trial is being held.

Islamabad High Court (IHC) on December 26 issued notices to the Government as Zaki-ur-Rehman Lakhvi, the alleged mastermind of the 2008 Mumbai attacks (also known as 26/11) and Lashkar-e-Toiba (LeT) 'commander', challenged his detention orders, reports The Express Tribune. On December 19, 2014, authorities had detained Lakhvi under Section 3 of the Maintenance of Public Order (3MPO) in Adiala jail of Rawalpindi District in Punjab Province for 30 days, shortly after he was granted bail by an Anti-Terrorism Court (ATC). Justice Noorul Haq N Qureshi issued notice to the federation and directed it to file a reply by December 29, 2014. Lakhvi, through his counsel Raja Rizwan Abbasi, had challenged his detention orders, contending that they are ‘illegal’. He argued that the ATC had granted his client bail, but the Government had flouted the ATC’s orders by not releasing his client. He requested the court to annul the detention orders. Meanwhile, the ATC Islamabad stated in its written order on December 26 that legal loopholes in the Mumbai attacks case led to the grant of bail to Lakhvi, reports Dawn. The order added that weak evidence, the registration of the First Information Report (FIR) invoking irrelevant sections against the suspect, the ‘never-ending’ trial and hearsay evidence went in favour of the accused. Justice Noorul Haq N. Qureshi of the Islamabad High Court (IHC) on December 29 passed an interim order suspending the detention orders of Lashkar-e-Toiba (LT) 'chief' Zakiur Rehman Lakhvi, the mastermind of November 26, 2008 (also known as 26/11) attacks in Mumbai, reports The News. The bench allowed Lakhvi’s conditional release with directions that he deposit PKR1 million bail bonds with the Anti-Terrorism Court (ATC) and ensure his presence on every hearing. The bench directed the standing counsel representing the federation to submit a detailed reply on Lakhvi’s petition against detention before January 15, 2015. Lakhvi’s legal counsel Raja Rizwan Abbasi said the detention of his client was unlawful. The judge observed that “the standing counsel seeks time to reply to the allegations leveled by the petitioner (Lakhvi) as he is not in a position to assist the court properly therefore I have been left with no option but to suspend the detention order of December 18, 2014.”

Lashkar-e-Toiba (LeT) 'commander' and the mastermind of 2008 Mumbai terror attacks (also known as 26/11) Zaki-ur-Rehman Lakhvi was arrested on December 30 in 2008 kidnapping case of Anwar Khan who refused Lakhvi to join him in jihad (holy war), reports The Express Tribune. His arrest was made a day after Islamabad High Court (IHC) had suspended his detention order. The complainant in the case is one Muhammad Dawood who said that his brother-in-law, Anwar Khan was kidnapped by Lakhvi and his accomplices when he refused to join jihad, and is missing since then. The complainant had not reported to the Police when the incident took place because he alleged that Lakhvi had threatened that he would kill Anwar if he registered a case. According to details, Lakhvi was granted bail on December 18, 2014 by an Anti-Terrorism Court (ATC) but was immediately detained by the Islamabad administration under Section 3 of the Maintenance of Public Order (MPO). Subsequently, he challenged his detention in the IHC, which on December 29, 2014 granted him conditional bail against surety bonds of PKR 1 million. Hours after he was released from the high-security Adiala jail in Rawalpindi District, Lakhvi was arrested by the capital Police for his alleged involvement in a kidnapping case registered with the Golra Police Station. Shortly after his arrest, he was presented before a Duty Magistrate, Malik Aman, who sent him on a two-day physical remand. However, Lakhvi's lawyer, Rizwan Abbasi, opposed a physical remand of his client, saying it was surprising that the FIR of an alleged abduction was lodged more than six year after the incident. “It is not written anywhere in the FIR that Anwar Khan was forcibly picked up,” he argued. “Wherever he [Anwar Khan] went, he went on his own choosing,” the lawyer said, adding that Lakhvi was arrested in a concocted case The judge sent Lakhvi on a two-day physical remand and directed the Police to present him before the court on January 1, 2015.
