According to The Telegraph, two left-wing extremist (also known as Naxalites) outfits, the People’s War Group (PWG) and Maoist Communist Centre (MCC), have signalled the formation of a "new unified party" which will be known as Communist Party of India (Maoist). A formal announcement to this effect is expected on October 14, today, by Ganapati, the ‘general secretary’ of the PWG, the report added. The report says that armed squads of the two outfits have merged and sources claimed that the "action" at Mahuadanr in the Palamu district of Jharkhand this week was carried out by the ‘unified command’. The report quotes a pamphlet stating that the merger follows ironing of their political differences.

On October 14, the People’s War Group (PWG) ‘State secretary’, Ramakrishna, at a news conference in Hyderabad, announced that the left wing extremist (also known as Naxalite) outfits, the PWG and the Maoist Communist Centre (MCC) have merged to form a new "unified" Communist Party of India (Maoist). He said the party was formed on September 21, 2004 at an undisclosed place in the forests, but the announcement was "withheld" owing to security reasons. The general secretary of the PWG ‘central committee’, Muppala Laxman Rao alias Ganapathi, had been elected ‘general secretary’ of the new party. Ramakrishna and Janasakthi leaders said that the merger would cause "fear among the ruling classes." It had "fulfilled the aspirations of the masses" for a strong revolutionary party that would usher in a "new democratic society" by advancing towards socialism and communism, Ramakrishna added. They also stated that the two guerrilla "armies" of the PWG and the MCC — the People's Guerrilla Army (PGA) and the People's Liberation Guerrilla Army (PLGA) — have now merged and would be called the PLGA from December 2, 2004.

The Hindu reports that negotiations between the Government and the left wing extremists (also called Naxalites) failed to make headway on the second day on October 16 as the CPI (Maoists) and CPI-ML (Janashakti) representatives insisted on a commitment to end repression against the 'people's movements' before taking up the main agenda. The Naxalites put forth four demands — withdrawal of criminal cases against participants in people's struggles, release of political prisoners, scrapping of rewards on the heads of revolutionaries and a check on the activities of anti-social elements and armed mafia gangs. This came as a surprise to the Government side, led by the Home Minister, K. Jana Reddy, which expected the naxalites to abide by their resolve to take up "people's agenda." After eight-hour long negotiations, Mr. Jana Reddy stated that the issues raised by Naxalites would be referred to the Government and the final decision made known before conclusion of the current round of negotiations.

On October 17, the Howrah-New Delhi Rajdhani Express reportedly had a narrow escape when a bomb, carried by left wing extremists (also known as Naxalites) of the Communist Party of India-Maoist (CPI-M) to be planted on the track on the Gaya-Mughalsarai section, exploded minutes before the train passed. Police said the incident occurred near the Karbandia railway station in Rohtas district of Bihar. A Naxalite injured in the blast was arrested later, while a search is reportedly on to nab another five Naxalites who escaped.

In a "message to jail comrades" the CPI (Maoist)'s ‘general secretary’, Muppala Laxmana Rao alias Ganapathi, congratulated the jailed Naxalites for "holding aloft the dignity of the red flag in the enemy camp" and for "turning the jails into schools of revolution and centers of struggle." Stating that the jailed members were being tortured, he said that their struggle would only strengthen the "new democratic revolution."

The CPI-Maoist sounded a warning to the State government that it would have to reconsider its decision on the ceasefire if the "police continued to break" the pact. Senior CPI-Maoist leader Narasimha Reddy alias Ganganna told reporters at the Marri Channa Reddy Institute that the Prakasam district police had ‘foisted fake cases’ against three Naxalites and arrested them, which was against the peace talks accord. "We have been following the ceasefire. We expect the government to reciprocate," he added. Even as the first round of peace talks concluded on October 18, CPI-Maoist leader Ramakrishna said he was "not very satisfied with the response to our demands." He wanted the next round from November 17, after the Naxalite public meeting in Hyderabad on the 16th. He added that the monitoring committee would study the action taken on their demands.
