Police busted a Lashkar-e-Toiba (LeT) module in the Budgam District by arresting six militants, reports Daily Excelsior reported on October 2. The arrestees, identified as Zahoor Ahmad Khan alias Zubair, Barkat Ahmad Malik alias Abu Talha, Assadullah Dar alias Assad, Aijaz Ahmad Dar alias Imran, Rouf Ahmad Dar alias Rafeeq and Farooq Ahmad Mir, as per investigations, were found involved in the burning of Baba Hanief-ud-din shrine at Ratsuna in Beeru on July 15, 2012, and a Masjid (mosque) in Narbal Magam, both in Budgam District. Police said Farooq Ahmad Mir confessed before the Budgam Judicial Magistrate that he was directed by the LeT militants in Pakistan to burn the religious places to ignite an agitation like that of 2010. Mir had travelled to Pakistan's Faisalabad in early 2012 and met LeT men there. His travel was facilitated by Zahoor Ahmed of Arth of Budgam District, Police added. Mir told his interrogators that the LeT militant Waleed (in Pakistan), wanted to start an agitation similar to that in 2010 by targeting Masjids and Shrines in Kashmir valley. On Mir’s tip-off, five others were arrested and they are being interrogated.

Following an application for custody by the National Investigation Agency (NIA), suspected November 26, 2008 (26/11) Mumbai (Maharashtra) attack handler and Lashkar-e-Toiba (LeT) terrorist Syed Zabiuddin Ansari alias Abu Jundal was on October 4, produced before the court of Chief Metropolitan Magistrate Delhi, and sent in judicial custody till October 12, 2012, reports Indian Express. Jundal will remain in judicial custody till October 12 and will be produced before the NIA court on October 8. The NIA had demanded his custody for investigation into a suspected conspiracy by the LeT to conduct strikes across India.

Three alleged Lashkar-e-Toiba (LeT) terrorists, including a Pakistani national, facing trial on charges of plotting an attack to disrupt celebrations being held in 2007 to mark the 150th anniversary of the First War of Independence, were acquitted by a trial court in New Delhi on October 5, The Times of India reported. Additional sessions judge Savita Rao acquitted Mohammad Hasan alias Abu Qasim of Pakistan and Shafqat Iqbal Mir and Shabbir Ahmed of Doda in Jammu and Kashmir, saying the prosecution has failed to prove its charges against them. The Court, however, held the Pakistani national guilty of entering and staying in India illegally. He is to be sentenced next week. The Police had claimed it had arrested the trio in April 2007 from outside Dilli Haat in South Delhi while they were exchanging bags of explosives. All the three had been booked for waging war against the country under the Indian Penal Code and also under the Explosive Substances Act. According to special cell of the Delhi police, accused Abu Kasim was the alleged LeT mastermind who was to carry out blasts in Delhi on instructions from top LeT ‘commander’ Abu Alkama based in Kashmir.

The anti-terror agency had sought Jundal's custody saying he is required to be thoroughly interrogated. NIA had been seeking Jundal's custody in connection with an FIR registered earlier this year (2012) following unearthing of a LeT’s conspiracy for terror strikes across India.

Police have come across with revelations made by three militants, including a woman from Pakistan occupied Kashmir (PoK), who had returned from Pakistan via Nepal, that they had been plotting to target Baglihar hydro-electric power project at Chanderkoot in Ramban District. Official sources said that three militants, who have been charged with plot to target Baglihar project, were Ghulam Ali alias Muzammil, Seeraj Ahmad alias Shakeer and Faizal, originally a resident of Jamaan Chanka in Mansera area of PoK, presently putting up at Shopian with Shakeer. The plot to target Baglihar project was hatched in PoK by top Lashkar-e-Toiba (LeT) ‘commander’ Abu Faraar with the help of Pakistan Army and Inter-Services Intelligence (ISI). All three militants including the PoK woman had been sent to India with the purpose of executing the plot along with their other associates. They had been assured that some officials posted in Baglihar project would also assist them. Sources said all three were provided with passports and visa to fly to Kathmandu in Nepal from Karachi in Pakistan by the Army and ISI officials. On reaching Kathmandu, the militants traveled to Uttar Pradesh from Nepal border and boarded a train to reach Jammu Railway Station, where they were arrested by a team of Shopian Police, which had developed prior information of the militants’ movement.

Indian Mujahedeen (IM) terrorist, identified as Langde Irfan, allegedly involved in the Pune (Maharashtra) serial blasts (August 1, 2012) was arrested on October 10 in Jaipur by the Delhi Police, reports NDTV.com. With this, the total number of arrests in the case has gone up to four. Irfan (a computer expert) was arrested from Jaipur's Sindhi bus stand. S.N. Srivastav, Special Commissioner of Police (Special Cell) said, during interrogation, Irfan, a resident of Ahmednagar in Maharashtra, confessed to his involvement in the Pune serial blasts. He, along with Syed Firoze, allegedly went to Pune in July 2012 following instructions from top IM operative Riyaz Bhatkal to arrange for a rented accommodation. Srivastav further claimed Bhatkal had send hawala (illegal money transfer) money to Irfan for funding terrorist activity. Srivastav further commented, "In January 2009, Irfan too went to Mecca. In 2010, Irfan again went to Mecca [Saudi Arabia] and established contact with Fayaz Qagzi, who showed interest in him”. Irfan had also welcomed Pakistan nationals Shaqir and Ahmed, who had come to India as specialist bomb-makers, The Times of India reported on October 18. They were the same men who had carried out the July 13, 2011, (13/7) serial blasts at Zaveri Bazaar in Mumbai (Maharashtra) under the assumed identities of Waqas and Tabrez. Police have also learnt from the arrested men that several Lashkar-e-Toiba (LeT) and IM operatives are hiding in Mumbai and other parts of Maharashtra, Karnataka and Andhra Pradesh. LeT and IM are in constant touch with Pakistan and Saudi Arabia-based associates of Fayaz Qagzi.

Police believe that his interrogation might provide clues to other criminal cases in which Thadiyantavide Nazeer is involved. Based on the information provided by November 26, 2008 (26/11) mastermind Abu Jundal, Delhi Police busted a gang of Indian Mujahideen (IM) terrorists, which carried out the serial blasts in Pune on August 1, 2012 and had planned to attack Delhi and Bodh Gaya (Bihar) during the coming festival season, reports The Times of India. Announcing the arrests of Asad Khan, Imran Khan and Sayed Feroz alias Hamza, all belonging to Maharashtra, Delhi Police Chief Neeraj Kumar said the IM cell carried out the serial bomb attacks in Pune to avenge the killing of Qateel Siddiqui in Pune's Yerwada Jail on June 8, 2012. Sources said they had planned to target at least seven crowded places in Delhi. Asad and Imran were arrested from their Pul Prahladpur accommodation on September 26, 2012 while Feroz was arrested on October 1 from Nizamuddin railway station in Delhi. The terrorists, came to Delhi after a period of hiding in Roorkee (Uttarakhand, Roorkee District), were carrying 5kg of explosives and 10 detonators as part of the plot to explode at least 10 bombs in Delhi and the pilgrim city of Bodh Gaya. Circuits, 9-volt batteries, ball bearings, nails, shrapnel and other material used to make IEDs were part of the cache recovered from them. IM commander Fayyaz Ahmed Kagzi, is the leader of these three. According to sources, one of the mobile numbers provided by Jundal gave them the lead resulting in the arrests of the Pune bombers. One of the arrested persons, Asad, is allegedly linked also to the Aurangabad arms haul case in which Jundal is also an accused. Delhi Police stumbled upon the IM module by tracing their phone calls and email conversations with their contacts, suspected to be the Bhatkal brothers and Kagzi in Pakistan and Saudi Arabia. Sources said it was Riyaz Bhatkal who asked the Pune bombers to move from Roorkee to Delhi before the festival season, and asked one Raju Bhai to arrange a hideout. Delhi Police is now looking for Raju Bhai. Moreover, Aurangabad Anti-Terrorism Squad (ATS), led by Navinchandra Reddy, on October 11, evening searched residence of Asad Khan in Naigaon (Pune District), and seized documents. Asad's younger brother, Hussain Khan, has been picked up for questioning. Further, it has been reported that the arrested had made three attempts to plant a bomb on the premises of the Yerawada central jail and a local court in Pune. They also wanted to kill the family members of gangster Sharad Mohol and his aide Alok Bhalerao, who killed IM terrorist Qateel Siddiqui. In addition, Maharashtra ATS said, that interrogation of Jundal, had yielded vital clues in the Pune case. Sayed Firoz, one of the arrested owns a garment shop ‘Option by Firoz’ near hotel Silver Inn in Camp area, according to dnaindia.com. According to Pune Police the Bhatkal brothers, had been working for the last eight years to set up a terror module in Pune. The two brothers, said police officials, were setting up a pan-India network which had about 100 people. Sources in the intelligence also revealed that IM was planning to carry out a fidayeen (suicide) attack at the Bodhgaya (Bihar) temple to avenge the recent killing of Muslims allegedly by Buddhists in Myanmar. The plan to attack the temple was revealed by the Delhi Police on October 11 when it announced the arrest of three IM operatives. It has also come to light that Lashkar-e-Toiba (LeT) leader Fayyaz Kagzi, said to be the mentor of these three, did not engage Asad, Imran and Sayed but they volunteered to carry out jehad (holy war), as reported on October 13, by The Times of India. Their interrogation report states that Asad wanted to work with IM, and knowing that Fayyaz Kagzi of Beed (Maharashtra) was an active member, he started looking for him. They reached Kagzi through Kashif Biyabani. Asad Khan's interrogation report further states the three travelled to Saudi Arabia just to meet Kagzi after obtaining his number from Biyabani. It also mentions a meeting with Yusuf Himayat Baig. Of late, Asad became a motivator and started visiting madrasas (seminary) and mazars to look for youths to indoctrinate. Worried about such developments, intelligence agencies have now advised all state Police departments to keep a watch on such motivators and also young boys attending madrasas.

Sayyed Feroze, led a team of the Delhi Police Special Cell to a house which he and five others had rented as a meeting ground a month prior to the bid. Sources said they had questioned the owner of the house and recorded his statement before proceeding to two other locations. These include an adjacent cycle market and a wholesale electronics market where Feroze identified some shops he had visited to procure material to construct the Improvised Explosive Devices (IED) used to execute five simultaneous blasts. The Times of India, reports on October 15, that despite the arrest of three suspected Indian Mujahideen (IM) terrorists who were planning major strikes in Delhi during the Diwali season, sources in Delhi Police say that the threat is not over. Investigators suspect that the two absconding terrorists of this module Shaqir and Ahmed, who are bomb making experts, could well be in the city and may carry out blasts with the help of Lashkar-e-Toiba (LeT) sleeper cells. According to sources, the money for Diwali attacks was to come through a Delhi-based hawala (illegal money transfer) dealer, who is being looked for now. The 3-4 militants came in a car and targeted an Army convoy outside Silver Star hotel at around 4:20 pm. Inspector General of Police (IGP, Kashmir Range), S M Sahai, said that the initial reports suggested that around 3-4 militants tried to launch an attack on the highway. "After the attack they tried to force their entry into the hotel which they couldn't and fired indiscriminately killing a hotel employee and injuring two others," he added. "There was minor damage to one of the Army vehicles and it seems that they failed to carry out the attack as was planned by them", the Security Agencies said. "It was an Army truck that was targeted by the militants", they said, adding that they feel their target might have been the Army bus which was behind the truck. The militants fled towards the hotel after the attack and forced their way into the lobby. One of the owners of the hotel, Waseem Abbas, said the militants fired just outside the main gate of the hotel and then entered the ground floor of the hotel. "Few shots were fired inside the premises. We are not sure where our staffer was killed but it seems he was taken hostage and later shot dead behind the hotel," said Abbas.

The other slain militant was identified as Abdullah Shaheen, a Pakistani resident. Inspector General of Police (IGP, Kashmir), S M Sahai said that Muzamil was involved in hatching a conspiracy to bomb Delhi markets. With the two killings, the operation that was launched on October 20 ended. On October 20, SFs had launched a search operation in the area after a tip off about the presence of two top LeT ‘commanders’. The militants opened fire from a house resulting into an encounter. One Central Reserve Police Force (CRPF) trooper was injured in the initial fire. SFs later rescued about 60-70 civilians, including women and children, who were trapped in the encounter and halted the operation in the night. The operation was resumed in the morning of October 21 as SFs tried to storm the target house, triggering an encounter. An Army trooper and Policeman were injured during the initial gun battle in the morning. The intermittent firing continued till afternoon in which both the militants were killed. According to Lashkar-e-Toiba (LeT) operative Zabihuddin Ansari alias Abu Jundal, the leader of the November 26, 2008, (26/11), Mumbai (Maharashtra) terrorist attack case, Abu Ismail, had worked as a compounder at a Civil Hospital in Karachi, in Pakistan, before joining the terror outfit camp, reports The Times of India on October 25 (today). Jundul said "Except Ismail and Abu Fahaudullah, the other eight, including the arrested Pakistani terrorist Ajmal Kasab, were school dropouts. Fahauddullah had studied till class X. Ismail had completed a nursing course after passing out of class X and then joined a civil hospital as a compounder." He further told "Ismail was sharp and educated among the others and hence LeT Chief Hafiz Muhammad Saeed decided to make him the group leader," said an officer.

Fasih Mahmood, the Indian Mujahedeen (IM) 'treasurer' recently deported from Saudi Arabia, revealed the identities of two more ideologues associated with IM, sources said on October 25, reports The Hindustan Times. The officer commented "Two more names - 'Uncle White', the father-in-law of a perfume shop owner where Fasih first came in contact with Yasin Bhatkal in early 2000, and one Hafees, emerged from his questioning." Both ‘Uncle White’ and ‘Hafees’ were instrumental in the creation of IM, after Students Islamic Movement of India (SIMI) was banned. Fasih further disclosed that Pakistan’s Inter-Services Intelligence (ISI) has stationed officials in Saudi Arabia with whom he had been working in close co-ordination, reports The Deccan Chronicle on October 25. The primary task of ISI operatives in Saudi Arabia is to ensure greater cooperation between IM and Lashkar-e-Toiba (LeT) and promote anti-India terror activities from Saudi soil. He admitted having travelled to Pakistan from Saudi Arabia on fake travel documents to meet the founders of IM, Riaz and Iqbal Bhatkal, in Karachi. Sources said Fasih had been specifically instructed by the ISI top brass to rope in youth who are “tech-savvy” and target students from engineering colleges and technical institutes.

Principal Sessions Judge, Ramban District, M. A. Chowdhary on September 29 awarded 14 years imprisonment and fine of INR 20,000 to two Jaish-e-Muhammad (JeM) militants, reports Daily Excelsior. The Judge observed, "Having due regard to the facts and circumstances of the case, court is of the considered opinion that the interests of justice shall be served with a sentence of imprisonment for a period of seven years and fine of INR 10,000 under Section 307 read with Section 34 RPC and Rigorous imprisonment for a period of seven years and fine of INR 10,000 for the commission of offence punishable under Section 27 (2) Arms Act". The Court clarified that both the sentences will run concurrently. According to the Police case, these two militants namely Mohd Shaheen code Aarif, son of Abdul Gani Naik of Manjoos in Banihal and Badar Din code Umar, son of Nazir Ahmad Wani of Tanta in Thathri surrendered before the Security Forces following a gun battle in Dheda under the jurisdiction of Gool Police Station on April 4, 2005. Subsequently, a case was registered and after completion of investigation, challan was presented in the Court of law.

According to the Police, around 18 youths from the Jammu and Kashmir have joined different militant groups during the year 2012, reports Greater Kashmir. Most of these young persons have joined Hizbul Mujahideen (HM) or Lashkar-e-Toiba (LeT), two key militant outfits operating in the State. Among these, two have been killed in encounters and one has been arrested. Sources said, “They (local militants) know the topography and have a good network of friends and relatives who act as couriers.” They are also used to garner support of the local population. Sources further add, three belonged to the South Kashmir area, six are residents of Batamoloo (Srinagar District) in Central Kashmir. Muzamil, one of the two, from Sopore District was killed in an encounter. Remaining seven are from Kishtwar and Doda Districts in Jammu region. “One among the seven was killed in an encounter in Kishtwar,” sources said. However, unconfirmed reports put the number of Kashmiri youth who have taken up gun in the past one year at more than 40, including those who lost their near ones in Central Reserve Police Force (CRPF) or Police firing in the 2008, 2009 and 2010 agitations. Most of them are in their late teens or early 20s.

The USA has assured the National Investigation Agency (NIA) access to Lashkar-e-Toiba (LeT) operative David Coleman Headley and his girlfriend, reports The Indian Express on October 30. Besides the two, the NIA team that recently visited the USA to discuss the Mutual Legal Assistance Treaty (MLTA) has also sought access to Headley’s wife Shazia Gilani and his associate Tahawwur Hussain Rana, who has been named as one of the accused in the November 26, 2008 (26/11) Mumbai terrorist attacks case. In June, Union Ministry of Home Affairs (UMHA) Secretary RK Singh had requested the US for access to Rana and others during the Indo-US Strategic Sialogue in Washington. "There is progress in the discussion with the USA officials. Hopefully, we will get access to them soon," a UMHA official said. Request to interrogate Headley's wife Shazia Gilani, his girlfriend Portia Peter, one more female friend and Rana was given by UMHA Secretary Singh to his USA counterpart Jane Holl Lute during the third Indo-US Strategic Dialogue in June.
