Indian Prime Minister Narendra Modi expressed to Chinese President Xi Jinping his concern over Beijing’s support of Pakistan over the release of Lashkar-e-Taiba (LeT) leader and 26/11 (November 26, 2008) Mumbai (Maharashtra) attack mastermind Zaki-ur-Rehman Lakhvi, Financial Express reports on July 9. In their 85-minute-long meeting in Ufa (Russia), Prime Minister Modi reportedly said that Lakhvi’s release is ‘unacceptable’. The two leaders also discussed other issues of mutual interest, including the border dispute between the two sides. Prime Minister Modi arrived in Ufa on July 8 to participate in the seventh BRICS summit.

Maharashtra government apprehends that suspected Lashkar-e-Taiba (LeT) terrorist Abu Jundal, alleged mastermind of 26/11 (November 26, 2008) Mumbai (Maharashtra) attacks, could be assassinated or kidnapped by rivals during his transit from jail to court, the NIA has told a Delhi court. In an application moved before District Judge Amar Nath, the National Investigation Agency (NIA) said that Jundal alias Sayed Zabiuddin Ansari, who is presently lodged in Arthur Road jail in Mumbai, could not be produced before the court here on several occasions despite issuance of production warrant against him. In the plea, the agency said the proceedings in the case lodged here was required to be expedited and the trial could be commenced through video conferencing. Referring to a resolution passed by Maharashtra government in May 2013, the NIA said it "excludes the personal appearance of the accused Sayed Zabiuddin Ansari ... after taking into consideration request of Commissioner of Police, Mumbai to exclude the above-mentioned accused person from the personal appearance before court in various cases registered against him due to possibility of assassination bid on the life of accused by rival group or a bid to kidnap." The court has issued notice to Jundal's counsel MS Khan for July 17, 2015 on NIA's plea.

Army on July 13 killed Lashkar-e-Toiba (LeT) ‘divisional commander’ and member of the outfit’s Border Action Team (BAT), who had beheaded two Army soldiers at Mankot sector in Poonch District on January 8, 2013, when he along with a group of three associates was trying to infiltrate into the Indian territory for fidayeen (suicide) attack in wee hours, reports Daily Excelsior. Official sources said that the infiltrators had planned BAT action in the same Mankot sector as they were well versed with the area but they found the troops on very high alert along the Line of Control (LoC) despite heavy rains in the area at about 3.30 am. Troops took on the militants and eliminated one of them while three others retreated to Pakistan occupied Kashmir (PoK). One of the fleeing militants left behind his bags carrying large quantity of Pakistan made eatables. Documents recovered from the slain militant established his identity as Mohammad Anwar alias Azhar, a ‘divisional commander’ of the LeT and a Pakistani national, who was trained by Pakistan Army in the BAT actions. Azhar along with Pakistan Army commandos had beheaded two Army soldiers Sepoy Hem Raj and Lance Naik Saudagar after intruding deep inside the LoC in Mankot sector of Poonch District on January 8, 2013. The BAT members and Pakistan Army personnel had escaped to PoK. Army recovered one AK-47 rifle, two magazines, 39 rounds, two anti-personnel mines, Rs 10,000 Indian currency and Rs 6885 Pakistani currency. The militants were also carrying Pakistan made two mobile telephones—one of them with Pakistani SIM card and Pak made food items including 11 packets of biscuits, three packets of milk, five packets of ORS, water bottles, half kg almonds and other dry fruits, rain coats etc. All four militants were wearing combat dresses, which indicated that they planned to carry out fidayeen action after infiltration into this side.

Union Minister of State for Home Kiren Rijiju on July 14 said the Indian Government had given sufficient proof against 26/11 (November 26, 2008) Mumbai (Maharashtra) terror attack mastermind and Lashkar-e-Taiba (LeT) 'chief Hafiz Saeed to the Pakistan Government, The Tribune reports on July 14. He said if Pakistani agencies thought that the proofs submitted against Hafiz Saeed were not enough they were committing a mistake. Delhi Police Special Cell is all set to gear up safety and security measures at its office situated in Lodhi Road area following inputs about a 26/11-type fidayeen attack, reports India Today on July 17. According to Special Cell officials, the elite group wants more security at their office; and to ensure that several equipments will be installed soon to stop any forced entry. Recently, the Intelligence Bureau (IB) issued a general alert about a possible attack in Delhi akin the Mumbai terror attack of 2008. According to sources, terror outfits like Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM) and other extremist groups operating in Jammu and Kashmir (J&K) are planning an attack ahead of the Independence Day (August 15).

The security agencies have got a trace of a terror plot being hatched to avenge the death penalty given to 1993 Mumbai blast accused Yakub Memon, Daily Mail reports on July 23. Memon is slated to be hanged on July 30. Communication intercepts from various terror groups have revealed that a major strike may be carried out during the Independence Day celebrations (August 15, 2015). In a bid to stop any such strike, the security forces have put in place a counter offensive to thwart the attack by launching what is being termed as “Operation Lal Quila”. The intercepts of major terror groups such as the Indian Mujahideen (IM), Jaish-e-Mohammed (JeM), Tehrik-e-Furqan (TeF), Lashkar-e-Taiba (LeT) and Pasban-e-Ahle Hadis (PAH) were received recently. Some intelligence inputs have also been received on the possible involvement of IS (Islamic State). During a meeting at the Prime Minster Security Unit of the Delhi Police, a very high threat perception was conveyed to the authorities. Among many measures that are being put in place, the highly-trained sniffer dogs (K9) unit of the Indo-Tibetan Border Police (ITBP) will be used to patrol the high-risk areas.

The resolution urged Myanmar to protect places of worship, ensure return of refugees, grant full citizenship rights to Rohingya Muslims in Rakhine state, and allow full access of humanitarian assistance to affected persons and communities. Pakistan has, for some time now, been gathering support, both domestically and internationally, for Rohingya Muslims in Myanmar. "ISI-backed terror outfits have been hobnobbing with Rohingya community leaders and organizing jehadi training along Bangladesh-Myanmar border," a senior Indian intelligence official said adding that Islamabad's open support to Rohingya Muslims in Myanmar comes hand-in-hand with its attempts to improve relations at the government level. In what constitutes undeniable evidence of Pakistan's involvement in the terror attack at Dinanagar in Gurdaspur District of Punjab on July 27, the intelligence agencies have found that the Global Positioning System (GPS) sets recovered from the slain terrorists were first fed with data on July 21 at Sargodha in the Punjab Province of Pakistan, reports The Times of India. The examination of GPS sets also shows that the three terrorists were sent with instructions to kill the District Magistrate (DM) and the Superintendent of Police (SP) of Gurdaspur, attack the Dinanagar Police station and inflict mass casualties by blowing up passenger trains. Top Government sources described the data retrieved from the GPS sets as "incontrovertible technical evidence of Pakistan's complicity", and expressed confidence that investigators would soon be able to determine the identity of the three attackers. The report said the GPS data shows that the masterminds had set three targets for the terrorists. The first was the Dinanagar-Pathankot rail track on which five bombs were found strapped. Dinanagar Police station, where the encounter took place resulting in the terrorists being killed, was the second on the hit list. The terrorists were expected to eventually proceed to the high profile targets of bungalows of the DM and the SP in the Civil Lines area of the town for what could have been a deadly climax. Lashkar-e-Toiba (LeT) has emerged as the prime suspect behind July 27 terror attack in Gurdaspur in Punjab, adds The Times of India. The modus operandi was reminiscent of the storming of police stations in Jammu and Kashmir (J&K), particularly the March attack carried out by LeT in Samba, while the equipment found on the three fidayeen such as GPS device, AK-47s and Chinese grenades, as well as a conscious effort on their part to conceal their identity bore the unmistakable stamp of a Lashkar operation. The Union Ministry of Home Affairs (UMHA)'s initial assessment is that the terrorists may have infiltrated from across Pakistan into Kathua, which borders Dinanagar, the site of the attack. "It is likely that they were headed for a fidayeen operation in Jammu region, but given the tight security there in the wake of intelligence inputs on LeT's plans to push in two groups of infiltrators into Kathua, they may have found it easier to target an adjoining location in Punjab," a senior Home Ministry official said. "The modus operandi - terrorists dressed in military fatigues, early morning strike, car-jacking, indiscriminate firing and storming of a police station followed by engaging security forces in an encounter - had all the elements associated with a typical LeT attack," the official added. UMHA on July 28 claimed that the attack led by three terrorists at Dinanagar Police station in Gurdaspur was a desperate bid by Pakistan's intelligence agency, Inter-Services Intelligence (ISI) to revive militancy in Punjab, reports Mumbai Mirror. Last week Punjab Director General of Police (DGP) and Chief Secretary were called for a meeting to apprise them of intelligence reports that ISI is making all possible efforts to regroup separatist forces within the state. "The Khalistan movement is all but over. Our reports suggested that ISI was making all possible efforts to cajole few remnant separatists but found no support. Their request for logistic support for their men was also not heard. Which is why we believe they sent three fidayeen," a senior MHA official said.

According to an IB official, the UMHA was briefed about the likeness of July 27, Gurdaspur (Punjab) Attack to the massacre of 35 Sikh families in Chatti Singhpora near Anantnag in March 2000, which saw a group of 20 militants wearing Army fatigues forcibly removing residents from their homes on the pretext of a checking exercise before spraying bullets on them. “Following the attack, the pro-Khalistan forces and members of the Jaish-e-Muhammad [JeM], LeT [Lashkar-e-Taiba], sat across the table to bury the hatchet and decided to work in tandem. Several such meetings to iron out differences occurred in the years 2005, 2010 and most recently on the heels of the Kathua [Jammu and Kashmir] attack,” said a source. The attack, according to sources in the IB, was part of a plot hatched jointly by the Babbar Khalsa International (BKI) in association with the Kashmir Tanzeem of LeT and “seemed to have been four years in the making”.

The coordinates of this area were fed in their Global Positioning System (GPS) devices as their final destination. Though the Central agencies claim the terrorists came from the Bamyal sector, Punjab Police officials say Fatto Chak-Mastgarh was their entry point. Fatto Chak is a Pakistani village and Mastgarh is an abandoned village in the Dorangla area of Gurdaspur District in India. The literature found from their possession related to the Lashkar-e-Taiba (LeT) and other terror outfits. The terrorists had shaved their bodies neck down. “This is usually done by jihadis who launch fidyaeen [suicide] attacks fully knowing that they won’t return alive. It’s like a customary exercise before going for an event where death is sure,” sources said.
