Nepal News reports that the senior Unified Communist Party of Nepal-Maoist (Unified CPN-Maoist) leader and Finance Minister Baburam Bhattarai on May 1 said his party is firm in its resolve to take action against the Chief of Army Staff (CoAS) Rookmangud Katawal even if it has to quit the Government. Addressing a May Day function organised by the Maoist-affiliated All Nepal Trade Union Federation (ANTUF), Bhattarai said the Government would take action against the CoAS at any cost in order to safeguard civilian supremacy. He added, “If the President tries to veto the decision by misinterpreting the constitution he will face the fate of (former king) Gyanendra.” He also warned of “another revolution” if attempts were made to curtail the peaceful political transformation.

Government spokesperson Krishna Bahadur Mahara told reporters that “Until an arrangement is made, General Kul Bahadur Khadka will work as acting Army Chief.” The Cabinet meeting was boycotted by several parties, including the CPN-UML, the Madhesi Janadhikar Forum and the Sadbhavana Party Nepal, supporters of the coalition Government that was formed in August 2008, saying it was the Maoists’ decision alone. Later, the UML’s central committee meeting decided to pull out from the Government.

In a video telecast by Kathmandu-based Image Channel in the afternoon of May 3, the Maoist chairman Prachanda is seen telling Peoples’ Liberation Army (PLA) combatants in a meeting at Shaktikhor located cantonment in Chitwan how the party swindled all into believing that the number of PLA was 35,000 when it was actually not more than 8,000, ultimately leading to the increase in PLA's strength rather than its reduction as has been assumed. Prachanda is seen further justifying the inflated figure in the video which the channel claimed was from January 2, 2008 when the Maoists were an important constituent of the Girija Prasad Koirala led interim Government. He said that apart from the PLA, which he said is now already a "regular army", the party has also formed Young Communist League (YCL) comprising thousands of youths despite various difficulties and "who now add to our strength". The Maoist chairman also revealed that a significant share of the money that will go to "our martyrs" in villages throughout the country and the PLA in cantonments will be used by the party to prepare for revolt and ultimately capture the state. "You all know that if we have enough money in our hands we can prepare a good battle plan. So, the party needs a good amount of money for the revolt," he said. He further said that though the party may appear to have again reached a compromise (with the state and political parties), "but if you look deeply then you will know how seriously the party is preparing for the ultimate revolt". Claiming that PLA combatants are "politically aware", he said even a small number of their entry into the Nepalese Army is enough to establish a complete Maoist control over the Army. This was why Chief of Army Staff Rookmangud Katawal was against our soldiers’ entry into the Army, he said. Prachanda said his party would clarify the contents of the video tape.

The Maoist-led coalition Government removed the Chief of the Army Staff (CoAS), General Rookmangud Katawal, on May 3, 2009, The Hindu reported. The major coalition partner, the Communist Party of Nepal (UML), has consequently withdrawn support to the Government. Two weeks ago, the Government asked for a clarification from General Katawal saying he violated its orders on three issues — recruitment in the Nepalese Army, extension of eight Army brigadiers’ tenure, and the Army’s withdrawal from six events in which it had to play against the People’s Liberation Army (the Maoists’ Army) in the Fifth National Games. The Government felt that the Army Chief disregarded civilian supremacy and challenged the Maoist-led Government. The Defence Ministry gave General Katawal 24 hours to clarify. Two weeks later, the Government concluded that the clarification General Katawal submitted was not satisfactory and a Cabinet meeting on May 3 decided to dismiss him.

A meeting of the party secretariat held at Baluwatar following PM Prachanda’s resignation decided to launch the agitation in favour of democracy and civil supremacy. An all-party meeting was called by the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), the third largest party in the CA, but the Unified communist Party of Nepal Maoist (Unified CPN- Maoist) and the Madheshi Janadhikar Forum (MJF) did not take part. CPN-UML chairman Jhalanath Khanal told reporters that his party would request the Maoists also to join the Government. The Nepali Congress had already said it was ready to support the CPN-UML in Government formation. Khanal said some other parties had also requested them to lead the Government. "But we will try to forge consensus on forming a national Government," he said.

Organising a press conference over the videotape of his lecture to Peoples’ Liberation Army (PLA) commanders some 16 months ago, outgoing Prime Minister and Maoist chairman Prachanda on May 6 said his party had three tiers of armed forces - central and regional as regular armed forces and militia that numbered well over 100,000, reports Nepal News. Prachanda said what he mentioned in the tape that real strength of the PLA was 7,000 to 8,000 was only the number of the 'central regular armed force'. He argued that the broadcasting of the videotape, containing his speech in a different political situation, is a reactionary ploy to cover up the unconstitutional move of President Ram Baran Yadav and to jeopardise the peace process. Prachanda also reiterated his commitment to the peace process and constitution-drafting which will transform the country into a federal republic. Claiming that some elements have been trying to push them again towards war, he said under no circumstances will they end the peace deal to start violence again.

"On the surface it looks like an attempt to bring down the Maoist-led government, but their intention is to disrupt the peace process. They want to push the country into disarray," Prachanda said, addressing a mass meeting organised by his party at Kathmandu's Khula Manch on May 17. The mass meeting preceded by protest rallies across the town was part of the protest against the President's order to reinstate the army chief sacked by the government. However, Prachanda said the Maoist party would not backtrack from the peace process despite being provoked to do so. "We will fight peacefully to make sure that the new constitution is drafted and peace process concluded," he said.
