On the political front, a news report said the Chairman of the All Party Hurriyat Conference (APHC), Abdul Ghani Bhat, held a round of ‘secret’ talks with two emissaries of Prime Minister Atal Behari Vajpayee, in New Delhi, on December 3. Earlier, speaking to Radio Tehran, he predicted that the Kashmir issue was on the verge of a settlement and relations between India and Pakistan were going to normalize. He said that the announcement of a unilateral cease-fire by India was an admission of reality. He also said the APHC had not withdrawn support to the cease-fire announcement. While welcoming Pakistan's offer of "maximum restraint" on the Line of Control, the Hurriyat chief asked New Delhi to initiate a dialogue, involving Pakistan too, to settle the Kashmir issue.

Speaking in New Delhi on December 7, Prime Minister Atal Behari Vajpayee said that Government could consider the proposal for a Pakistan visit by leaders of the All Party Hurriyat Conference (APHC) if such a request was made by them. He added that so far, "There has been no request from the Hurriyat for visiting Pakistan and if it comes, we could consider it." Speculation on a visit by Hurriyat leaders began after the Pakistan Foreign Secretary's proposal that the Hurriyat Conference hold talks with Islamabad and New Delhi separately to pave the way for a trilateral dialogue. When asked about the possibility of talks with Kashmiri terrorist groups active in Jammu and Kashmir, the Prime Minister said "we want to talk to our own people".

Another senior Hurriyat leader and its former chairman, Syed Ali Shah Geelani is reported to have criticised his Hurriyat colleague, Abdul Gani Lone’s negative remarks regarding the ‘fundamentalist, Islamist groups’ operating in Kashmir. A senior leader of the All Party Hurriyat Conference (APHC), Abdul Gani Lone, who was speaking to newsmen, in New Delhi, on December 11, reportedly said that all foreign mercenaries would have to leave Kashmir once a political dialogue started. He also called on all terrorist outfits to give a positive response to Prime Minister Atal Bihari Vajpayee’s unilateral cease-fire offer. As reported earlier a controversy is already on regarding Abdul Lone's stand on foreign mercenaries, against whom he had spoken out earlier in Pakistan. A former APHC chairman, Syed Ali Shah Geelani criticised this stand, besides other leaders.

In conflicting statements on December 15-16, senior leaders of the All Party Hurriyat Conference took opposing postures before the executive council of the alliance was to meet on December 17 to formulate its official response to the Prime Minister's cease-fire offer. As new reports indicate, members of the executive committee are now clearly divided in the 'hawks' and 'dove' camps. While the Hurriyat chairman, Professor Abdul Gani Butt, and other senior leaders such as Abdul Gani Lone and Mirwaiz Omar Farooq made statements on December 16 hinting at a positive response to the on-going cessation of offensive operations by security forces and warned against negative responses, other senior leaders such as Syed Ali Shah Geelani and Sheikh Abdul Aziz have hinted at taking a negative posture towards the cease-fire and insisting that support to terrorists operating in Jammu and Kashmir must continue.

A Hurriyat spokesman said the meeting of the seven member executive committee discussed "the situation arising out of the unilateral ceasefire and unanimously reiterated its stand that Hurriyat will take part in any meaningful and result-oriented political process aimed at resolving the Kashmir issue permanently." All top Hurriyat leaders attended the executive council meeting, including chairman Abdul Gani Bhat, Mirwaiz Umer Farooq, Syed Ali Shah Geelani, Abdul Ghani Lone, Mohammad Yaseen Malik, Maulana Mohammad Abbas Ansari and Sheikh Abdul Aziz. In an interview to the Pakistani daily Dawn, published on December 17, former Hurriyat chairman Syed Ali Shah Gilani said that the alliance might split because of conflicting positions taken by its senior members on the Indian Prime Minister's cease-fire offer and New Delhi's indication that peace talks with the Hurriyat leaders were possible. He added that "Cease-fire is not the real issue. Peace is not the real issue. The real issue is solving the festering problem of Kashmir," claiming that "Peace will come naturally and it will be the only real durable peace when the issue of Kashmir is settled once and for all." He also criticised a suggestion by some Hurriyat leaders, including Abdul Gani Lone, that Mujahideen groups should work under the political leadership of Kashmir and that they should not dictate terms to it. He asserted that terrorists operating in the state "must be given good reasons to trust the political leadership. Only then will they be able to follow the leadership". Commenting on Pakistan's role in the dispute, he claimed that the country "…has supported the cause of Kashmir. But it has not always been able to sort out its friends from the foe. There are people (in Hurriyat) who need Pakistan more than they love Pakistan. I am some one who loves Pakistan first."
