Five Communist Party of India-Maoist (CPI-Maoist) cadres were arrested from Dantewada and Bijapur Districts of Chhattisgarh in three separate incidents on August 1, reports The Pioneer. In one incident, three Maoists, including two minors, were arrested after an exchange of fire between Security Forces (SFs) and Maoists in a forest near Tetam village under Katekalyan Police Station limits in Dantewada District on August 1. The Superintendent of Police (SP) Abhishek Pallava said, a joint team of the District Reserve Guard (DRG) and local Police launched an operation based on a specific input that senior Maoists had convened a meeting of people from Tetam, Tela, Jiakorta and other villages in a bid to force them to observe the Martyrs Week (July 28 to August 3) in memory of their slain leaders. When the patrolling team was near Tetam, the Maoists triggered IED (Improvised Explosive Devise) blasts and opened fire on SFs that led to the gun-battle. When the gun fell silent, the SFs arrested Hidma Madvi (23), a ‘jan militia member’ along with a 15-year-old girl and a boy aged 16. Also, detonators, Maoist banners, fire crackers, medicines and items of daily use were recovered from the spot, the SP said adding that “the minor girl was part of the Chetna Natya Mandli (cultural wing of Maoists) while the boy was active as a ‘militia member’. All the three were allegedly tasked with arranging commodities of daily use for senior cadres, spreading Maoist propaganda, damaging roads and conducting reconnaissance on police.” In other incidents, two Maoists, identified as Mahesh Yadav (32) and Manku Modiyam (32) were arrested from separate places in Bijapur District of Chhattisgarh on August 1. While Yadav was arrested from Tindodi village under Bhairamgarh Police Station limits, Modiyam was arrested from Chilnar village under Bijapur Police Station limits in the District. A Police officer said, Yadav was involved in the killing of Policeman -Somaru Poyam and injuring his parents at their house in Matwada village on July 1. On the other hand, Modiyam was wanted for killing a Police official and snatching his AK-47 rifle in Pamalwaya area in the District in 2011.

Police arrested three Communist Party of India-Maoist (CPI-Maoist) sympathisers and recovered a dump of 414 live rounds of different weapons from a village under Dubbagudem Gram Panchayat (GP, village level local self-Government institution) limits in Gangaram Mandal (administrative sub-division) in Mahabubabad District of Telangana on August 2, reports Telangana Today. The sympathisers have been identified as – Bandi Sudhakar of Mamidigudem, a hamlet of Dubbagudem GP, Kalthi Sammaiah of Miryalapet, a hamlet of Dubbagudem GP, and Poleboina Saraiah of Dubbagudem village. According to the Superintendent of Police (SP) N. Koti Reddy, the trio had been working for the Maoists by providing logistic support by letting them stay at their respective villages. “A case was already registered against Poleboina Saraiah in 2006 in Kothaguda Police Station as he was supplying arms to the Maoists,” the SP said. The trio was trying to resort to some offence as a part of the ongoing ‘Maoist Martyrs Week’.

The National Investigation Agency (NIA) on August 2, claimed that Delhi University (DU) Professor, Hany Babu M. T. (arrested earlier on July 28) has links with Manipur based insurgent group, Kangkeipak Communist Party-Military Council (KCP-MC), reports Hindustan Times. The agency also said that it has retrieved several communications of the DU professor with other Manipur-based outfits. Based on Hany Babu’s questioning, the NIA team also searched his residence in Noida. A NIA statement said, “Hany Babu M T was found to be a co-conspirator along with other accused persons propagating Naxal activities and Maoist ideology. The investigation also revealed that Hany Babu was in contact with Paikhomba Meitei, Secretary Information and Publicity, Military Affairs of Kangkeipak Communist Party (MC), an organisation banned under Unlawful Activities (Prevention) Act. An interview of Ganapathy, General Secretary of CPI-Maoist was shared by Paikhomba Meitei with the accused Hany Babu. Communications of Hany Babu with other Maoists of Manipur have also been retrieved.”

A Chhattisgarh-based Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Sodi Oora (30) was arrested while distributing pamphlets, asking people to celebrate Martyr’s Week, at Kothapalli crossroads in Jayashankar Bhupalpally District of Telangana on August 3, reports The Times of India. According to the report, while Venkatapuram Police along with Central Reserve Police Personnel (CRPF) personnel were conducting vehicle checks at Kothapalli crossroads, they identified a person trying to run away on seeing them. Police later intercepted and arrested Oora – a resident of Chinna Utlapally village in Bijapur District of Chhattisgarh. Oora told Police that he joined CPI-Maoist in 2012 as a member. Initially, he used to collect groceries and vegetables for the party and inform Maoists about the movement of the Police. In 2016, he was appointed as a member of the Pujarikanker Revolutionary Peoples’ Committee (RPC).

The Communist Party of India-Maoist (CPI-Maoist) cadres abducted three civilians identified as Ganesh Rajak (46) - a Bhalui Gram Panchayat (village level local self-Government institution) Mukhiya (village headman), Rajendra Yadav (70) - a farmer and a money lender and Ravindra Rajak - a contractual teacher, from Mananpur Basti under Chanan Police Station limits in Lakhisarai District of Bihar on the intervening night of August 3 and 4, reports The Times of India. However, the Maoists set free the teacher later on August 4. The Station House Officer (SHO) Vaibhav Kumar said at least 25 heavily armed Maoists kidnapped the trio from their respective residences in the village. “They climbed down from the Gobardaha hills, which is hardly one kilometer away from the village. No firing took place. The Maoists did not leave any pamphlet either,” the SHO said.

The National Investigation Agency (NIA) on August 3, arrested the sixth suspect, identified as Haripal Singh Chauhan (44), in the assassination of Chhattisgarh BJP legislator Bhima Mandavi and four Policemen in Bastar on April 9, 2019, from Dantewada District of the State reports The Times of India on August 6. According to NIA, Haripal was a “co-conspirator” in the killing. A statement released by the central agency said, “Investigation has revealed that Haripal, a wholesale dealer of daily-needs goods, was a co-conspirator, along with the others arrested, and had procured material for the Communist Party of India-Maoist [CPI-Maoist] IED [Improvised Explosive Device] blast that killed Bhima Mandavi and four Police personnel”.

Two civilians, identified as Mondipalli Ajay Kumar and Mondipalli Mohan Rao, were killed in a landmine explosion planted by the Communist Party of India-Maoist (CPI-Maoist) cadres near Chintalaveedhi in Jamiguda Gram Panchayat (village level local self-Government institution) of Pedabayalu Mandal (administrative sub-division), located in the interior part of the Andhra-Odisha Border (AOB) region in Visakhapatnam District of Andhra Pradesh on August 3, reports The New Indian Express. According to the Police, the two tribal youth had gone into the forest in search of some cattle which were missing from the herd after grazing. The Pedabayalu Sub-Inspector (SI) Raja Rao said, “They accidentally stepped on a mine planted under the soil on the thoroughfare. It exploded, killing both of them on the spot. An unidentified woman cadre of the Communist Party of India-Maoist (CPI-Maoist) was killed while three others were injured in an exchange of fire with Security Forces (SFs) at Isulnar forest in Bijapur District of Chhattisgarh on August 5, reports The Pioneer. According to Police, a joint team of Central Reserve Police Force (CRPF), Special Task Force (STF), District Reserve Guard (DRG) and Commando Battalion for Resolute Action (CoBRA) personnel had launched an anti-Maoist operation in the said forest when they encountered the rebels. The Inspector General of Police (IGP), Sundarraj Patilingam said the Maoists opened fire, triggering a gun battle. After sensing defeat, they escaped into the forest. When the gun fell silent SFs found the body of a woman cadre and a 12-bore gun from the spot. The slain Maoist seemed to be a member of PLGA (People's Liberation Guerrilla Army) platoon no.11 of the Maoists, the IGP said adding that bloodstains at the spot indicated that three-four Maoists may have been injured.

As per the Police, the nexus between Maoists and cannabis traders came to the fore after the arrest of one Kolakani Kamesh from Maddigaruvu area in Gangaraju Madugula Mandal (administrative sub-division) in the District on August 5. “We always knew Maoists collect levy from ganja traders. Now we have come to know that they are into ganja cultivation too,” said Satish Kumar, Officer on Special Duty (OSD), anti-Maoist operations. Kamesh was arrested by Gangaraju Madugula Police on August 5, and INR 1,76,000 in cash, 24 kilograms of ganja, two steel carriages, 10 detonators, nuts and bolts were recovered from his residence. Kamesh, during interrogation, accepted that he had been working for Maoists for the last four years. He also said that he was contacted by Maoist couple – Ashok and his wife Lakshmi, who used to supply him ganja stock. “He would use the money from the sale to procure food material, medicines, and even explosives for Maoists. They are now engaging local tribals to cultivate ganja,” said the OSD.

On seeing the SFs, the Maoists opened fire leading to a gun-battle. The Maoists, however, managed to escape taking advantage of the dense forest and heavy rainfall, the Police said adding that four Maoist camps were neutralised and live ammunition as well as empty cartridges, Maoist literature written in Hindi and Odia, among other articles were recovered from the spot. The Inspector General of Police (IGP) Sundarraj Patilingam said, “We had launched an inter-district counter-insurgency operation on the borders of Kanker and Kondagaon Districts in which different teams of Border Security Force (BSF), DRG (District Reserve Group), STF (Special Task Force) and Police from seven stations were deployed. On August 10, a joint team of DRG and STF had a face-off with armed Maoists in the said forest. Seeing the Police force, the Maoists opened fire. The police retaliated leading to a gun-battle.” After intermittent firing, the Maoists escaped into the forest. Boddu was allegedly involved in several attacks, including the Tadmetla (then in Dantewada District) massacre in 2010, in which 76 troopers died and Asirguda IED (Improvised Explosive Device) blast in Errabor in 2006, where 10 Special Police Officers (SPOs) and a civilian driver were killed, the SP said adding that he carried a reward of INR 800,000 on his head. Amidst the rising Communist Party of India-Maoist (CPI-Maoist) violence in Kolhan region in West Singhbhum District of Jharkhand, the Deputy Inspector General (DIG), Rajiv Ranjan Singh presided over a high-level meeting of senior Police officials from Odisha and West Bengal along with Superintendents of Police (SPs) of different Districts to review the law and order situation, reports The Avenue Mail on August 18. According to a Police official, “the meeting was called to frame a strategy to combat rising Naxal [Left Wing Extremist, LWE] activities in bordering areas of three States. During the meeting the officials of Police and Paramilitary Forces exchanged information regarding the Naxals movement in areas of concern like and Kiriburu in Kolhan areas with Purulia, Burdwan and West Midnapore Districts in Bengal and also with Mayurbhanj, Keonjhar and Sundargarh Districts in Odisha.” During the meeting, it was decided to step up vigil in the bordering areas. The officials said that additional check posts would be set in bordering areas to put a check on the movement of ultras. “We have found that the rebels have been active in the bordering areas of Odisha, West Bengal, and Jharkhand. They act in one State and easily cross and hide in another State. We have to work together and share intelligence and records of ultras so that they could be flushed out,” said another Police Official.

Ten persons, including five women and a minor girl, were injured after they were beaten up by Communist Party of India-Maoist (CPI-Maoist) cadres for supporting development activities in Chikpal village under Katekalyan Police Station limits in Dantewada District of Chhattisgarh on August 19, reports The Pioneer. The Superintendent of Police (SP) Abhishek Pallava said, a group of 25 to 30 armed Maoists assaulted over 20 villagers with sticks and butt of their guns. The residents of the village had also taken part in Independence Day celebrations at Marjum village, located in a Maoist-stronghold, where the national flag was hoisted after 30 years, the SP informed. The SP also said that the District collector had visited the village last month and assured to take up development works there. On the collector's direction, women in villages of Dantewada formed groups and nominal funds were given to them to carry out various activities in their villages. A group of 10 women in Chikpal was managing meals given to children at the local anganwadi centre among other works. On learning about these activities, Maoists attacked more than 20 villagers, of whom 10 were injured and admitted at a local health centre, the official added.

As per the report, Madkami, a resident of Kankerapra village of Dantewada District in Chhattisgarh, was involved in many incidents of assault and killing of civilians, exchange of fire with Security Forces (SFs) and destruction of government properties. He had joined the CPI-Maoist in 2015 and was in the protection team of Chaitu, who was in-charge of the Darva division of Dandakaranya Special Zonal Committee (DKSZC). Since December 2019, he was working in the Mahupadar local squad. As per the report, the raids followed the arrests of Maoist ‘commanders’ – Jitrai Munda and Jogen Purty in Khunti District on August 23. They had during interrogation revealed the rebels’ plans to attack the Police and Paramilitary Forces in Kuchai in Seraikela-Kharsawan and Tamar in Ranchi District. The Seraikela-Kharsawan District Superintendent of Police (SP) Mohammed Arshi said, the Maoists had laid can bombs in large numbers at Raisindri hill in Kuchai to inflict casualties to the Police and Paramilitary Forces during their anti-insurgency operations. He said that apart from the can bombs, the rebels had also kept rifles and ammunition hidden in Jharjhara hills at Tamar in Ranchi district for use against the Forces. “Munda and Purty, whom the Khunti Police had arrested on August 23, had said during interrogation that Naxal leaders – Anal, Ashim, Amit Munda, Atul and Maharaja Pramanik are active in Seraikela-Kharsawan, West Singhbhum and Tamar in Ranchi district, where IEDs had been laid. The duo had also pointed out the places where the rebel leaders had kept rifles and ammunition hidden. On getting the information, a joint team of Khunti, Ranchi, West Singhbhum and Seraikela-Kharsawan Police conducted extensive searches. By August 25 morning, we had found all the bombs and firearms the two rebels had spoken of,” said the SP. He further added that the Police had found seven can bombs weighing 5 kilograms each on a mud road at Meromjanga close to the Bandi hill in Kuchai and 65 can bombs weighing 4 kilograms each on a road along the Raisindri hill in Seraikela-Kharsawan District. The accused named in the case are identified as – Maddiletti (31), state president of TVV; Menchu Sandeep (26), state general secretary of TVV; Nalamasa Krishna (38), state vice president of TPF and Yapa Narayana (52), secretary, Telangana State Committee. An NIA official said the case was first registered on October 8, 2019, after a search at Maddiletti’s house in Hyderabad led to the seizure of many incriminating letters, documents, and digital devices, establishing his close association with senior CPI-Maoist leaders and top leaders of their frontal organisations. ASI Nagaiya Kosa went missing on August 30 evening from Kutru area of the District. Director-General of Police (DGP), Chhattisgarh, DM Awasthi said, “ASI Nagaiya Korsa was abducted and killed by sharp-edged weapons. As per the primary investigations, we think that he was killed by Maoists. His body found along Kutru-Naimed roadside in Bijapur District on Monday.” Sub-Divisional Officer of Police (SDOP), Kutru, received a tip that militia cadres of CPI-Maoist were spotted between Kutru-Naimed road.
