Four terrorists surrendered before the Army at Leimakhong camp in Imphal, capital city of Manipur on July 2. The surrendered terrorists included National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) ‘sergeant’ James Chakesang, a terrorist of the Khaplang faction of the NSCN (NSCN-K), and two terrorists affiliated to the Kuki National Front-Zougam (KNF). On July 2, a ‘sergeant major’ of the National Socialist Council of Nagaland Isak Muivah (NSCN-IM), Moa Mumba, was killed during an encounter with the police in Shillong, capital city of Meghalaya. The encounter ensued after a police team intercepted his vehicle in which he was travelling with a woman companion. According to the police, the slain cadre had earlier killed a local businessman and also looted with Rupees 100,000 from a local petrol pump on July 1. Besides, he was also reportedly involved in other subversive activities, including illegal arms trade, abduction and extortion. A 9mm pistol was recovered from the incident site. A National Socialist Council of Nagaland- Isak Muivah (NSCN-IM) kilonser (‘minister’) Johnny Dilbung in a statement on July 4 said in Kohima that the NSCN-IM was against the Union Government’s reported proposal that seeks to invest in Naga Hoho, an apex Naga organisation, the jurisdiction over the Naga people living in various States of the Northeast. Two National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) and a National Liberation Front of Tripura (NLFT) terrorists were arrested at Happy Valley in Shillong on July 4. Three hand grenades, a 9mm pistol, two magazines and 65 rounds of ammunition besides some incriminating documents were also seized from their possession. According to a media report, Mizoram Chief Minister Zoramthanga on July 5 said that he had held discussions with the leaders of "several" terrorist outfits active in the North-East during his recent visit to Bangkok, the Thailand capital. While talking to the media in New Delhi after his meeting with the Deputy Prime Minister L K Advani he said, "My mission was to act as a bridge between them and the government and it was with the full knowledge of the government. My job was not to discuss their political demands." However, he gave no details. He said, "I do not want to reveal the identities of the groups I contacted, barring the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM)". While referring to the demand of the NSCN-IM for the replacement of K Padmanabhaiah with a person of political background as an official interlocutor in the Naga peace process, he added, "A stage has to come in the peace process where a political leader has to come into the picture."

Arunachal Pradesh Chief Minister Mukut Mithi has alleged that the Union Government has not taken adequate steps to tackle terrorism in the State. During a conversation from Itanagar over telephone on July 8 to a journalist in Guwahati, Assam he said, "The Centre (Union Government) is simply letting the Naga rebels roam about freely in Tirap and Changlang districts of Arunachal Pradesh although after the ceasefire, cadres of the NSCN-IM (National Socialist Council of Nagaland-Isak Muivah) and others are supposed to be confined to their designated camps in Nagaland." He further said that an estimated 400 to 500 Naga terrorists, mostly NSCN-IM, and armed with sophisticated weapons are present in these two districts. He said, "Tirap and Changlang districts have been in the grip of rampant extortion, killings and kidnappings. My party’s (Congress) Tirap district vice-president too had been kidnapped". He also denied that he had received any communication from the Deputy Prime Minister L K Advani to probe into the alleged links of six of his cabinet Ministers to terrorists. However, he added, "But, why should the Centre make any such inquiry when trial of some of my own party MLAs is on in the state on just such charges. After all, the question of an alleged politician-militant nexus in my State has come up only because the Centre has allowed these people (rebels) to operate, rather freely, in Arunachal Pradesh."

According to a media report on July 14, Prime Minister Atal Behari Vajpayee has supported the move to accord statutory status to the Naga Hoho, the apex tribal council of the Nagas with Jurisdiction over religious, social, cultural and educational matters of the whole Naga population in the North-East. However, administrative and political matters would remain with the respective State Governments within which the population resides. The Prime Minister reportedly agreed to this option following a meeting with the Deputy Premier L K Advani. This is being seen as an alternative to the Nagalim (greater Nagaland) demand made by the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM), the report added.

Both sides have agreed to extend the ceasefire by another year," Union Government emissary K Padmanabhaiah said after holding three days of talks with the NSCN-IM general secretary Thuingaleng Muivah and eight other senior members of the outfit in Bangkok. Reportedly, Padmanabhaiah along with Intelligence Bureau chief K P Singh had left Delhi for the Thai capital earlier this week to hold a dialogue with the NCSN-IM leadership on the issue of cease-fire extension, which first came into force in year 1997.

Lotha further said that the issue, among others, was discussed during the meeting of Consultative Committee on Peace (CCP), which referred the same subsequently to the Cease-fire Monitoring Cell (CMC). Speaking to media persons in Kohima on July 30, General Secretary of the group, Vizosielhou Nagi, said, "If the situation arises, we might be compel to take up arms".
