A top cadre of the Manipur based People’s Liberation Army (PLA) identified as one ‘lieutenant’ Athokpam Surchandra alias Ningthou was arrested by a team of the Border Security Force (BSF) from Shillong in East Khasi Hills District on September 3. He was earlier arrested with arms and ammunition by Imphal West District Police commandos on January 9. His arrest came after the incident of one PLA cadre identified as ‘Captain’ Sarangthem Jayenta alias Vicky was arrested on August 30 from Guwahati Airport by Assam Police.

Recovery of sophisticated M16 rifles, the primary weapon of U.S. armed forces, and other modern arms and ammunition from Maoists in Jharkhand a few days back has set the alarm bells ringing in the Union Ministry of Home Affairs (MHA) as it indicates the opening of “the northeast arms supply route” to left-wing extremists. Stating that soon a full-fledged inquiry would be initiated by the National Investigation Agency (NIA) into the inter-State nexus, and the international links, a senior MHA official said there were reports of Maoists approaching the Manipur-based People’s Liberation Army (PLA) for sourcing sophisticated arms and ammunition to take on the security forces that have been acquiring modern arms themselves.

A police source informed that troops of 116th battalion BSF were patrolling on foot when a bomb planted at the edge of the road exploded suddenly. Manipur based People's Liberation Army (PLA) has given bomb assembling and handling training to the cadres belonging to Assam based Anti-Talk-faction of United Liberation Front of Assam (ULFA-ATF) led by Paresh Baruah, with an aim to strengthen the outfit's military power after its former ‘chairman’ Arabinda Rajkhowa and his faction parted ways to hold peace talks with the Centre. Sources said a 'special warfare group' of PLA has already given a one-month explosive handling and assembling and guerilla training to a group ULFA-ATF recently. PLA is also planning give another such training session shortly, sources said. They added that after Rajkhowa and his followers began the peace process with the Government, the ULFA-ATF faction revamped and recruited around 1,000 new cadres.

A press release issued by the Revolutionary People’s Front (RPF-political wing of PLA) Secretary Publicity, T Leisemba had claimed on September 24 that the Indian regime in cahoots with the State Government has made all preparations to stage another surrender drama in the next couple of days. They alleged that the Indian military, particularly Assam Rifles have been working through their agents to mobilise former revolutionary cadres who have retired to civilian life due to health condition or other compelling factors as well as militant cadres out on bail. Those who refuse to take part in the surrender drama are being threatened saying that they would be killed any time.

Improvised Explosive Device (IED) explosions continue in the State on September 24 as a powerful remote controlled IED was triggered off at Khuningthek Canal under Yairipok Police Station of Imphal East. However, there were no casualties during the explosion. The explosion occurred at around 10:30 am when a Police team was coming towards Yairipok Yambem from Maringthel. The IED exploded just as the second Police vehicle passed the canal. Before the blast, a combined team of the Security Forces conducted a cordon and search operation from the area in the early morning in which three People's Liberation Army (PLA) cadres were arrested during the combing operation along with the outfit’s flag. According to a statement issued by the publicity chief of the outfit, Taohangsu Heiremcha, the explosion was carried out by a team of special warfare group of PLA, the armed wing of RPF. The outfit however clarified that the blast was planted to attack the Central forces not State forces. The press statement expressed dissatisfaction against the commando team for reaching the spot in search of PLA cadres. The statement further said that RPF does not take State forces as enemies.

A bomb exploded inside the campus of ‘M-Sector’, which houses the Public Relations Officers (PROs) of Assam Rifles as well as Press Information Bureau (PIB), Defence Wing and the Military Intelligence, at around 5.30am on September 25, reports The Sangai Express. Before the explosion at ‘M-Sector’, another powerful bomb exploded at Khwairakpam along Imphal-Churachandpur road under Bishnupur Police Station at about 5.10 am. No casualties were reported in both these incidents. The Revolutionary People’s Front (RPF), the political wing of People's Liberation Army (PLA) claiming responsibility for both the blasts said the attacks were carried out by a team of the PLA’s Special Warfare Group. The outfit’s Department of Publicity Chief Taohangsu Heiremcha in press release said the attack was carried out to ‘inform’ the mass that the Indian military has recently opened a ‘killing house’ in the heart of Imphal town.

Even as bomb attacks on security forces and high security zone marked the recent many days, a total of 114 militants belonging to different outfits surrendered with arms before Chief Minister O Ibobi and other dignitaries at the headquarters of Inspector General, Assam Rifles (South) at Mantripukhri in Imphal East on September 26. The 114 militants who surrendered included 16 People’s United Liberation Front (PULF) cadres, 18 United National Liberation Front (UNLF) cadres, 17 Kanglei Yawol Kanna Lup (KYKL) cadres, 18 People’s Revolutionary Party of Kangleipak (PREPAK) cadres, 12 Kuki National Liberation Front (KNLF) cadres, nine Kangleipak Communist Party (KCP) cadres, 11 People’s Liberation Army (PLA) cadres, one United People's Revolutionary Front (UPRF) cadre, two Kuki National Liberation Army (KNLA) cadres, six United Peoples Party of Kangleipak (UPPK) cadres and four United Naga People's Council (UNPC) cadres. The names and other details of the surrendered cadres were however not divulged. The cadres including some women laid down various weapons including AK-47 and HK rifles, lethod guns, carbines, pistols and revolvers. Addressing the biggest ‘Home Coming’ ceremony of the year, the Chief Minister said the day's event reflects the mindset of the youth and assured rehabilitation package for the surrendered militants.
