Telengana anti-terror agencies’ list of wanted terror absconders, from Hyderabad and Karnataka include 22 persons suspected to be hiding in Pakistan, Saudi Arabia, Dubai and the Philippines, Deccan Chronicle reports on November 2. “Of the 22, eight are believed to be holed up in Pakistan and 11 in Saudi Arabia. One of them is in Dubai and others in the Philippines,” revealed an official. The suspects are linked to Lashkar-e-Toiba (LeT), Indian Mujahideen (IM) and Jaish-e-Mohammed (JeM), against whom red corner notices are issued by the Interpol.Police suspect that Chota Sajid, alias Mohammed Sajid, is hiding in the Philippines. One Najiullah, alias Najji, is believed to have been sent to India by the LeT. National Investigation Agency (NIA) has also issued a second request to Interpol regarding Shahed Bilal’s brother, Mohammed Majeed, seeking his whereabouts. Far-hatullah Ghori, another suspect, is an accused in a conspiracy to eliminate Bharatiya Janata Party (BJP) leaders. Mohammed Asadullah Khan is an accused in the Bengaluru conspiracy case. Sabeel Ahmed and Mohammed Faisal, who are linked to the Bengaluru module, are also in the list.

Decrypted communications between Indian Mujahideen (IM) and al Qaeda and testimony from suspects have triggered alarm among intelligence officials in New Delhi, as the terror groups appear to be working together to launch major attacks in the region, Zee News reports on November 6. The officials told that plots they had uncovered included the kidnapping of foreigners and turning India into a "Syria and Iraq where violence is continuously happening".Weeks after al Qaeda announced the formation of a South Asia wing to strike across the subcontinent, agencies said they had discovered IM cadres were training with al Qaeda and other groups in Pakistan and Afghanistan for major attacks."The thing we are looking for is how al Qaeda/ISIS tie up with local groups, especially as the drawdown takes place in Afghanistan," said Sharad Kumar, head of the NIA (National Investigation Agency).Some cadres of IM are already fighting alongside al Qaeda in Afghanistan, according to an Indian government charge sheet against 11 suspected members of the group alleged to have plotted attacks in India. The worry is that more battle hardened fighters could now turn their sights on their homeland.The Internet chats, which the United States helped Indian investigators to decipher, reveal tensions between IM and Pakistan`s Inter-Services Intelligence (ISI), which India says has nurtured the group with finance and equipment. In one such conversation, Riaz Bhatkal, one of the founders of IM now based in the Pakistani city of Karachi, tells his men that it was important to build direct ties with al Qaeda, cutting out Pakistan agents whom he described as "dogs".

A joint effort by the Computer Emergency Response Teams (CERT) from India, the United States and the United Kingdom helped the National Investigation Agency (NIA) extract crucial online chats of key IM militants with the al Qaeda, The Hindu reports on November 7.The IM is not only banned in India but also in the United Kingdom (UK) and New Zealand. In the United States (US), the outfit is listed as a Foreign Terrorist Organisation (FTO) under the Immigration and Nationality Act and also declared a Specially Designated Global Terrorist under an Executive Order. Investigations revealed that the accused persons created chat accounts under fake names using proxy servers to hide identities and locations. They passed on the account details to one another either in coded language or through encrypted files. The chat contents revealed that Indian Mujahideen (IM) operative Riyaz Bhatkal and other Pakistan-based operatives briefed each other about the outfit’s developing association with the al Qaeda.

Five cadres of banned Students' Islamic Movement of India (SIMI), who escaped during the Khandwa jailbreak in October, 2013 are suspected to be involved in the bank heist at Satna District of Madhya Pradesh (MP) on November 8, reports The Times of India. Anti-Terrorist Squad (ATS) team has been dispatched to collect CCTV footage.Five masked robbers had looted INR 15, 00,000 at gunpoint from Nadan branch of Madhyanchal Rural Bank in Maihar Police Station. ATS officials said, the five SIMI fugitives - Aizazuddin alias Aizaz, Mohammed Azizuddin (Narsinghpur), Zakir Hussain alias Sadiq Badrul Hussain, Mehboob alias Guddu Ismail Khan, Aslam Ayub Khan and Amzad Ramzan Khan could be behind the Satna robbery.ATF officials claim SIMI cadres had been involved in more than a dozen robberies in MP and other parts of country. They looted nationalised banks to fund terror activity. State SIMI ‘chief’ Abu Faisal had made this confession during interrogation. He was the only SIMI operative arrested after the jailbreak.NIA is also probing their involvement in a robbery at an State Bank of India (SBI) branch in Karimnagar District of Telangana in February, 2014 besides its link with October 2 blast in Bardhaman District of West Bengal.

Police tracing the links between Islamic State (IS) and al Qaeda and local elements of Hyderabad have gathered that proxy user IDs were being used by both handlers and intended recruits on social networking sites to avoid getting caught by security agencies hot on their heels, The Times of India reports on November 8.By using fake IDs, they establish communication, strike deals and then delete the accounts so that they can remain untraced, the security agencies, stated. Such a method of communication was used by Mothasim Billah, former Student Islamic Movement of India (SIMI) cadre, while speaking to his handlers, sources said. According to the sources, interrogation of Shah Mudassir and Shoain Ahmed Khan, the two Maharashtra natives who were arrested in Hyderabad on October 22, revealed that the entire communication with Billah and other handlers would take place through fake identities. The accused claimed that with Billah's help, they were planning to go to Iran and then to Afghanistan with the intention of joining the al Qaeda.

Assam Police is keeping a close watch on several Non-Governmental Organisations (NGOs) and madrasas (Islamic seminary) across the state to unearth jihadi links, if any, Director General of Police (DGP) Khagen Sarma stated on November 12, reports The Times of India. A joint team of National Investigation Agency (NIA) and Assam Police has discovered valuable leads in the recent Bardhaman blast case, Sarma added. "We are scanning some NGOs, madrasas and other places which might have been used by jihadi elements as shelter and for funds," he said. Sources said a Kerala-based NGO with strong links to the banned Islamic student organisation, Students Islamic Movement of India (SIMI), is trying to spread jihadi operations in Assam. "SIMI has been found using many unusual channels to spread its tentacles across the country. Besides using madrasas, they are also operating under cover of NGOs, socio-cultural clubs and libraries to find new recruits and expand base," a source added. These organisations are spreading religious extremism among the youth, the source said. "These NGOs get foreign funds to build madrasas. A lot of the money is also pumped to feed terror activities through hawala [illegal money transaction] channels," it added. Sources in the government stated that JMB terrorists had opened two Jihadi Madrasas (Islamic seminary) in Sahibganj District of Jharkhand to recruit and train terror modules. The Bardhaman terror handlers were already operating two separate madrasas in Simulia and Murshidabad, which was primarily focusing on female Jihadis. “The two Madrasas in Sahibganj are linked to Bardhaman terrorists. They were already operating two Madrasas in West Bengal. It appears the JMB terror had become a diffuse movement with recruits in other states that threaten the country,” sources said. Sources also confirmed that at least 110 Jihadis were trained in all four madrasas, including West Bengal and Jharkhand. They were trained in Improvised Explosive Device (IED), rifle shooting and Jihadi ideology. Indian spy agencies have begun to see Indian Mujahideen (IM) terrorists sheltered by Pakistan’s Inter-Services Intelligence (ISI) in Karachi (Sindh) abandoning the terror outfit to join Islamic State (IS) which has an estimated 15,000 foreign terrorists from at least 80 nations operating in the terror-torn Middle-east region for a new global jihad, reports New Indian Express. Intelligence sources citing the intercepted chatters between IM cadres said that two IM operatives—Sultan and Farhan, suspected to be Indian nationals, may have entered Syria to join IS. Besides, four Pakistani terrorists, part of the IM module, have defected to IS. At least four other IM terrorists, who were used as arsenal by ISI, are also suspected to have disappeared into Afghanistan to fight the religious war with al Qaeda and the Taliban. Earlier, the agencies had indicated that at least 20 self-indoctrinated Indian youths may have joined IS in Syria and Iraq. Research and Analysis Wing (R&AW) sources confirmed that at least 23 IM terrorists have been sheltered by the Pakistan's ISI in its safe house in Karachi. According to intelligence agencies, IM operatives are now more ideologically inclined towards the brutal method of international terror outfits like IS. IM top brass has also internally started resenting the total ISI control over their outfit and wants to renew the efforts to wage jihad in India with the assistance of IS and al Qaeda. The chatters between jihadis indicate that they are ready for Bayat (Pledge of Obedience) and hoping to join bigger jihadi theatre to establish Islamic caliphate. The intelligence officials said money could be another reason as Pakistan's ISI choked the funding of IM after paying approximately 25 million in the last couple of years to carry out blasts in India besides for their operational expenses. An earlier chat interception had revealed that ISI was paying 6 million quarterly for personal expenses of IM terrorists sheltered in Pakistan. The financial crunch may have prompted the IM terrorists to forge an alliance with the international terror outfit having deep pockets. The intercepted communication also revealed that IM has recently split into two factions—the first group, led by most wanted terrorist Bada Sajid, includes Shadab Beg, Khalid, Shahnawaz alias Doctor, Rashid alias Danda, Shabbar and Saleem. The second group led by Riyaz and Iqbal Bhatkal is almost neutralised after Yasin Bhatkal and Assadullah Akhtar were arrested from Nepal last year and subsequent crackdown on the Jharkhand and Bihar modules. “Some IM terrorists have already moved to Khyber agency in Afghanistan-Pakistan border to join al Qaeda and IS. Bada Sajid and Abu Rashid alias Danda are learnt to be operating in Afghanistan with al Qaeda,” sources said. The National Investigation Agency (NIA) probing the terror cases has pointed out that Sultan’s younger brother Shafi was also trained for war in Syria. In their communiqué, intelligence agencies say that IS and AuT are increasingly trying to mobilise support on online social forums and are motivating youths to join them for various objectives such as avenging the 2010 Batla House encounter. The agencies have mentioned that AuT's media wing had pledged revenge for those killed in the Batla encounter through the Twitter handle @isabahmedia2. Areeb Majeed, Islamic State (IS) operative revealed the names of the local contacts, who allegedly provided him the logistics to join the group to take part in the battle in Iraq, National Investigation Agency (NIA) officials said on November 30, reports The Times of India. "Majeed was today grilled for several hours when he revealed the names of the local contacts, who radicalised him and his three other friends here, and helped them fly to Iraq. We are verifying his claims and are trying to locate these local contacts," a NIA official said. Asked for how many months he participated in the battle on the ground, Majeed said he was completely ignored and asked to clean the toilets and arrange water for those battling with the security forces. He told the investigators that despite his immediate supervisor's request, the IS cadres did not allow him to participate in the battle. His resolve to take part in the war weakened after he was left unattended for his bullet injury for three days before being taken to a hospital, he told them. "Only after I begged them, I was taken to a hospital. I was treating myself, but the injury was worsening as there was no proper medication or food available in the camps," Majeed told investigators. "There was neither a holy war nor any of the preachings in the holy book were followed. IS fighters raped many a woman there," Majeed said while responding to one of the questions, an NIA official said. Admitting that he and his three friends from Kalyan underwent training on handling of AK-47 and rocket launchers, Majeed claimed the Indians were considered to be physically weak. Majeed also told interrogators that his indoctrination began after he visited an internet chat room. He was inspired to join the terrorist group and given the phone number of a person, whose men picked him up from Mosul in Iraq. The three other youths, all in their twenties, who left their Kalyan homes with Majeed to join IS were also reportedly indoctrinated through chat rooms. In the chat room, he got the number of one Abu Ali and was told to contact him only when he reached Mosul, Majeed has told his interrogators. After he joined the ISI in Iraq, he was asked to supervise construction work in their territories since he was studying civil engineering. But he expressed a desire to fight and was trained in operating AK-47s and rocket launchers. He got injured during practice and was sent to a treatment facility where he was reportedly ignored, prompting him to flee. NDTV adds that Majeed, told investigators the IS was looking east towards to India, for which it has "special plans". Also he said the "new world order" under the IS was something "everyone should fight for". "Areeb's level of radicalisation is scary," a senior intelligence officer stated. "The only ones who come close are the foreign terrorists, mainly from Afghanistan of the now defunct group Harkat-ul-Jihadi Islami, who were arrested from Jammu and Kashmir in the mid 90's," the officer added. But investigators suspected that the IS had a motive in releasing him, that the youth had been tasked with spreading jihadi doctrine in India.
