Sentinel reports that the United Liberation Front of Asom (ULFA) has planned to execute a series of disruptive acts in the Dibrugarh district during its ‘foundation day’ on April 7. The report added that a group of 10 ULFA militants headed by hardcore militant Madhurjya Gohain are already moving around Tingkhong, Tengakhat, Khowang and Sasoni areas in the district and waiting for an appropriate situation to trigger bomb blasts and kill innocent persons. Militants have also reportedly intensified their extortion activities and have set a target of extorting around INR 50 00000 in the entire district.

The United Liberation Front of Asom (ULFA) hoisted its flags at several places in the State on the occasion of its ‘raising day’ on April 7, according to Telegraph. The outfit’s activists and supporters began the operation on April 6-night and carried it out till the wee hours of the next day in Assam and Arunachal Pradesh. The Deputy Inspector General of Police (Eastern Range) L.R. Bisnoi confirmed that the ULFA had hoisted flags. Police said the flags were raised in over a hundred villages and in several towns in Assam. In Arunachal Pradesh, they were unfurled in the Chowkham area of Lohit district. ULFA’s chairman, Arabinda Rajkhowa, also appealed to all ethnic groups and communities to unitedly fight for a "sovereign Assam."

At least 30 powerful grenades and detonators fitted with time devices meant for the United Liberation Front of Asom (ULFA) were seized from three persons, including a Bhutanese, in the Nalbari district near the India-Bhutan border on April 8, according to PTI. Assam Police Deputy Inspector General (Central Western Range), G. P. Singh, said that the three persons were arrested from an auto-rickshaw at the Rongiya bus stand. The explosives were hidden in a bag and were meant for the ULFA's 27th battalion based on the northern bank of the Brahmaputra for carrying out subversive activities.

The Government of Assam decided on April 9 to offer safe passage to the United Liberation Front of Asom (ULFA) militants during the Bihu (New Year festival) in an attempt to revive the stalled peace process with the outfit, reports Telegraph. According to sources, the Government’s decision has been guided by the outfit’s "non-action" in the run-up to and on its ‘raising day’ on April 7, an occasion when the outfit usually heightens its operations. The Government also apprised the Governor, Ajai Singh, of its intention and is now waiting for his advice before recommending the move to the Union Home Ministry.

One suspected United Liberation Front of Asom (ULFA) militant was shot dead by the Army personnel who retaliated when eight suspected ULFA cadres opened fire on them at upper Dihing Reserve Forest in the Tinsukia district on April 12, reports Sentinel. One pistol and one magazine were recovered from his possession. According to Army sources, ULFA leader Lalan Moran and a few cadres of the outfit were reportedly noticed in the nearby areas.

The Centre has confirmed that the United Liberation Front of Asom (ULFA) leaders are carrying out business activities in Bangladesh, Assam Tribune reported. The Union Minister of State for Home Affairs, Radhika V Selvi, informed the Rajya Sabha (Upper House of Parliament) on April 16 that inputs suggest that the ULFA has been using the territory of Bangladesh to procure and smuggle arms and explosives into India. The Minister was replying to a question on whether ULFA commanders have a vast network running seven hotels and six nursing homes, besides procuring weapons through the port city of Cox’s Bazaar in Bangladesh. The Minister, however, added that though India has taken up the issue of Indian insurgent groups, with Bangladesh Government, regularly, the latter has consistently maintained and assured that its territory would not be allowed to be used for activities inimical to India. However, information about specific action taken by the Bangladeshi authorities is not available with India, she added. In this connection, the Minister confirmed that India had handed over a revised list of 117 hideouts at the Director General level talks on April 9-11. According to information available with various agencies, a list of 141 hideouts of members of Indian insurgent groups living in Bangladeshi territory was given to Bangladeshi side in October 2007, Selvi added.

Maulvi Bazaar district in Bangladesh has become the biggest hideout for militant groups operating in Northeast India, reports Times of India. Apart from other districts of Bangladesh, Maulvi Bazar has figured prominently in the revised list of 117 camps which Border Security Force (BSF) provided to the Bangladesh Rifles (BDR) during the recent border coordination conference of the two countries in New Delhi. Maulvi Bazaar - which is flanked by Assam and Tripura from two sides - comprises nearly one-fourth of the total camps located in Bangladesh. Main hideouts in Maulvi Bazar are reportedly at Narsurpunji, Ragichera, Rajki Tea Estate and Avalchera under Kulaura police station, Bagerhat under Dighinala police station, Puranbari, Kalengipunji and Dabalchera under Kamal Ganj police station, Dulubari under Srimangal police station, Segan Bagan under Sajek police station, and Nine Mile under Matiranga police station. The report added that Habibganj, Khagrachari, Rangamati, Chittagong and Sylhet are other districts where Indian intelligence agencies have pin-pointed locations of training camps - some of which are being run with the help of Pakistan's Inter Services Intelligence (ISI) to train the cadre of Harkat-ul-Jehad-al-Islami (HuJI). Referring to the latest list of training camps which has come down from 141 to 117 in the past two years, an unnamed senior official of the Union Ministry of Home Affairs said that though most of the camps were meant to provide training to Northeast militant groups – the United Liberation Front of Asom (ULFA), National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and People's Liberation Army (PLA) - some of them in Maulvi Bazaar and Habibganj had been identified as main hideouts of the HuJI cadres. The Union minister of State for Industry, Ashwani Kumar, said on April 18, "We are all for talks but these have to be within the ambit of the Constitution. The unity and integrity of the country is not negotiable, let there be no ambiguity on this front." He added, "Violence will not be tolerated. It cannot lead to resolution of any issue." Kumar’s dismissal of ULFA’s demand comes close on the heels of the ULFA chief Paresh Barua’s assertion that the outfit would be ready to sit for talks if its main demand for sovereignty was discussed and the subsequent remarks of Assam Chief Minister Tarun Gogoi that his Government was ready for unconditional talks with the ULFA if it was ready to do so.

Nagaland Post quoting Government sources reports that a Unified Command Structure would be set up in Arunachal Pradesh to combat militants from neighbouring Assam and Nagaland who are using the mountainous region as a base to carry out their hit-and-run guerrilla strikes. Militant groups like the United Liberation Front of Asom (ULFA) are reportedly setting up well-entrenched bases in the Tirap, Changlang, and Lohit districts. "The Unified Command that is likely to be initiated would be similar to the one currently operational in Assam," an unnamed senior official said. "The ULFA is not only setting up bases in the state but also using Arunachal Pradesh as a transit to Myanmar. We cannot allow our State to be used by militants from other states for anti-national activities," he stated. One police official said, "Extortion and kidnappings are common place in parts of Tirap and Changlang districts by the NSCN. The area is gradually becoming a lawless region." Meanwhile, Chief Minister Dorjee Khandu had earlier said that the National Socialist Council of Nagaland-Khaplang (NSCN-K) was on a recruitment drive in the State and abducted more than 50 local tribal youths to join the outfit. "These are serious issues and we cannot allow our peaceful state to be vitiated," he said. The report added that while the overall head of the Unified Command would be Chief Minister Khandu, general officer commanding of the army's Four Corps based in Assam's northern town of Tezpur Lt. Prakash, General-officer-Commanding (GOC) Red Horns Division stated on April 25 that due to concerted counter-insurgency operations targeting the banned United Liberation Front of Asom (ULFA), the strength of the outfit has come down to hundred odd members in Lower Assam, according to Assam Tribune. The GOC informed the media at the headquarters of the Red Horns Division in Tamulpur under Baksa district, where 27 ULFA cadres, including a woman cadre, surrendered on April 25 that "The Red Horns Division, since the last many years, is trying to put consistent pressure on the ULFA, especially in the Lower Assam area, and this has helped in restoring peace." Of the 27 cadres, 19 were from the ULFA ‘709 battalion’ while the rest of them belonged to the outfit’s 27 and 109 battalions. Some of these cadres were reportedly trained in the ULFA camps in Bhutan and Bangladesh.

A joint team of the Army and Assam Police neutralised a United Liberation Front of Asom (ULFA) transit camp at Bangshijhora hill in the Dhubri district on April 30, reports Telegraph. An unnamed senior police officer said this camp was frequently used by the ULFA, National Democratic Front of Bodoland (NDFB) and Kamtapur Liberation Organisation (KLO) militants, since they have some common areas of operation and used this vital transit camp not only for shelter but also for ammunition supply. Ten rounds of live ammunition of 12 bore pistols, seven rounds of 12 bore fired cases, eight live and five spent rounds of ammunition of AK-47 rifles, 18 live and seven spent rounds of .22 pistols, two blank detonators, 500 grams of explosive, one improvised explosive device (IED), wires, one 7.62-mm magazine of LMG and one rotating block of AK-56 were seized from the camp. A Global Positioning System device, a digital diary, two blank extortion notes signed by the ‘commandant of 709 battalion’ of the ULFA, Hira Saraniya, a Chinese camera, 20 kilograms of rice and one kilogram of Bengal gram were also recovered.
