The explosive devices were detected on the way when UCPN-M leader Dr Baburam Bhattarai was returning to Kathmandu from Surkhet District. A bomb disposal team of the Nepal Army (NA) defused the bombs. Police speculated that the bomb might have been placed by Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya).

The transport service was completely shut in the mountainous Districts including Dadeldhura, Baitadi, Darchula, Doti, Achham and Bajura. However, light vehicles and motorbikes used for the election purpose are seen plying on the road. CPN-Maoist-Baidya enforced the shutdown demanding the release of its cadres arrested while protesting and disrupting processes of the November election.

The driver and owner of the hired vehicle were inside the vehicle during the arson but managed to jump off the burning vehicle, which was destroyed in the incident. Likewise, UCP-M candidate of Sunsari District, Ram Kumari Chaudhary’ s vehicle, Ko 1 Cha 5851, was also set on fire by an unidentified group. Police have launched a manhunt to nab the assailants.

Six Police constables were injured in a clash that took place between Police and cadres of Young Communist League (YCL), the youth wing of Unified Communist Party Nepal-Maoist (UCPN-M) in Dunai, the district headquarters of Dolpa District on November 2, reports Republica. The clash reportedly took place after the YCL cadres were asked by the Police to not move around in groups at night. Following the clash, Police arrested 49 YCL cadres.

UNCP-M Chairman Pushpa Kamal Dahal at a press conference in Pokhara city of Kaski District on November 2 (today) floated a proposal to offer the CPN-Maoist-Baidya party 26 seats in the Constituent Assembly (CA) to be formed after the election, reports Kantipuronline.com. Dahal’s proposal came at a time when a section of the political and civil society leaders are reaching out to the CPN-Maoist-Baidya with a hope to reach to a breakthrough before the elections. Dahal said “We must come up with some ways to address Baidyaji’s demands. If they have some special demands that could be addressed in the new CA, the 26 seats [to be nominated by the Cabinet formed after the election] provide one possible room to address their demands.”

Insisting that the two parties were never for keeping the CPN-Maoist-Baidya out of the political process, they said much will depend on the poll-opposing party to be part of the process. Leaders of the two parties, however, are sceptic over the intention of Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal, who on November 1 said that the break-away party could be offered 26 seats to be nominated by the Cabinet in the CA.

a group of unidentified people opened fire while a team of Unified Communist Party of Nepal-Maoist (UCPN-M) cadres led by Sankhuwasabha Constituency No 2 candidate Rajendra Kumar Kiranti were returning from a poll campaign in Jaljala Village Development Committee (VDC) on November 9, reports The Himalayan Times. Police recovered an SLR rifle, 11 rounds of bullets, some wires and a battery used to make bomb from a forest area near the incident site. Police said the attackers had also hurled stones at the vehicle ferrying Kiranti. Fortunately no one was hurt in the incident.

In a meeting held at UCPN-M leader Krishna Bahadur Mahara’s residence in Kathmandu on November 24, Communist Party Nepal-Maoist (CPN-Maoist-Baidya) Chairman Mohan Baidya suggested UCPN-M Chairman Pushpa Kamal Dahal not to retract from its decision of boycotting the Constituent Assembly (CA), reports Kantipuronline.com. Following its loss in the CA election, the UCPN-M approached its breakaway faction with the proposal to collaborate in post-poll political activities. The CPN-Maoist-Baidya has agreed to forge a ‘working alliance’ with the UCPN-M on a condition that the latter sticks to its earlier decision to boycott the poll results entirely. Baidya said that his party is ready to forge an alliance with Dahal if he corrects the line of the party. Dahal, on November 22, had announced that his party would stay away from the CA process if the Government and the other parties do not agree to go for a review of the poll process.

The NC and the CPN-UML are yet to hold formal talks on Government formation. While the CPN-UML leaders are silent over which party should be leading the Government, NC leaders say the mandate was in favour of their party. “The Nepali Congress will lead the government,” Dr. Minendra Rijal of NC told The Hindu. Gombu Sherpa, the defeated Unified Communist Party of Nepal-Maoist (UCPN-M) candidate moved the court after Judges Kalyan Shrestha, Girish Chandra Lal and Sushila Karki took the oath administered by Acting Chief Justice Ram Kumar Prasad Shah. According to the complaint, counting began with the all party decision in the absence of his party’s representatives, after ballot boxes were collected from various police posts, including Sukepokhari, Sotang, Nele, Khastap, Nechabetghari, and Goli. At a meeting with senior leaders of the disgruntled parties over the election results, top EC officials made it clear that the EC does not possess legal authority to probe into any irregularity. The EC maintained that there was a constitutional arrangement for addressing any issues related to the poll results. CPN-UML chairperson Jhalanath Khanal met with NC president Sushil Koirala and discussed various aspects of the co-work. On the occasion, Khanal requested Koirala to take the lead to form a coalition Government and lead the constitution making process.
