Action against militants from the North East including Hynniewtrep National Liberation Council (HNLC) taking shelter in neighbouring Bangladesh is imminent, Meghalaya Chief Minister (CM) Mukul Sangma said on June 6, reports The Shillong Times. Annoyed over the aggressive posture of the HNLC which on June 5 threatened to unleash terror, the CM said the government wants to convey a message to the people that with a friendly neighbouring country and positive steps being taken by the Centre under pressure from the governments of the North East, action will be taken against HNLC and other militant groups which are using the Bangladesh soil. “We are hopeful that the Centre will convince Bangladesh to take action against the North East militants,” he said.The CM said that the fencing of the border is one of the solutions to address the problem, but the main issue is that of militants like HNLC operating from a foreign soil which needs to be addressed at the earliest. The CM also said the recent arrest of HNLC cadres along with United Liberation Front of Asom (ULFA) member who were planning subversive activities in Shillong is a cause of concern. Security Forces (SFs) believe that Garo National Liberation Army (GNLA), ULFA, HNLC, National Democratic Front of Bodoland (NDFB) and National Liberation Front of Tripura (NLFT), among other militant groups, have their camps in Bangladesh. Last year, during a border conference, the Border Security Force (BSF) had handed over a list of 39 camps or hideouts of various militant outfits to its counterpart Border Guards Bangladesh (BGB).While ruling out any political dialogue with militant outfits in the State, CM made it clear that the intention of the government is to ensure that the cadres of all the militant outfits give up the organizations they represent and join the mainstream. According to the CM, the stand of the government is clear that the militants should first give up violence and then come forward for talks. “But the case of the HNLC is that it has tied up with another banned organization – ULFA – to continue with their criminal activities,” the chief minister said. The same was the case with the GNLA, he added. The CM reiterated that learning from the past bitter experience of holding political talks with Achik National Volunteer Council (ANVC) which resulted in the formation of splinter groups including GNLA, no political talks will be held with any militant groups in the State.Earlier on June 5, HNLC alleged that the Chief Minister has sidelined the outfit despite it expressed willingness for peace talks and to join the mainstream, adds The Sentinel.

However, the Border Guard Bangladesh (BGB) often shares information with us about the movement of the militants operating in Bangladesh, the BSF official said.Earlier, Meghalaya Chief Minister Mukul Sangma had asserted that action against militants from the North East including Hynniewtrep National Liberation Council (HNLC) taking shelter in neighbouring Bangladesh is imminent and in the regard, the chief minister had also asked the centre to convince Bangladesh to take action against the North East militants in Bangladesh.

The violent era of the United A’chik Liberation Army (UALA) came to an end with altogether 68 cadres of the outfit bidding adieu to arms in an official disbanding ceremony held at the SMELC Building in Tura in West Garo Hills District on June 9, reports The Shillong Times. The disbanding took place in the presence of Chief Minister (CM) Mukul Sangma, Home Minister Roshan Warjri, church leaders, senior Police officers, government officials and other dignitaries. The disbanding ceremony was chaired by West Garo Hills Deputy Commissioner Pravin Bakshi. There was however, no formal ceremony of laying down arms as the same was done prior to the disbanding ceremony. The arms that were displayed during the disbanding included two AK series rifles, an light machine gun (LMG), a double barreled shotgun, three pistols, a rocket launcher and grenades. Controversial UALA ‘commander in chief’ Norrok X. Momin was also present at the ceremony.The CM while speaking on the occasion hailed the decision of the UALA to come over ground and assured that the government would provide the cadres of the outfit to resume normal lives through several welfare programmes. Stating that militancy was not confined to the state of Meghalaya but the entire North East, he said other states could follow the example to bring militant groups to the mainstream. “Our approach was different. It was not a political dialogue but a peaceful approach. The same can be done in other insurgency hit regions,” he said. Home Minister Roshan Warjri urged the cadres to be prepared to live normal lives and to respect the dignity of labour. She appealed to them to work for the peace and development of the State.The UALA ‘chairman’ Novembirth Marak informed that the outfit had tried to convince five other outfits to come together under the banner of the A’chik Revolutionary Front (ARF) to come to the mainstream. He added that the same however could not be achieved due to certain difference. Nevertheless, he urged other militant groups to accept the call of the government for peace. "We were misguided and had led an altogether different life in the jungles. We regret being in the jungles. We have realised that with arms there cannot be any peace in Garo hills. We are happy to join the mainstream. We believe that society will accept us and allow us to live together," the outfit's chairman, Novembirth Marak, said.Welcoming the UALA's decision, former Hynniewtrep National Liberation Council (HNLC) militant-turned-politician Julius Dorphang narrated his ordeal in insurgency and motivated the cadres to strive hard for the betterment of society, adds The Telegraph.

The demand to hold peace talks with the militant outfit Hynniewtrep National Liberation Council (HNLC) has gained momentum on June 10 after the Khasi Student’s Union (KSU)’s Jaintia Hills District unit, joining the chorus to urge the State Government to take up the issue seriously, reports The Sentinel. The union in a statement said that if the State Government is sincere with its efforts to boost tourism in Meghalaya then there is a need on the part of the Government to call the HNLC to the negotiating table.

The militant outfit, Hynniewtrep National Liberation Council (HNLC) on June 12 decided not to boycott this year’s Independence Day as a gesture and proof that they want peace and political dialogue with the Centre, reports The Shillong Times. HNLC ‘publicity secretary’ Sainkupar Nongtraw, in a statement issued to the media said that the step has been taken to convince the Prime Minister (PM) Narendra Modi that they are open to commitment on peace irrespective of what the Chief Minister (CM) of Meghalaya Mukul M. Sangma thinks or does. The HNLC ‘publicity secretary’ hoped that Narendra Modi and Union Minister of State for Home Kiren Rijiju would solve their problems related to the political dialogue even as he added that the Chief Minister wants to portray that he is the boss of the MUA 2 and nobody in the cabinet has the right to go against his dictatorial powers. The outfit also slammed the Chief Minister for initiating peace talks with Achik National Volunteer Council (ANVC) and other Garo militant outfits while ignoring the offer of the HNLC to have a political dialogue.

While welcoming the decision of the Hynniewtrep National Liberation Council (HNLC) not to boycott the Independence Day celebrations, the State Chief Secretary K S Kropha said on June 13 that the Government will still reflect on the stand of the rebel outfit and take a call later whether to invite it for talks, reports The Shillong Times. “This is a new development and a welcome gesture. The state government should be given some time to reflect on the matter”, Kropha said when asked about whether the State Government will now hold dialogue with HNLC since it has given up the anti-national stand. Recently, Chief Minister Mukul Sangma had refused to hold any political dialogue with HNLC by saying that by holding political talks with Achik National Volunteer Council (ANVC), the Government had learnt bitter lessons since there were many breakaway factions of ANVC.Meanwhile, National People’s Party (NPP) president and newly elected Member of Parliament (MP) from Tura, Conrad Sangma on June 13 asked the State Government to initiate dialogue with all militant groups active in the State, reports The Shillong Times. East Jaintia Hills Police arrested one Junel Tongper of Umkiang Lumphyllut in East Jaintia Hills District on the suspicion that he is an active member of the Hynniewtrep National Liberation Council (HNLC), reports The Shillong Times on June 27. Tongper was arrested from his residence on June 23. Police informed on June 26, that Tongper was involved in demanding money from a liquor store owner at Amlarem in 2015. A demand note of the HNLC was seized from his possession.Meanwhile, a special patrolling party of Border Security Force (BSF) troops deployed at Baghmara, South Garo Hills District arrested four women Bangladeshi nationals while they were infiltrating into Indian Territory, reports The Shillong Times on June 27. During search, BSF recovered items including lungis (traditional garment worn around the waist), towels and washing soap besides Indian currency and Bangladesh Taka from their possession. Upon interrogation, the women confessed to the BSF that they wanted to sell the items in Baghmara market. The women were identified as Bina Hajong (35) and Nirma Sangma, both residents of Guchogram village under Durgapur Police Station, Netrakona District in Bangladesh, and Mallika Hajong (35) and Shivli Sangma (33) also residents of Netrakona District.

Speaking to The Shillong Times on June 26, West Garo Hills Deputy Commissioner Pravin Bakshi said altogether 68 cadres have returned to their families after the disbanding ceremony. According to Bakshi, the top brass of the UALA would be queried on what kind of skill development training is to be provided to the cadres in addition to spiritual counseling. “We will have more comprehensive reviews with them and we may have to go for re-verification as well,” he said. Reacting to a query, the deputy commissioner said all the cadres who have disbanded have been registered and the district administration has the contact details and addressed of all the cadres. It is learnt that the surrendered UALA cadres will get a one-time package of INR 250,000 each and the monthly stipend meant for the UALA cadres will be used for their counseling and other expenses.
