A top Al Qaeda leader whose links stretch from Afghan terrorist training camps to extremist networks operating throughout Europe has been arrested in Pakistan, according to a US law-enforcement official. Mustafa Setmarian Nasar, a Syrian who also holds Spanish citizenship, was captured during a November 2005 operation in Quetta that left one person dead, said the American official, according to AP. Pakistani officials said on May 2 that Nasar has since been flown out of Pakistan to an unspecified location. The American official said Nasar, also known as Abu Musab al-Suri, may now be in US custody but did not specify where. Nasar had a $5 million US bounty on his head.

According to Daily Times, a message from Al Qaeda leader Osama bin Laden was distributed in the Miranshah and Mir Ali bazaars of North Waziristan on May 6, calling on Pakistani Muslims to help “the oppressed people of Waziristan”. The message was printed on pamphlets which enjoined the receiver to print more copies and distribute them to everyone. The message reads: “Pakistani Muslims, May Allah reward you and bless you for what you did for your brothers affected in the October 8 earthquake. It is incumbent upon you to come forward and help the great sons of tribal Pakhtuns whose houses have been demolished by the Pakistani army to please the US government… I pray to Allah Almighty to accept the martyrdom of those who laid down their lives in jihad and give health to the injured and bless their families. I also pray to Allah to punish Bush, Pervez Musharraf and their forces and give them the punishment that they deserve besides giving an opportunity to one of the lions of Islam to kill Bush’s slave in Pakistan.” Apart from the message, the pamphlet contains verses from the Holy Quran and the name of the militant outfit Mujahideen Amaraat Islamia Afghanistan.

Pakistan is not doing enough to help neutralise the Taliban and Al Qaeda leaders who have found safe haven in its lawless tribal lands along the Afghan border, a senior US security official said on May 6, according to Daily Times. Most Al Qaeda and Taliban leaders are in Pakistan, and while the United States did not know where Osama bin Laden was hiding, he was probably on the Pakistan side of the border, said Henry Crumpton, State Department coordinator for counter-terrorism. “Has Pakistan done enough? I think the answer is ‘no’,” Crumpton told a news briefing in the Afghan capital Kabul. “Not only Al Qaeda, but Taliban leadership are primarily in Pakistan, and the Pakistanis know that,” Crumpton added. Crumpton said eliminating terrorist safe havens in Pakistan’s tribal lands was crucial. “It’s something we have to help the Pakistanis work through because it cannot remain a safe haven for enemy forces… Right now, parts of Pakistan are, indeed, that”, he said.

United States helicopter gun-ships wounded at least three Pakistani labourers in a missile strike against suspected Taliban operatives in South Waziristan on May 8, according to Daily Times. The three were brought to the border town of Angoor Adda from a nearby mountain where they had been mining for minerals, but another eight men were unaccounted for, said unnamed officials. However, the US military later said that the air strike killed four suspected Taliban or Al Qaeda fighters. US ground troops later found the operatives dead and captured a fifth, Lt-Col Paul Fitzpatrick said at the US military base at Bagram outside Kabul in Afghanistan. The attack was launched after US and Afghan forces spotted a group of suspected militants loading a truck with rockets stored in a cave in the Bermel, Paktika. Fitzpatrick said, “We sent a ground force to the cave and found four dead enemy combatants and captured one combatant. It was close, it was within a kilometer or so of the border, but it was clearly within Afghanistan.” Maj. Gen Shaukat Sultan of the Pakistani Army denied news about the border violation, saying no incident took place there.

Jamaat-ud-Dawa (JuD) chief Hafiz Mohammed Saeed accused the United States on May 9 of pandering to India and being anti-Islam by branding the charity he runs as a terrorist organisation. “All this is being done at the behest of India,” Saeed told Reuters in his first interview since the US State Department outlawed the Jamaat-ud-Dawa charity and one of its affiliates, Idara Khidmat-i-Khalq, on April 28, 2006. “This decision is part of the anti-Islam attitude of America. Our only sin is that we are Muslims,” said Saeed. He claimed he had severed his links with the Lashkar-e-Toiba (LeT). “Jamaat is not involved in any terrorist activity inside or outside the US,” Saeed said, speaking by telephone from Lahore. He said his charity only gave moral support to those fighting foreign occupation in Afghanistan, Iraq and Kashmir. Pakistan banned the LeT in 2002 after the United Nations put it on a list of groups associated with the Al Qaeda. Saeed resigned from Lashkar and became head of the JuD. The US has said that the Jamaat-ud-Dawa is just a front for the Lashkar-e-Toiba.

One of the bombers may have also traveled to Waziristan, they said. A British official report published on May 11 said two of the attackers, Mohammad Sidique Khan and Shehzad Tanweer, were in Pakistan from November 2004 to February 2005 and likely had contacts with Al Qaeda and received “operational training”.

Security agencies arrested more than 1,000 Al Qaeda suspects between January 2002 and May 2006, according to a study conducted by the Pakistan Institute of Peace Studies (PIPS). Of the arrested men, 70 belonged to Algeria, 86 from Saudi Arabia, 20 from Morocco, 22 from the United Arab Emirates, 11 from Libya, seven from Kuwait, 20 from Egypt, 28 from Indonesia, 18 from Malaysia and 36 others from West Asian countries. 18 of those arrested belonged to western countries: Five from the United States, two from Australia and 11 from the United Kingdom. They also included an unknown number of French and German citizens. The study is based upon media reports and does not include arrests of Afghans and Pakistanis involved in clashes with Pakistani security forces in tribal areas, reported Dawn. The study included only important Pakistani and Afghan members of Al Qaeda from these areas. Moreover, the security forces also killed more than 1,000 Al Qaeda members in operations in Pakistan, the PIPS report said. However, the report said, Pakistan Government had announced the arrests of only 660 Al Qaeda operatives.

Rejecting reports of Osama bin Laden’s presence in the remote Kumrat Valley of the district Dir Upper in North West Frontier Province (NWFP) and the threat of a possible US attack against the Al Qaeda chief as baseless, Interior Minister Aftab Ahmad Khan Sherpao on said on May 28, “There is no such threat.” “These are mere speculations, mostly raised by the Hamid Karzai-led Afghan government. There is no possibility of presence of Osama, or his men in the forests and hard terrains of Dir Upper, or anywhere else in the country. Hence there is no threat of any attack by coalition forces,” Sherpao told reporters after his address to a tribal council in the Mohmand tribal agency in NWFP, The News reported. Hamid Karzai and his Government functionaries, instead of leveling allegations against Pakistan to hide their failure, should put their own house in order, he said. “Pakistan has been extending maximum cooperation and assistance to Afghanistan for restoration of peace in the war-ravaged country, as a stable Afghanistan is vital for us also,” he added.
