Action Committee against Unabated Taxation (ACAUT) and members of various civil society voluntary organisations spent the larger part of the six-hour meeting in Hebron Camp with NSCN-Isak-Muivah (NSCN-IM) at the receiving end on August 9. The meeting with ACAUT in Hebron camp of the NSCN-IM was the second which was convened by the latter, the first being on June 8. During the meeting, NSCN-IM’s ‘general secretary’ Thuingaleng Muivah accused ACAUT’s initiative against unabated ‘taxation’ having become “political and serious”. Muivah’s statement came in the wake of the missive from the Centre to the Government of Nagaland to stop NSCN-IM from “levying tax” on the common people after ACAUT’s disclosures on involvement of Naga groups. Cautioning ACAUT members to be careful with their actions as “many irresponsible elements” were using it to divide the Nagas, Muivah expressed apprehension that these “enemies with vested interests” would hamper the progress of the ongoing dialogue with the Government of India. Nagaland Post reports on August 9 that NSCN-IM has asked the Government authorities to disallow “illegal activities”-running “open liquor” business in Government quarters in Super Market, Dimapur.

The Sangai Express reports that bifurcating Tamenglong District to create new Districts will be opposed tooth and nail, said National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leader on August 11. L Golmei, who is in-charge of the ‘home affairs’ of ‘Zeliangrong Region’, warned that no one should ever harbor a thought to touch Tamenglong District to upgrade Jiribam sub-division to a full-fledged District. The warning came a few days after representatives of Jiribam District Demand Committee (JDDC) had met the Chief Minister Okram Ibobi Singh at his office on August 7 and discussed the Memorandum of Understanding (MoU) signed between the State Government and the Committee on November 9, 2011. One of the key demands mentioned in the MoU is to declare Jiribam as a separate District. Jiribam is a sub-division of Imphal East District located on the Manipur-Assam border.

Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K) on August 13 asserted that Naga Sovereignty was not a “private business” to be manipulated by certain group of people as some faction was trying to pollute the issue for their advantage, reports Nagaland Post. In a statement, NSCN-K’s Ministry of Information and Publicity (MIP) said the issue of sovereignty was not to be pursued in the interest of India interest as the Naga issue was to be determined by Nagas themselves.MIP reiterated its earlier statement that neither government of India nor Isak-Muivah faction of NSCN (NSCN-IM) could impose their “secret arranged solution” on the Nagas as if it was a Naga solution.

The NSCN-IM ‘chairman’ Isak Swu said, "In the process of negotiation both the government of India and the NSCN have come as close as possible to understand the difficulties of each other. The two entities are looking for a political solution acceptable to both. Our people therefore may rest assured that NSCN leadership will never barter the future of the Nagas." The Sangai Express reports that at least 13 cadres of the Manipur Naga Revolutionary Front (MNRF) and Manipur Naga People’s Front (MNPF) deserted their respective outfits and joined the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on August 16. ‘Lance corporal’ Honpam said that he along with nine males and three women cadres, including ‘Lance Corporals’ Horngam, Themboy, Wungnaoyo, Mayarngam, Tharmiwon, Rachael, Thanshok, Jasper, Salemphy, Rinyar, Worchuingam and Tuishim, left the organization and crossed over to India from Myanmar on July 25. The girls were recruited after assuring them to provide job at Moreh town in different firms. Some of the boys were enticed to join the organization by offering to pay a salary ranging from INR 10,000 to INR 20,000 per month. When they reached Moreh, they were forcibly taken to Myanmar and they were coerced to undergo ‘military’ training at the training camp of some underground outfits. They were used as forced labour of the outfit and some were used as the scouts of some outfits, they said.

It was those people who fell in the trap of MNPF ‘chairman’ John Francis Kashung who were deserting their camps. John Francis Kashung who reportedly made false promises of providing jobs to gullible youngsters is a product of NSCN-IM, said a press release by MNRF ‘information and publicity assistant’ Rex Kashung. It further asked MNPF ‘finance secretary’ Vertex to stop using MNRF letterheads.

The Nationalist Socialist Council of Nagaland-Isak-Muivah’s (NSCN-IM) arms supplier, identified as Wuthikorn Naruenartwanich alias Willy, was arrested by Bangkok Police on August 30, reports The Times of India. He was arrested for arranging supply of Chinese arms to the NSCN-IM. Willy is accused of buying nearly 1,000 assault rifles and an unspecified number of rocket-propelled grenades to be sold to the outfit. Willy, a Thai national was reportedly picked up at India’s request. According to a chargesheet filed by NIA in April 2011 against NSCN-IM leader Anthony Shimray, NSCN-IM’s arms procurer, and three others including Willy, Shimray told Willy that he wanted to procure 1,000 firearms, including AK series rifles, machine guns, rocket launchers and ammunition. Willy, in turn, introduced them to a Chinese firm in 2007 for the same. The deal was to be done for USD 2 million but after consultation with the NSCN-IM leadership in New Delhi, the firm agreed to sell the arms for USD 1 million.
