The Lahore High Court (LHC) on April 7 directed the Punjab Government to produce sensitive reports regarding Lashkar-e-Taiba (LeT) 'commander' and mastermind of Mumbai 2008 terror attacks (also known as 26/11) Zakiur Rehman Lakhvi, reports Dawn. The court was hearing petition of Lakhvi challenging his fourth one-month detention ordered by the Okara District Coordination Officer (DCO) on March 14, 2015. Advocate Raja Rizwan Abbasi argued that the petitioner, in light of court’s direction, had filed a representation with the Home Secretary against his detention. However, he said, the secretary dismissed the representation and upheld the 30-day detention order issued by the Okara DCO. The counsel pleaded that a person could not be detained beyond 90 days without obtaining an order from review board. A provincial review board comprises judges of the high court. He pointed out that the trial court had released the petitioner on bail in December 2014, however, the Islamabad District Magistrate issued detention order against him. Later, he said, Islamabad High Court had set aside the petitioner’s detention and ordered the government to release him. However, another detention order was issued by the Okara DCO and the petitioner was not released, the counsel added. He asked the court to strike down the impugned order and order the government to release the petitioner. The court directed the government’s counsel to submit record of secret documents about activities of Lakhvi on April 9, 2015.

The Lahore High Court on April 9 dismissed the detention orders of Lashkar-e-Taiba 'commander' and mastermind of Mumbai 2008 terror (also known as 26/11) attacks Zakiur Rehman Lakhvi, and ordered his release, reports Dawn. The court was hearing a petition of Lakhvi challenging his fourth one-month detention ordered by the Okara District Coordination Officer (DCO) on March 14, 2015. The Punjab Government had previously maintained the stance that Lakhvi has been detained based on 'sensitive information' provided by Intelligence Agencies. Justice Anwarul Haq had directed the government's counsel to submit records of the information to the court, which was also presented in the Islamabad High Court (IHC) on which the IHC had ordered Lakhvi's bail. The court upheld the stance that if this sensitive information was reliable, the IHC would not have accepted Lakhvi's bail. Therefore, the LHC ordered Lakhvi's release based on the lack of reliability of the sensitive information provided and directed the accused to pay PKR 20 lakhs in surety bonds to Adiala Jail in Rawalpindi District.

States on April 12 warned Pakistan that there may be consequences for freeing Lashkar-e-Taiba (LeT) 'commander' and mastermind of Mumbai 2008 terror attacks (also known as 26/11), Zakiur Rehman Lakhvi, reports Dawn. On April 11, 2015, the Lahore High Court (LHC) set aside official orders to keep Lakhvi in prison and set him free. Later on April 12, 2015, Foreign Office spokesperson Tasnim Aslam blamed India for the release, saying that New Delhi’s “inordinate delay” in providing evidence of Lakhvi’s involvement in the attack “weakened the prosecution’s case”. At the State Department, spokesperson Jeff Rathke indicated that such explanations were not enough to satisfy the US administration. “We are gravely concerned about the release on bail of alleged Mumbai attack mastermind Zaki-ur-Rehman Lakhvi,” he said, adding, “We have communicated that concern to senior Pakistani officials over the course of many months, and as recently as yesterday.” “We urge Pakistan to follow through on that commitment to ensure justice for the 166 innocent people, including six Americans, who lost their lives,” he said. Asked if the US could also take steps, such as cancelling the billion-dollar arms deal announced on April 7, 2015, to persuade Pakistan to re-arrest Lakhvi, the official said: “I’m not going to speculate about consequences or repercussions from the podium, but I think I’ve made clear that we’re gravely concerned about this development.” The State Department official, however, refused to say how soon the States would take measures, if any, to bring Lakhvi back in the prison. “I’m not going to put a timeline on it. But certainly, bringing the perpetrators of the Mumbai terrorist attacks to justice is a key priority. And we stand by that. So we’ll continue working in that direction,” he said.

The Islamabad High Court (IHC) on April 13 ordered the Anti-Terrorism Court (ATC) to conclude in two months a terrorism case against Lashkar-e-Taiba (LeT) 'commander' and mastermind of Mumbai 2008 terror (also known as 26/11) attacks, Zakiur Rehman Lakhvi, reports Dawn. A Division Bench, headed by Justice Noorul Haq Qureshi, also bound the defence lawyers to ensure their presence in every hearing otherwise the high court would be left with no choice but to accept the federal government’s plea to cancel the bail granted to Lakhvi. ATC judge Syed Kausar Abbas Zaidi on December 18, 2014, granted post-arrest bail to Lakhvi. Later, the federal government issued Lakhvi’s detention orders that were further extended on January 18 and February 18 for 30 days each. Subsequently, the Government through the Federal Investigation Agency (FIA) challenged the ATC decision in the high court and maintained that the trial court had ignored the testimony available with it in the Mumbai attacks case. Special prosecutor Azhar Chaudhry and Abu Zar Pirzada appeared on behalf of the FIA and requested the high court to cancel the bail, arguing that the trial against Lakhvi would be concluded soon.

A senior leader of Jama'at-ud-Dawa (JuD), Maulana Ameer Hamza, was barred from travelling to Saudi Arabia on April 14 by Federal Investigation Agency (FIA) Immigration officials at Allama Iqbal Airport in Lahore as his name was on the Exit Control List (ECL), reports The News. Hamza was traveling to the kingdom along with his wife Bushra for performing religious obligations. The name of Ameer Hamza was put on the ECL by the Federal Ministry of Interior on the request of Punjab Home Department. Afterwards the JuD leader was brought to FIA headquarters for necessary legal actions. Although FIA officials have no clue when his name was put on the ECL and for what reasons, sources in the FIA claimed that his name was put on ECL sometime back. Sources said leaders of tier-I and tier-II of different religious parties were put on the ECL on the request of the Home Department Punjab and Ameer Hamza could be one of them. The passport of Hamza had also been confiscated, they maintained.

An unnamed Government official on April 14 said that the Punjab Government will challenge in Supreme Court (SC) the release of Lashkar-e-Toiba (LeT) 'commander' and mastermind of Mumbai 2008 terror (also known as 26/11) attacks accused Zakiur Reham Lakhvi, by the Lahore High Court (LHC) on April 9, 2015, reports The Express Tribune. On April 9, a single judge of the LHC ordered Lakhvi’s release after suspending his detention under the Maintenance of Public Order (MPO) issued by Okara’s top administrator on March 12, 2015. Lakhvi had been in detention for over five years for his involvement in 26/11 attacks. An insider in the Punjab Advocate General office said that the draft of the appeal has been prepared and it will be filed in the SC within a couple of days. It states that Lakhvi is the 'operational chief' of LeT. His release is against the United Nations (UN) resolutions, argues the appeal to be filed on behalf of the Punjab Home Secretary, Okara District Coordination Officer (DCO) and Adiala Jail superintendent. The Government, it says, is responsible for maintaining peace in the society and the courts have no authority to intervene in this matter.

Lashkar-e-Toiba founder and Jamaat-ud-Dawa (JUD) 'chief', Hafiz Muhammad Saeed while addressing a public meeting in Gujranwala District on April 15 asked workers to stress members of Parliament to withdraw the resolution of neutrality and announce support to Saudi Arabia in the ongoing conflict, reports The News. Hafiz Saeed said that the conflict between Saudi Arabia and Yemen was a war between right and wrong and all Muslims should stand by Saudi Arabia. He said only ignorant people term it others’ war, it is our war and we should stand by Saudi Arabia against the rebels of Yemen. He announced a drive from Gujranwala to contact masses to create an awareness in this regard. Saeed said it is our moral and religious duty to defend the holy places and stand by Saudi Arabia in the war again rebels and help restore the lawful government in Yemen.

The Lashkar-e-Toiba (LeT) founder and Jama'at-ud-Dawa (JuD) 'chief' Hafiz Muhammad Saeed held a rally in support of Kashmir separatist leader Masarat Alam in Lahore on April 17, reports IBNLIVE. This rally came right after Alam was arrested for raising pro-Pakistani slogans and waving Pakistani flag in Srinagar on Syed Ali Shah Geelani's return from Delhi. Despite the arrest, Alam remained defiant and said that the scheduled rally in Tral against the death of a youth in an encounter with Army will continue as planned. Separatist leader Syed Ali Shah Geelani though remains under house arrest. Both the Hurriyat hardliners were slated to hold a rally in Tral. The action comes after the Bharatiya Janata Party, an ally in the Jammu and Kashmir Government, threatened to skip the next Cabinet meeting if Masarat was not arrested. Masarat Alam has been booked under the Unlawful Activities Prevention Act.

Speaking during an interview with Pakistan's Channel 24, Saeed said, “There are lakhs of people in Kashmir who are demanding freedom. If the Indian government resorts to firing then we will also retaliate in a strong manner.” “We support Pakistan, Pakistan government and Pakistan Army in their effort to help the people of Kashmir who don't have freedom. And we call it jihad,” he added. Saeed said further, “Pakistan and its government have always maintained that people of Kashmir should get their rights. Whatever the Pakistani government does to achieve this is jihad for us and we support Pakistan, Pakistani government and Pakistani forces.”

Pakistan-based Lashkar-e-Taiba's (LeT) 'technology chief' Zarrar Shah and his fellow militants continue to direct terrorist activity from behind bars under Inter-Services Intelligence's (ISI) watch, setting up in jail in Pakistan's Rawalpindi a control room like the one in Karachi to oversee the 26/11 (November 26, 2998) Mumbai (Maharashtra) attacks, a report said, The Times of India reports on April 23. A report in Frontline titled 'The Hidden Intelligence Breakdowns Behind the Mumbai Attacks' says six years after the 26/11 attacks that brought Mumbai and India to a standstill, the masterminds are still "at large in Pakistan protected by the ISI, an intelligence service that is nominally a US ally." "Even the defendants behind bars are still a threat. Shah, Lashkar's technology and communications chief, and his fellow militants continue to direct terrorist activity from the prison," the report quoted current and former Western and Indian counter-terror officials as saying. "They're able to continue operating unfettered there," former State Department intelligence analyst Tricia Bacon said in the report.
