Two youth from Kerala have been deported by the United Arab Emirates (UAE) after they posted pro-Islamic State (IS) comments on Facebook, reports NDTV on September 3. Sources said that the Facebook posts indicated that they had been "radicalized." The two men are reportedly part of a group of 10 Indians being monitored closely in the UAE for sharing terror group Islamic State's propaganda on social media. The UAE has sent the two men back to India, but has not registered cases against them. It has also not revealed their names citing security reasons. Oneindia.com adds that the two youth are Kochi based. On their return to Kochi, they were taken in by the Intelligence Agencies for questioning. After being questioned, the agencies found that they were misguided and decided to let them go home with a warning. The two youth will now be counseled and a close watch will be kept on them. The Union Ministry of Home Affairs (UMHA) is opposed to the idea of booking cases against such youth. They were in the process of committing an offence while trying to join the ISIS, a Home Ministry official informed.

As many as 11 Indian nationals are under detention in the United Arab Emirates (UAE) since early August on charges of planning to join the Islamic State (IS) and recruiting, financing and providing logistics to those willing to joining the terror outfit, reports The Times of India on September 4. According to intelligence sources, the UAE security services came across two groups of people hailing from India, based in Abu Dhabi and Dubai, who were involved in sharing and discussing issues pertaining to IS on social media. They were also reportedly trying to establish online contact with IS leaders. The groups on watch, though dominated by Indians, included a couple of Pakistani and Bangladeshi nationals. The report further said that, of those detained, eight were in Abu Dhabi and five in Dubai. A Pakistani and a Bangladeshi national were also held. The charges cited for the detentions included recruiting, funding and providing logistics to those interested in being part of IS. According to intelligence reports, the UAE authorities suspect that the 13 Indians were planning to travel, one by one, to Syria, possibly via Yemen or Turkey, and were in the process of organizing funds and logistics. The identification of 13 new IS recruits of Indian origin adds to the 17 Indians already known to have joined the jihadi outfit. Given how seriously the UAE views any attempts by its residents to associate with terror outfits like IS, Indian authorities were worried about the fate of its 13 citizens. Fortunately, two of the detainees, both hailing from Malabar region of Kerala, were deported on September 1, ostensibly after being "cleared" by the UAE authorities. New Delhi, however, is awaiting the fate of the 11 Indians still in UAE's custody. They have not being charged as yet.

Two days after he said that terrorist organisation Islamic State (IS) was not big challenge to India, Union Home Minister (UHM) Rajnath Singh told a Russian delegation that “the threat of IS was a matter of serious concern”, reports The Hindu on September 8. This was conveyed during a meeting between a Russian delegation headed by Interior Minister Vladimir Kolokoltsev and an Indian team headed by Rajnath Singh. A statement issued by the Union Ministry of Home Affairs (UMHA) said, “Union Home Minister said that the threat of Islamic State of Iraq and the Levant (ISIL) is a matter of serious concern and there is need for close cooperation and exchange of information between the two countries and monitoring the activity of ISIL particularly in the field of media to counter the extensive media propaganda by the ISIL and the Cyber Space to combat close Jihadi chat and online recruitment.” Home Minister also asked Russia to tell Pakistan to rein in terrorist groups operating from its soil and support New Delhi in its effort to isolate Islamabad in international forums on the issue of terror. The Indian side told the visiting Russian delegation that terrorist groups like Lashkar-e-Toiba (LeT), Jaish-e-Mohammad (JeM), which have been targeting India, operate from Pakistan’s soil and Moscow should ask Islamabad during their bilateral meetings to dismantle all such groups, official sources said. The Indian delegation also told the Russian side to help New Delhi isolate Islamabad in the United Nations (UN) and other international forums on the issue of terror.

Intelligence agencies in Hyderabad on September 10 arrested an Indian woman, identified as Afsa Jabeen alias Nicky Joseph soon after she was deported from UAE for being allegedly involved in recruiting online for the Islamic State (IS), reports The Times of India. Afsha Jabeen has been posing as a British national while trying to lure young men and women through the social media into joining IS, sources said. Afsha, who hails from Hyderabad, was taken into custody at the airport after being deported along with husband and children. The arrest followed nine months of intense surveillance mounted on her in India, UAE and Britain. "We arrested Afsha at the airport on Friday morning. We have to interrogate her to get more details about her activities," Cyberabad Commissioner CV Anand stated. Afsha is being interrogated by sleuths from several agencies. She used to motivate Indians to join IS mainly through Facebook groups, first sending them literature and other propaganda material and later coercing them to join the outfit. Afsha's name first surfaced on January 16, 2015, when Police arrested Salman Mohiuddin a US-trained engineer from Hyderabad's Habeebnagar area, minutes before he was to board a flight to Dubai with plans to join the IS. During interrogation, Salman confessed that he was indoctrinated by Nicky Joseph and that he was to join her in Dubai. Afsha had laid out plans for Salman's travel to Syria through Turkey. Though Afsha told Salman that she was a British national living in Dubai and was married to cardiologist Aforaly Paul, Indian sleuths who monitored her online activity and cross-verified her details with external intelligence agencies of UAE and UK, realised that Nicky Joseph was none other than Afsha Jabeen of Tolichowki. According to Police, Afsha was administering an Facebook group-- 'Islam vs Christianity Friendly Discussions', to attract, indoctrinate and motivate people from across the world, including India, to join the IS. Influenced by Afsha, Salman had started his own Facebook group -- 'Daula News Group' --to intensify efforts on recuiting for the IS. Police believe apart from Salman, Afsha may have influenced several others in India.

Union Home Minister (UHM) Rajnath Singh on September 12, admitted that online recruitment by Islamic State (IS) had become a major security challenge for India, but said he was happy that Muslim families were stopping youth who were getting attracted to the extremist organisation, reports Indian Express. The minister also described Jammu and Kashmir as a “problem” because Pakistan keeps focusing on it to make it the central theme. “Our forces are at work,’’ he said. Singh said India was facing security challenges because it was progressing at a very fast pace and could well become the largest economic power in the next 10 to 15 years, which “anti-national forces’’ don’t want to happen. He said it was not an easy task to defend the 23,000 kilometre land and coastal boundaries. “Border security should have been a priority but it did not get due focus in the past. There were some inadequacies.’’

A youth working with a private company at Kakkanad in Ernakulam District received a series of text messages from a WhatsApp group in the name of Islamic State (IS), The Times of India reports on September 14. The youth hailing from Kasaragod has filed a complaint before the Cyber Cell of Kochi city Police in this regard. The conversation started with a text message: "You are in our contact list. Welcome to Dawlathul Islam Dwah group." The messages were sent from the number +1(509)871-0700 by a person who introduced himself as Shami. The sender has warned the youth that joining the WhatsApp group of IS involves risk and hence needs to be careful. The stranger first messaged the youth on Friday (September 11, 2015) with the greeting 'asalamu alaikkum'. When the youth asked the sender's identity, the stranger sent the reply "Shami, from Islamic State". The other messages in the conversation were sent on September 12. The stranger had also asked the whereabouts of the youth, including his profession. Later, the youth received an audio file, which is believed to be in Arabic. After seeing the flag of IS as display picture of the group, the youth left the group. Before quitting the group, the youth took screenshots for evidence. According to the youth, the stranger could have accessed his mobile number from a Facebook group named Right Thinkers, wherein he used to have conversation with many.

Four youth of Kerala origin, reportedly sympathizers of Islamic State (IS) have been deported from the UAE, reports One India on September 15. While two youth were sent to Tiruvananthapuram the other two were detained at Kozhikode. This is the second incident of sympathizers of the IS being deported in two weeks. Earlier two youth were deported from the UAE to Kerala. The youth who have been detained were alleged to be sending out propaganda material and also posting it on their online accounts. Currently both the police and the Intelligence Bureau are questioning them. The number of youth deported to Kerala in the past month from the UAE has now risen to six. Last week the UAE deported one lady who went by the alias Nicky Joseph after it was found that she had allegedly lured youth from Hyderabad into joining the IS. These youth are part of the 11 others whose names India had shared with the UAE believed to be sympathizers of the IS.

The module came to light and was subsequently neutralised after UAE Police started investigating the disappearance of another Malayali youth now believed to have joined the IS in Syria. "We have details of one Malayali who has gone to Syria and possibly joined the IS. Riyad, a native of the Kundungal in Kozhikode, is missing and is suspected to be in Syria," said aN intelligence source, who is part of a coordinated effort by central and state agencies to track the growing influence of IS among Indian youth. Riyad is reportedly from an influential family in north Kerala. His immediate family members, who were in Ras Al Khaimah, were sent back to Kerala two days ago. The four youths whose visas were cancelled and sent out of UAE arrived at Thiruvananthapuram and Karipur airports on September 15. They hail from Kilimanoor, Adoor, Malappuram and Kozhikode. The youths from Kilimanoor and Adoor arrived in an Etihad flight that landed at Thiruvananthapuram at 3.30 am on Tuesday. Intelligence officials detained them and interrogated them at the airport itself. The interrogation concluded by around 10.30 am. They were allowed to go without being booked for any offence. All four of them were known to each other for several years and hail from well-to-do families doing business in Ras Al Khaimah and they first formed a group in April 2014. They are from Sunni families but are believed to be radicalised by some obscure Salafi group in UAE. They were slowly drawn to IS through its online propaganda and social media network.

The Kerala Police registered a case against Riyab-ul-Rehman, a youth from Payyanakkal in Kozhikode District on the charge of joining the Islamic State (IS) and trying to recruit people to the banned militia operating in Syria and Iraq, The Hindu reports on September 17. Intelligence agencies say that Rehman had left for Syria from the UAE about six months ago. He is the son of a textile businessman, who too was deported from the UAE on September 16. The entire family had been in Ras-al-Khaimah, one of the seven emirates in the UAE, for the past 41 years. Additional Director General of Police (North Zone) N. Shankar Reddy stated the case was registered under Section 125 (waging war against an Asiatic Power that is in alliance with the government of India) of the Indian Penal Code (IPC) and Section 18 (punishment for recruiting any person or persons for terrorist act) of the Unlawful Activities Prevention Act (UAPA). Intelligence sources said that Rehman had left home after he had fallen out with his father over his radical ideology. His name had figured in the radar of security agencies after the detention of Indian Mujahideen (IM) sympathisers in Saudi Arabia. The case of two missing Keralites from the UAE and Qatar a few months ago had increased the suspicion that radicalised Kerala youths were joining the IS militants. Security agencies had traced the identity of Abu Thahir, who had left his home Palakkad for Qatar two years ago. But the Indian consulate in Qatar has no clue if he has reached the emirate.

The daughter of a retired Indian Army Lieutenant Colonel, the woman, in her mid-20s, went to Australia for three years for post-graduate studies. Intelligence sources said it was her father who approached the National Investigation Agency (NIA) and reported her activities. He reportedly sought help from the NIA in counseling and de-radicalising her. The agency, in turn, got in touch with the IB which is now handling the matter.According to sources, a couple of months ago, the former Army officer stumbled upon some internet communication linked to the IS on his daughter’s computer. Further investigation by the officer reportedly revealed that his daughter was perhaps in touch with alleged IS recruiters and planned to travel to Syria to join the outfit. The father then reportedly sought the NIA’s help. Sources said the woman perhaps planned to convert to Islam and then make her way to Syria through Australia.

Central intelligence agencies have said a possible strike by IS is eminent in the coming festive season. Sources said Delhi Police's intelligence unit had forwarded the alert to the Special Cell, which is now developing leads on the basis of the inputs. In Delhi, intercepts suggest the attack could be carried out by a "lone wolf", or a single member of the outfit. However, with the possibility of Students Islamic Movement of India (SIMI) operatives working for IS, an attack involving two-three men cannot be ruled out either. Delhi's vulnerability has grown manifold with the merger of IS and Ansar-ut-Tawheed (AuT), which has been voicing its plans to target India for some time. Besides, agencies have been warning Delhi Police of impending threats and possible recruitments by IS. "Agencies have a list of youths who were contacted by IS and AuT. They have written to us to keep a watch on the online activities of these outfits. Last year, AuT uploaded video messages from various IS operatives, including the Friday sermon of its 'chief' Abu Bakr Al-Baghdadi in which he called for a jihad against India," said an officer.

The Ministry of External Affairs (MEA) on September 29 confirmed that the 39 Indians, who have been taken as prisoners by Islamic State (IS), are still alive and said that the government would do the necessary to secure their release after gathering more information, according to The Times of India. Indian Prime Minister Narendra Modi in his meeting with Palestinian President Mahmoud Abbas discussed about the condition of the Indians taken as prisoners in Iraq and Libya. "The Prime Minister asked the president to share with him any information he had regarding the condition of the Indians, to which the president replied saying that any information regarding this matter has constantly been transferred between India and Palestine and as soon as they receive any new information regarding the prisoners, they will let us know," MEA Spokesperson Vikas Swarup told the media here. According to President Abbas, all the captive Indians taken as prisoners are alive so far. In Iraq, a group of 39 Indian construction workers have been held captive by IS in Mosul for more than a year, despite attempts by the Indian government to secure their release.
