In a dramatic turn of events on October 3, amid a press conference organized in Kathmandu, the chiefs of three left political parties - Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) and Naya Shakti Party-Nepal (NSP-N) - formed an electoral alliance to contest the upcoming Provincial and Parliamentary elections, reports The Himalayan Times. Reading the agreement, CPN-Maoist Center leader and Minister for Home Affairs Janardan Sharma said that after allocating the share of candidacy for the House of Representative elections, it would be divided into 60:40 ratios. Reading a six-point agreement, Sharma said that the three parties would merge and form a sole communist force after the elections. “An eight-member unification coordination committee would be formed immediately to facilitate preparations for the merger, which the party said would be held as soon as possible after the polls.”

CPN-UML leaders Bhim Rawal, Pradeep Gyawali; CPN-Maoist Center leaders Narayankaji Shrestha, Dev Gurung, Bishwabhakta Dulal; and NSP-N leaders Dambar Khatiwada and Laxmi Devkota are members of the election manifesto drafting committee. The Unity Coordination Committee also decided that the three parties would file candidacies under proportional representation electoral system separately.

An alliance of 33 fringe political parties on October 5 decided to take part in the upcoming elections to the House of Representatives and State Assemblies with the election symbol of ‘sickle and hammer’, the symbol of Communist Party of Nepal-Maoist Centre (CPN-Maoist Center), reports Kathmandu Tribune. The 33-party alliance coordinator Yubraj Safal said they had decided to take part in the elections with the election symbol of the CPN-Maoist Center, welcoming the decision to form the leftist alliance terming it as the ‘progressive force’.

Rastriya Prajatantra Party (RPP) on October 9 decided to extend its support to Sher Bahadur Deuba Government who is busy in an exercise to cobble together an effective coalition to counter a left electoral alliance formed by his coalition partner, the Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre) and the main opposition Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), reports Kathmandu Post. The RPP has 18 seats in Parliament. “In the wake of a communist alliance, the remaining parties are left with no option than to form their own coalition. Our support to the government is a step towards forming a democratic alliance,” said RPP Vice Chairman Buddhiman Tamang.

Communist Party of Nepal-United (CPN-United) and CPN-Maoist Centre at a formal function organized in Kathmandu on October 11 announced unification between the two leftist forces to bolster their performance in the upcoming polls, reports Republica. CPN-Maoist Centre Chairman Pushpa Kamal Dahal and CPN-United Chairman Ganesh Saha announced the merger between the two. The two leftist leaders also signed a joint press statement mentioning their unification. Addressing the function, Dahal described the merger as a step ahead toward what he called “the socialist revolution”. He said that the grand alliance of the leftist parties will pave the way for political stability and economic prosperity.

as a part of his plan to reshuffle the cabinet and relieve the Ministers representing CPN-Maoist Center of their portfolios, Prime Minister Sher Bahadur Deuba on October 13 wrote to the Office of President, informing his decision to induct eight Ministers including four State Ministers from RPP in his cabinet, reports Republica. The RPP had extended its support to the Government after the coalition partner CPN-Maoist Center decided to forge electoral alliance with the main opposition party, CPN-UML. Deuba plans to appoint RPP Chairman Kamal Thapa as Deputy Prime Minister, and Dilanath Giri, Jayanta Chand and Bikram Bahadur Thapa as Ministers without portfolio; and Kunti Shahi, Bhaskar Bhadra, Sushil Shrestha and Kanta Bhattarai as State Ministers, according to his press advisor Gobinda Pariyar.

The meeting concluded that the Government was formed with the aim of conducting elections and the party should not run away from its responsibility. Concluding that Government expansion just ahead of the elections was violation of the polls code of conduct, the party decided it had to remain in the Government to ensure successful elections, according to CPN-Maoist Centre leader Pampha Bhushal.

Leaders of these parties reached the EC Office to submit the list. The EC had fixed the time for submitting the closed list from 10:00 am to 5:00 pm. Worried about the lack of progress in terms of dispensing transitional justice to conflict victims, Minister Krishna Bahadur Mahara said “We have had a discussion about the issue with ambassadors of different countries. The Energy Ministry has been assigned to RPP Chairman and Deputy Prime Minister Kamal Thapa, while RPP leader Dipak Bohora has been given the Health portfolio. Other ministers from RPP include Jayant Chand (Supplies), Dil Nath Giri (Urban Development), and Bikram Bahadur Thapa (Women, Children and Social Welfare).
