Union Home Minister P. Chdambaram on September 1 reiterated that he always hoped that United Liberation Front of Asom (ULFA) will make a formal offer for talks, according to Assam Tribune. He said that Government’s interlocutor P.C. Haldar had some talks with some ULFA leaders. On recent clashes in Assam-Arunachal Pradesh border, Chidambaram said it is true that some clashes have taken place. Since then representatives of both the State Governments have met and joint patrolling of the inter-State border have started, he said without elaborating about the role of National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) militants. Senior officials admitted that they have reports of the NSCN-IM militant too being involved in one or two incidents. About the talks with the NSCN-IM, the Union Home Minister said talks were going on between the Government’s interlocutor, R S Pandey and the Naga militant leaders. When asked about the ongoing economic blockade in Manipur, Chidambaram said on the request of the Governments of Manipur and Nagaland, six companies each of Central Reserve Police Force (CRPF) and Border Security Force (BSF) were deployed for security of National Highway-39 and 53.

Sources said that the Government of India has not softened its stand on the issue. On September 7, the Meghalaya Police recovered three foreign-made pistols with ammunition, 69 rounds of live medium machine gun (MMG) ammunition stored in a box, a laptop, a solar plate, two wireless sets and documents belonging to United Liberation Front of Assam (ULFA) cadres after an operation against the militants holed up at Danal Dasik in the Songsak area in East Garo Hills District, reports Telegraph. The Police said there were around six militants belonging to ULFA’s ‘109th battalion’ in the hideout in Songsak, who managed to escape leaving behind the ammunition following counter-insurgency operations. The Police said ULFA’s ‘109th battalion’ is quite active in Garo hills which is being used by the outfit as a corridor to ferry arms and ammunition to Assam. The militants cross over to South and West Garo Hills from Bangladesh. The Police also fear that the militant groups active in Garo Hills like the Garo National Liberation Army and Liberation of Achik Elite Force (LAEF) which have links with ULFA, can use the weapons in Meghalaya to create law and order problems. “We are concerned about the stockpile but committed to check the trend as these arms may be used against soft targets in Assam,” the Police official added.

Four United Liberation Front of Asom (ULFA) militants, including a woman, were arrested by Tinsukia Police on an unspecified date, reports Sentinel. They were produced before the Tinsukia court on September 13. They were identified as Janmoni Moran (24), Ramesh Konwar (22), Rubul Moran (27), Khagen Konwar (23) and Jayanta Handique (26). They were arrested on charges of serving extortion notes to various citizens of Tinsukia, one of them being a teacher in Makum, who was asked to pay INR 0.2 million. A number of extortion notes and other incriminating documents were recovered by Police from the residence of Janmoni Konwar. During interrogation, she revealed that Khirod Konwar and Jayanta Handique were former ULFA militants.

‘Self-styled sergeant’ of the United Liberation Front of Asom (ULFA), Myke Antony alias Rajib Saikia who led the outfit’s medical wing in Myanmar, surrendered before the Eastern Command Counter Intelligence Unit of the Army in Tezpur of Sonitpur District on September 14, reports Telegraph. Saikia said most of the cadres of the outfit in Myanmar were depressed, particularly after the arrest of some of ULFA’s top brass. “There are about 150 cadres in Myanmar now, including 15 women. Almost 75 per cent of these cadres are desperately looking forward to come back to the mainstream,” he added.

A six-member group of suspected United Liberation Front of Asom (ULFA) militants abducted a tea planter, Ajay Kumar Subba (45), at Borbheta from Mahakali Tea Estate in Tinsukia District on September 14, reports Telegraph. He is nephew of former Member of Parliament (MP) belonging to Congress party Mani Kumar Subba. Ajay Kumar Subba is also the chief adviser to the All Assam Gorkha Students Union and the secretary of Asom Gorkha Sanmelan. Tinsukia additional Superintendent of Police Mukul Saikia, said, “We (the police) rule out the involvement of Ulfa in the abduction. We have some information that Subba’s abductors have not been able to take him out of the district. Therefore, we have launched a massive search in certain pockets”. Security Forces (SFs) are of the view that many gangs are operating in the name of ULFA and investigations have led to the involvement of some petty goons in most of these cases.

Assam Tribune added that Rajib Saikia had been providing medical cover from 2002 to 2010 to all cadres of ULFA at three camps in Myanmar, namely ‘28th battalion’ headquarters at Panshu and Meenakshu, ULFA council headquarters at Nyamung and Akran camp at Panchu. The surrendered cadre said that he was given duties to impart guerrilla training and medical training to the new recruits. Rajib further added that, the ULFA cadres were frustrated after arrest of their top leaders. He had met Jibon Maran at Myanmar camp, he added. Moreover National Democratic Front of Bodoland (NDFB), National Socialist Council of Nagaland – Khaplang (NSCN-K), Kanglei Yawol Kanna Lup (KYKL) camps are situated there. Two militants of the United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) surrendered before Border Security Force (BSF) Inspector-General, Assam and Meghalaya frontier, R.C. Saxena, in Shillong on September 20, according to Telegraph. The duo deposited two 7.65-mm pistols, two magazines and eight rounds of ammunition. The ULFA cadre, Mahesh Bora alias Biman Kalita, joined the outfit in 2006 and got training in a camp at Papong Basti in Myanmar along with another 50 cadres for six months. “At present, there are about 150 cadres in the Myanmar camp,” Bora said. The NDFB cadre, Jadhav BoroaliasJadhan Mesh, joined the outfit in 2003, motivated and persuaded by his colleague KhobaiBoroalias Doctor. Jadhav was a ‘self-styled corporal’ in the group. He was trained for three months in Bangladesh along with 12 other cadres.

The arrested militants include ‘lieutenant’ Bhaiti Baruah alias Apurba Baruah, ‘lieutenant’ Anu Buragohain, ‘captain’ Pradyut Gohain, ‘captain’ Biju Deka, ‘second lieutenant’ Anjan Borthakur and ‘commander-in-chief’ Paresh Baruah’s body guard Kotia.
