A CPI-Maoist supporter and supplier of explosives, identified as Karamdayal Munda, was arrested by Lohardaga Police on March 1, reports The Pioneer. Superintendent of Police (SP) Manoj Ratan Chothe has said “Under the leadership of SDPO AS Rijwi and police force, CRPF, a search operation was conducted on Sunday. Police arrested Karamdayal Munda, the Maoist supporter and the supplier of explosives who was in Badi village of Senha block.” During interrogation, the supplier told the Police that he had kept some explosives near a Anganbadi centre. Police found 175 pieces of detonators, 25 metre cortex wire, a pressure cooker and 34 pieces of large sized canes. The SP added “Munda used to supply explosives to the Maoists for a long time especially to Madan and Nakul Yadav. During election hours he supplied them rice and eatables.”

In a boost to the anti-Communist Party of India-Maoist (CPI-Maoist) operations, the base of Unmanned Aerial Vehicle (UAV) has been set up in Chhattisgarh, reports The Indian Express on March 2. The aerial vehicle quietly made its first test-reconnaissance from an airstrip in the Bhilai Steel Plant campus on February 27. The UAV will have its base station at a location in Nandini village of Bhilai, as a joint team of National Technical Research Organisation (NTRO) and Indian Air Force (IAF) will handle its operations. The UAV makes sorties over the forested zone of Dandakaranya and takes images useful in security operations. Now, the UAV’s inputs will be streamed live at certain strategic locations, including Raipur Police Headquarters, offices of Police Superintendents of Maoist-hit districts and office of Bastar Inspector General (IG), among others. The UAV is likely to be connected with these offices within months.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre was shot dead in a gun-battle with Security Forces in Chhattisgarh's insurgency-hit Sukma District on March 2, reports NDTV. "The rebel-- who is yet to be identified-- was killed in an exchange of fire between a joint team of security personnel and ultras in the restive Gadiras police station limits late last night," Sukma Additional Superintendent of Police (ASP) Santosh Singh told PTI. "A group of armed insurgents opened indiscriminate firing on them in a hilly area of Gadgad village last night following which security personnel retaliated," he said. Later, during search of the spot in the wee hours, the body of a woman Naxal in uniform was recovered along with a 12 bore gun, a pipe bomb, cartridges and other material, the ASP said.

Nearly a week after Communist Party of India-Maoist (CPI-Maoist) cadres blew up a Police vehicle and killed two Central Reserve Police Force (CRPF) personnel near Sherghati, a joint team of Gaya Police and CRPF raided Khardag, Bijua and Kolhubar villages under Dumaria Police Station in Magadh region and arrested four Maoists involved in the incident, reports deccanheral.com on March 2. The apprehended Maoists – Mithilesh, Binod Yadav, Mohammad Ibrar and Ajay Kumar – confessed that they used ammonium nitrate to blow up the bus which was carrying the Commando Battalion for Resolute Action (CoBRA) personnel to their base camp after the cops, earlier in the day, conducted search operations in Maoist-infested areas. “The explosives were stashed in two 5 kg-cylinders and planted beneath a road connecting the culvert. An IED (improvised explosive device) was used to trigger the blast,” said a source quoting the Maoists who confessed before the investigating officer.

Odisha Government urged the Centre on March 2 to provide two MI-17 or equivalent helicopters to the State for undertaking anti-Communist Party of India-Maoist (CPI-Maoist) operations, reports The Business Standard. "I would request you to consider deploying two MI-17 or equivalent helicopters in the state at the earliest for effectively undertaking anti-naxalite operations," Chief Minister Naveen Patnaik said in a letter to Union Home Minister Rajnath Singh. Chief Minister Patnaik said he had earlier requested the then Home Minister in a letter on October 29, 2010 for stationing two dedicated MI-17 Helicopters at Koraput and Bhubaneswar for anti-Maoist operations in Odisha.

Acting on the unconfirmed reports that special zonal committee ‘secretary’ of the Dandakaranya region was moving along with his ailing wife for the latter’s treatment, the Sub-Division Police kept a close watch on the hospitals in the mandals (administrative units) bordering Chhattisgarh. Those arrested have been identified as Chitranjan Kumar, Gautam Kumar and Arun Kumar, all residents of villages adjoining Karpi. Police also recovered a laptop, fake electoral IDs with tampered holograms and other incriminating documents. Presently, a total number of 593 companies of Central Armed Police Forces (CAPFs) have been deployed in 10 Left Wing Extremism (LWE) affected states for assisting the state police in conducting anti-LWE operations in the state, reports Business Standard. With effect from 01.4.2014, the rate of recovery of deployment charges for each Battalion (of 7 coys) have been fixed at Rs 43.10 crore per annum, in addition to actual cost of transportation/ movement of the Battalions, with 5% annual increase for the subsequent five years from 2014-15 to 2018-19. As on 01.10.2014, an amount of Rs 13139.37 crore is outstanding on deployment of Central Reserve Police Force (CRPF) (the largest amongst CAPFs) against LWE affected States, on account of deployment charges. Presently, there is no proposal with the Government to reduce / decrease the number of battalions of CAPFs in the LWE affected States, thus reducing the expenditure on their deployment. This was stated by the Minister of State for Home Affairs, Shri Haribhai Parathibhai Chaudhary in a written reply to Shri Harivansh in the Rajya Sabha (Upper House of the Parliament) on March 4.

The Andhra Pradesh Government has doubled the relief amount provided to surrendered Communist Party of India-Maoist (CPI-Maoist) cadres from INR 5,000 to INR 10,000 to meet their immediate requirements as recommended by the High Powered Cabinet Sub-Committee dealing with “naxalite problems” in the state, reports The Hans India on March 5. The Government has also evolved guidelines for the rehabilitation of surrendered extremists to encourage surrenders and enable the extremists to join mainstream by providing them with economic support schemes. Depending on their economic status, they become eligible for grant of White cards, housing, LPG subsidy and also admission to skill development courses, says a special Government Order issued by the Andhra Pradesh Government on March 4. The Additional Director General of Police (Intelligence), Andhra Pradesh said that the grant has no impact on other special grants like reward money on the surrendered extremist and others like healthcare, education, jobs etc.

Intelligence inputs coming from Central Reserve Police Force (CRPF) and Intelligence Bureau have suggested that the growing alienation among tribal population in various Communist Party of India-Maoist (CPI-Maoist) strongholds in Odisha, Jharkhand, Chhattisgarh and parts of Bihar and Maharashtra has forced CPI-Maoist to order a study of socioeconomic impact of the central development schemes, reports dnaindia.com on March 7. The study has been ordered by the Eastern Regional Bureau of CPI-Maoist that supervises Maoist activities in Bihar, Jharkhand, West Bengal, Assam, Eastern Uttar Pradesh and North Chhattisgarh, sources said. The ERB has asked various state committees to undertake detailed study in villages and circulated a 19 column detailed pro-forma to be duly filled up by the surveyors. "The CPI (Maoist) has noted that if it has to spread and further revolution in the agrarian areas, it has to review its tactics in the light of socio-political and economic impact of the development schemes that have been there in the rural and tribal areas for the last two decades," said sources. In their internal communications, the Maoist's have blamed these programmes for weaning away village level activists as they got involved in various contractual works associated with these schemes. Besides initiatives like Rs. 2 per kg rice for poor and Saranda action plan succeeded in misguiding some of its active cadres and sowed seeds of discord among them, the intelligence inputs note. The confiscated documents also suggest that some Maoist leaders lament the lack of maturity on part of some of its senior leadership for being unaware of changing ground realities and need for a comprehensive survey from a Marxist perspective.

Superintendent of Police (SP), Bijapur, KL Dhruv informed that Shankar Poyam was member of Maoist military platoon number 16 and also President of Chetna Natya Mandali (CNM), one of the offshoots of the CPI-Maoist. “Shankar was appointed Naxal ‘Militia Commander’ active in Belnar in 2005. He was involved in triggering Improvised Explosive device (IED) near village Bodli under Nelsanar Police Station in 2010 where two personnel of Naga Battalion had lost their lives. The insurgent had also killed Salwa Judum leaders,” the SP said, adding, reward of INR 100,000 was declared on his head. Prakash Podyami, ‘deputy commander’ of Section-A of Maoist Military platoon number 1 was trained in handling automatic weapons and planting IED. The insurgent along with other Naxals had carried out ambush attack on a Police party in Bhatpal under Orcha Police Station wherein 3 Police personnel died. The State Government had declared reward of INR 300,000 on his head, he said. Ramsu Tamo who was ‘Janmilitia Commander’ active in Bhairamgarh was part of Naxal team which had attacked Police party in Farsegarh in 2012. Two Police personnel had martyred in the attack, he said adding Ramsu carried reward of INR 100,000 on his head. The other surrendered ultras used to support insurgents in operating Naxal activities in the region, the SP said.

According to inputs by both Central and State agencies, a number of top Maoist leaders from West Bengal and Jharkhand have been spotted making their way into villages. Security agencies have received inputs from ground-level sources that in the last few days, ‘regional commanders’ and leaders such as Bikash, Shyamal and Ranjit Pal have been spotted in the area. They have also been in touch with some known associates in villages along the West Bengal-Jharkhand border. Sources further said that a group of Maoists, under the leadership of Madan Mahato, ‘commander’ of the Belpahari region in Purulia, was spotted in the Ranibandh area of Bankura three weeks back. “Security agencies believe Mahato to be unwell. There is a high chance that he is hiding somewhere in the dense forest along the Bengal-Jharkhand border. Bikash and others must have contacted him to get a ground report,” a senior officer said.

With Odisha figuring low among the States in the Police-population ratio, the Assembly Standing Committee on Home Department has recommended a five-year plan to augment the strength of civil Police, reports The New Indian Express on March 12. Currently, the sanctioned civil Police strength ratio stands at 81.05 per 100,000 population against the national average of 145.02. Interestingly, if the vacancy is taken into account, then State deploys just 71 civil policemen for 100,000 population. The panel, in its report, observed that the disparity could be attributed to a low civil police strength which needs to be raised. As per the National Crime Records Bureau (NCRB), the civil police strength in the State stands at 30,850 in 2013. The panel has suggested a five-year plan to scale up the civil police strength so that the police-population ratio reached 100 per one lakh population. This can be done by creation of posts across the ranks and by putting in place required infrastructure both in urban and rural areas at a cost of INR 1.88 billion per annum. This can also address the growing law and order concerns, the panel observed. The House panel has suggested that a separate medical fund be created to provide emergency financial assistance for meeting the treatment cost of security personnel injured during anti-Maoist operations.

He added that he would take steps to ensure that tourists are able to visit Sunabeda Wildlife Sanctuary in Nuapada District without the fear of Maoists. Mishra, who went to Sunabeda village in a chopper, admitted that tourism was hit in the area due to increase in extremist activities in the past five years. The Maoists reportedly started spreading their base in Sunabeda in 2009. Since Chhattisgarh is close to Sunabeda, it became an added advantage for the Maoists. At present, the CRPF and Commando Battalion for Resolute Action (CoBRA) personnel have been deployed at Barkot, Jamgaon, Sunabeda and Soseng villages. Sources in the forest department also said the number of visitors has gone down owing to Maoist menace. The department recorded 22,000 footfalls between 2001 and 2005. The figure dipped to 2009 between 2006 and 2009. In 2010 and 2011, only 815 tourists visited the place. No tourist has visited the area since 2012.

The Police spotted a seven-member CPI-Maoist gang in the tribal colony when the extremists were just a few metres away. It was for the first time that the Police Force in the District was coming that close to nabbing the extremist group members. “However, the police were not in a position to attack the gang. They were atop a hilly terrain and the Police were on the down side. Five of the seven people were inside the house of Chathan, a resident of the colony, having food. The others were watching the surroundings. If we had opened fire at that moment, they would have used the tribal family as cover to escape bullets. The lives of both the policemen and the civilians were at risk,” sources in the force said seeking anonymity. The police action invited criticism from various quarters. But they believe what they did was right. “There were three women in the house. There would have been a huge public uproar had any civilian been injured in the attack on Maoists.” Meanwhile, on the basis of intelligence tip that Maoists may target Wayanad District Collectorate in the hope that it could give them better public attention, the government has decided on March 12 to bring the collectorate building and surrounding areas under electronic surveillance system, reports The Times of India. The Revenue Department has cleared the proposal for setting up surveillance cameras in the collectorate. According to the order issued by the Government in this regard INR 2.6 million has been cleared for installation of cameras in the compound that will capture the movements of visitors inside the collectorate building as well as the surrounding areas.

He further said “The CRPF is ready to foil any such attempt by the banned outfit.” Sambalpur and Deogarh districts are pivotal because of their strategic location and all efforts will be made to ensure that the Maoists cannot realise their plan of a corridor, added Mishra, who arrived in Sambalpur later in the day after reviewing anti-Maoist operations at Sunabeda wildlife sanctuary in Nuapada, which has become a hotbed of Maoists. “It will be easy to rein in the Maoists if they are denied setting up the corridor,” Mishra said, adding that there has been a reduction in the Maoist movement in Sundargarh, Deogarh and Sambalpur whereas it has increased in Boudh, Kandhamal and Angul districts. He said the CRPF personnel have succeeded in containing Maoist activity in Sunabeda sanctuary and are now concentrating on the border areas of Nuapada and Chhattisgarh, where the ultras are currently active. On CRPF deployment in the State, the CRPF DG said it would be rationalised and the personnel stationed in areas which have marked subdued Maoist activities would be moved to places where ultras are active. He said the CRPF was working in tandem with the State Police. During his visit to the Sunabeda sanctuary, Mishra attended a function organised by CRPF in Sunabeda village as a part of their Civic Action Programme.

Amid claims by the Centre and the Chhattisgarh Government that Communist Party of India-Maoist (CPI-Maoist) activities are on the decline, the state’s forest employees union has written to Chief Minister Raman Singh and, citing the Maoist threat, urged him to immediately stop all departmental works in the interior areas, reports The Indian Express on March 23. The employees have threatened to go on an indefinite strike from March 25 if their demands were not met. Dated March 21, the letter was sent by Umesh Singh, convener of Chhattisgarh Forest Employees Union. A section of the forest employees are already on strike since March 12. Their chief demand is the unconditional release of a forest guard Ramsai Vadde, accused of the murder of a tribal Budhram Salam. On December 24, Maoists abducted Vadde and some labourers when they were working in Edka area of Narayanpur District of Bastar. Maoists made Vadde call Budhram Salam, a resident of his village, and asked him to reach Edka on some pretext. As Salam arrived at the spot, Maoists released Vadde and others. Salam was found dead next day. Subsequently, police arrested Vadde and charged him with criminal conspiracy to commit the murder of Salam. Some labourers who were working with him were also arrested for the murder. “Vadde has no role in this. They put a gun on his head and forced him to call Salam, who was a police informer. What do you do if someone threatens you?” Satish Mishra, Forest Union president, told The Indian Express.

Reports that one more trooper was injured in the gun battle could not be confirmed. Sources claimed that search operations were underway in the forests under Jambiagutta outpost since last five days following intelligence about Maoists camping in the area. While the Police party was returning to the base after the daylong search operation late in the afternoon, they were ambushed by Maoists in Hekker forest, around 25 km from Jambiagutta outpost. Reports suggest that a fierce gun battle took place in which two troopers were killed and one was injured. There were also reports of Maoists triggering a landmine blast during the encounter, but that could not be confirmed.

Members of CPI-Maoist politburo, special area committee and regional bureau would now get a whopping INR 2.5 million when they surrender, INR 1.3 million more than the Rs 1.2 million that the cabinet had recommended last week. The cabinet revised compensation for CPI-Maoist regional committee members for surrender as well. Earlier, it had recommended INR 700,000 for regional committee member, now they will get INR 1.5 million. Zonal committee members would now get INR 1 million while members of sub-zonal committee will get INR 500,000, cabinet secretary N N Pandey announced on March 24.

Taking part in the discussion on expenditure of Home Department, the CM said, "There has been substantial improvement in the overall containment of Maoist situation in State. The intensity of Maoist activity is on the decline." He added there was improvement in the situation in districts such as Jajpur, Dhenkanal, Keonjhar, Mayurbhanj, Gajapati, Ganjam, Nabarangpur, Sambalpur, Deogarh, Sundargarh and Nayagarh in 2014. He said 99 rebels surrendered in the State in 2014 while Police arrested 71. Chasi Mulia Adivasi Sangh (CMAS) leader Nachika Linga surrendered last year (2014) while most-wanted Sabyasachi Panda was arrested. A record 143 weapons, including 34 advanced weapons, were recovered from the rebels. He further said situation still remains sensitive in Malkangiri, Koraput, Nuapada, Kalahandi and Balangir. Stating that connectivity plays an important role in restricting Left-Wing Extremism (LWE), he said the government is planning to install 253 mobile towers in the LWE-affected Districts. The white paper said six Maoists were killed in 76 Maoist-related incidents last year (2014). However, Opposition political parties contested the government claim. Meanwhile, the CM Patnaik further informed the State Assembly that three years (2009, 2010 and 2011) witnessed a total 377 Maoist violence cases in which 109 general public and 71 security personnel were killed by the extremists, reports The Hindu on March 31. Similarly, during 2012, 2013 and 2014, the State suffered loss of lives of 66 civilians and 26 security persons. Further, five years after announcing to provide homestead land to next-of-kin of the State Police personnel killed in anti-Maoist operations, the Odisha Government finally spelt out modalities of transferring such land, reports The Hindu on March 31. In 2010, the State Government had declared that next-of-kin of the State Police personnel who die while discharging their duties in anti-Maoist operations would be allotted up to 0.04 acre of government land in an urban area or 0.10 acre of government land in a rural area free of premium for homestead purpose under the provisions of the Government Grants Act, 1895.

Director General of Police (DGP) DK Pandey said on March 29, that Police and paramilitary forces involved in anti-Maoist operations have been instructed to take care of injured Maoists. A dedicated team should be there who will make medical arrangements. "They are our own people but someone has misguided them. I hope the humanitarian gesture will have an impact on them (the Maoists) and help them reform," Inspector General of Police (IG), Human Rights, MS Bhatia said. Lalmuni Kumari, the woman Maoist cadre who was injured in March 28 encounter, was shifted to Ranchi Institute of Medical Sciences (RIMS). Lalmuni said that the Maoists' Bihar ‘regional committee member’ Nakul Yadav has 22 girls (some of them minors) in his team. Last year, Lalmuni, along with more than 40 girls, was forcefully taken away from Bishunpur in Gumla District. Police said they did not have specific information about such cases because parents of these children did not lodge any report in fear of the Maoists. Lalmuni managed to escape from the Maoists' den, but they came back to her house after a few days and took her away. "They had threatened to kill my parents if they approached the police," Kumari said.

No casualties were reported in the incident. However, Police recovered two more live high-intensity bombs from the site. "A self-styled spokesperson of the PLFI telephoned newspaper and TV channel offices in Patna on Tuesday claiming the group was behind Monday's bomb blast," an official at the Police Headquarters said. A team of the National Investigation Agency (NIA) on March 31 began a probe into the blast to ascertain the involvement of any terror organisation. In the first ever group-acquittal since the Trinamool Congress (TMC) came to power in 2011, as many as 10 ‘political prisoners’ were acquitted on March 31 night by a Ranaghat (Nadia District) District court in south Bengal, reports The Hindu. All the activists were allegedly working for the Communist Party of India-Maoist (CPI-Maoist) in Nadia District in south-central Bengal and had been languishing in various jails for nearly 10 years. They were charged under the Arms Act of 1959 and various sections of the IPC. However, none of the charges was established and thus all the activists were acquitted by the (Addl.) District and Sessions Judge, Rupanjana Chakravarty. Ajit Chakravarty, Pradeep Chatterjee, Lata Murmu, Gupi Das, Haidar Ali Chowdhury, Paresh Tirkey and Mongal Mondal were released.
