Following an advisory from the Union Ministry of Home Affairs (UMHA), the National Investigation Agency (NIA) on June 1 file a case under the Unlawful Activities (Prevention) Act [UAPA] against eight Islamic State (IS) sympathisers—Shaibu Nihar, Mansoor, Fajid (all three from Kozhikode), Muhadis, Manzoor, and Ashraf Moulavi (all three from Malappuram), Shahnad from Kannur, and Safeer from Ernakulum, Kerala, reports The Quint. In 2017, Kerala Police booked these eight accused for allegedly joining the IS as they were planning to travel from Bahrain to Syria to join the outfit [IS], said an unnamed NIA officer.

Kerala Chief Minister Pinarayi Vijayan on January 4 ordered the closure of the Peace International School in Ernakulam in Ernakulam District which has been under scanner for objectionable and non-secular content in the syllabus, reports Mathrubhumi. The action comes in the wake of reports filed by the District Collector and the Education Department.The Kozhikode-based Peace Foundation operates more than 10 schools under the name ‘Peace International.’ Whether the directive is applicable to other schools of the foundation will be known once the Government Order is issued. The Chief Minister has demanded that the students in the school, located at Chakkaraparambu in Kochi in Ernakulam District, be shifted to other schools in the region. The Police are trying to bring the school Managing Director M M Akbar from abroad [Dubai, UAE]. Earlier, a probe conducted by the Education Department found that the school does not follow textbooks of NCERT, CBSE or SCERT. The District Education Officer’s report had stated that teaching a syllabus giving prominence to a single religion is violation of education rights. The Intelligence agencies have found that Abdul Rashid and Yasmin Ahammed, who are facing NIA probe for alleged links with the Islamic State (IS), have worked in the school.Police probe has revealed that the school teaches textbooks compiled by Burooj Realization, an Islamic education institution based in Navi Mumbai in Maharashtra. Three people who readied the text books were later arrested by Kochi Police from Mumbai. Though there were allegations that they have links with controversial preacher Zakir Naik, it has not been confirmed.

The Government of Kerala has issued an alert to all of its District Collectors (DCs) to take precautionary security measures against the possible modules of Islamic State (IS) operating in the state, reports The Times of India on January 7. Abdul Rasheed—an operative and Emir of IS Kerala module, send an audio message to other members of the group focusing on the assassination or destroy the non-Muslims with any modus-operandi including poisoning the drinking water and to carry-out massive killing through plying trucks over the crowd in Indian festivals such as Thrissur Pooram and Kumbh Mela, stated the confidential letter sent out on December 16, 2017 by the Union Ministry of Home Affairs’ (UMHA) Additional Chief Secretary (Home and Vigilance) Subrata Biswas. Number of IS threat messages are spreading out on social media and all of such messages are getting checked for their authenticity by the state Police, said Kerala Police Chief Loknath Behera.

"Al-Qaida in Indian Subcontinent (AQIS), an affiliate of 'Al-Qaida (AQ)', is a terrorist organisation, which has committed acts of terrorism in the neighbouring countries, has been promoting and encouraging terrorist acts on the Indian interests in the Indian Sub-continent and has been attempting radicalisation and recruitment of youth from India," said a UMHA notification. It said: "... the 'Islamic State in Khorasan Province (ISKP)/ISIS Wilayat Khorasan/Islamic State of Iraq and the Sham-Khorasan (ISIS-K)', an Afganistan based affiliate of ISIS, is a terrorist organisation, which promotes and encourages terrorism in the Indian sub-continent and has been committing terrorist acts to consolidate its position by recruiting youth for 'global jihad' and to achieve the objective of establishing its own 'caliphate' by overthrowing democratically elected governments and considers India and the Indian interests as its targets and is engaged in activities of radicalising and recruiting Indian youth for terrorist activities."

Four militants, a civilian and a Police man were killed in an encounter in Srigufwara area of Anantnag District on June 22, reports Daily Excelsior. Over three dozen persons were also injured in the clashes that broke out during the operation. When Security Forces (SFs) cordoned off Nowshera in Khiram in Srigufwara area of Anantnag District early on June 22, militants opened fire on the troops during the operation leading to an encounter. Sources said that in the initial firing, one house owner, Mohammad Yousuf Rather (50) was killed and his wife Hafeeza suffered bullet injuries. One Special Police Officer (SPO), Ashiq Hussain was also killed in the encounter and another Army man was critically injured in the initial firing by militants. The firing lasted for several hours and the security forces blasted off the residential house killing all the four militants.A Police spokesman in a statement said that, “In the encounter, all the four militants were killed who have been identified as Dawood Ahmad Sofi, Majid Manzoor Dar, Aadil Rehman Bhat and Mohammad Ashraf Itoo”. Police also said that Dawood Ahmad Sofi (33), son of Mohammad Subhan Sofi, of Zainakoot HMT Srinagar, was involved in a number of stone pelting cases in the area prior to joining the militant outfit. “He was involved in a militant attack which resulted in the death of ASI Ghulam Mohammad and HC Naseer Ahmad at Bagh-Ali-Mardan Khan in Zadibal and also in the killing of the policeman and snatching his rifle at Tengpora Batamaloo besides other militant attacks”, the spokesman said. “Majid Manzoor Dar of Talangam, Pulwama also joined the militant outfit and remained active along with Aadil Rehman Bhat of Shettipora, Bijbehara and Mohammad Ashraf Itoo of Hatigam Srigufwara, Anantnag”, the spokesman added. “Initially, Dawood was known to be affiliated with Tehreek-ul-Mujahideen (TuM) outfit. The outfit was active on social media and mostly attacked the policemen on duty at different places. The social media profiling and inputs indicate that they were inspired by ISIS [Islamic State] module”, the spokesman said. “Incriminating material and a huge quantity of ammunition were also seized from the site of the encounter”, the spokesman said.Soon after the encounter broke out hundreds of people particularly youth marched towards the encounter site, triggering massive clashes as they pelted rocks on the SFs, adds Daily Excelsior. Police and paramilitary forces fired tear smoke shells, pellets and bullets to quell the protests. At least three dozen persons were injured. One of the injured, Ubaid Ahmad, who has bullet injury in his neck is in critical condition.Clashes also erupted in HMT Zainakote in Srinagar (Srinagar District) and Pulwama (Pulwama District). Police used force to quell the protesters.The Hindu adds that the four militants who were killed in an encounter with SFs in Anantnag on June 22 were inspired only by the ideology of the Islamic State (IS), similar to the case of such persons arrested over the years in Kerala, Telangana and Uttar Pradesh and unlike a Kashmiri terrorist group, a senior Jammu and Kashmir Police officer said. Inspector-General of Police (Kashmir), S.P. Pani said they don’t have the infrastructure and logistical support that most Kashmiri terror groups have. The eight or nine men in the ‘gang’ are all former members of the Tehreek-ul-Mujahideen (TuM), a Pakistan-backed terrorist group that is part of the United Jihad Council (UJC).Mostly well-educated and belonging to urban settlements, the ‘gang’ members had carried out grenade attacks on check posts and snatched weapons from SFs in the past, the Police said. It is not a terrorist group as the infrastructure and hierarchy, the kind of logistical support such groups provide to their members are not there,” S. P. Pani said. Another Police official insisted there was no physical infrastructure of the IS in the Valley, and initially, the gang used the logistics provided by the TuM.

General Officer Commanding (GOC) of Srinagar based 15-Chinar Corps, Lieutenant General A K Bhatt, on June 24 said that there is a small group of the Islamic State (IS) in Kashmir who have no connections with the IS apart from the ideology, reports Daily Excelsior. The GOC said in Baramulla, “As per our information there is a small group of ISIS who perhaps have ideological connection with the IS”. Lieutenant General Bhatt said that their leader along with his two associates has been killed and now only few are left. “Their leader Dawood who was of HMT Srinagar and his two associates were killed in Khiram bowl. Now there is a small group who has no backing from the IS. They have only ideological support and the IS is using name of the group only that it is connected to them”, he said.The Army Commander said that there are only few militants operating in Srinagar city and hoped that they will be neutralized on hard Police intelligence input. “In Srinagar we have no knowledge about terrorists but few terrorists are operating there. On the hard intelligence of police, operations would be conducted in Srinagar and they will be neutralized”, he added. Bhatt said that “There are 250-275 militants operating in Kashmir valley”. “We have information that there are around 250 militants on different launch pads, 25-30 of them on every launch pad, along the LoC opposite to our 19 and 28 Divisions of Army”, he added. The GOC said that as compared to last few years the number of Jaish-e-Mohammed (JeM) militants operating in Kashmir is more and they are aiming for suicide attacks. “As compared to last few years, the number of Jaish militants is more this year. And Jaish is aiming at suicide attacks”, he said. Bhatt, however, said that troops have been neutralizing their leadership and won’t allow their designs to succeed.

All eleven persons are resident of Kasaragod town in Kerala. The Kasaragod town Police has registered two separate cases and started the investigation. The first case was registered on a complaint filed by Abdul Hameed of Kunnil House at Mundamkulam in Chemnad panchayath in Kasaragod district, Kerala. Abdul Hameed told Police that six persons, including his daughter Naseera (25), were missing. The other five missing persons are—Naseera’s husband Sawad (35) of Mogral village in Kasaragod district (Kerala), their children Musab (6), Marjana (3) and Muhammil (11 months); and Sawad’s second wife Rahanath (25) of Chemnad village in Kasaragod district of Kerala. Sawad used to work in a mobile phone shop in Dubai, said an unnamed Police official.

Palaniswami on June 26 has said that the de-radicalisation program is on-going for 29 youths found to have leaning towards the ideology of Islamic State (IS) outfit, reports Business Standard. The activities of Islamic fundamentalists who owe allegiance to IS are being closely monitored. De-radicalisation is underway for 29 Muslim youths, who were found having leanings towards the outfit. Due to continuous sightings and activities of Maoists in the forests of Kerala, especially in Malappuram, Wayanad and Palakkad districts bordering the Nilgiris and Coimbatore districts— joint-combing operations by the Special Task Force (STF) with Kerala Police were done,” said CM Palaniswami. However, a special team in the Intelligence wing was keeping tabs on the social media for pro-IS elements, stated the CM tabling the policy note for 2018-19 for the State Police department. For the Coastal Security Group of Tamil Nadu police, twelve 12-tonne boats and 12 five-tonne boats fitted with Light Machine Guns (LMGs) and India-made Small Arms System (SAS) Rifles and pistols have been sanctioned under the Central government sponsored security scheme, added CM Palaniswami.

The Police did not have any inputs from inquiry to link them with IS or any other Islamist fundamentalist group.Meanwhile, after hearing the news linking them with the IS, the ‘missing’ family members said that they have joined an Islamic religious institute at Hadhramaut in Yemen, and would return back to Dubai (UAE) after the completion of studies, reports The New Indian Express on June 28. The Police complicated the statement of my father-in-law and made it a missing report which triggered the fear in my family that we have joined IS, said Sawad—one of the 11 persons reportedly ‘missing’ from Dubai. Sawad’s father-in-law Hameed contacted Police and reported that his family members are missing and might have joined IS, we too suspected that. Countries like Syria and Yemen are on the watch-list and people travelling to these countries are under observation, said Kasaragod Circle Inspector (CI) C.A. Abdul Rahim. In connection to the November 2015 terrorist attack in Paris (France), the French Police may question an Islamic State (IS) operative from Kerala—Subahani Haja Moideen, as he had connections with two terrorist who conducted the Paris attack, reports Daily Pioneer on January 29. At present, Subahani Moideen is lodged in the Central Prison at Viyyur in Thrissur District of Kerala and the French Police may approach the Kerala High Court seeking permission to interrogate him. The French Police would like to inquire if Subahani had any prior information related to the Paris attack concluded by IS operatives. The preliminary interrogation had revealed that Subahani Moideen who is a resident of Thodupuzha of Idukki District in Kerala, met two of the perpetrators of Paris Attack, identified as Abdelhamid Abaaoud and Salah Abdelslam. Subahani was arrested by the NIA team from Kadayanallur of Tirunelveli District in Tamil Nadu on October 5, 2016.
