Hand written posters of the Communist Party of India-Maoist (CPI-Maoist) appeared in several parts of Thamarassery in Kozhikode District of Kerala on April 3, criticizing Chief Minister Pinarayi Vijayan for the multi-crore high-speed K-Rail Silverline project, reports daijiworld.com. The posters said that the Chief Minister is taking the State to ruins through the Silverline project and hence has to be opposed. It said that the Communist Party of India-Marxist (CPI-M) Government is following the economic and regressive policies of the Narendra Modi Government at the Centre. The hand written posters written in A-4 size papers appeared in various parts of Thamarassery which is the border of Kozhikode and close to Wayanad District of Kerala which has an active presence of Maoist groups. The outfit has also warned the State Government of the consequences if it goes ahead with the project.

Five Improvised Explosive Devices (IEDs) fitted with arrows were seized during a search operation by Security Force (SF) personnel after Communist Party of India-Maoist (CPI-Maoist) fired at the under-construction Bharnia Police camp in West Singhbhum District of Jharkhand on April 4, reports latestly.com. The B company of 157th battalion of Central Reserve Police Force (CRPF), who are stationed at the place, retaliated by hurling para bombs on April 3 night and none of its personnel was either injured or killed, a Police release said, adding SF personnel drawn from the District Armed Police (DAP), CRPF and Bomb Disposal Squad (BDS) of Jharkhand Jaguar (JJ) carried out the massive search operation in the Naxal [Left Wing Extremism, LWE]-affected areas and recovered three live arrow bombs and two used arrow bombs, besides some empty cartridges from the spot. All the three live explosives were defused by the BDS, the Police added.

The National Investigation Agency (NIA) arrested an absconding Communist Party of India-Maoist (CPI-Maoist) leader from Dibrugarh District of Assam on April 3, reports Hindustan Times. NIA tweeted, “Maoist leader Reema Orang (alias Saraswati), a resident of Mahatal village under Joypur police station of Cachar district, was absconding since March 6. She has been arrested under a case filed in Guwahati.” The case was initially registered as FIR No. 02/2022 at Crime Branch Police Station, Panbazar in Guwahati in Kamrup (Metro) District, and re-registered by NIA on March 16, 2022. The accused along with their associates were involved in spreading the network of CPI-Maoist in Assam and North-East region of the country.

The NIA detained two suspected Maoists in Karimganj city in the Karimganj District of Assam on April 3, reports Hindustan Times. According to the Police, they were temporarily detained and released after a few hours of interrogation. The detained individuals were identified as Raju Urang and Pinky Urang, both residents of Sonakhira area (near India-Bangladesh international border) of Patharkandi in Karimganj District. After detaining Raju and Pinky, the NIA team took them to Patharkandi Police Station and after interrogation for hours they were released. “During searches conducted today, digital devices and incriminating documents of CPI-Maoist party have been recovered and seized,” NIA said.

Macharla Ganapathi alias Narender, a Dalam (armed squad) member of the Communist Party of India-Maoist (CPI-Maoist), surrendered before the Superintendent of Police (SP), Sangram Singh G Patil, in Mulugu District of Telangana on April 5, reports The Hindu. Narender, a resident of Odithala village in Chityala Mandal (administrative sub division) of Jayashankar Bhupalpally District, worked as a member of Jana Shakti Dalam in the past before joining the CP Bata Dalam in 2017. He came in contact with the CPI-Maoist senior leader Bade Chokka Rao alias Damodar at Ulvanur Forest area in 2017, and worked as a courier for the banned outfit. Earlier, he was arrested by the Charla Police in 2018 and sent to jail, and later in December 2021, he again joined the CPI-Maoist party and undergone training for a month. He worked in the 2nd Central Regional Command (CRC) Kosal Platoon, a Police press release said. He told the Police that he was “vexed” with the Maoist ideology and “discrimination” against the lower-rung cadres, the press release added.

The call for a day-long bandh (general shut down strike) given by the Communist Party of India-Maoist (CPI-Maoist) passed off peacefully in Jharkhand on April 5, reports The Pioneer. The CPI-Maoist had announced the bandh in four States Jharkhand, Bihar, West Bengal and Assam to protest the arrest of Arun Kumar Bhattacharya alias Kanchan (65), a member of the CPI-Maoist ‘Central Committee (CC)’ and Eastern Regional Bureau (ERB). A large number of Security Forces (SFs) were deployed in the sensitive localities and rail tracks were secured, while the Jharkhand Police and Central Reserve Police Force (CRPF) jointly carried out long range patrolling and area domination exercises in affected districts. Inspector General (IG), Operations, Amol Vinukant Homkar informed that the bandh had no impact and no untoward incident was reported from any part of Jharkhand.

Reports from the Districts suggested that most pockets of the Jungle Mahal wore a deserted look from April 8 morning, which indicated that people at large did not want to take chances and preferred staying indoors. The impact was maximum in Jhargram, where three blocks, including Jhargram, witnessed a total bandh-like situation, said a Police source. “The people of the Jungle Mahal do not want to take chances with the Maoists as there had been instances of the insurgents attacking people defying their diktat.… This fear had vanished in the past few years. We need to assess why people chose to play it safe this time and stayed indoors,’’ said the senior Police officer. The Maoists had called a strike in the Jungle Mahal on April 8 to protest the State Government’s move to appoint former Maoists as junior constables or special home guards. The Central Reserve Police Force (CRPF) on April 13 said that a total of 56 Forward Operating Bases (FOBs) have been established in Communist Party of India-Maoist (CPI-Maoist)-affected areas till March 2022 and 25 to 27 more are planned to come up by the end of this year, reports ommcomnews.com. So far 20 FOBs have been established in Chhattisgarh, 18 in Jharkhand, 11 in Odisha, six in Madhya Pradesh, and one each in Maharashtra, Telangana, and Bihar, CRPF officials said, adding that five FOBs have been set up this year till March 14. Out of the proposed new bases, 10 more will be set up in Chhattisgarh, six in Jharkhand, seven in Maharashtra, including the Gadchiroli area, and one each in Odisha, Andhra Pradesh and Telangana, they added. The lands for constructing the FOBs have already been identified where work will begin soon, the officials said, adding that this will further help the force penetrate deep into the hard-core areas of Maoist dominance. The new FOBs established in 2021 and 2022 are better fortified while the Security Forces (SFs) will be equipped with the latest weapons, ammunitions and land mine proof vehicles and better medical facilities, they said.

Mangu was involved in the November 12, 2013, Naxal [Left Wing Extremism, LWE] attack where he allegedly opened fire at law-enforcement authorities who were on Assembly election duty at Mankelli. Another ‘militia’ member Gundi Badraiyya – hailing from Dharmavaram – was arrested by the Central Reserve Police force (CRPF) on a bank of the Chintawagu River. Bhadrachalam in-charge Assistant Superintendent of Police (ASP), B Rohith Raj informed that the local Police and Central Reserve Police Force (CRPF) 141 Battalion personnel during combing operations spotted four persons moving suspiciously in the forests. One of them was arrested by the Police and during interrogation he revealed his identity as the Cherla Local Operation Squad (LOS) member, Bonala Raju alias Gagan of Peddamasanpalli village in Siddipet District, while others escaped. After being a sympathiser for the Maoists for some time he joined the underground cadres in 2021. Gagan served as the guard to the Maoist Bhadradri Kothagudem East Godavari (BKEG) Committee ‘secretary’ Koyyada Sambaiah alias Azad and was later shifted to Cherla LOS. A case was booked against him in an extortion case in Siddipet three-town Police Station. He also took part in a recent exchange of fire with Police in the Battinapalli-Kistarampadu forests on Telangana-Chhattisgarh borders. The arrested was being sent on judicial remand to Khammam District Jail, the ASP said.

The 62-year-old Nirmala, who served as an active member of the Dandakaranya Special Zonal Committee (DKSZC) for 42 years, died while battling for her life on April 9 in a prison in Maharashtra. Maoist ‘spokesperson’ Mangali said in a press note that Nirmala was fallen sick in 2018 and got arrested by Police while she was getting treatment in a hospital in Hyderabad of Telangana in 2019. The arrested Maoists are identified as Bapu alias Ramaji Doghe Wadde (30), a resident of Nelgunda, Maroti alias Anturam alias Manik Sadhu Gawade (34) from Kaneli, Suman alias Janni Komati Kudyami (24) from Padatanpalli, and Ajit alias Bharat Mainu Hichami, resident of Zarewada. Bapu was acting as an ‘Area Committee Member, (ACM)’ with Company No 10 and had actively participated in the killing of Policeman Dushyant Pandhari Nandeshwar at Kothi village on August 14, 2020. He was also involved in 13 offences - seven murders, three encounters, an arson and two robberies. Maroti was also acting as ‘ACM’ with Gatta Local Operation Squad (LOS) and was a member of the action team of the Maoists. He was involved in three major offences. Suman, operating with Permili LOS as a member, was involved in three murders and eight encounters. Gawade and Hichami were both also actively involved in the killing of two civilians. The arrested cadres collectively had rewards to the tune of INR 1.8 million on their heads, Superintendent of Police (SP), Ankit Goyal said, adding that the Police are probing their involvement in other offences as well.

The National Investigation Agency (NIA) on April 23 filed a charge sheet against 20 cadres of the banned Communist Party of India-Maoist (CPI-Maoist) in connection with the Edakkara Maoist Case, before the NIA Special Court in Ernakulam District of Kerala, reports The Hindu. The cadres have been charged under various sections of Indian Penal Code (IPC), Arms Act and Unlawful Activities Prevention Act (UAPA). The charge sheeted persons include people from within Kerala and those hailing from Karnataka, Tamil Nadu, and Chhattisgarh under various sections of IPC, Arms Act and UAPA. The case pertains to alleged ‘conspiracy for conducting physical and arms training, conducting zonal committee meeting of Western Ghats Special Zonal Committee (WGSZC) of the proscribed organisation CPI-Maoist in the Nilambur forest in Malappuram in 2016 to strengthen the organisation, with the intention to commit terrorist acts, and to waging war against the Government of India’, says a press release. The case was initially registered by Edakkara Police Station in Malappuram in September 2017 and was taken over by the Anti-Terror Squad (ATS) of Kerala Police subsequently. An illegal arms factory, a major source of weapons for the Naxals, was recently busted by the Special Task Force (STF) and Central Forces in Nawada, Additional Director General (ADG), STF-operation, Bihar Police, Sushil Mansingh Khopde said, adding that it was a major success and similar operations by the STF have helped in bringing down the number of left-wing extremists to not more than 80. “Now, our security forces are moving towards making 10 most troubled administrative blocks or villages in three districts — Gaya, Lakhisarai, and Jamui — free from left-wing insurgency,” the ADG said. Besides, five special forward bases are also being set up in troubled areas, including the hills near Sherghati and Chhakarbandha forests, in these districts, he added. “Security forces had arrested six persons for allegedly running an illegal arms factory in Nawada district last month. Custodial interrogation of the accused revealed that Maoists of the area were in constant touch with them for the procurement of weapons. We also busted two other illegal arms factories, that were major sources of arms supply to the Naxals,” said the ADG. However, there are certain areas in the State where overground workers (OGW) of Maoists are still active, and in some cases, they provide logistical support to the ultras, Khopde said. “OGWs of Naxals are still active in Bagaha, Munger, Arwal, Nawada, Kaimur, and Jehanabad districts. The violence perpetrated by the Naxals [Left Wing Extremism, LWEs] has been reduced by 41 per cent and deaths by 54 per cent in the country in 2020 as compared to 2013 and the arc of such incidents has been considerably restricted with just 30 Districts accounting 88 per cent of all Communist Party of India-Maoist (CPI-Maoist) violence, reports The Times of India on April 26. According to the annual report of the Ministry of Home Affairs (MHA) for 2020-21, the Naxal violence was reported from 226 Police Stations in 53 Districts spread across nine States in 2020 as compared to 328 Police Stations in 76 Districts spread over 10 States in 2013. “The last six years have seen a significant decline in Left Wing Extremism (LWE) violence as well as the geographical spread of the LWE. The declining trend which started in 2011 continues in 2020 as well. “There has been an overall 41 per cent reduction in violent incidents (1,136 to 665) and 54 per cent reduction (397 to 183) in LWE related deaths in 2020 as compared to 2013,” the MHA annual report said. In comparison to 2019, the 2020 also saw the same level of violence with marginal decline (670 to 665) in incidents of violence and the resultant deaths by 9 per cent (202 to 183). The casualties to Security Forces (SFs) declined by 17 per cent (52 to 43). At the same time, the developmental outreach by the central Government has seen an increasingly large number of LWE cadres shunning the path of violence and returning to the mainstream. In 2020, Chhattisgarh with 315 incidents and 111 deaths remains the worst affected State, followed by Jharkhand (199 incidents and 39 deaths), Odisha (50 incidents and 9 deaths), Maharashtra (30 incidents and 8 deaths) and Bihar (26 incidents and 8 deaths). The overall improvement in the LWE scenario can be attributed to greater presence and increased capacity of the SFs across the LWE affected States, better operational strategy and better monitoring of development schemes in affected areas, the report said. The MHA said the geographical spread of LWE violence has also been shrinking considerably and the arc of violence has been considerably restricted with just 30 Districts accounting 88 per cent of the LWE violence. The CPI-Maoist continues to be the most potent among the various LWE outfits in the country and accounted for more than 86 per cent of total LWE violent incidents and 96 per cent of resultant deaths. Senior officials of the Union Ministry of Home Affairs (UMHA) have told the Police of the four eastern Indian States -- West Bengal, Bihar, Jharkhand and Odisha to remain alert during the next 15 days over possible Communist Party of India-Maoist (CPI-Maoist) activities, reports daijiworld.com. The alert was issued by senior officials of the UMHA at a meeting of the Standing Committee of the Eastern Zonal Council that took place at the West Bengal State secretariat of Nabanna in Sarat Chatterjee Road under Shibpur Police Station limits in Howrah District of West Bengal on April 26. Highly placed sources from the West Bengal Government told media on the condition of anonymity that as the alerts of UMHA officials the next 15 days are extremely crucial for these four States as there are central intelligence inputs of resurgent Maoist activities in the region during that period.

The joint action of Chhattisgarh Police and Paramilitary Forces that draws Naxalites [Left Wing Extremists, LWEs] to join the of society is yielding positive results with Naxal-activities confining into just few pockets in Chhattisgarh, reports The Times of India on April 27. According to information received from Deputy Inspector General of Police (DIG), Naxal Operations, as many as 57 Naxalites have surrendered in the month of March. A total of 37 Naxalites has also been arrested and four Naxalites have been killed in different encounters in March. Besides, during the anti-Naxal operation, the Police has recovered five weapons and seized and defused 20 Improvised Explosive Devices (IEDs) in Dantewada, Bijapur and Sukma Districts. The DIG claims that continuous patrolling and search work is being done by Police and Paramilitary Forces in dense forest and hilly regions of worst- Communist Party of India-Maoist (CPI-Maoist) affected Dantewada, Bijapur and Sukma Districts. Anti-Naxal campaign is being run by Chhattisgarh Police to curb Maoist activities in the State. The joint operation of Police and Paramilitary Forces is going on which is reaping success.

Cherla Local Guerilla Squad (LGS) member, Muski Sukhi alias Vimala (18) of Rallapuram and Manuguru Local Operation Squad (LOS) member, Madakam Pramila alias Pale (18) of Chennapuram in Cherla Mandal (administrative sub division) were the surrendered Maoists. Superintendent of Police (SP) Sunil Dutt informed that both Sukki and Pramila were forcefully recruited by Maoist Party when they were 14 years of age. Maoist leaders recruited many such minor tribal children when they were at a tender age and in no position to evaluate what was good for them. And they were left to be exploited by the Maoist leadership. Sukhi and Pramila were forced by Maoist leaders to participate in an Exchange of Fire (EoF) with police in Tekulagudem April 03 and in Pesalapadu on December 27 in 2021. Maoist leaders were violating the tribal and child rights, SP noted. They both decided to surrender before the police as the Maoist leaders Azad, Damodar, Raji Reddy and Madhu were exploiting minor tribal girls by forcing them to do menial jobs like cooking, washing clothes and to serve as luggage carriers. Bad treatment of women cadres and children, forcing young tribal girls to marry senior leaders, sexually exploiting them and differential treatment by Maoist leaders in providing basic necessities to higher and lower cadres made to them quit the party, he said.

The National Investigation Agency (NIA) registered a case against five Naxalites [Left Wing extremists, LWEs], including Vijay Kumar Arya, a member of the Central Committee of Communist Party of India-Maoist (CPI-Maoist), operating in Bihar, reports hindi.news18.com on April 28. Apart from Vijay, NIA has taken legal action against Naxalite Rupesh Kumar Singh (Bhagalpur), Naxalite Anil Yadav alias Anil Vyas (Rafiganj, Aurangabad), Rajesh Gupta and Umesh Chaudhary (Samhota, Rohtas). The NIA has issued an alert of Naxalite attack, stating that there is a possibility of carrying out the attack by the Naxalites in the spirit of revenge. The personnel from this squad would be selected from the members of the Special Task Force (STF) of the State Police and Kolkata Police. The decision was taken at a meeting of the standing committee of the Eastern Zonal Council held in Kolkata on April 26, wherein the representatives from the Union Ministry of Home Affairs (UMHA) had told the Police forces of four eastern States -- West Bengal, Bihar, Jharkhand and Odisha -- to remain alert over possible Maoist activities. West Bengal Chief Minister Mamata Banerjee on April 27 raised the issue of re-emergence of Communist Party of India-Maoist (CPI-Maoist) in the State’s Jungle Mahal region as posters threatening local leaders were recovered from the place recently, reports news18.com. She also directed the district magistrate and Superintendent of Police of Jhargram to take action. Some of the posters, with ‘Khela Hobe’ written in red ink, threatened two Trinamool Congress (TMC) leaders of Jungle Mahal on April 27. “For a long time, Trinamool has been playing games with people, it is time for Maoists to play games with Trinamool Congress leaders,” the posters allegedly to be written by Maoists said. After the posters were recovered from the villages in Jhargram, local TMC leaders started taking precautions. The recent 12-hour bandh (general shut down strike) called by the Maoists against corruption, deprivation of the poor and recruitment of miscreants as home guards has had an impact on the State Government in Jhargram. The Chief Minister raised the issue in a meeting with the Police administration on and questioned the administrative officials of Jhargram. On learning that there is no such thing at the ground level, Mamata said, “There are buzz for just one, two or three posters about the Maoists. The Bharatiya Janata Party (BJP) has put up three posters. If the Maoists come through Jharkhand, take action.” On the same day, Mamata also directed the Police to close the Belpahari border. In response, Police said the border had already been closed. Mamata, however, claimed that she had specific inputs of at least five Maoists entering the Jhargram district through the Jharkhand border in Belpahari. She added that after coming to power in the state in 2011, her government has employed at least 10,000 surrendered Maoists as home guards.
