A media report quoting Border Security Force (BSF) and other official sources indicated that, after the successful completion of the Legislative Assembly elections in Jammu and Kashmir (J&K), Pakistan has revamped its strategy on cross-border terrorism. Reportedly, it has set up a ‘Joint Command Council' of various terrorist groups, and has established approximately 100 launching pads to step up infiltration across the Line of Control (LoC) and the International Border. Pakistan has also directed terrorist groups to launch joint attacks on the security forces, after realising the growing ineffectiveness of suicide attacks by individual outfits. Several terrorist groups, including the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM), Al Badr and Harkat-ul-Jehadi-e-Islami (HuJI), have been brought together to form the 'Joint Command Council' for united action, said the report.

Media reports of April 6 said, all the six accused in the Ghatkopar-blast case would be chargesheeted under various sections of the Prevention of Terrorism Act (POTA) 2002, and under sections 302, 307 and 35 of the Indian Penal Code (IPC). The chargesheet would be filed on April 9. As reported earlier, Police in Mumbai arrested five activists of the Student Islamic Movement of India (SIMI) and a Lashkar-e-Toiba (LeT) terrorist, on different dates, in connection with the blast. Three persons were killed and 32 more injured when a powerful bomb blast occurred inside a bus at Ghatokpar, in Mumbai.

Security forces (SFs) on April 6 foiled an infiltration attempt on the Line of Control (LoC) in Keri sector, killing six terrorists of the Lashkar-e-Toiba (LeT) group. According to official sources, SF personnel observed the movement of a group of 10 to 12 terrorists when they were attempting to infiltrate into Indian territory from Miari Gujaran area, Keri sector. While six of them were killed, the others escaped. Six AK rifles, eight wireless sets, 22 AK magazines, Rupees 26,000 in Indian currency, an Under Barrel Grenade Launcher (UBGL), a rifle grenade, 53 rounds of ammunition and a tape recorder were recovered from the encounter-site.

According to media reports, on April 8, Ghatkopar bomb blast accused and Muslim Defence Force (MDF) activist Taufiq Ahmed alias Chhotu has been booked under the Prevention of Terrorism Act (POTA), 2002. A Special Court remanded him to police custody till April 22. He has been charged also under sections 120-b (conspiracy), 302 (murder), 307 (attempt to murder), 34 (common intention), of the Indian penal Code (IPC). Taufiq was reportedly brought from Chennai, Tamil Nadu, on April 5. Meanwhile, the public prosecutor in the Ghatkopar blast-case informed the Court that police would file the chargesheet in the case on April 9. Five activists of the Student Islamic Movement of India (SIMI) and a Lashkar-e-Toiba (LeT) terrorist have already been arrested in connection with the blast.

The Jammu and Kashmir (J&K) Police on April 10 arrested a ‘district commander’ of the Lashkar-e-Toiba (LeT) group, who is alleged to have planned the March 23-massacre of 24 Kashmiri Pandits (descendants of Brahmin priests) at Nadimarg village, Pulwama district. State Director General of J&K Police A K Suri said in Srinagar that the terrorist, identified as Zia Mustafa alias Arbaz alias Abdullah Omar, was a resident of Rawalakote in Pakistan occupied Kashmir (PoK). Suri said Mustafa had planned the massacre at the instructions of ‘divisional commander’ Abu Omair, who reportedly had orders from his top leadership to avenge the killing of Muslims during the 2002 riots in the western Indian State of Gujarat. Quoting from revelations made by the detainee, Suri said the slain ‘district commander" of LeT, Abu Noman of Pakistan, had convened a meeting of his cadres on the directions of the ‘divisional commander’ in December 2002. At the meeting, it was decided to attack activists of Hindu rightist organisations, the Vishwa Hindu Parishad (VHP) and the Rashtriya Swayamsevak Sangh (RSS), besides Hindu temples all over India. The Lashkar commanders, according to Suri, had been directed to set-up hideouts at the residences of the ruling People’s Democratic Party, Congress party and National Conference leaders in the Valley. Houses of local Police, military and paramilitary officials were also supposed to be used as hideouts. In addition to being the ‘district commander’, Mustafa had also been operating as the ‘financial chief’ in Anantnag.

The encounter was continuing, when reports last came in, as three more terrorists of the group were still in the area. Two AK rifles, a magazine, a pistol, seven hand grenades and some ammunition were recovered from the slain terrorists, believed to have been affiliated to the LeT.

The Pakistan-based Lashkar-e-Toiba (LeT), on April 11, denied the Indian claims that it was responsible for the March 23-massacre of 24 Kashmiri Pandits (descendants of Brahmin priests) in Nadimarg village, Pulwama district, in the Indian State of Jammu and Kashmir. Abu Osama, a LeT spokesperson, said in a statement, "Mujahideen of Lashkar-e-Taiba never attack innocents and unarmed. We did not kill Pandits… We have definite reports that Indian agencies are behind the massacre to defame the Muslim freedom fighters and ongoing struggle in Kashmir." He added, "The charge is bundle of lies... We assure Kashmiri Pandits that we are not involved in the killing, as per the principles of Islam. Official sources said SF personnel launched a cordon and search operation at Hill Kaka village, Surankote, after securing information that a large group of terrorists was holding a joint meeting to devise future strategy in the area. These sources added that, the terrorists, including some ‘commanders’ of the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), were engaged in "crucial parleys" in the hills of Hill Kaka to intensify activities in the Pir Panjal range. Most of the slain terrorists were reported to be foreign mercenaries of LeT and JeM groups. An unspecified quantity of arms and ammunition was also recovered from the encounter-site. A media report indicated that, with the latest incident, SFs in Poonch district alone had killed 43 terrorists in the current month.
