A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter with Security Forces (SFs) in a forest area near Bhandarpadar village under the Bhejji Police Station limits in Sukma District of Chhattisgarh on August 1, reports The Hindu. When a team of District Reserve Guard (DRG) was out on an anti-Naxal [Left Wing Extremism, LWE] operation, the patrolling team was challenged by the Maoists and the exchange of fire broke out between the two sides, Inspector General of Police (IGP), Bastar Range, Sundarraj P said. After the gunfight stopped, the body of an ultra was recovered from the spot, the IG said, adding that " prima facie the deceased cadre has been identified as Madvi Hadma, a divisional committee member (DVC) of Maoists". A search operation was under way in the nearby areas, he added.

Security Forces (SFs) recovered huge cache of arms and ammunitions of the Communist Party of India-Maoist (CPI-Maoist) during a combing operation in a forest area in Koraput District of Odisha on August 1, reports odishabytes.com. On the basis of reliable information about presence of a Maoist camp, a team of District Voluntary Force (DVF), Koraput along with personnel of 151 Battalion, Border Security Forces (BSF), Ramagiri Company Operating Base (COB), launched the combing operation in forest areas of Ambagandili, Maliguda and Garampani villages under Boipariguda Police limits, and during the operation, the SFs came across a Maoist explosive dump in the forest area of Garampani on August 1. They recovered nine .303 ball ammunitions, 48 AK-47 ball ammunitions, 108 number of .22-inch ammunitions, two charger clips, 1.5 kilograms of splinters and 95 gelatin sticks from the dump, said Koraput Superintendent of Police (SP), Varun Guntupali said.

A Communist Party of India-Maoist (CPI-Maoist) couple, identified as Salwam Mutta alias Sukku and his wife Salwam Gangi, involved in several deadly attacks and carrying a reward of INR 800,000 each on their heads surrendered to Security Forces (SFs) in Sukma District of Chhattisgarh on August 2, reports The Pioneer. Salwam was the South Bastar Battalion Number 1 and Platoon Number 1 ‘deputy commander’ and Section A ‘commander’ of the CPI-Maoist. His wife was a member of the same squad, Superintendent of Police (SP), Sunil Sharma said, adding that Sukku and Gangi said they surrendered as they were disappointed with the Maoist ideology.

A Communist Party of India-Maoist (CPI-Maoist) ‘militia’ (people’s army of the CPI-Maoist) member from Chhattisgarh was arrested at Tippapuram village in Charla Mandal (administrative division) in Bhadradri Kothagudem District of Telangana on August 3, reports The Hindu. The arrested Maoist ‘militia’ member identified as Tellam Bheema (25), a native of Jarapalli village in Bijapur District of Chhattisgarh, was arrested while carrying revolutionary literature to the border village in connection with the CPI-Maoist’s ‘Martyrs’ Week’ that concluded on August 3. Police said he was heading towards the Taliperu project at Pedamidisileru village to put up the CPI-Maoist posters in the vicinity of the dam as per the instructions of some senior Maoist leaders, when he was arrested by the joint team of Charla Police and the Central Reserve Police Force (CRPF) personnel.

Communist Party of India-Maoist (CPI-Maoist) cadres managed to organise a major event on the conclusion of ‘shahidi saptah’ (Martyrs’ Week) on August 3 in the Bastar region in Chhattisgarh, despite the increased surveillance and reach of the Security Forces (SFs), reports The Week. In an area bordering Sukma and Bijapur Districts in Chhattisgarh, close to the Telangana border, Maoists erected a 64-feet memorial for their top leader Akkiraju Haragopal aka Ramakrishna who died in October 2021, and other dead leaders. According to local sources, 10,000-12,000 villagers participated in the event, which was also attended by reward-carrying top cadres of the Maoists from Telangana.

Police arrested an alleged cadre of the Jharkhand Jan Mukti Parishad (JJMP), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), identified as Kamlesh Yadav, from Chama and Doki Forest area under Manika Police Station limits in Latehar District of Jharkhand on August 3, reports lagatar.in. Police recovered a loaded country-made pistol, a country-made gun including magazines, 19 live cartridges and 50 thousand rupees in cash from him. Superintendent of Police (SP), Anjani Anjan had received a secret information that on August 2, Kamlesh was returning to his house at Janho under Manika Police Station area after delivering weapons to the JJMP squad in Doki Forest. During interrogation, Kamlesh confessed to being involved in the firing incident at Manika Member of legislative Assembly (MLA) representative Darogi Yadav's house. A total of six cases are registered against Kamlesh in different Police Stations.

Separately, Khunti Police attached the house of Naxalite [Left Wing Extremist, LWE] Sukhram Gudiya alias Rore, who is the in-charge and ‘regional commander’ of the People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), and carried a reward of INR 100,000 on his head, in Khunti District of Jharkhand, reports samacharplusjhbr.com on August 4. The Police have seized essential items including dozens of utensils from the house. Sukhram, a resident of Tetar Toli under Tapkara Police Station area, has been associated with the PLFI organization since 2014, and carried out dozens of Naxalite incidents. Dozens of cases are registered against Sukhram in Murhu, Tapkara, Torpa, Rania in Khunti District and Bandgaon, Gudri and Sonua Police Station areas of Chaibasa in West Singhbhum District. Apart from this, Sukhram has also carried out incidents like encounter with the Police, murder, ‘levy’ (extortion money) recovery, arson, rape, gang rape, etc. In the meantime, Police has also prepared a list of the remaining Naxalites has been prepared after killing the top rank Naxalites in the district, and accordingly, the Police is first raiding their houses and confiscating the attachment of the house. The Police also appealing to the family members and villagers of these Naxalites to help them join the mainstream so that they become an example for the village and society. Not only this, the Police is also warning that if they do not do so, they will be greeted by Police bullets like Zidane Gudiya and Laka Pahan.

Based on an intelligence input, that Maoists belonging to the Korchi Local Organisation Squad (LOS), Tipagad LOS and ‘company no. 4’ had buried ammunition, explosives and other items in Hetalkasa Forest in Kurkheda sub-division, a team comprising special operation squads Commando-60 (C-60), Central Reserve Police Force (CRPF) 192 battalion and Bomb Detection and Disposal Squad (BDDS) personnel conducted an operation and recovered the explosives, an official said. There was intermittent firing from both the sides for about an hour. After seeing the SFs getting heavy, the Maoists escaped from the spot saving their lives. After the firing stopped, the SFs started searching, and during the search, a huge quantity of books, medicines, Naxalite [Left Wing Extremist, LWE] uniform, utensils, food items and other material were recovered from a Maoist camp found in the forest. The Lakhisarai Police have claimed that they have arrested a Communist Party of India-Maoist (CPI-Maoist) cadre, who played a key role in the set ablaze of two trains on June 18 during protests against the Centre’s ‘Agnipath’ defence scheme, from Lakhisarai city in Lakhisarai District of Bihar on August 5, reports Hindustan Times. Lakhisarai, Assistant Superintendent of Police (ASP), Syed Imran Masood confirmed that the arrested Maoist has been identified as Manashyam Das alias Sudesh alias Rahul alias Sudama, and he was allegedly into influencing students during the protests. Manashyam, a native of Banka, was staying at a rented house in Lakhisarai along with other suspects for the past three years, and he was arrested by the Police after an input from the Special Intelligence Bureau (SIB) of Telangana. A First Information Report (FIR) has been lodged against seven persons, including Das, a member of the East Bihar North East Jharkhand Special Area Committee (EBNEJSAC), Raushan Sinha, and national president of All India Student Federation (AISF), Vilakshan Ravidas, a professor. According to the FIR, the Police said they acted on a tip-off by Telangana Police, and raided the house of one Vikash Modi and arrested Das. Inspector General of Police (IGP), Bastar Range, Sundarraj P said, the operation, involving personnel from the Police’s District Reserve Guard (DRG), Special Task Force (STF) and Central Reserve Police Force (CRPF), was launched on August 7, following intelligence about the presence of the Maoists’ Madded Area Committee ‘divisional commander’ Nagesh in the area. A bench of Justices M R Shah and B V Nagarathna issued notice to the accused -- Roopesh -- on the appeal filed by the State Government. ''Issue notice,'' the bench said while posting the matter for hearing on September 19. The Kerala Government had moved the High Court challenging the March 17, 2022 order of the high court which held that the time limit prescribed under the UAPA for sanction is ''mandatory and sacrosanct'' while quashing three cases -- of sedition and for being part of a banned organisation -- against a member of the CPI-Maoist as the sanction for prosecution was delayed. The High Court had said the sanction for prosecution under the UAPA was given six months after receiving a recommendation for the same and it was also ''bereft of any application of mind''. It had also said that there was no application of mind even concerning the sanction granted for the prosecution of the accused for the offence of sedition under the Indian Penal Code (IPC). The order by the High Court came on a criminal revision petition moved by the accused -- Roopesh -- challenging a Special Court's order rejecting his pleas for discharge on the ground that the sanction was delayed. In the instant case, the high court had said the sanction under the UAPA was granted after six months from the date of receipt of the recommendation of the authority and was, therefore, not valid. Maoist leader Roopesh, head of Western Ghats Zonal Committee (WGZC) of CPI-Maoist, and four others, including his wife Shyna, were arrested near Karumathampatti in Coimbatore in May 4, 2015.

At least 51 Naxalites have been killed in various encounters, DGP, Sinha said, adding, "The Jharkhand Police is continuously running effective campaigns against Naxalites, as a result of which a total of 1,526 Naxalites have been arrested between 2019 and 2022... In addition, a total of 51 Naxalites has been killed in various encounters." The arrested Naxalites include one ‘politburo’ member, one ‘central committee (CC)’ member, three ‘special area committee (SAC)’ members, one ‘regional committee’ member, 12 ‘zonal commanders’, 30 ‘sub-zonal commanders’ and 61 ‘area commanders’, he said. A huge cache of arms and ammunition and about INR 15.9 million, collected as ‘levy’ (extortion money) by the Naxalites, were also seized, the top official stated, adding, "The arms and ammunition recovered include 136 police weapons, 40 regular weapons, 590 country-made weapons including 74 police weapons... 37,541 cartridges, 1,048 IEDs and 9,616 detonators ....". Senior Communist Party of India-Maoist (CPI-Maoist) leaders, B G Krishnamurthy and Savithri alias Rejitha, natives of Bhuvanahadlu village under Sringeri Taluk (administrative division) in Chikkamagaluru District of Karnataka, and other Maoists who were arrested in Kerala in November 2021, were produced in Kundapur Court in Udupi District on August 17, reports Daijiworld. The inquiry of cases on both Maoists is transferred to District Court, and chargesheets on six cases under the limits of Shankaranarayana Police Station limits and one under Kollur Police Stations limits are already submitted to court. However, the criminal sections in these cases need to be inquired in District Court, hence, all the seven cases were ordered to be transferred to the District Court. B G Krishnamurthy submitted a written appeal to the court and requested to keep him in prison of Karnataka. In his appeal, Krishnamurthy stated that out of the four cases in Kerala, he has secured bail in one and he can go for inquiry from Karnataka for the remaining three cases. The Mainpur-Sunabeda divisional committee of CPI-Maoist pasted poster soon after the incident claiming responsibility of the incident and warning people against working on behalf of the Police. In the pamphlets and posters, the ultras stated that Rout was punished as he was a ‘police informer’. He had link with the Nuapada SP [Superintendent of Police] and was working as an SPO [Special Police Officer]. The deceased was identified as Ananta Rout (36), a native of Chhattisgarh but had relocated to Dhekunpani more than a decade ago. The Maoists were after him for the past two years. “Maoists were after him (Rout) for quite sometimes. The National Investigation Agency (NIA), on August 18, has filed a supplementary chargesheet against an explosive supplier in a case related to the killing of five Police personnel in a Communist Party of India-Maoist (CPI-Maoist) attack in Jharkhand three years ago, reports The Print. The supplementary chargesheet was filed before the NIA special court in Ranchi against Abraham Tuti alias Sukram, an over-ground worker of the CPI-Maoist on August 18, a spokesperson for the federal anti-terror agency said. Earlier, the NIA had charge-sheeted 25 accused on April 15, 2021 and August 3, 2021 in the case which was registered following the deadly attack on a Police patrol by CPI-Maoist cadres on June 14, 2019, at Kukru Haat in Seraikela Kharsawan District of Jharkhand, in which five Police personnel were killed and their arms and ammunition were looted by the attackers. The spokesperson said investigations have revealed that the Tuti was part of a criminal conspiracy hatched by the local commanders of CPI-Maoist, and was involved in providing logistic support and raising funds besides procuring explosive materials for commission of the terrorist acts.

When LWE violence was at its peak in 2009, the number of incidents was 2,258, which decreased to 509 in 2021, he said, adding that this number has rapidly fallen further since 2019. “In 2009, 1,005 people died in militant violence, while in 2021, 147 people were killed... from 96 violent incidents at police stations were reported in 2009, it came down to 46 in 2021,” he detailed. At a meeting of the unified command at the New Circuit House, the CM urged that the development work in Left Wing Extremism (LWE)-hit areas be expedited. "The government's three-pronged strategy of trust, development and security has resulted in a decline in Naxalite activities," an official release mentioned the CM as saying in the meeting. The Chhattisgarh CM, according to the release, said that improved coordination between State Police and Central Forces has expedited anti-Maoist operations and development in these areas, which has increased people's confidence in the Government. He also said that the setting up of Police camps in core areas to curb the menace has helped in providing facilities such as road infrastructure, culverts, schools, electricity and Public Distribution Stores (PDS) in the interiors of Jagargunda, Kistaram and Bheji (Sukma District), Pamed, Basaguda and Tarrem (Bijapur). The CM also announced the reopening of the Palli (Narayanpur)-Barsoor (Dantewada) state highway number 5, which links Narayanpur, Kondagaon and Bastar. Anti-Communist party of India-Maoist (CPI-Maoist) posters have come up in Parasali Panchayat (village level local self-Government institution) under Kalyansinghpur Block (administrative division) in Rayagada District of Odisha on August 26, reports odishabytes.com. The anti-Maoist banners calling upon them to protect the female members of their families from falling prey to the designs of Maoists. The posters were found pasted on the walls of private residences, Government offices and different establishments. The posters, issued in the name of Niyamagiri Surakhya Samiti (NSS), pointed out that the Maoists were abducting innocent girls belonging to Dongaria Kondh community from the area in the name of their movement. But the ultras were sexually exploiting them and releasing them after the girls got pregnant. The NSS also alleged that some security personnel, human rights activists and people fighting claiming to be fighting for tribals’ rights were extending tacit support to the Maoists. Though some of the NSS members have been openly telling the people to stay away from the Maoists, they were indirectly supporting the Left Wing Extremists (LWEs), the posters mentioned.

A group of around 15 armed Maoists stormed Khadkarao village located on Odisha-Chhattisgarh border late on August 26 night and barged into the house of the victim, identified as Ramlal Podai, and dragged him out of his house and took him to a place on the outskirt of the village where they slit his throat, Police said, adding that the assailants also left some poster and a hand-written letter near the body of the young man. The letter recovered from the site accused Podai of functioning as an informer for the Police and said he was punished for passing on information about the activities of the Maoists in the area. The ultras, in their letter issued by the East Bastar division of the CPI-Maoist, also warned the Police officials of Forestgaon Police Station.

The Adilabad Police have sounded a high alert following credible information about a group of 15 cadres of the Communist Party of India-Maoist (CPI-Maoist) entering the district forest area, reports The Hans India on August 29. Following this development, teams of Police have fanned and combing operations have been taken up in Adilabad, Komaram Bheem and Nirmal district forest areas. The Police are taking no chance as the information received points that the group of Maoists belonging to Bhaskar Dalam (armed squad) entered the forest areas. The Bhaskar alias Mylarapu Adellu escaped from the Police on an earlier occasion. This has further made the Police leave no stone unturned sounding a high alert to take on the Maoists. According to the Adilabad Police, each of the members of the Bhaskar Dalam has a prize on their head from INR 500,000 to INR 2 million. The entry of the Dalam is suspected to be meant to conduct new recruitments into its fold from the local people. While launching the combing operations, the Police warned the people not to extend their support to the Maoists including offering food to them. Meanwhile, the Maoists have released a letter on the ensuing Munugodu bypoll alleging that the Telangana Rashtra Samithi (TRS) and Bharatiya Janata Party (BJP) are working to protect their own political interests. The letter charged that the saffron party has been creating religious rifts among people with the sole objective to win the Munugodu bypoll.

Ramesh Pallo (29) and Tani alias Shashi Pungati (23) were arrested in an operation by the Special Operation Squad (C-60 commandos) and the Central Reserve Police Force (CRPF)'s Battalion 37 from Koyar forest while Arjun alias Mahesh Narote (27) was arrested from Jharewada in another operation, Superintendent of Police (SP), Ankit Goyal said in a statement. "Pallo is a scout member with 13 offences against his name. Pungati, a member of the outlawed group's company 10, has seven offences against her name. They both carried rewards of ₹ 4 lakh each on their heads," an official said, adding, "Narote was active in the Bhamragarh dalam [armed squad]. He has 27 serious offences registered against him. Gadchiroli police has arrested 57 alleged Maoists in 2021-2022."

Police said, four ‘militia’ (the Maoists’ people’s army) members of the outlawed CPI-Maoist came to the residence of the deputy Sarpanch, Irpa Rama Rao (30), during late night hours of Monday (August 29), woke up his wife Kanak amma and told her that they were taking Rama Rao with them. During early hours on Tuesday (August 30) the ‘militia’ members brought him back to the village, smashed his head with an axe and left him dead in a pool of blood on the outskirts of the village. A letter by CPI-Maoist Cherla-Sabari Area Committee was left at the spot stating that the deceased has been working as a ‘police informer’ and hence he was punished.
