Nagaland Post reports on July 4 that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) clarified that killing of late Athong of NSCN-Khole Kitovi (NSCN-KK) on July 1 at Jessami in Ukhrul District had “nothing to do with factions or tribe. In a press release, the outfit stated that in the year 2008, the then “sergeant Athong committed treason by deserting with three service arms after brutally killing the ‘security commander lieutenant Thouthutho.” Since then, it said “Naga army had put him in the wanted list deserving death penalty.” NSCN-IM, however, said it was “a direct consonance with the treachery he had committed in the past.”

Nagaland Post reports on July 5 that Khole Khitovi faction of National Socialist Council of Nagaland (NSCN-KK) questioned the killing of its member ‘major’ Athong Yimchunger by Isak-Muivah faction of National socialist Council Of Nagaland (NSCN-IM) on July 1 in Ukhrul District of Manipur. The ‘ministry of information and publicity’ (MIP) of the outfit stated that if past events were used to justify killing, the validity of peace and reconciliation including ‘Naga Concordant’ and ‘Lenten Agreement’ were at stake as they were signed by top leaders of three different groups acknowledging past mistakes and to refrain from all sorts of killing.

Assam Tribune reports that Kuki Inpi Manipur (KIM), the apex body of the Kuki community in Manipur, along with its frontal organisations such as Kuki Students' Organisation (KSO), Kuki Chief Association, Kuki Women Union (KWU) and Kuki Organisation for Human Rights, organised a protest rally on July 4 demanding settlement of Kuki people before any agreement with other groups such as Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM). It has been alleged that NSCN-IM murdered 905 Kukis and uprooted 360 Kuki villages during the 1990s.The Telegraph reports that a citizens’ group, is gearing up to resume its agitation ahead of the State Assembly session for the implementation of Inner-Line Permit (ILP). According to the 2011 census, there are INR 704000 migrants out of Manipur’s population of 22,93,896.

Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) stated in New Delhi that United Progressive Alliance (UPA) Government “lacked decisive leadership” and blamed the previous Government for failure to evolve a solution to the insurgency in Nagaland, reports The Shillong Times on July 8. NSCN-IM ‘chairman’ Isak Chishi Swu and ‘general secretary’ Thuingaleng Muivah added that the previous Government “exploited” their patience and did not respond for two years the outfit’s proposals for bringing permanent peace in Nagaland. Thuingaleng Muivah further said that “What we could understand or observe is that the leadership of the UPA government lacked decisive leadership who could take firm decisions.”The Sangai Express reports on July 8 that formal talks with NSCN-IM and the Government of India (GoI) can only be resumed after the ongoing Parliament Session is over, after July 31, 2014.

Nagaland Post reports that four militants of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) were arrested by Assam Rifles (AR) from Pungro Road in Kiphire District on July 8. The militants have been identified as ‘corporal’ Thsangamlung, ‘sergeant’ Wungrainjam, ‘sergeant’ Sword Thangkhul and ‘second lieutenant” Sochlpen Thangkhul. Eleven rounds of ammunition and official documents of NSCN-IM were recovered from them.

'ministry of information and publicity' (MIP) stated that “the Manipur state forces without giving any second thought has indiscriminately intruded and ransacked our regional office and has arrested four of our cadres along with seven people who are kept in our custody for various rehabilitation purposes”. They further added that “The attack to our regional office which has been created in order to facilitate people’s participation in the Indo-Naga peace process is tantamount to breaking the spirit of cease fire, detrimental to regional peace and stability. Also by exploiting the situation, the State Government have militarized Ukhrul headquarter by imposing 144 Crpc without any valid reason. Such has been the long pending policy of communal Manipur state government to sabotage the ongoing peace process and find reason to station their notorious Manipur police commandos who are always in the news for encounter killings.”
