SF sources reported that seven terrorists of the Lashkar-e-Toiba (LeT), including five foreign mercenaries were responsible for the massacre of 15 civilians on the night of August 2 at Shrotidar in Doda district. There are conflicting versions on the casualties in this massacre with some news reports putting it at 13 and others at 15. Union Minister, Prof Chaman Lal Gupta, who visited the massacre site on August 4 announced that four Village Defence Committees (VDCs) will be constituted in the area and 1000 SPOs will be recruited in Doda district to check terrorist violence. This is the third massacre in the district since July 2001. Twelve civilians were massacred In two separate massacres at Cherji and Gundarna on July 21.

Three suspected terrorists of a Lashkar-e-Toiba’s (LeT) suicide squad, fidayeen, launched an attack on August 7 on the Jammu Railway Station. Seven civilians, two security force (SF) personnel and one fidayeen were killed while 35 others were injured. While the exact sequence of events is yet to be determined, SF sources said the three fidayeen are suspected to have come by a train to the Jammu station, alighted and climbed up to the foot over-bridge from where they opened fire indiscriminately. In the retaliatory firing, one fidayeen was killed while the other two are suspected to have escaped from the scene.

Earlier, on August 13, the Special Task Force (STF) of the Uttar Pradesh police arrested two LeT terrorists from the Lucknow cantonment, which houses the headquarters of the Army’s Central Command. Police also recovered 12 kg of RDX and a large quantity of arms and ammunition from their possession. According to a senior police official, the terrorists confessed during interrogation that they had planned to set off explosives at strategic locations in the capital and other parts of the State on the eve of Independence Day on August 15. The arrested terrorists have also confessed that they had masterminded a powerful bomb blast near Hanumangarhi temple in Ayodhya in May 2001. Police are on the look out for some other terrorists who are suspected to have fanned out in different parts of the State to create disturbances on the Independence Day.

A senior police official said the terrorist, Abdul Rashid, a resident of Sahiwal district of Pakistan, sneaked into India through the Kupwara sector in J&K, on September 28, 1999. He had received training in Pakistan and Afghanistan. During interrogation, ,,he reportedly revealed that his aim was to establish bases in various parts of Punjab, J&K and Rajasthan. The arrest followed an operation launched when Village Defence Committee (VDC) members of the area spotted a group of three Lashkar terrorists sneaking into the village and trapped them into an encounter. SF reinforcements were rushed in. Interrogation of the arrested terrorist revealed that the he and his two associates, both foreign mercenaries who had managed to escape, were instructed by the local ‘commander’ to perpetrate a massacre in the village.

News reports said the civilian, a shopkeeper, had refused to provide supplies to a group of Lashkar-e-Toiba (LeT) terrorists a few days ago. The massacre is suspected to be in retaliation to this incident. News reports said a large group of LeT foreign mercenaries had abducted 25 civilians from the village and were dragging them to the upper reaches of a nearby hill, ostensibly to massacre them. However, on receiving information about the abduction, SFs launched an operation, intercepted the abductors and engaged them in an encounter. The abductors managed to escape. But, SFs suspect that two of them have sustained injuries. All the civilians were rescued unharmed.

As reported earlier, six terrorist of the Lashkar-e-Toiba (LeT) attacked the police station on August 23 night and killed seven SF personnel before escaping without suffering any casualties. An inquiry had been ordered by State Chief Minister Farooq Abdulla, which was conducted by Inspector General of Police Ashraf Bedar. The enquiry team in its preliminary investigation found the SHO responsible for inadequate security measures in and around the police station.
