Pakistan does not share Taliban’s ideology and it is working to contain the threat posed by the group, said Pakistan’s Ambassador to the US Husain Haqqani said on August 1, according to Daily Times. Haqqani said “The Pakistani intelligence services are working effectively to contain all terrorists including Taliban from Afghanistan and Pakistan.” He brushed aside WikiLeaks reports which suggested a link between the Pakistani intelligence services and Afghan Taliban. Haqqani said that the military field reports made online from 2004 to 2009 are “not reflective of what is happening today”. “Over the last two years Pakistan and the US have entered into a special collaborative relationship,” he said. In reply to a question about Pakistan going after Afghan Taliban thought to be hiding in North Waziristan, Haqqani said the country would not allow any Taliban to gather there. “North Waziristan is a part of sovereign Pakistan. There is no way we will let terrorists of any view or persuasion, whether originating from Pakistan or from other parts of the world or from our neighbouring countries congregate there,” he said. Responding to a question on Pakistan’s actions against banned outfit Lashkar-e-Toiba (LeT), Haqqani said the individuals allegedly responsible for the November 2008 Mumbai attacks were all under arrest. Pakistan, he said, has asked New Delhi to provide it with evidence in the form of allowing Indian officials, who have knowledge of this crime, to travel to Pakistan and give evidence in courts here. Haqqani said, “Our military leadership, our intelligence leadership and our civilian leadership are all on the same page.”

The leader of the militant outfit Harkat-ul-Jihad-al-Islami (HuJI), Commander Ilyas Kashmiri, has become the first Pakistani Jihadi (holy fighter) leader to have been designated by the United Nations and the United States as a ‘Specially Designated Global Terrorist’ for his alleged al-Qaeda connections, reported The News on August 9. Kashmiri is not only wanted by Pakistan and India for his alleged involvement in terrorist activities, but also by the United States. Before Kashmiri, it was Dawood Ibrahim, a billionaire gangster heading the ‘D-Company’ and wanted by India for the 1993 Mumbai bomb blasts, who had been declared a ‘Specially Designated Global Terrorist’ by the US State Department in October 2003. Much to Islamabad’s embarrassment, the US Treasury Department, amongst its reasons for naming Dawood Ibrahim as one of the world’s worst terrorists, cited intelligence reports of his connections with al-Qaeda and Lashkar-e-Toiba (LeT).

Pakistan on August 11 said it is ready to take action against Jama'at-ud-Da'awa (JuD) ‘chief’ Hafiz Saeed but added India should give "concrete evidence" that stands "legal scrutiny" and holds him responsible for the Mumbai attacks, reports Indian Express. Pakistan Foreign Minister Shah Mahmood Qureshi insisted that his country was committed to bringing the perpetrators of 26/11 to justice but could not give any specific time-frame for conclusion of the trial in the case as the judiciary is independent. India has maintained that it has provided ample evidence about Saeed's role in the Mumbai attacks and Pakistan should follow it up and initiate legal proceedings against the JuD chief. He termed as "preposterous" any "suggestion that there is some sort of nexus" between Inter-Services Intelligence (ISI) and Mumbai attacks, rubbishing the contention by Pakistani-American Laskhar-e-Toiba (LeT) operative David Headley in this regard.

August 13 reported that there is a massive conspiracy to destabilise Karachi, Pakistan’s only economic hub by jihadi (holy warrior) outfits which only recently decided to regroup and reorganise themselves to launch a series of high-profile killings and bomb blasts. Previously, Daily Times reported that the assassination of an MQM legislator, Raza Haider, was the work of Qari Zafar of the Tehreek-e-Taliban Pakistan (TTP) which resulted in killing of more than 95 persons in various targeted killings and organised attacks in Karachi. Al-Qaeda presence in Karachi was confirmed which was upset with the counter-terrorism moves by the Government. Only recently, a drone attack killed one of their top commanders and number three, Mustafa Abu al-Yazid aka al-Masri. Interestingly, for a precision attack on a certain target anywhere, a SIM-like chip has to be fixed at the spot for the missile from the drone to hit the target, which could only be possible if someone fixed that chip. Central Intelligence Agency (CIA) operational panel rallies up which leads to the conclusion that Inter Services Intelligence (ISI) who already has a vast network of operatives and assets inside Federally Administered Tribal Areas (FATA) is closely working with its American counterpart to "hound and destroy" at least, al-Qaeda in Pakistan.

Five Pakistan-based "most dangerous bad guy groups", including Lashkar-e-Toiba (LeT) responsible for the 2008 Mumbai terror attack, pose a critical threat in war-torn Afghanistan, says US special representative for Pakistan and Afghanistan Richard Holbrooke on August 13, reports Times of India. "Of course, Afghanistan and Pakistan have always been closely related," US special representative for Pakistan and Afghanistan Richard Holbrooke told "Charlie Rose" on Public Broadcasting services (PBS). "From the day Pakistan became independent they've had a bad relationship." "And now we're in a situation where the sanctuary for the Taliban in Pakistan poses the most serious of all hurdles to our objectives in Afghanistan, and also endangers our national security," he said. While the main US enemy is al-Qaida lurking "across the border in the tribal areas of Pakistan," Holbrooke said "there are about five of our most dangerous bad guy groups all grouped in this area in Pakistan where the floods are going on now." Besides al-Qaida, he identified the bad boys as Afghan Taliban, the Tehreek-e-Taliban Pakistan (TTP), the infamous Haqqani group and LeT, "a group that the Americans don't pay any attention to...but the Indians sure pay attention because it is the LeT who attacked Mumbai in December of 2008." "All based in Pakistan and they're all based in an area roughly the size of California in the tribal areas," Holbrooke said stressing the need "to retain the residual capability to strike at these groups while we build up the Afghanistan security forces" as the US draws down in Afghanistan.

Sources said that the provincial Government issued directives to all District Coordination Officers (DCO) to strictly monitor the activities of banned outfits involved in collecting donations for the flood victims. The Khyber Pakhtunkhwa Government issued the directives after receiving various reports that outlawed terrorist outfits such as the Lashkar-e-Toiba (LeT), blamed for the 2008 Mumbai attacks, the Jamaat-ud-Dawa (JuD) and others that had been collecting donations for the flood victims by using different names and by disguising their actual leadership.

Many camps have been established by these banned outfits across various points in the city. Posters, banners and flags of the Lashkar-e-Toiba (LeT) have been openly displayed in and around these camps and extremists are seen openly collecting money from citizens.
