Ten posters and five painted messages highlighting Islamic State (IS) were found in Solan town of Himachal Pradesh on February 1, reports tribuneindia.com. Police interrogated about 20 persons suspected to be involved in the case. Their handwriting samples were also taken and will be compared with the writing on the posters. It was interesting to note that spray paint had been used while writing the IS on various buildings of the Subathu cantonment board while no private building had been targeted. The Police were trying to collect clues about the sale of black paint from three hardware shops in Subathu as well as 4-5 such shops at Dharampur. Since xeroxed copies of handwritten posters had been put up in the town, the Police were also making inquiries from such shops.

India has been asked to send the name of its nominee for inclusion in a global team to assist a United Nations (UN) committee which decides on banning terror outfits and their leaders, NDTV reports on February 5. Following the request, the ministries of Home Affairs and Finance have been asked to recommend names of suitable individuals who can be part of the key team, official sources said today. The presence of the country's nominee on the panel may facilitate the government's efforts to get Masood Azhar, head of Jaish-e-Mohammed (JeM), banned, they said. India's effort to get Azhar listed in the UN's sanctions list of organisations and individuals linked to Al-Qaida and IS (Islamic State) has been repeatedly blocked by China. The nominations have been sought from qualified individuals to serve on the 'Analytical Support and Sanctions Monitoring Team' in support of the important '1267/1989/2253 ISIL (Da'esh) and Al-Qaida Sanctions Committee'.

The suspected Islamic State (IS) Chennai module, which had a Telangana native in its ranks, received funds from unknown sources in Syria at the behest of the banned outfit, The Times of India reports on February 8. National Investigation Agency (NIA) had registered a case in the last week of January against nine members of the module on the charge of working for Islamic State. Of the nine-member module, only one person actually joined the terrorist outfit, while the rest failed to reach Syria, NIA officials said. The IS sympathisers had reportedly organised several meetings and even chalked out plans to reach the terror hinterland to work in the so-called caliphate. "Based on information available with us, only one person from Chennai reached Syria. Prima facie, we have information that the module got funding from abroad and they were at an advanced stage of executing their plans to reach Syria," the NIA officials told. They were still in the process of identifying the place where they undertook training in Tamil Nadu. The IS module member from the state is suspected to be from Karimnagar in North Telangana and the state Police was unwilling to disclose his identify. Though he hails from Telangana, he had been working in Chennai. It is through social media the nine came to know each other.

The National Investigation Agency (NIA) on February 9, formally charged an employee of TV evangelist Zakir Naik’s now banned outfit Islamic Research Foundation (IRF) for radicalising a Kerala boy to join the Islamic State (IS), reports Hindustan Times. Arshi Qureshi was a guest relations manager at the IRF when he came on the radar of Mumbai Police for indoctrinating Ashfak Majeed who used to visit him quite often. Majeed’s father approached the Mumbai Police after his son went missing in August 2016.The case was later transferred to the NIA given its international ramifications. “The case relates to the indoctrination of… Ashfak Majeed, and his associates, into extreme Jihadi ideology by a group of like-minded youths from Kasaragod district of Kerala and some members of the Islamic Research Foundation, Mumbai, who motivated and radicalised Ashfak and his associates to join the IS,” the NIA said in a statement. The NIA charged that Qureshi used to give lectures on violent Jihad to the missing youth. He also financed the travel and stay of some of the missing youths. “Investigation by the NIA has established that the arrested accused Arshi Qureshi was involved in unlawful activities and in spreading hatred against India and was furthering the activities of the IS,” it added.Besides Qureshi, the NIA also charged a Kerala man, Abdul Rashid Abdulla, the alleged ringleader of 21 men and women from the state who joined the IS in Afghanistan’s Nangarhar province, in the case. Abdulla is now suspected to be in the IS-held territory in Afghanistan. This is the second chargesheet against Abdulla by the NIA. Earlier, he was charged along with Yasmeen Mohammed Zahid, originally from Bihar, who was caught while taking a flight to Kabul from the Indira Gandhi International Airport with her minor child. She intended to join the IS there.

An Abu Dhabi module of the Islamic State (IS) comprising three Indian youths, recruited eight men from Tamil Nadu and one from Telangana, and even sent some of them to Syria to join the IS, a probe by the National Investigation Agency (NIA) has revealed, reports Indian Express. The NIA registered a case a fortnight ago regarding the recruitment “of nine persons — eight hailing from Tamil Nadu and one from Telangana, and some other unknown persons, with the intention to further the activities of Daesh/ISIS, a banned terrorist organisation in India”.According to NIA case records, a criminal conspiracy was hatched “in Chennai and other parts of the country by forming a terrorist gang which raised and received funds, organised camps, recruited and trained some persons, and facilitated their travel to Syria, to join ISIS”. The Abu Dhabi module was neutralised in January 2016 following the arrest and deportation of the three Indians from the UAE: Adnan Hussain from Karnataka, Mohammed Farhan from Maharashtra and Sheikh Azhar Al Islam from Kashmir. The records show they were accused by the NIA of being “involved in a conspiracy to identify, motivate, radicalise, recruit and train Indian citizens located both in India and other countries for planning and executing terrorist attacks in India and in other friendly countries”.

On February 14, the National Investigation Agency (NIA) has arrested a Kerala youth, Mouinudheen Parakadavath (25), for being part of an Islamic State (IS) terrorist conspiracy in India, reports The Statesman. The agency said the youth hailing from Kasaragod District was questioned at the NIA headquarters when he arrived at the IGI airport in Delhi from Abu Dhabi. During his examination, he admitted to his involvement in the conspiracy, NIA said. The case relates to a terror module in which a group of youths from Kerala including some members based in the MiddleEast, hatched a conspiracy as per instructions from their online IS handlers.Based on intelligence inputs, five accused, associated with this terror module, were arrested from Kanakamala Hill in Kannur District in Kerala on 2 October, 2016 and another associate was arrested from Calicut the same day. Their disclosures established that Mouinudheen was a key figure in the module, which was actively planning various aspects of the terrorist plot, on a Telegram group. Mouinudheen was using the online identity AbuAlIndonesi as well as Ibn Abdullah, on the telegram group, NIA said. It was revealed by the arrested persons that Mouinudheen had sent funds from Abu Dhabi to members of the terrorist module in Kerala, for the conspiracy, through Western Union Money Transfer, last year (2016).

Suspected Islamic State (IS) supporter Mohammad Iqbal, who is in the custody of the Rajasthan Police, had allegedly mobilised funds from India and China for the terror organisation, Police said on February 14, reports Indian Express. Iqbal alias Travel Haq had allegedly transferred money from China and through hawala (illegal money transaction) from India to Dubai, Additional Director General of Anti-Terrorist Squad Umesh Mishra told reporters in Jaipur.Iqbal allegedly used to transfer funds to IS operative Jameel Ahmed who was arrested by the ATS from Sikar in November, 2016 Mishra said. His name cropped up during the interrogation of Jameel following which he was arrested by Tamil Nadu Police earlier this month. “Jameel and Iqbal were in touch on social networking sites. Iqbal used to transfer funds to Jameel who was based in Dubai. From Dubai, he further transferred the money to the IS in countries like Turkey, Lebanon,” Mishra claimed. The accounts of his social networking sites and his foreign visits are being probed to ascertain further details, the police official said. Iqbal was brought to Jaipur from Chennai on production warrant on February 12, and was placed under arrest yesterday. He was produced before a local court where the magistrate remanded him to police custody for four days, till February 18.

Army chief Bipin Rawat, on February 15, warned those attacking Security Forces (SFs) during anti-militancy operations of “tough action”, as the hostile conduct of locals was causing higher casualties in the Kashmir valley, reports Daily Excelsior. The stern message from Rawat came a day after three soldiers faced heavy stone-pelting at Parray Mohalla of Bandipora when they were about to launch an operation against militants holed up there. Alerted by the stone-pelters, the militants got an opportunity to fire hand grenades and empty a few magazines from AK-rifles into the advancing troopers, leaving three jawans dead and some others, including a Commanding Officer of Central Reserve Police Force (CRPF), injured. One terrorist managed to flee the area. General Rawat said SFs in Jammu and Kashmir (J&K) were facing higher casualties due to the manner in which the local population was preventing them from conducting the operations and “at times even supporting the terrorists to escape”. “We would now request the local population that people who have picked up arms, and they are the local boys, if they want to continue with the acts of terrorism, displaying flags of ISIS (Islamic State of Iraq and Syria) and Pakistan, then we will treat them as anti-national elements and go helter-skelter for them. They may survive today but we will get them tomorrow. Our relentless operations will continue,” the Army chief said, sending out a stern message to those who support militants.

Al-Qaeda has used America's "preoccupation" with the Islamic State (IS) to regain strength in South Asia and preparing to spread its ideology in India from its "home" in western Pakistan, Bruce Hoffman, Director, Center for Security Studies at Georgetown University, told members of the House Armed Services Committee, NDTV reports on February 17. "Al-Qaeda has never changed, and it still sees itself in what it conceives as an existential struggle against the West and against the United States in particular," Bruce Hoffman, stated."I think that it's taken advantage of our preoccupation with ISIS to rebuild its strength, particularly in South Asia, where, again, almost completely escaped notice when they created al-Qaida in the Indian Subcontinent which was designed simultaneously to reinvigorate its presence in Afghanistan," he told Congressman Mac Thornberry, chairman of the committee. During a Congressional hearing on terrorism and counter- terrorism strategies yesterday, Hoffman said al-Qaeda "had been preparing to spread its ideology to India", which has the world's second-largest Muslim population.
