A Communist Party of India-Maoist (CPI-Maoist) cadre identified as Sushant Ram, resident of Shivdih village under Lakhisarai District, was arrested by Munger Police near Amarasni river under Larayatan Police Station in Munger District on August 1, reports The Times of India. Police said Sushant was a named accused in a number of cases and was also associated with Naxalite [Left Wing Extremist (LWE)] leaders like Pramod Koda and Kare Lal Koda, who were arrested recently. He was also working as an ‘informer’ for the Maoists and used to report the activities of Police and Police movements to them, said Sub-Divisional Police Officer (SDPO) (sadar) Harishankar Kumar.

The cadres of the Communist Party of India-Maoist (CPI-Maoist) are carrying out their Jana Sampark Abhiyaan (Public Relations Drive) at nearby forest villages under Ambavona block of Bargarh District on the occasion of their celebration of Martyrs' Week from July 28 to August 3, reports The Pioneer on August 2.In their public relations drive, they have conducted a series of meetings with the public and appealed them to join hands with them. They wanted to know from the locals about the corrupt officials, politicians and contractors and present situation of the block. In the interim, combing operations have been launched at the forest areas under Ambavona Police Station limits. The concerned villagers expressed happiness where as the corrupted officers, politicians and contractors are a scared lot after hearing the CPI-Maoist cadres’ presence in the block.

A joint team of the Telangana Police and the Central Reserve Police Force (CRPF) arrested a cadre of the Communist Party of India-Maoist (CPI-Maoist) near Lenin Colony at Charla Mandal (administrative unit) in Bhadradri Kothagudem District on August 2, reports The Hindu. CPI-Maoist cadre was identified as Madivi Ungaiah alias Dudi (33). Police also recovered four wall posters from his possession. Eleven cadres of the Communist Party of India-Maoist (CPI-Maoist) surrendered in front of Sukma Superintendent of Police (SP), Abhishek Meena in Sukma District on August 2, reports New Indian Express. The cadres include three women. They also surrendered two guns. Two of them were identified as Kunjam Hadma and Madvi Hidma, were carrying reward of INR 800,000. Similarly, Tati Sanki, a "Deputy Commander" rank cadre, was carrying a reward of INR 200,000 on her head. Two others -- Dirdo Deva, a member of Dornapal LOS (Local Operation Squad), and Kadti Hidme, chief of the Kisan Adivasi Mazdoor Sangathan (KAMS), a front organisation of CPI-Maoist cadres were carrying a reward of INR 100,000 on their heads.

One cadre of the Jharkhand Sangharsh Jan Mukti Morcha (JSJMM), a Communist Party of India-Maoist (CPI-Maoist) splinter group, was arrested during a raid in Ambatoli area of Barkagaon Police Station in Hazaribagh District on August 2, reports The Times of India. Police seized two carbines, one pistol and four live cartridges of .315 from the spot. Superintendent of police (SP), Anup Birtharay said the arrest came after eight JSJMM cadres, led by its supremo Nishant ji, attacked members of a company engaged in the construction of a 40 kilometres road between Barkagaon and Urimani coal mining project of Central Coalfields Ltd. The SJMM cadres threatened to stop the road construction if the company failed to pay a hefty amount of money as ‘levy’. The SP added that it was for the first time that SJMM cadres, who were active in Latehar and Gumla, entered the Hazaribagh District and targeted a road construction company.

Communist Party of India (CPI-Maoist) activities in Odisha has gone down sharply and out of 35 most Left Wing Extremists (LWE) affected Districts in the Country, only two Districts, Koraput and Malkangiri find place in the list released by the Union Ministry of Home Affairs (UMHA), reports Odisha Samaya on August 4. While about 95 per cent of violence by LWEs is reported from 35 Districts of seven States, Odisha shares only 8.2 per cent, which confirms the trend. In the latest report of the UMHA on Maoist activities in the country, while Chhattisgarh records the highest of 37.6 per cent LWE violence cases, Jharkhand share 31 per cent of the total LWE violence reported across the country. Odisha stood far behind the two neighbouring States with just 8.2 per cent. In Chhattisgarh 8 and in Jharkhand 16 Districts are most LWE affected Districts, while Maoist activities is confined mostly to Vishakhapatnam in Andhra Pradesh and Khammam in Telengana. Among these States, Odisha leads in conducting more number of Unified Command Meetings to review Maoist Menace and Development. While Chhattisgarh and Jharkhand face larger degree of Maoist violence, in the recent months both the States have failed to conduct Unified Command Meetings while Odisha conducted four meetings of Unified Command to tackle the ultras. State Police is acting in tandem with Central Para-military Forces and an apex Level Multi Disciplinary Group has been put in place tackle the Left Wing rebels. Odisha has asked the UMHA for two more battalions of Central Reserve Police Force (CRPF) forces to be deployed in bordering Districts of Jharkhand and Chhattisgarh as these areas are porous and ultras keep sneaking into the State since there is more presence of Central Armed Forces (CAFs) in both the two States.

As part of its revised counter-Left-Wing Extremism (LWE) strategy drafted in consultation with the affected States, the Centre on August 4, asked the latter to post "shadow intelligence officers" to track big and high-value Communist Party of India-Maoist (CPI-Maoist) leaders on a dedicated and sustained basis, reports The Times of India. The "shadow officers" will work on tracking identified big fish and follow all their possible movements and activities, looking for the right opportunity to capture or neutralise them when they are vulnerable. A review meeting, chaired by Union Home Minister (UHM) Rajnath Singh in New Delhi on August 4, to take stock of progress on the decisions taken at a May 8 conference of Chief Ministers (CMs) of LWE-hit States, was informed that the new strategy, discussed with the States by special security adviser K Vijay Kumar over eight separate meetings held across Chhattisgarh, Jharkhand and Bihar, would involve redeployment of forces so as to fill any security vacuum, particularly in parts of Chhattisgarh. This, while continuing with aggressive, intelligence-based operations, will keep the morale of the Maoists down. Further, laying special emphasis on the inter-State coordinated operations, the Centre has asked Kerala, Tamil Nadu and Karnataka to start building capacity of their Police Forces in tri-junction of their inter-State borders due to the presence of Maoists and some initial Naxal activity noticed there.As per the revised approach, stress is to be laid on human intelligence rather than technical intelligence which is limited due to poor connectivity and thick foliage that makes Unmanned Aerial Vehicles (UAVs) ineffective. Though the Centre had asked the State Police to offer one-third component in joint operations with Para-military forces, the States Governments, particularly in Chhattisgarh, have cited their inability to do so due to inadequate manpower. While the Centre has agreed to make do with whatever extent of forces the States can spare, it has asked them to ensure that more Police personnel are deployed for Road Opening Party (ROP) duties.

The skirmish took place this afternoon (August 6) when a specialised unit of the District Force was out on an anti-Maoist operation in the jungle near Bhave village under Gatapar Police Station area, Inspector General of Police (IGP) (Durg Range) Dipanshu Kabra said. On finding that security personnel were zeroing on them, the Maoists fled into the core area of the forest, the IG said, adding, after being informed about the incident, reinforcements were being rushed to the spot. "Sub-Inspector of Police Yugal Kishore Verma and Constable Krish Sahu were killed in the incident," Kabra said, adding while Verma died on the spot, Sahu succumbed to injuries while being evacuated from the forest.

The Central Reserve Police Force (CRPF) has proposed creation of special platoons comprising young and highly trained commandoes in each company of the elite force to tackle the Communist Party of India (CPI-Maoist) problem in Bihar, reports The Telegraph on August 7. The proposal was finalised at a meeting of CRPF officials chaired by Inspector-General (IG), CRPF, Bihar sector, M.S. Bhatia, in Gaya on August 5. The special platoons, as per the proposal, would be engaged in special drives against the Maoists in the worst-Naxalite [Left Wing Extremist (LWE)] affected Districts of the State. Each platoon would comprise 30-35 young and highly trained commandoes. A company consists of three platoons. Bhatia said the strategy had been changed to take on the Maoists more effectively in Bihar. "The personnel of the newly formed platoons will be given specific task to hit the target more effectively," he said on August 6. The members of the special platoons will be equipped with latest weapons and modern electronic gadgets to help them in the operation. Bhatia said apart from the young commandoes, newly recruited jawans will be inducted in the special platoons. "The idea is to add more teeth to the force, which has been assigned to curb Maoist-related violence across the country. The same strategy will be adopted in other Naxalite-hit States later," the IG said.Earlier, the CoBRA (Commando Battalion for Resolute Action) was carved out of the CRPF to deal with rebels in an effective manner. "The purpose is to make the force sharper in their operation to flush out the Naxals," IG, Bhatia said. At present, 30 battalions of the CPRF are deployed in Bihar to deal with the Maoists.

According to Garhwa Superintendent of Police (SP), Mohamed Arshi, Police had received a tip-off that TPC one ‘sub-zonal commander’ Chotu Singh Kharwar alias Ajay Kumar Singh alias Ajay Singh Kharwar and his associates were sheltering in Cherwadih village near school, a joint team of Bhawnathpur Police led by Office in Charge (OIC), Anil Kumar raided there. Chotu was arrested while his associates managed to escape. The security personnel deployed in Badapada under Chitrakonda cut-off area were tipped off about presence of Maoists in a camp at Bandhuguda forest area. BSF Deputy Inspector General (DIG) (Intelligence), JC Nayak said when the jawans raided the forest; they found the Maoist camp near a nullah. However, before they could reach the spot, the Maoists fled. During search, BSF personnel found four Single Barrel Muzzle Loading (SBML) guns and two barrels, over a 100 round of ammunition, Maoist literature, radio set and uniforms from the camp. DIG Nayak added that the Maoist camp was set up to attack the BSF jawans deployed in the area for Gurupriya Bridge work.

In first incident, the patrolling team of Security Forces (SFs) cordoned off a forest in the interiors of Gangaloor area near Modipara village in Bijapur District and arrested four Maoist cadres. The arrested cadres were identified as Manglu Hemla (35), Raju Tati (28), Ramu Hemla (30) and Hemla Budhu (35), all lower rung cadres. The encounter near Tundewra and Kupnar village forced the Maoists to flee leaving behind weapons and six horses. Six weapons and other material of daily use were also recovered at the camp site,” said the Gadchiroli Superintendent of Police (SP) in a release. This was the first time when horses were found in a Maoist camp. “Senior Maoist leaders like Bhupathi operate in Abujhmad and the horses may have been used for senior leaders,” the release added. Senior central committee leader Sonu Bhupati is chief of Dandakaranya range falling in areas of Chhattisgarh, Maharashtra, Karnataka and Andhra Pradesh. A top leader of the Communist Party of India-Maoist (CPI-Maoist), Duna Keshav Rao wrote to Odisha Chief Minister (CM) Naveen Patnaik asking him to rehabilitate him under the State’s policy of bringing Left Wing Extremists (LWEs) into the mainstream, reports Hindustan Times on August 21. Rao is accused in several cases of violence including the killing of Vishwa Hindu Parishad (VHP) leader Laxmanananda Saraswati in June 2008. Rao is also accused in at least 10 cases in Odisha and has been under judicial custody since June 2011. He also requested bail in all the 10 cases in the District and Sessions court in Nayagarh and Gajapati lodged between 2012 and 2016 and completion of the trials in all the cases within six months. He also pleaded for no arrest in the future in fake cases. Rao said after he surrendered the Andhra Pradesh Government gave him INR 1 million under the LWE rehabilitation policy, but his dream of returning to mainstream remains unfulfilled.

The Communist Party of India-Maoist (CPI-Maoist) cadres shot dead a 30-year-old youth identified as Sunny Ram, suspecting him to be a ‘police informer’, in Lakhisarai District late on August 31, reports The Telegraph. Police said a group of 10 Maoists intercepted Sunny near Ramtaliganj Mor under Kajra Police Station when he was returning to his ancestral village Shivdih from the local market. They tied his hands with a rope and shot him dead. The Station House Officer (SHO) of Kajra Police Station, Sujeet Warsi, said a handwritten pamphlet and four empty cartridges of 7.62 bore were seized from the site of occurrence. Lakhisarai Superintendent of Police (SP), Arvind Thakur said the Maoists killed Sunny after brandishing him an ‘informer’ of the Police. The residents told the Police that the Maoists had earlier warned the inhabitants of the village to punish them for leaking information to the Police about their activities.
